I. INTRODUCTION
With its commitment to the resumption of five-days in person classes, the Department of Education (DepEd) has
released the guidelines on the School Calendar and Activities for School Year 2022-2023. In relation to this, the
Learning Recovery and Continuity Plan (LCRP) will be one of the guidelines of the school in effectively delivering the
K to 12 Basic Education Program amid the COVID-19 Pandemic.
The reintroduction of the in-person classes comes with the expectations that every school will assure
parents of the safety of their learners. Also, it is expected that all learners will be catered with equal
opportunities to learning which is anchored to fairness and inclusivity.
Lipahan National High School’s teaching and non-teaching personnel are one with DepEd on its goal of
bridging the gaps and accelerating learning due to pandemic-related disruptions. Intensifying learning
remediation and intervention, professional development, health, safety and wellness as highlights of the
LRCP are essential now that the progressive expansion of face-to-face classes is set to start on August 22,
2022.
As mentioned, learning recovery plan, a comprehensive and doable approach in ensuring that all
learners are engaged in meaningful learning experience, is essential to address the loss, gaps and gains
that we experience in the field of education for the past two years. Such gaps and gains include unlearned
learning competencies, unresolved challenged, best school practices and lessons learned that helped the
school in surviving the pre-pandemic years. While the LCRP recommends various learning delivery options,
Lipahan National High School contextualized these options which deem efficient and effective in delivering
positive learning outcomes when the in-person classes started.
The start of the pandemic was tough for everybody especially for learners and teachers. Learning
challenges arose. Lipahan National High School’s biggest challenge was the learner’s lack of access to
technology as well as reliable internet connectivity. These obstacles affected not only learners but teachers
as well. Teachers could not contact some of the students thus failed to involve them in some online class
discussion.
Given the fact that Learning Recovery and Continuity Plan is outlined to ensure that every school would
be providing its learners the best learning experience and will help them stay on pace amidst the COVID 19
pandemic, there are still challenges in the opening of classes. Though the usual opening is scheduled every
For this year, the school’s biggest challenge is the lack of classroom and chairs. Most chairs especially
those made from steel were rusty while the wooden ones, if not damaged is for disposal already. Most
chairs need repairs and repaint. For the classrooms, painting and general cleaning are necessary. Even
those for rooms for condemnation as per advice of the Municipal Disaster Risk and Reduction
Management will be used for this year due to room shortage.
Another challenge for this school year is the learning of students. After last school year’s limited face to
face, teachers noticed that some students really need to undergo intervention and remediation classes.
Their reading and numeracy need to be developed and enhanced.
Thus, the implementation of the LCRP for school year 2022-2023 is a great way not just for Lipahan
National High School but all schools in general to be fully committed in ensuring that learners learn
continuously to obtain the quality education that they well-deserved.
While the COVID-19 pandemic has created significant learning gaps for learners, Lipahan National High School
ensures smooth and continued educational pathways for all learners.
To support the school in addressing learning gaps and minimize disruption to students’ learning, Lipahan
National High School provides innovative ideas in bridging these gaps and implementing learning remediation
through the School Recovery and Continuity Plan. The school’s teaching and non-teaching personnel are committed
to identify exactly where and what those gaps are, and which students struggle with them.
Lipahan National High School focuses on the three major areas of recovery such as learning
remediation and intervention that emphasizes on literacy and numeracy and learners’ academic
performance, health, safety and wellness and professional development.
In the area of learning remediation and intervention, the school shall continuously enhance the
learners reading and comprehension skills through various reading intervention and remediation activities.
Another area that should be given emphasis is the health and safety of learners, parents, and school staff.
The school is committed to provide a safe and conducive learning environment for the learners, teachers,
and stakeholders. The School Head and all schools’ personnel are expected to follow the health and safety
protocols aligned with the given rules and guidelines of the IATF. In addition to this, Lipahan National High
School includes in its plan the health programs initiated by DepEd in accordance with the Department of
Health guidelines such as Wash In School program ( WINS ), Covid 19 vaccination and the use of other
health monitoring tools to ensure the health and safety of the school community.
Lastly, continuous professional growth and development of teachers must not be compromised. In
order to cope up with the changes in education system, teachers must be equipped with appropriate skills
and knowledge to address the needs of the 21st century learners.
With this Learning Recovery and Continuity Plan, all learners will be given equal opportunities and will gain
meaningful experiences where their needs and learning gaps are addressed. Generally, the LCRP will
enhance resilience among learners and teachers and will allow them to reach their own individual
potential.

V. ENABLING MECHANISM
1. Readiness of School
The school will educate parents and students and conduct an information drive and
campaign about the importance of full vaccines, including boosters. This information will be
shared at school orientation and general assemblies for the health and safety of each
clientele for the opening of face-to-face this school year.
They will also work with local officials, health officers, and nurses to arrange for them
to spend a day or two conducting vaccination activities among students and parents,
particularly those who have not yet been immunized.
Lipahan National High School will continue to use school funds such as MOOE to
provide teachers with all the training they require for professional development, which is
also important because they transfer and share knowledge and skills with our clientele.
Regular SLAC sessions will be held, with relevant topics for discussion. Faculty
meetings and assemblies will also be held to discuss updates, issues, and concerns. The
school will also develop potential speakers and trainers from the group of teachers who will
share their expertise not only in our school but also in other schools. They also aim for
promotion and additional items for teachers to cater to the school's ongoing population
growth.
The school will strengthen links and rapport through proper coordination with all the
external stakeholders – LGUs, barangay officials, NGOs, private groups and organizations,
alumni, parents, generous individuals, and the whole community. They will be given
invitations during school meetings and general assemblies and informed about the school
programs and projects along with school accomplishments. Their voices and suggestions
will be heard and considered for the development and improvement of school programs and
projects.
There will be transparency about the school’s financial status and accomplishments
during SOSA (State of the School Address) and the committee will be involved in the SIP
planning and making as well as in its assessment and evaluation. An MOA and MOU will be
prepared for important transactions and proof of written formal understanding between the
two parties.
The same thing, awards, and recognition among outstanding stakeholders will also
be given at the end of the school year. Thus, these strategies will pave the way toward
better school-community partnerships.
4. School Facilities
Lipahan National High School aims to acquire new buildings to cater to the
population of the students. By improving the school facilities, the school will provide the
quality of education and learning they can provide for the students. Through the
acquirement of the new building, the old building subject will be subjected to demolition due
The school together with the private sector (Haggai Cares Foundation) also aims to
renovate two classrooms that conduct entrepreneurial training for students. This renovation
project will be funded by the Haggai Cares Foundation, one of the schools’ partners.
5. Financial Management
In managing the financial aspect, the school head, the assigned property custodian,
the PTA Faculty treasurers, and finance officers will lead the whole school towards good
and transparent financial management.
The procedures in the allotment of MOOE will be strictly followed. Voluntary Cash or
in-kind donations from different groups or individuals and school partners will also be
accepted as other resources.
6. Technical Assistance
During this recovery period, the school is one the key contributor to the continuous
improvement of the teaching-learning process. Technical assistance will be provided by the
school head through formal or informal observations. Uplifting the teachers’ knowledge and
skills may also be enhanced through post-conference after each observation. In assessing
the teachers’ performances and progress, monitoring tools will also be used. Positive and
constructive feedback and suggestions from focal group discussion will be given and
teachers will be guided with an assurance that better learning outcomes will be achieved.
