MODULAR PANELS WITH METALLIC EXTERNAL


ENCLOSURE FOR M.V. CUSTOMERS

1. SCOPE

This T. D. sets out the requirements applicable to the procurement of modular


panels with external metallic enclosure, modular type, (in full accordance with the
term "METAL ENCLOSED SWITCHGEAR" , ΕΝ 62271-200), where breaking
elements are SF6 insulated, with a 24 kV rated voltage, intended for indoor
installation to power supply Medium Voltage (M.V.) customers.

2. KEYWORDS

3. OPERATING CONDITIONS

3.1. Environmental Conditions

3.1.1 Installation

Panels compliant to this T.D. are intended for use in Medium Voltage distribution
networks; they shall be suitable for indoor installation, at ground, underground or
other floors of buildings, to allow supply to medium voltage customers by PPC.
Panel installation shall be done according to the requirements of paragraph 10.2
of ΕΝ 62271-200 and Drawing 5 of the present. Clearance between the back side
of the panels and the Substation (S/S) wall shall be 100 mm. The minimum
height of the panel installation room (channels not included) shall be 2500 mm.
The panels shall be installed on concrete foundation, as shown in Drawing 5 of
the present; fastening shall be carried out from the operating position at the front
side.
Manufacturers shall take into account that the maximum free height of the top
surface of the concrete foundation (panel base) above the S/S floor that cannot
be trenched, is 0,5 m. Hence, terminations shall be installed at a suitable height
and position so that cables can be freely routed to any direction, with bend radius
of each single core cable 890 mm.
Furthermore, in any case terminations shall not protrude below the foundation
plane of the panel. In addition, it is desirable that live panel components are
situated at a minimum distance of 500 mm from the panel floor.
Each panel shall be accompanied by all fittings necessary for mounting on the
above mentioned foundation, e.g. angular profile bars, bolts etc.
Manufacturer at its own expense shall allocate specialized personnel for the
installation of the first 5 panel groups (Athens, Thessaloniki, Patra, Lamia or
elsewhere as instructed).

3.1.2 Climate Conditions


Equipment shall be suitable for indoor installation under the normal operating
conditions set in paragraph 2 of ΕΝ 62271-200.

3.2. System Characteristics

The material is intended for use on three - phase, three conductor distribution
networks with earthed neutral node at the feeding point through a resistor
limiting the maximum earth fault current to 1000 Α.
Material shall be of 24 kV rated voltage, of frequency 50 Hz and suitable for
installation at networks with the following characteristics:

Note: In case requirements of this T.D. contradict the provisions of any of the above
Standards / Specifications, the provisions of this Description shall prevail.

5. DESCRIPTION

The present T.D. sets out requirements for the supply of modular type, Medium
Voltage panels with external metallic enclosure, intended for earthing according
to paragraph 5.3.1.10 of the present.
Panels use atmospheric air under atmospheric pressure as the main dielectric
between live parts, according to paragraph 5.3.1.1. of the present. Load break
switches shall utilize sulfur hexafluoride (SF6) as a dielectric under pressure,
according to standard ΕΝ 60376 and circuit breakers shall be of vacuum
technology in accordance with the European standard ΕΝ 62271-100:2001 and
the paragraph 5.4.2.1. of the present.
This T.D. refers to standard panels fitted with equipment as described in
paragraph 5.2 of the present.
These panels are combined to constitute panel groups, as specified in the
following paragraph 5.1 of the present.
All chambers where SF6 gas is present shall be fitted with filters to retain
moisture and SF6 by-products; these shall be warranted for the entire lifetime of
the equipment as no inspection or replacement is specified.
Manufacturers shall declare filter quantity and absorbency.

5.1. Basic panel diagrams

Panel diagrams for the S/S of medium voltage customers are the following:
- Type Ι in radial system. (Drawing 2a)
- Type Ι in ring main system. (Drawing 3a)
- Type II in radial system. (Drawing 2b)
- Type II in ring main system. (Drawing 3b)

Each of the above diagrams constitutes a group of panels and includes the
following standard panels:

5.1.1 Type I panel groups – radial

- One line “cable arrival” panel, according to paragraph 5.2.1.


- One M.V. customer protection panel, type I, according to paragraph 5.2.3.
- One voltage transformers' panel, according to paragraph 5.2.5.
- One meter panel, according to paragraph 5.2.6.

5.1.2 Type I panel groups – ring main system

- Two line “load break switch” panels, according to paragraph 5.2.2.
- One MV customer protection panel, type I, according to paragraph 5.2.3.
- One voltage transformers' panel, according to paragraph 5.2.5.

5.1.3 Type II panel groups – radial

5.1.4 Type II panel groups – ring main system

- Two line “load break switch” panels, according to paragraph 5.2.2.


- One MV customer protection panel, type II, according to paragraph 5.2.4.
- One voltage transformers' panel, according to paragraph 5.2.5.
- One meter panel, according to paragraph 5.2.6.

5.2. Standard equipment of panels

It is noted that combination of a disconnector - load break switch or disconnector


- load break switch - earthing / short circuiting device in a single apparatus is
allowed, on condition that the operational requirements of the present Technical
Description are met.

5.2.1 Line “cable arrival” panel

This panel is used for cable arrival of network in radial system. It includes the
following:

5.2.1.1 400 Α busbars, according to paragraph 5.4.1.


These busbars connect terminations to the busbars of the protection
panel.

5.2.1.2 Three single core terminations, according to paragraph 5.4.10.1.

5.2.1.3 One earthing - short circuiting device, according to paragraph 5.4.5.


serving to earth the cable from the panel exterior. This device shall be
capable of being operated freely after the removal of the cover or the
opening of the door of panel, while previously the relevant interlock
has been deliberately removed.

5.2.1.4 One voltage presence test indicating device on the cable side according
to paragraph 5.3.1.3.6.

These panels shall be of identical dimensions with the line “load break switch”
panels; their doors shall be interlocked with the earthing switch, to allow opening
of the door only after it is closed.

5.2.2 Line “load break switch” panel

This panel shall be suitable for future integration of equipment necessary for
remote control and remote signaling with 48 V dc supply voltage; it shall include
the following apparatus and devices:

5.2.2.1 Busbar Compartment: Special (tool-based) accessible compartment
in accordance with paragraph 3.107.3 of ΕΝ 62271-200.

5.2.2.1.1 400 A Busbars, according to paragraph 5.4.1.

5.2.2.2 SF6 Compartment: Non-accessible compartment in accordance with


paragraph 3.107.4 of ΕΝ 62271-200.

5.2.2.2.1 One 400 Α disconnector, according to paragraph 5.4.4.

5.2.2.2.2 One 400 Α load break switch, according to paragraph 5.4.3.

5.2.2.2.3 One earthing-short circuiting device, according to paragraphs 5.4.5.


and 5.2.1.2.2.

5.2.2.3 Incoming Cables Compartment: Operator (interlock-based)


accessible compartment, LSC2A, PM or PI in accordance with
paragraphs 3.107.1 and 3.131.1 of ΕΝ 62271-200.

5.2.2.3.1 Three single core terminations, according to paragraph 5.4.10.1.

5.2.2.4 Control devices

5.2.2.4.1 Voltage presence test indicating device on cable side according to


paragraph 5.3.1.3.6.

5.2.2.4.2 Phase correspondence device, according to paragraph 5.3.1.3.7.

5.2.3 Type I protection panel

This panel shall not be fitted with remote control equipment; instead, it shall be
suitable for future integration of equipment necessary for remote control and
remote signaling with 48 V dc supply voltage.

This panel includes the following apparatus and devices:

5.2.3.1 Busbar Compartment: Special (tool-based) accessible compartment


in accordance with paragraph 3.107.3 of ΕΝ 62271-200.

5.2.3.1.1 400 Α busbars, according to paragraph 5.4.1.

5.2.3.2 SF6 Compartment: Non-accessible compartment in accordance with


paragraph 3.107.4. of ΕΝ 62271-200.

5.2.3.2.1 One 200 Α disconnector according to paragraph 5.4.4.

5.2.3.2.2 One 200 Α load break switch, according to paragraph 5.4.3.


The load break switch shall be combined with the fuses, so that the melting of a
fuse shall cause the opening of the load break switch. This combination shall
comply with ΕΝ 62271-105 and also meet the testing requirements specified in
the said standard.

5.2.3.2.3 One earthing - short circuiting device, according to paragraphs 5.4.5
and 5.2.1.3.

5.2.3.3 Fuse - Outgoing Cable Compartment: Operator (interlock-based)


accessible compartment, LSC2A, PM or PI in accordance with
paragraphs 3.107.1 and 3.131.1 of ΕΝ 62271-200).

5.2.3.3.1 Three 200 Α fuse bases for fuse links of high breaking power,
according to paragraph 5.4.8.

5.2.3.3.2 Two current transformers of 10-20-40/5 transformation ratio, one on


phase 1 and one on phase 3, intended for the metering device,
according to paragraph 5.4.6. The above mentioned ratio is defined in
the Call for Tenders.

5.2.3.3.3 Three single core terminations, according to paragraph 5.4.10.2.

5.2.3.3.4 One earthing - short circuiting device, according to paragraph 5.4.5.


It is noted that for the second earthing (downstream of fuses),
withstand to short duration current of 2 kA,1 sec is necessary.

Note: Earthing - short circuiting devices located on both opposite sides of high voltage
fuses shall be operated by a common control handle.

5.2.3.4 Control devices and other devices

5.2.3.4.1 Voltage presence test indicating device on cable side, according to


paragraph 5.3.1.3.6.

5.2.3.4.2 One test terminal box with locking capability by wire and seal, similar
to the one the Corporation purchases under Specification GR-107 Α,
allowing the short circuiting of current transformers and the isolation of
voltage transformers - for testing purposes - and the connection of
instruments to perform measurements. This box shall be installed in
the meter panel.

Note 1: Locating the disconnector at the line “load break switch” and type Ι and II
protection panels serves three purposes:
- Establishing an isolating gap between busbars and the remainder of the main
circuit.
- Establishing safe conditions in the interior of the panel when busbars are live.
- Preventing permanent connection to busbars of apparatus or apparatus
components requiring regular maintenance (paragraph 5.3.1.8).
Note 2: 75-150/5 current transformers, shall be the same as current transformers of
paragraph 5.2.4.3.4., with two secondary windings.

5.2.4 Type II protection panel

This panel shall not be fitted with remote control equipment; instead, it shall be
suitable for future integration of equipment necessary for remote control and
remote signaling with 48 V or 24 V dc power supply voltage.
This panel shall include the following apparatus and devices:

5.2.4.1 Busbar Compartment: Special (tool-based) accessible compartment


in accordance with paragraph 3.107.3 of ΕΝ 62271-200.

5.2.4.1.1 400 Α busbars, according to paragraph 5.4.1.

5.2.4.2 SF6 Compartment: Non-accessible compartment in accordance with


paragraph 3.107.4. of ΕΝ 62271-200.

5.2.4.2.1 400 Α disconnector, according to paragraph 5.4.4.

5.2.4.3 Circuit breaker and incoming cable compartment: Operator


(interlock-based) accessible compartment LSC2A, PM or PI in
accordance with paragraphs 3.107.1 and 3.131.1 of ΕΝ 62271-200.

5.2.4.3.1 400 Α circuit breaker, according to paragraph 5.4.2.

5.2.4.3.2 Three single core terminations, according to paragraph 5.4.10.2.

5.2.4.3.3 One earthing - short circuiting device, according to paragraph 5.4.5.

5.2.4.3.4 Three current transformers with transformation ratio 30-60/5 or 75-


150/5 according to paragraph 5.4.6 for protection. The said ratio is
defined in the Call for Tenders. Current transformers connected to the
2 extreme phases shall include one additional 5Α, 15 VA secondary
winding to provide power supply to metering devices

5.2.4.4 Instruments and control devices:

5.2.4.4.1 Two test terminals boxes, one intended for measurement and the
second for protection, according to paragraph 5.2.3.4.2. These boxes
shall be installed in the meter panel.

5.2.4.4.2 Relay device according to paragraph 5.4.11.

5.2.4.4.3 A rectifier device fed by voltage transformers; this constitutes the dc


supply for the protection system shown in Drawing 4 of the present, or
other equivalent device. The use of external dc power supply is not
allowed.

5.2.4.4.4 Voltage presence test indicating device on cable side, according to


paragraph 5.3.1.3.6.

5.2.5 Panel of voltage transformers

This panel shall include the following:

5.2.5.1 Busbar Compartment: Special (tool-based) accessible compartment


in accordance with paragraph 3.107.3 of ΕΝ 62271-200.

5.2.5.1.1 400 Α busbars, according to paragraph 5.4.1.

5.2.5.2 SF6 Compartment: Non-accessible compartment in accordance with


paragraph 3.107.4. of ΕΝ 62271-200.

5.2.5.2.1 200 Α disconnector for the isolation of voltage transformer, according


to paragraph 5.4.4.

5.2.5.3 Voltage transformers - fuses compartment: Operator (interlock-
based) accessible compartment, LSC2A, PM or PI in accordance with
paragraphs 3.107.1 and 3.131.1 of ΕΝ 62271-200.

5.2.5.3.1 Three M.V. fuse bases and fuse links suitable for voltage transformer
protection, installed downstream of panel disconnector (para.
5.2.5.2.1).

5.2.5.3.2 Double earthing upstream and downstream of MV fuses.

5.2.5.3.3 20000/100 or 20000-15000/100 voltage transformers, according to


paragraph 5.4.7.

Note: Panels can also be ordered with 6000-20000/100 transformers, if this is reported at
the Call for Tenders.

5.2.5.4 Instruments and control devices:

5.2.5.4.1 One bipolar L.V. miniature circuit breaker (MCB) for the L.V. side of
voltage transformers.
The opening of this L.V. MCB shall cause illumination of indicating
lamps on a type Ι protection panel and it shall produce opening of the
L.V. MCB on type II protection panels. Electric lamps shall be power
supplied from the L.V. of the customer. The L.V. MCB shall be placed in
a box whose cover has the ability of sealing. The lamp layout is shown
in Drawing 6.

5.2.5.4.2 One voltmeter, according to paragraph 5.4.9.

5.2.6 Meter panel

This panel shall have width of 500 mm and height as the other panels of the
group; it shall be divided into two independent parts. Each part shall have an
independent door that can be secured with padlock. The lower part shall be used
by the Corporation for the installation of one energy meter (kWh), one reactive
power meter (kVAR) and one peak demand recorder. The upper part (whose
height is in the level of 600 mm) can be used to install protection instruments,
e.g. relays. Manufacturer shall perform the wiring and the configuration of these
panels for the connection of the above mentioned instruments, taking into
account the instrument arrangement shown in Drawing 7.

5.3. General characteristics of panels

5.3.1 Manufacturing characteristics of panels

5.3.1.1 Panel insulation and dimensions

Panels utilize atmospheric air under atmospheric pressure as dielectric between


live parts, except for breaking elements. Busbars or their components can be

covered with solid insulating material on condition that this insulating material is
in permanent contact with busbars.
Solid insulating materials used shall be self-extinguishing, ensuring an insulation
level equal to the rated insulation level of the panel (paragraph 5.3.2.2. of the
present). Maximum allowed partial discharge level of insulating materials is 50
pC. All panels of a group, of the same manufacturer, shall have the same height
and depth not greater than 1950 mm for height and 1250 mm for depth.
Individual panels of a group, of the same manufacturer, can be of different
widths, however this shall not exceed 750 mm. The total width of a ring main
system panel group shall not exceed 2750 mm (including the meter panel). All
panels of each group shall be separated by metallic partitions extending
throughout the whole depth of panels and reaching upwards up to the separating
cover of busbars.
Note: Minor variations from the above panel dimensions, resulting from requirements for
withstand to internal arc testing, as well as to facilitate easy access can be accepted at
PPC’s discretion. Such changes shall not cause the overall width of the group to exceed
3000 mm or 2500 mm (including meter panel) for ring main system or radial system
respectively.

5.3.1.2 External Metal Enclosure

Panels shall have external metallic enclosure covering all their parts even from
the bottom, providing protection of persons against accidental contact with live
parts, IΡ3Χ minimum degree of protection, as this is defined in paragraph
5.102.1 of ΕΝ 62271-200. External wiring between panels is not permitted.

5.3.1.3 Works performed from panel exterior

Works mentioned below shall be carried out by person standing in front of the
panel, while the enclosure provides degree of protection ΙΡ3Χ in accordance with
paragraph 5.3.1.2. of the present.

5.3.1.3.1 Closing and breaking (ON-OFF) operations by the main breaking device

Note: The term "main breaking device" in this Technical Description, refers to the load
break switch or the circuit breaker.

5.3.1.3.2 Isolating device (disconnector) operation

5.3.1.3.3 Verification of isolation, either visually or through equivalent reliable


indication

Visual verification of proper execution of operations - especially of isolating


devices - shall be possible. This visual verification shall be carried out through
windows in accordance with paragraph 5.3.1.14 of the present; these shall
ensure sufficient illumination of the panel's interior.
In case visual verification of disconnecting is not possible, this shall be carried out
using a reliable criterion, at the discretion of the PPC and in accordance with
paragraph 5.12 of EN 60694.
By way of example, an equally reliable arrangement is the provision of a
disconnector position indicating device on the panel, which device is connected
with the movable contacts of the disconnector through a mechanical drive
transmission system. It is assumed that such an indicating device and drive
transmission system are reliable, durable, non adjustable and inviolable.

5.3.1.3.4 Earthing - short circuiting operation

All parts of the section of the panel where an operation is being carried out,
having conductive connections to circuit elements which are out of this area, shall
be earthed and short circuited.
Verification of earthing - short circuiting shall also be performed visually. If
because of the panel design, moving contacts of the earthing device are not
visible, such verification must be performed under other indisputably reliable
criterion, as specified in paragraph 5.3.1.3.3 above.

Note: The above do not refer to main busbars, i.e. busbars which are common to adjacent
panels.

5.3.1.3.5 Securing by padlock

The following items shall be capable of being secured by means of padlock:


- control handles of the main breaking device and the isolating disconnector
in the "closed", "open" positions.
- earthing - short circuiting device in "closed", "open" positions.
- entrance door leading to the interior of the panel.
Diameter of holes where padlocks are placed shall be a minimum 6,4 mm.

5.3.1.3.6 Voltage presence testing at cable ends

This test shall be carried out using voltage divider that supplies power to low
voltage glow lamps or equivalent illuminating devices of more recent technology,
permanently installed at the front of the Panel.
Voltage presence indicating device shall be capable of detecting voltage from 3
kV up to 24 kV and shall be safe for the operator.

5.3.1.3.7 Phase correspondence testing

This test shall be carried out using devices similar to the ones used for testing for
voltage presence.
Note: Phase correspondence portable devices shall be provided - one per each panel
group.

5.3.1.4 Works performed following disconnecting of the main circuit and the
opening of the door, with live main busbars

5.3.1.4.1 Replacement of high power breaking fuse links


5.3.1.4.2 Replacement of instrument transformers
5.3.1.4.3 Construction or repair of terminations
5.3.1.4.4 Measurements and voltage tests on cables

All the above mentioned operations shall be carried out from the panel's front
side.
Intervention shall be easy and safe and replacement shall not require extensive
disassembly works.

5.3.1.5 Conditions for the protection of personnel against accidental contact

5.3.1.5.1 Protection conditions for operations specified in paragraph 5.3.1.3.


shall be ensured through a degree of protection IΡ3Χ of the external enclosure.

5.3.1.5.2 Protection conditions for the operations of paragraph 5.3.1.4. shall be


ensured by covering busbars and branches permanently connected to them, with
a fixed partition or an automatically interposed shutter, so as to ensure degree of
protection IΡ3Χ and by the mandatory earthing of the ends of all medium voltage

circuits outgoing from the operations area. In this case, the circuit shall be
earthed upstream and downstream of the M.V. fuse.

Note: The term “mandatory earthing" refers to the fact that the opening of panel door
shall not be allowed prior to this earthing.

5.3.1.6 Interlocks

The interlocks mentioned below shall be obtained through simple and direct
mechanical arrangements (using keys for such purpose is not allowed).
As connection to busbars is carried out using a disconnector, the necessary
interlocks (ΕΝ 62271-200, paragraph 5.11) shall be the following:
5.3.1.6.1 Operation of the main isolating device shall not be possible when the
main breaking device is closed.
5.3.1.6.2 Operation of the main breaking device shall not be possible, only
unless the isolating device is completely closed or open.
5.3.1.6.3 Operation of the earthing – short circuiting device shall not be
possible, unless after the isolation from the busbars has been
performed.
5.3.1.6.4 The isolating device shall not be possible to close, unless earthing has
been removed.

5.3.1.7 Access

Access to the panel interior shall be prevented through suitable interlocks so that
access shall only be possible when the conditions of paragraph 5.3.1.5.2 are met.
When the panel interior has been accessed, the following shall apply:

5.3.1.7.1 Free operation of the cable's earthing - short circuiting device shall be
possible after a deliberate removal (violation) of the respective
interlock.
5.3.1.7.2 Closing of the isolating device from the busbars shall not be possible,
as well as non-deliberate removal of the busbars’ cover.

5.3.1.8 Busbars, access and construction

Access to busbars is not considered to be one of the common interventions to the


panel interior; therefore it is not secured by interlocks.
Access shall be possible from the panel upper and front sides, by deliberate
disassembly of parts of the external enclosure, by unscrewing mounting bolts, or
even by deliberate removal or shifting internal partitions, by using tool, which
provide protection against accidental contact to busbars, in all other cases of
intervening in the panel interior.
Hazard from access to busbars shall be particularly noted on the respective
covers or partitions (e.g. red mark or sign «ΠΡΟΣΟΧΗ ΖΥΓΟΙ»).
Panel busbars shall be extendable to both sides to allow the connection of panels.
Busbars shall be copper - made. Busbar construction shall be meticulous in
electrical as well as in mechanical terms (insulation, connections, mounting,
expansions etc.) so that no interventions shall be practically needed, except for
potential extensions.
Permanent connection to busbars of metering transformers, apparatus or
apparatus parts that require regular maintenance (e.g. load interrupt or
restoration contacts) is not permitted.
On the other hand, connections of fixed contacts of isolating devices are
permitted, provided that these do not break loads, thus not requiring regular
maintenance.

5.3.1.9 Measurements and testing on cables

After earthing - short circuiting of the cable ends, its removal shall be possible in
order to perform dielectric tests or measurements on cables, (see paragraph
5.3.1.7.1).
In case cable ends are not directly approachable e.g. due to the kind of
insulation, manufacturer shall provide suitable bushing adaptors for application,
at each phase, of test voltage with regard to earth either 20 kV ac (rms value) or
49 kV dc for 15 minutes for both cases.
Manufacturer shall provide one such bushing adaptor for each panel group.

5.3.1.10 Earthing circuit

A collector busbar shall be provided for earthing purposes, according to the


requirements of paragraph 5.3 of ΕΝ 62271-200, routed over the entire length of
panels, 50 mm2 minimum copper cross section.
The following shall be connected to this busbar, by flexible or fixed connections of
appropriate cross section:
- metallic enclosure of each panel
- moving contacts of the earthing - short circuiting device
- cable metallic parts (screen-sheath)
- any metallic parts accessible from the panel exterior
The above mentioned collector busbar is also used to connect secondary windings
of current and voltage transformers, as well as the end of the fixed voltage
divider to be earthed and the conductive sheath of plastic cables by copper
conductors of suitable cross section in accordance with ΕΝ 62271-200, whose
length shall be as short as possible.
At the end of the earthing collector busbar situated towards the protection panel
shall be placed a Μ12 bolt fitted with a nut and lock washer to enable a
connection to the substation earthing.
Connections of metallic non - current carrying parts within the same panel by
bolts, shall ensure electric continuity. Rotating doors shall be connected to fixed
metallic parts through flexible metallic tape.

5.3.1.11 Auxiliary and control equipment.

The relevant provisions of paragraph 5.4 of ΕΝ 62271-200 shall apply to these


circuits and apparatus.

5.3.1.12 Stored energy operation and independent manual operation

The provisions of the respective paragraphs 5.6 and 5.7, of ΕΝ 60694, where
applicable, shall apply to the energy storage and operation of the opening/closing
commands of the breaking devices.

5.3.1.13 Removable covers and doors

Removable covers and doors are parts of the external enclosure; they shall be
metallic, they shall provide ΙΡ3Χ degree of protection and they shall be in
accordance with paragraph 5.102.2 of ΕΝ 62271-200.

5.3.1.14 Inspection windows

Inspection windows shall be made from safety glass (e.g. Securit type) or
equivalent material; they shall be durable (tested according to paragraph 6.2.14

of the present); they shall be firmly fixed to the external metallic enclosure and
they shall comply with paragraph 5.102.4 of ΕΝ 62271-200.

5.3.1.15 Ventilating openings and vent outlets

These openings and outlets shall meet the requirements of paragraph 5.102.5 of
ΕΝ 62271-200.

5.3.1.16 Partitions and Shutters

Partitions and shutters shall be in accordance with the requirements of paragraph


5.103.3 of ΕΝ 62271-200 as well as of paragraph 5.3.1.2 of the present. In
addition, any parts constructed from insulating material (such materials are
allowed only in case they do not constitute parts of the enclosure), shall be
appropriate so as not to retain flame after elimination of the electric arc; it shall
not emit corrosive gases and shall be in proven service by a reputable House,
having shown satisfactory performance (References shall be submitted).

5.3.1.17 Access to voltage transformers

Access to a voltage transformer panel shall be carried out only under the
following conditions:
- Mandatory disconnection of transformers from MV, ensured through
suitable mechanical interlocks,
- full coverage of live parts that remain live, through a permanent or
automatically installed shutter.
Following the opening of the panel interior access door, the closing of
disconnectors and removal of busbar covers shall be prohibited (by interlocks).
Alternatively, voltage transformers can be installed on a withdrawable truck;
thus, the isolation on both the MV and the LV side shall be carried out by the
above truck movement and the respective disconnector is omitted. In this case,
voltage transformers shall be accessible when the truck has overridden the
isolating position and the fixed contacts which are live are automatically covered.
Replacement of fuse links shall be possible only when circuits upstream and
downstream of MV fuse links are earthed. The downstream earthing of fuses
towards the transformer’s side can be omitted in case another device is installed,
ensuring that it will not be reverse power supply of the transformer from the LV
side, when the transformer panel door is open.

5.3.1.18 Durability of construction

Metallic enclosures, fixed or movable partitions and panel windows shall be


resistant to permanent or elastic deformation in order not to cancel the protection
they ensure. They shall be tested according to the provisions of paragraph 6.2.14
of the present.
Devices’ control handles, interlock latchings and mechanical drive transmission
systems shall withstand a minimum force of 500 N without any permanent
deformation or breaking; such force shall be applied in the most adverse manner
to the accessible part of the above mentioned mechanisms.
Moreover, the weakest parts of the drive transmission devices shall be in such
position so that in the case of damage or deformation, no risk will be caused to
operator and repair is as easy as possible.

5.3.1.19 Supplementary materials, instruments and tools

Manufacturer shall include the following materials, instruments and tools in his
offer:
- All panel mounting material for installation, according to paragraph 3.1.1
of the present.
- One kit for each standard ring or radial type substation; this shall include
tools, removable control handles, devices and proprietary apparatus or
arrangements, provided that these are necessary for service operations
and maintenance works.
- All materials required for construction and fixing of cable terminations for
each panel.

5.3.1.20 Corrosion protection and paint coating

Protection of all non-current carrying parts of panels shall be carried out by


painting, following suitable preparation, using a corrosion resistant primer and
suitable grey paint, resistant to petroleum based and insulating oils, with
minimum thickness of 40 μm. Bolts used, nuts and other fitting components shall
be stainless or protected by suitable metal plating. At the manufacturer's
discretion, parts of the load - bearing structure of panels can be zinc plated
instead of painted, for corrosion protection purposes in accordance with the
Technical Specification PPC ΧΚ 11.02 or other equivalent specification.
Manufacturer shall provide comprehensive descriptions of paint and metal plating
processes with his offer.

5.3.1.21 Protection against internal faults

This panel shall be certified for protection against internal faults (IAC
Classification), AFL type in accordance with ΕΝ 62271-200, Annex A, paragraph
2.
All necessary measures for protection of personnel against internal faults shall be
implemented by proof, in accordance with the ΕΝ 62271-200, paragraph 5.101
and for 10 kA short circuit for 1 sec. Furthermore, installation position of panels
in accordance with Drawing 5 and paragraph 3.1.1 shall be taken into account.
Independent exhausting ducts shall be provided at the back of panels, used to
evacuate gases produced in case of internal arc; they shall be routed upwards or
downwards (cable area).
Panels shall withstand the internal arc test as stand-alone units without using
walls as part of the channel or as part of any other element of the installation
area (e.g. cable duct).
Panels’ construction shall be complete, including the above mentioned channels
for the case of electric arc.
The Supplier is obliged to furnish all the relevant technical data (description of
protection measures, test results) with his offer.

5.3.2 Panel Electrical Characteristics

5.3.2.1 Rated voltage: 24 kV

5.3.2.2 Rated insulation level:

a) Power frequency withstand voltage for 1 minute.

5.3.2.3 Rated frequency: 50 Hz

5.3.2.4 Rated short-time withstand current and rated duration of short circuit:

5.3.2.5 Rated peak withstand current: 25 kA.

5.4. Characteristics of panel constituent parts

5.4.1 Busbars

Panel busbars shall have all the electrical characteristics specified in paragraph
5.3.2. of the present; additionally, their rated current shall be equal to 400 Α.

5.4.2 Circuit breakers

5.4.2.1 Description
The circuit breakers shall be of vacuum technology in accordance with EN 62271-
100.
Vacuum circuit breakers shall be suitable to break the magnetizing currents of
20/0.4kV transformers, constructed according to valid CENELEC standards, and to
break the inductive fault currents, for faults occurring after the 20/0.4 kV
transformer. Manufacturing material of contacts of vacuum circuit breakers shall
be an alloy of appropriate composition to ensure the low chopping current, thus
preventing the development of hazardous overvoltage and re-ignition.
Vacuum circuit breakers shall be of sealed pressure type, warranted for 30 years
expected operating life, in accordance with the effective valid European Standard
mentioned above.
Circuit breakers shall have all the electrical characteristics specified in paragraph
5.3.2 of the present, as well as the following:

5.4.2.2 Rated normal current: 400 A


5.4.2.3 Rated short circuit breaking current:
Circuit breakers are intended for installation on 20 kV nominal voltage networks,
as well as networks whose nominal voltage is 15 kV or 6,6 kV. Thus they shall
exhibit the following minimum rated breaking capacities (or symmetrical
currents) under short circuit:
- 7,2 kΑ at 24 kV
- 10 kA at 17,5 kV
- 10 kΑ at 7,2 kV
The above data shall be verified by the manufacturer with critical breaking
current graphs, or brochures or test certificates etc.

5.4.2.4 Rated short circuit making capacity: 2,5 times the rated symmetrical
breaking current in kΑ, of the respective voltages as specified in the
above paragraph 5.4.2.3. This value denotes the peak value.

5.4.2.5 Rated total break time: 100 ms at 100% of the breaking capacity
specified in the above paragraph 5.4.2.3.

5.4.2.6 Rated operating sequence: 0 - 3 min - CO - 3 min - CO

5.4.2.7 Circuit breaker operation


The circuit breaker operation shall be in accordance with ΕΝ 62271-100, which is
an independent manual operation, namely the energy stored upon the manual
operation (by means of spring, weight etc) shall be released and it will mobilize
the circuit breaker mechanism, under a force and velocity independent of the
operator’s action.
The end of the energy storage phase shall not result the beginning of the circuit
breaker closing procedure. The command for the closing procedure shall be given
mechanically by hand (Manual closing release).
The command for the opening procedure shall be given mechanically, both by
hand and electrically through tripping coil with parallel feeding (Manual and shunt
trip electrical release). The energy required for the electric opening of the circuit
breaker shall be given by voltage transformers, with the aid of a suitable rectifier
device.
Connecting auxiliary circuits to the circuit breaker shall be carried out by a plug.
Circuit breaker operations shall not be possible when the plug is removed. Such a
plug shall be secured when placed on the circuit breaker's receptacle.
Along with his offer, supplier shall provide, full description of the method with
which the above features are realized.

5.4.3 Load break switches

5.4.3.1 Description

Load break switches shall be general purpose switches, in accordance with EN


60265-1. The dielectric medium shall be SF6 gas under pressure, in accordance
with ΕΝ 60376; they shall be sealed pressure system, warranted for 30 years
expected operating life in accordance with paragraph 5.15 of ΕΝ 60694.
Load break switches shall contain filters which retain SF6 by - products and
moisture; these shall be warranted for the operating life of the load break switch,
given the fact that no inspection or replacement thereof is specified.
Furthermore, load break switches shall be equipped with manometer or pressure-
switch for the monitoring of the SF6 pressure.
Load break switches shall have the electrical characteristics specified in
paragraph 5.3.2 of the present, as well as the following:

5.4.3.2 Rated normal current


400 A: for load break switches intended for line “load break switch”
panels.
200 Α: for load break switches intended for type I protection panels.

5.4.3.3 Rated breaking currents

5.4.3.3.1 Rated closed loop breaking current: equal to the rated normal current
of the switch (paragraph 5.4.3.1. of the present).

5.4.3.3.2 Rated mainly active load breaking current: equal to the rated normal
current of the switch (paragraph 5.4.3.1. of the present).

5.4.3.3.3 Rated no-load line and cable charging current: at least equal to 10 A.

5.4.3.3.4 Minimum rated transformer off-load breaking current:
- 10 Α for 400 A switches
- 4 Α for 200 A switches

5.4.3.4 Minimum rated short - circuit making capacity: 25 kA up to voltage of


17,5 kV and 18 kA at 24kV.

5.4.3.5 Operation of load break switches


The operation of the load break switches shall be independent manual, as
specified in ΕΝ 60265-1.

5.4.4 Disconnectors

5.4.4.1 Description

Disconnectors shall be in accordance with EN 62271-102. They shall meet the


requirements of ΕΝ 62271-200 and their dielectric medium shall be SF6 gas under
pressure, in accordance with standard ΕΝ 60376. They shall be sealed pressure
systems, warranted for 30 years expected operating life, according to paragraph
5.15 of ΕΝ 60694. Disconnectors shall contain filters which retain SF6 by -
products and moisture; these shall be warranted for the entire lifetime of the
disconnector, given the fact that no inspection or replacement thereof is
specified.
Furthermore, disconnectors shall be equipped with manometer or pressure-switch
for the monitoring of the SF6 pressure.
Disconnectors shall have all the electrical characteristics specified in paragraph
5.3.2 of the present, as well as the following:

5.4.4.2 Rated normal current


- 400 A: for disconnectors intended for line “load break switch” panels and
protection panels of type II.
- 200 Α: for disconnectors intended for protection panels of type I.

5.4.4.3 Operation of disconnector


The operation of disconnectors shall be dependent-manual as specified in ΕΝ
62271-102.

Note: It is permitted to use combinations of the disconnector - load break switch or


disconnector - load break switch – earthing/short circuiting device in one single apparatus
provided that the operational requirements of the present T.D. are met. In that case, the
operation of the disconnector and of the earthing/short circuiting device shall be
independent - manual.

5.4.5 Earthing - short circuiting devices (earthing switches)

These shall comply with ΕΝ 62271-102, they shall meet the requirements of ΕΝ
62271-200 and shall have all the electrical characteristics as specified in
paragraph 5.3.2 of the present; they shall feature an independent manual
operation as specified in ΕΝ 62271-102.
Regarding customers’ protection panels of type Ι and with respect to the second
earthing switch (downstream of fuses) the respective values of paragraphs
5.3.2.4. and 5.3.2.5. are revised as follows:
a) Rated short-time withstand current and rated duration: 2 kΑ, 1 sec
b) Rated peak withstand current: 5 kA
On customer protection panels of type Ι, earthing-short circuiting devices
installed on both opposite sides of high voltage fuses shall have a common
control handle.

Note: The earthing switch shall not open by itself and shall not be damaged after the flow
of the short circuit current.

5.4.6 Current transformers

Current transformers shall be of dry-insulation, in accordance with EN 60044-1


for instrument transformers. They shall be in such position in the panel so as to
facilitate service operations and they shall have the following characteristics:

5.4.6.1 Rated insulation level


In accordance with table 3 of ΕΝ 60044-1 for rated voltage equal to 24 kV. In
particular, the rated impulse withstand voltage shall be 125 kV.

5.4.6.2 Transformer ratio


- 10-20-40/5
- 30-60/5
- 75-150/5

5.4.6.3 Rated continuous thermal current

Current transformers shall be designed for a rated thermal current equal to 1,2
times the rated primary current specified in paragraph 5.4.6.2. The respective
current errors and phase displacements shall extend up to that value.

5.4.6.4 Rated output


For metering windings: 15 VA
For windings intended for the power supply of the definite time protection relay:
the power necessary for this relay.

5.4.6.5 Short-time current ratings


Thermal rating: 10 kA, 1 s
Dynamic rating: 25 kA
The minimum required power of current transformers for protection windings
shall be 15 VA. The current - limiting feature by fuses can influence rated short-
time currents of transformers installed in the protection panel, which are
protected by these fuses. Reconnection of windings in order to change the ratio of
10-20-40/5 Α of the current transformer can be carried out on the primary as
well as on the secondary, on the condition of placing suitable color markings to
avoid wiring errors. It is furthermore explained that two (2) independent current
transformers (10/5 Α and 20-40/5 Α) or three (3) [10/5 Α, 20/5 Α, and 40/5 Α]
instead of one (1) multi ratio (10-20-40/5 Α) transformer are not accepted. The
reconnection of windings to change the ratio of dual - ratio transformers shall be
done on the primary.

5.4.6.6 Instrument security factor & accuracy limit factor: F<=5 for instrument
current transformers and 5-Ρ-10 for protection transformers.

5.4.6.7 Accuracy class


For metering windings: 0,5
For protection windings: 5Ρ

5.4.6.8 Dimensions
It is desirable that current transformer dimensions do not exceed 250X210 mm
and their height is not greater than 270 mm.

5.4.6.9 Partial discharges requirements
The permissible partial discharges level for all current transformers is 50 pC.

5.4.7 Voltage transformers

Voltage transformers shall be two (2) double pole independent units, or shall be
contained in the same external enclosure, connected between phases according
to the 'V' or 'W' scheme.
These transformers shall be in accordance with EN 60044-2 for metering
transformers and they shall be of dry insulation type and located in the panels at
such a position which will facilitate service interventions thereto. They shall have
the following characteristics:
Resin used for transformers insulation construction shall be of proven premium
quality, suitable for such applications. Manufacturer shall furnish product design
data to demonstrate the absence of manufacturing faults as well as their long -
term reliability.

5.4.7.1 Rated insulation level: in accordance with Table 4 of ΕΝ 60044-2 for


rated voltage of 24 kV. In particular, the rated impulse withstand voltage shall be
125 kV.

5.4.7.2 Ratio and rated primary and secondary voltages

5.4.7.3 Rated output


Each double pole voltage transformer shall be designed for a rated output power
of a minimum of 75 VA (at 20000/100 ratio).

5.4.7.4 Rated voltage factor: 1,2 for continuous operation.

5.4.7.5 Accuracy class: 0,5

5.4.7.6 Dimensions
It is desirable that voltage transformers’ dimensions do not exceed 310X180 mm
and their height is not greater than 310 mm.

5.4.7.7 Partial discharges requirements


The permissible partial discharges level for all voltage transformers is 50 pC.

5.4.8 High voltage fuses

These shall be current limiting fuses intended for transformer protection,


according to ΕΝ 60282-1; their characteristics shall be the following:

5.4.8.1 Bases

5.4.8.1.1 Rated voltage


Fuse bases shall be of rated voltage 24 kV and they shall be able of
accommodating 24 kV fuse links as well as 17,5 kV and 7,2 kV fuse links by using
a special adaptor (if necessary).

5.4.8.1.2 Rated insulation level: as paragraph 5.3.2.2. of the present.

5.4.8.1.3 Rated current: 200 Α.

5.4.8.2 Fuse links

5.4.8.2.1 Rated voltages: 24 kV, 17,5 kV, according to the case.

5.4.8.2.2 Rated current IN:


For fuse links of rated voltage of 24 kV : 16, 25, 40, 63 A
For fuse links of rated voltage of 17,5 kV : 16, 25, 40, 63 Α

5.4.8.2.3 Rated breaking capacity:


For fuse links of rated voltage of 24 kV: 7,2 kA for the range between 20-24 kV
For fuse links of rated voltage of 17,5 kV: 10 kΑ for the range between 15-17,5
kV.

5.4.8.2.4 Rated minimum breaking current


This shall be specified by the manufacturer; it shall not exceed 4,5 IN.

5.4.8.2.5 Time - Current characteristics


This shall be specified by the manufacturer, according to the requirements of ΕΝ
60282-1.

5.4.8.2.6 Cut-off characteristics


This shall be specified by the manufacturer.

Note 1: Quantities from each fuse category are defined in the Tender.
Note 2: Manufacturer has the obligation to give prices for fuse links of all the rated
currents mentioned above. PPC reserves the right to select suitable fuse links based on
their characteristics and as well as to revise quantities of each type of fuse link.

5.4.9 Voltmeter

It shall comply with ΕΝ 60051-1, ΕΝ 60051-2 and ΕΝ 60051-9, and shall have
the following characteristics:
- Accuracy class: 1,5
- Type: Flush-mounted
- Dimensions: External dimension > 65 mm for installation heights up to
1,90 m, otherwise > 130 mm for greater heights.
- Scale: Triple scale: 4800 - 7200 V
12000 - 17500V
16000 - 24000V
Digital voltmeters can be accepted as well.

5.4.10 Terminations

Terminations shall already be tested and widely used, which shall be proven by
the submission of references.

5.4.10.1 Terminations for line arrival panels and line “load break switch” panels

These terminations are intended for terminating three single core 12/20kV
aluminum cables, XLPE insulated, PVC sheath and Al earthing conductor

contained within a lead sheath, in accordance with Technical Description DECOD -
182/15.11.94 and its Supplement 1/14.03.02, with the following characteristics:

Terminations shall be single core, for indoor installation in accordance with


Technical Description PPC NCMD-184/11.06.04. Prefabricated or cold -
shrinkable terminations are also acceptable provided that they meet the basic
requirements of T.D. PPC DECOD-182/15.11.94; and have successfully passed
the tests according to the above mentioned T.D.
The termination unit shall have rated insulation level equal to the value specified
in paragraph 5.3.2.2. of the present; moreover, it shall withstand short circuit of
10 kA, 1s and 25 kΑ peak. The line “load break switch” panel termination kit shall
include the following materials:

a. 3 heat-shrinkable sleeves or prefabricated kits suitable for the above


described cable.
b. 3 aluminum lugs, 240 mm2 deep compression design, in accordance with the
GR-264 specification.
c. 3 earth braids comprising of tin plated copper strands of suitable length, so as
to allow the connection to the collector earthing conductor specified by
Medium Voltage panel manufacturer. One end of the braids shall be fitted with
properly welded cheese rasp (to serve as moisture barrier) while the other
end shall include an integrated compression lug. Braids shall be insulated by
an appropriate heat-shrinkable sleeve.
d. 1 deep compression lug, suitable for the earthing conductor of the cable.
e. Suitable fittings to ensure secure clamping of the sheath on the cheese rasp.
f. Suitable thermoplastic tapes for cable cutting points and for termination
sealing.
g. Materials intended for cable grinding and cleaning as well as any other
materials as required in accordance with the practices followed by the
manufacturer.
h. Termination assembly and cable preparation instructions in Greek.

5.4.10.2 Protection panel terminations (Type I or II)

These terminations are intended for terminating single core copper cables, XLPE
insulated and screened by copper strands and tapes and furthermore a PVC
protective sheath, of type N2XSY.

5.4.10.3 Manufacturer shall provide all materials necessary for the construction
of the termination assembly, as well as for cable connections and mounting.
Terminations shall be successfully subjected to tests according to European
Standard CENELEC HD 629.1S1:1996+A1:2001 and ΕΝ 61442:2005.

5.4.11 Definite time relays

Relays shall be digital, with capability of connection to computer software. Non -


digital relays can be accepted only under special circumstances, at the definitive
discretion of the PPC. Relays shall include two overcurrent detection elements for
phases 1 and 3 and an earth fault detection element (Zero sequence component),
all these being time - delay elements. Additionally, relays shall also be equipped
with 3 instantaneous tripping elements, two for phase overcurrent elements and
one for the zero sequence component.
The manufacturer shall be liable for selecting relay characteristics in conjunction
with current transformers, the requirements of the tripping circuit of the circuit
breaker and the power supply rating of the latter by the rectifier device. Relays
shall comply with ΕΝ 60255-3 and their nominal current shall be IN = 5Α in order
to cooperate with current transformers.
Relays shall have the following minimum characteristics (Minor deviations from
the settings mentioned below or other relay characteristics can be accepted at
the discretion of the technical evaluation body):

5.4.11.1 Pick up current settings


a. For overcurrent elements from 2,5 – 20 A in steps of 0,5 A.
b. For earth fault elements from 0,5 - 5 Α in steps of 0,5 Α.
c. For instantaneous phase tripping elements from 5 – 50 A in steps of 1 Α. It is
desirable that this setting reaches 100 A, if possible.
d. For earth fault instantaneous tripping elements 5 – 50 Α in steps of 1 A.

Note: Elements specified in cases a, b, c and d shall have independent settings.

5.4.11.2 Time settings


For all elements: 0,05 - 1s in steps of 0,1s. This time setting shall remain
definite, independent from the pick - up current.

5.4.11.3 Auxiliary contacts


The relay shall be equipped with a minimum of one pair of working contacts
(normally open) for connection to the circuit breaker trip coil with nominal current
5Α and they can be put under voltage of a minimum of 220 V. Manufacturers
shall give for informative purposes the value of the maximum breaking capacity
of contacts (as well as all characteristics referring to the specification of contacts
ΕΝ 60255-23 (Duty class III)).

5.4.11.4 Input circuit


The input circuit shall withstand overcurrent greater than or equal to 80 IN for 1s.
The Manufacturer shall provide further overcurrent values for different time
values, as well as for continuous operation.

5.4.11.5 General characteristics


The relay shall have the following general characteristics:
a. Relative error (at current and time circuits)  5%
b. Overshoot time  20 ms
c. Reset time  60 ms

5.4.11.6 Indications
Relays shall feature separate indicative signals for time - delay operation, for
instantaneous operation as well as position indication under voltage. A total of 5
indicative signals shall be provided. Alternatively, the above mentioned
indications can be displayed on - screen. Furthermore, additional contacts shall
be provided for the remote signaling of their functions.

5.4.11.7 Reset
The relay shall support auto reset i.e. self - reverting to idle state, ready for a
new operation when the cause of the initial pick - up has been eliminated,
whereas operation indicators will remain in a pick-up state. The resetting of these
indicators shall be performed manually and it shall be possible without removing
the lock of relay housing.

5.4.11.8 Design characteristics


a. The transparent housing used for relay settings shall have locking capability.
b. The relay shall be preferably fitted with test button.
c. The terminals of terminal box for cable connection shall be adequately spaced
to facilitate wiring during inspection and testing, in order to avoid random short
circuit. It is desirable that the terminal box is capable of accepting cables of cross
section up to 2x4 mm2.
d. Relays shall be fitted with a label in a clearly readable position, indicating their
data and connection diagram.
e. Relay housings shall provide protection against the ingress of dust.

5.5. Additional requirements for remote controlled panels

5.5.1 The line “load break switches” shall be electrically driven (equipped with a
motor) with remote control - remote signaling capabilities under 48 V dc.
Indication of switch position, including the earthing switch, shall be conducted
through suitable cam contacts or other equivalent layouts.
Each switch shall be fitted with pressure switches (ON-OFF button) for local
operation, while the panel group shall include a single selector switch for local
operation - remote operation (LOCAL - REMOTE). Furthermore a device shall be
provided for the remote indication of voltage presence in busbars regarding all
operations and in every case the interlocks specified in this Technical Description
shall be followed.

5.5.2 All mechanical interlocks shall also be realized electrically as well with
proper connection at each panel's terminal strip.
5.5.3 All panel outgoing signals shall end to a terminal strip in the form of dry
contacts.
5.5.4 At least 2 contact pairs to the terminal strip shall be provided for each
control handle for the indication of its position.
5.5.5 In case the LOCAL-REMOTE switch is set to LOCAL position, electrical
interlocks shall be removed as well.
5.5.6 The 48 V dc source does not constitute part of the present Technical
Description.
All manufacturers shall declare the following data with regard to the 48 V dc
source:
- Power consumption requirements (in diagram form) of all components to
be battery - powered (opening and closing of the load break switches,
tripping coil consumption, consumption of indicating devices supplied by
48 V dc etc.)
- Proposed battery capacity in Ah, sufficient for power requirements
specified above for:
- total number of 20 complete operations, at minimum, as well

as any other operation for a minimum time of 48h.
- total number of 10 complete operations, at minimum, as well as
any other operation for a minimum time of 8h.

6. TESTS

For the requirements of the present Technical Description tests on the panels are
distinguished into type tests and routine tests.
Individual panel components covered by separate International Standards shall
be tested according to these Specifications. Instead of these tests, test
certificates can be accepted at the discretion of PPC, where such certificates are
issued by an accredited laboratory.
In particular, with regard to current and voltage transformers, the following tests
shall be carried out during each contract:
a) Visual inspection of all voltage and current transformers for possible
manufacturing defects (marking, suitability of connectors, cast resin quality,
possible cracks etc), as well as measurement of their accuracy class.
b) All the current and voltage transformers shall be tested regarding their
accuracy at PPC’s laboratories (MS/ND) where they shall be transported at the
manufacture’s expense. Alternatively the test of the mentioned transformers can
be performed in any other laboratory provided that the following conditions are
met:
- The laboratory where accuracy tests are carried out shall be accredited by
EN/ISO17025:2005
- All the certificates issued for each T/F shall be submitted to Metering
Section/ND (MS/ND) for examination, as described in the Management
and Transactions Code.
- Sample tests shall be performed, with the following sampling program
according to PPC’s Technical Specification ΤΚ 02.01/11.11.87 «Sampling
procedures and tables for the inspection of the percentage of defectives by
attributes»: Single sampling, Special inspection level S4 for tightened
inspection and AQL = 1.0%. These samples shall be transported to MS/ND
to be tested for their accuracy, at the contractor’s expense and
responsibility.
c) Preferably 3 current transformers and 3 voltage transformers shall be tested at
the PPC laboratories to verify conformance to the requirements of the present
and the relevant ΕΝ or IEC standards. In case 2 or 3 transformers fail these tests,
the lot shall be rejected. In case 1 transformer fails, a new sample of 3
transformers shall be taken and all three shall be successfully tested.

6.1. Design tests

Not applicable.

6.2. Type tests

These tests shall be performed at the beginning of a contract to a one unit of


every standard panel; these can be repeated at the definitive discretion of PPC,
any time during contract execution in case of changes of the design or the
manufacturing process.
The above mentioned sample, which the manufacturer shall submit before the
series production, shall be examined by the competent Inspector. Provided that
this sample is considered to be conformant to the requirements of the present
T.D. and a special protocol is formed for this purpose, only then the material can
be inspected and accepted.
The above mentioned sample approval does not release the manufacturer from
its liability to ensure that equipment exhibits full satisfactory performance under

operation conditions, at all times, fully compliant to the operational requirements
specified and its intended purpose.
At the discretion of PPC, it is possible to accept certificates, which are issued by
an accredited laboratory, for panels of identical design manufactured by the same
manufacturer.
The following type tests shall be performed in accordance with the provisions of
ΕΝ 62271-200:

This test shall be carried out in accordance with paragraph 6.106 of ΕΝ 62271,
type A (F,L), for 10 kA short circuit for 1 sec, in all panel areas; all the criteria of
paragraph Α – 6 of ANNEX Α of ΕΝ 62271-200 standard shall be met. The place of
the installation of the panel is defined in paragraph 3.1.1.

6.2.12 Testing of paint coating

Paint thickness shall be measured to verify the requirement of paragraph


5.3.1.20.; furthermore paint adhesion shall be tested using the cross - cut test
according to the ELOT ΕΝ ISO 2409.

6.2.13 Reliability test of the device verifying the isolation of disconnectors

It shall be carried out according to the French Standard NF C 64 - 160:1978


(appendix C), or another equivalent method.

6.2.14 Mechanical impact test

Panels under testing shall be well secured and subject to mechanical impact using
a pendulum hammer. The pendulum arm shall consist of a steel tube 100cm long,
10mm outer diameter and 1mm wall thickness.
The side subject to impact shall be placed vertically in such a way that impact
occurs vertically to a point located at the swing plane of the pendulum.
The hammer shall weigh 500 gr and shall be left to fall 40cm above the point of
impact. The hammer head shall be round - shaped with a radius of 25mm. Each
side of the panel shall be subject to 3 impacts at its weakest point.
Following the test, the panel enclosure shall not present any deformation that will
eliminate its protective properties or influence the efficient performance of the
panel.
Surface defects i.e. paint scratching, breaking of cooling louvers and the
compression at small extend can be ignored.
After the completion of the test, the protection degree shall not be reduced, no
damages or malfunction of the apparatus and instruments of the panel or
reduction of the dielectric strength of the panel, shall occurred. The above is
verified through respective tests in case of doubt raised during visual
examination.

6.3. Sample tests

Not applicable.

6.4. Routine tests

These tests shall be performed at the manufacturer's factory, according to the


requirements of ΕΝ 62271-200 during material production; relevant detailed data
shall be recorded in protocols which shall be inspected by the competent
Inspector.

The Inspector, at his discretion can perform any of the following routine tests on
a random sample of the product in order to verify data in test protocols.
Routine tests shall be carried out to ensure that the product is compliant to the
equipment on which type tests have been performed.

6.4.1 Dielectric Tests on the main circuit

7. NAMEPLATES – MARKING

7.1. Panel Nameplates

Each panel shall be fitted with the following nameplates on the front side:
These nameplates shall comply with the provisions of paragraph 5.10 of ΕΝ
62271-200.

Under the nameplate specified in paragraph 7.1.2., a housing shall be provided
for the placement by PPC of group identification nameplate as well as its relative
position in the M.V. network.

7.1.4 Switch and disconnector identification and operation nameplates

Next to each control handle a clearly readable nameplate in Greek for


identification shall be placed; this shall indicate the "open", "closed" positions as
well as the direction of movement for the realization of these operations.
A label shall be placed near the earthing device control handle to remind that
«Απαγορεύεται το κλείσιμο της διάταξης γείωσης πριν γίνει έλεγχος ύπαρξης τάσης
στο άκρο του καλωδίου».

7.1.5 Synoptic diagram of panel’s electric diagram

This diagram shall automatically indicate the "closed", "open" position of the main
breaking device, of the disconnector and of the earthing switch.

7.1.6 A label describing in detail the sequence of operations as well as a report


of the method of removing interlocks where needed.

7.2. Nameplates for individual panel components

These nameplates shall be located at easily observed positions, on each individual


panel component; they shall meet the requirements of the relative ΕΝ and shall
contain at least the characteristic data specified in paragraph 5.4. of this
technical description.

7.3. Markings

7.3.1 Terminations

Cable terminations shall be marked with 1, 2, 3 for the 3 phases respectively.


The numbering sequence applies to an observer situated in front of the panel,
from the rear end to outside or from left to right, depending on the terminations
order.

7.3.2 Busbars

Busbars shall have the 1, 2, 3 marking scheme, similar to the terminations, at


the input and output of the panel.

7.3.3 Auxiliary L.V. circuits

L.V. wiring shall be carried out using insulated, stranded copper conductors, of a
minimum cross section of 2,5 mm2 and they shall be fitted with numbered rings
with an encoded indication, of the circuit they belong, at the ends and throughout
their length, approximately every 30 cm, as described below:
Numbers 1,2,3,0 are used to signify 3 phases and neutral respectively.

4 denotes the wiring of the protection current transformer.
5 denotes the wiring of the measurement current transformer.
6 denotes the wiring of the measurement voltage transformer.
Code numbers shall include two digits, e.g.
16: first phase of the measurement voltage transformer
04: neutral of the protection current transformer.
Marking of other wiring components - if applicable - shall be performed at the
Manufacturer's discretion. Such marking shall be designated in the assembly
instruction and maintenance handbooks, as these are provided by the
manufacturer according to the requirements of Annex 3.

8. PACKING

8.1. General packing

The panels shall be packed individually and assembled at their respective


installation sites. During sample inspection it is possible to be requested the
assembly of modules of the group by the manufacturers in two bundles on the
palettes as follows:
- Protection panel; voltage transformer panel and meter panel
- Line “load break switch” panels or arrival panel.
In this case, the groups shall be delivered completely assembled, with the sole
exception of the horizontal busbars; these shall not be assembled with the rest of
the group.
Panels shall be stored in indoor location.
Panel packing shall include the following at a minimum:
a) Wooden frame protecting all their edges from impact during shipment and
loading - unloading. Furthermore, each side shall be protected by 2 wooden
boards stapled along the diagonal of each side.
b) Plastic wrapping for protection against moisture, dust etc.
c) Flat surfaces shall be protected against mechanical stresses by using
expanded paper or plastic with air-filled bubbles, or expanded polystyrene
sheets located inside the plastic wrapping.

8.2. Adaptation of the components

Manufacturers shall dispatch complete panels. All panel components i.e.


apparatus, devices, terminations, wiring as required etc. as well as all movable
elements shall be secured on the panel at their proper positions using suitable
fixing materials in each case, taking special precautions with regard to
components that are potentially subject to damage or wear during transport. Any
materials that cannot be supplied in the above described manner shall be
furnished in packages, at all times within the panel they are intended for.

8.3. The manufacturer has the obligation to submit instructions and installation
drawings in Greek, as well as operation, maintenance and safety instructions
according to paragraph 10 of ΕΝ 62271-200. The manufacturer has the obligation
to submit panel installation instructions, indicating panel installation for safe
operation in case an internal electric arc occurs, in accordance with paragraph
10.2 of ΕΝ 62271-200.
In particular, with regard to relays, an operating manual and suitable software on
CD shall be provided to allow an interface of the above mentioned relays to a PC.
One copy of the above mentioned instructions shall be delivered in conjunction
with the accessories of each protection panel. Furthermore, these instructions
shall be submitted for approval of their completeness, alongside with the sample
inspection.

Conditions for participation to the Call for Tenders

Manufacturers shall have the following, in order to participate in the Call for
Tenders (unless otherwise specified in the Inquiry):
- Quality Assurance System certified to ISO 9001 or 9002 for the offered
material
- experience in the manufacturing of the said materials which shall have
been installed and operated successfully for a three (3) years period in a
quantity greater than or equal to half the quantity requested according the
Call for Tenders.

To allow assessment of the above, bidder shall submit the following with its offer:

1. Information for the factory of manufacture (mailing address, personnel


employed, overview of facilities, description of test performance capabilities
etc.)
2. ISO 9001 or 9002 certificate
3. Statement of compliance of the offered material with the requirements of the
respective PPC Technical Specification / Description and the Technical
Requirements of the Call for Tenders.
4. Type of the offered material as well as the manufacturer and the type of
individual components (e.g. load break switch, circuit breaker, etc.) of each
panel (catalogue numbers and technical leaflets which prove that the
component in question constitutes series production equipment).
5. Sales list specifying the names of purchasers, equipment quantities and years

6. Data from users of the material, confirming that the offered material, in a
quantity greater than or equal to half the quantity requested in the Call for
Tenders, has been installed for at least three years and that they operate
without problems.

In particular, regarding voltage and current transformers, these shall be


approved, i.e. have operated for a 3 years period on the PPC network or on the
network of another power utility, without systematic faults. Bidders or
manufacturers of voltage and current transformers shall submit the following
data:
 ISO 9002 or ISO 9001 certificate.
 Affirmation of satisfactory product service in a power utility network for at
least 3 years issued by the same utility.

CUSTOMERS

With the present Supplement No 3, the Technical Description ND-


180/04.09.06 is modified as follows:

1. In paragraph 6, the subparagraph b is modified as follows:

b) All the current and voltage T/F shall be tested for their accuracy at a
laboratory specialized in testing metering T/F, which has the following:
 ISO 9001 for manufacturing voltage and current T/F.
 Calibration certificate, from an independent authority, of the
instruments used for the T/F accuracy tests.

The procedure which shall be followed is:


- All the certificates issued for each T/F shall be submitted to
QCS/DMPD and to MS/ND for examination, as described in the
Management and Transactions Code.
- The supplier is obliged to submit the voltage and current T/F for
checking in two, at maximum, lots. Sample tests shall be performed,
with the following sampling program according to PPC’s Technical
Specification ΤΚ 02.01/11.11.87 «Sampling procedures and tables for
the inspection of the percentage of defectives by attributes»: Single
sampling, Special inspection level S4 for tightened inspection and AQL =
1.0%. These samples shall be transported to MS/ND to be tested for
their accuracy, at the contractor’s expense and responsibility.
Sampling can be performed alternatively in the factory of manufacture of
the T/F or at the factory of manufacture of the panels, and in any case,
before the installation of the T/F in the panels. The time and the place of
the sampling shall be defined upon agreement with the relevant
inspector of PPC.
Additionally PPC reserves the right, at its definitive discretion, to check
the T/F and after the T/F’s installation in the panels.

Alternatively the test for the accuracy of the mentioned T/F can be
performed:
 At PPC’s laboratories (MS/ND) where all the T/F will be transported at
the manufacture’s expense.
 At a laboratory accredited according to EN 17025 at which all the T/F
shall be tested, at the manufacture’s expense.

2. Paragraph 5.4.6.7 is replaced by the following :

«5.4.6.7 Accuracy class


For metering windings : 0,5S FS5 (according to EΝ 60044-1)

For protection windings : 5P ».
