Preamble
QCVN 08:2018/BXD Metro works compiled by the Institute of Construction Science and
Technology, submitted by the Department of Science, Technology and Environment, appraised
by the Ministry of Science and Technology, and promulgated by the Ministry of Construction

2. TECHNICAL REGULATIONS
2.1 General provisions
2.1.1 The location of the route and subway station must be built according to the approved
planning.
2.1.2 The basic parameters of the works and equipment of the route to ensure the traffic capacity
are calculated according to the maximum number of passengers expected at the exploitation
stages taking into account the long-term development of the city. town.
2.1.3 The entrance to the subway must have a structure that excludes the possibility of
overflowing into the tunnel with the probability of exceeding the flood level based on historical
hydro-meteorological, hydrogeological and numerical data. climate change forecast over the life
of the building.
2.1.4 Subway tunnels
The minimum depth to lay the tunnel is determined taking into account the protection of the
constructions above as well as the ability to construct the road structure.
2.1.5 Stations on the subway line
a) Stations are located at places where passengers gather, where they can connect with other
types of traffic such as near railway, road and waterway stations and near scenic spots of the

2.1.6 The ground condition must be studied in the expected limit state within the scope of the overall
influence from the interaction between the construction and operation of the metro line and the
geological environment. The depth of the survey must be no less than 10 m deeper than the bottom
of the tunnel and the width of the survey range is not less than 4 times the depth of the tunnel bottom
from the edge of the tunnel.
2.1.7 The structure of subway works must take into account the impact of loads, natural factors
according to QCVN 02:2009/BXD and the interaction of the work with the surrounding geological
environment.
2.1.8 The outer covering bearing structures, the inner bearing structures of the subway works and the
architectural finishing materials of the works must satisfy the requirements for durability, long durability,

2.1.9 Construction materials, structures and construction methods must ensure the longevity of the
tunnel shell. The tunnel shell must be sealed and must meet the requirements for strength, durability,

2.1.10 Protection against the ingress of surface water, groundwater and other liquids into the subway
facilities. There must be anti-corrosion measures for subway works.
2.1.11 Monitoring for the subway line must establish accurate benchmarks to ensure construction
quality and monitor deformation of existing houses and structures in the construction area.
2.1.14 Metro works and technical systems in the works must be maintained, periodically
maintained or replaced in order to maintain the normal operation of the system as designed

energy economically and efficiently.

2.2.4 Ventilation in tunnels must be combined with other engineering measures in the mode of

2.2.6 The location and direction of suction and discharge of ventilation openings must ensure fire and explosion safety
and urban environment requirements.
2.2.7 Ventilation inlets are located in places where the air quality requirements are met according
to QCVN 05:2013/BTNMT and QCVN 06:2009/BTNMT, if possible in existing or established green

2.2.8 Distance from aboveground ventilation stations to main streets and roads, closed or open
parking lots, commercial areas and windows of neighboring houses and structures should not be
less than 25 m; to refueling stations, storage facilities for oil and oil products, gas, wood materials,

In narrow urban conditions, ventilation stations working regularly in the air intake and exhaust
modes are allowed to be arranged at a smaller distance as prescribed in Article 2.2.8 but must

2.2.9 The distance from the ground to the bottom of the ventilation opening is not less than 2 m
and must be placed higher than the flood level in places likely to be flooded.
2.2.10 Tunnel ventilation openings when placed in the building must be arranged at a height of
not less than 2 m above the roof of the building.
2.2.11 The structure of the ventilation door must prevent unauthorized entry of people, animals,
birds and other foreign objects.
2.3 Water supply and drainage for subway works
2.3.1 Metro works must have internal water supply and drainage systems or separate systems for
domestic water, fire fighting water and technological water. The design of the local wastewater
treatment system in the metro facility must be considered before discharging it to the area's
drainage system.

2.4 Power supply and lighting for urban subway works
2.4.1 Power supply for subway works is carried out safely according to QCVN01:2008/BCT, QCVN
QTD 8:2010/BCT on safety of electricity use. In power grids, non-flammable cables must be used.
2.4.2 Power supply for subway works must be made from two independent sources of the city's
electricity system and must have enough capacity to operate the system when one supply is
interrupted.
2.4.3 Power supply reliability in order of priority is as follows:
a) Special type: communication, train operation control, remote automatic control of electrical
equipment and emergency lighting.
b) Type I: load network, elevator, lighting grid in service of tunnels, automatic fire alarm, fire
extinguishing, smoke suppression, drainage, protection and automatic payment devices.
2.4.6 Lighting system in subway works must comply with technical requirements of applicable
standards of the works. There must be a lighting design that adapts to the conditions of light
intensity variation at the entrances and exits of subway works, serving emergency exits in subway
works.
2.4.7 Service lighting and emergency lighting must be arranged separately.
Working lighting in passenger areas in the terminal can be uniform or local.
2.4.8 Horizontal standard illuminance values in passenger areas at terminals and connecting
tunnels are as specified in Table 1. The permissible errors of these values are not greater than
-10% to +20%.

2.5.5 All structural members of underground compartments of subway works must conform to fire danger class
K0 according to QCVN 06:2010/BXD.

2.5.11 Station lobbies, when arranged adjacent or in a building with other functions, must be separated
by walls and floors made of Ch1 combustible materials and have direct exits to the outside.
2.5.12 Underground compartments must have fire prevention doors with fire resistance limit not less
than:
a) Doors in walls and partitions: EI30;
b) Doors in partitions between corridors on sections with length not greater than 60 m: EI15;
2.5.16 In the stations of the station frequented by staff, the floor coverings must not use materials with
a fire hazard lower than Ch2, BC2, LT2, SK2, DT2.
In the living, production and other spaces where there are no frequent staff members, floor coverings
made of non-combustible materials must be used.
2.5.17 Sound absorption layer of compartments and structure of suspended ceilings must use non-
combustible materials. In living spaces, for plastering and tiling layers, it is not allowed to use materials
with fire hazard less safe than Ch2, BC3, SK3, DT3.
2.5.18 Seat structure on the platform must be made of non-combustible materials, the seat surface
must be made of materials with fire hazard not lower than Ch2, SK2,
DT2.
2.5.19 The floor of the ventilation cable compartment in the escalator tunnel must be closed and have a fire
resistance rating of not less than REI 45. The location of the outlet of the ventilation channel to the ground must
be located at a distance of not less than 15 m from the entrance to the lobby. .
2.5.20 On the city water supply system, no less than two fire hydrants must be installed at a distance
of not more than 100 m from the entrance to the shallow station and not more than 20 m from the
above ground hall or entrance. Cross the underground overpass into the deep station lobby.
NOTE: Deep-set station is a station usually constructed by the closed excavation method.

2.5.21 In train stations, fire hydrants must be located in the area of train tracks with a distance between them

2.5.26 The main warehouses used to store combustible materials must be located in the above ground part
of the subway facilities.
Spare storages for flammable oil and paint materials must be located at the height of pedestrian crossings
and escalators' engine room.

2.5.27 Smoke protection measures for emergency exits in stations and connections between stations

2.5.28 Measures to protect against smoke for escape routes in train tunnels must ensure:
- Air direction is opposite to the direction of escape and is stable on sections prone to change of
airflow direction in case of escape in one direction relative to the fire source.
- Reduce the air velocity in the tunnel to 0.5 m/s when escaping in two directions compared to the fire
source.
To protect the station against smoke and tunnels, tunnel ventilation and local ventilation devices must
be used. Additional technical means, special pressure ventilation devices and partitions above the
platform (intermediate) space of the station are required to zone the smoke.
2.5.29 The smoke protection system must be arranged according to the calculation, taking into
account at least the following situations:
a) For the station:
- When there is a fire in the first, last and middle carriages of the train lines of the station;
- When there is a fire in the escalator tunnel, in the engine room of the escalator and in the lobby;
- When there is a fire in the connecting escalator.
b) For train tunnels: when there is a fire in the train.
2.5.30 The anti-smoke ventilation for the operating, medical, production and other spaces, as well as
for the commercial spaces, must ensure that smoke does not enter the exit routes during the time of
evacuating people from station to the outside.
2.6 Escapes
2.6.1 Must ensure thorough evacuation of people from subway works in case of fire or other emergency
situation. On the exit routes, there must be measures to limit the dangerous impact of the fire on
people and there must not be any obstacles to obstruct the escape.
2.6.4 The number and total length of exits from spaces, floors (levels) of houses and works are
determined depending on the maximum number of people who need to escape and the allowable
limit distance to points with staff work to the nearest emergency exit.
2.6.5 In order to escape people from the platforms of the platform, there must be no less than two separate
exits.
2.6.6 On stations with transfer terminals located with common halls, the separate exploitation
capacity of stations must be ensured and dangerous factors must not be allowed to enter when
a fire occurs at one of the stations.
2.6.7 In living and production rooms, the width of corridors and stairs must be taken not less than:
The width of the emergency exit in the tunnel at a height of 1.5 m from the exit road surface must
not be less than 0.7 m.
2.6.9 In order to relieve passengers, there must be an exit route along the tunnel towards the two
stations, with signs indicating both directions and distances to the stations. The width of the exit

height of 2.0 m; the side of the tunnel shell must arrange handrails.
2.6.10 Auxiliary exits located on tunnels within the range between stations or concentrated

2.6.11 The volume of the concentrated protection area is determined from the maximum number
of passengers at any stage of route operation with an area norm of 1 m2 per person.
The calculation time for passengers staying in the concentrated protected area is not less than 7
hours. Each concentrated protection zone must be structured as a separate fire compartment.
2.7 Information and communication in subway construction
2.7.1 On the whole line of the subway line, there must be stations, operating information lines
and automatic talking information.

2.8 Environmental protection when constructing and exploiting subway works
2.8.1 Environmental conditions inside subway works must ensure the requirements of air
environment (cleanliness, composition and concentration of gas, dust, smoke, temperature,

performance of subway construction items and the number and length of stay of passengers and
staff working in the subway.
NOTE: Air quality, lighting, noise and vibration levels comply with technical regulations and
standards applied to the works.
2.8.2 For underground station works with people working and staying passengers, it is required to
arrange a mechanical exhaust-intake ventilation system with air exchange multiples of not less
than 3 times/h. At places where many people gather, the air exchange must be determined by
calculating to ensure that the supply air volume is not less than 60 m3 /h/person and the
emergency smoke exhaust ventilation system must be designed to ensure safe escape. all for people.
NOTE: Places of large gatherings are rooms with an area equal to or greater than 50 m2 and with
a density of temporary or permanent residents greater than 1 person/1m2 .
2.8.3 The technical requirements to ensure noise and vibration resistance for subway works and

applicable to the works on the environment.
2.8.4 Must design and apply solutions to eliminate or minimize vibration, noise level exceeding
the specified level and spreading to the surrounding environment.
2.8.5 Metro works must not damage/encroach on existing water works and hydrogeological
conditions of the vicinity.
2.8.6 Measures must be taken to protect urban houses and works due to the construction and
operation of subway lines.
2.8.7 Measures must be taken to prevent noise and vibration for the station as well as the buildings
located along the line, when the train is running, when the escalators are working and other
subway equipment is in operation.

3. REGULATIONS ON MANAGEMENT

use; Maintenance work must be based on the provisions of this regulation and be carried out in accordance

of Construction only allows replacing the provisions in this regulation when there is a technical justification to

4. ORGANIZATION OF IMPLEMENTATION
4.1 The Ministry of Construction is responsible for disseminating and guiding the application of QCVN 08:2018/
BXD.
4.2 Local state management agencies in charge of construction are responsible for inspecting compliance
with QCVN 08:2018/BXD in construction investment and management and operation of subway works in

4.3 For projects approved and under construction before the effective date of QCVN 08:2018/BXD, the

but have not yet commenced construction before the effective date of QCVN 08:2018/BXD, it is necessary to
organize the implementation to comply with QCVN 08:2018/BXD.
