LIST OF CONTENTS
1.0 GENERAL
1.1 INTRODUCTION
Shell has recognized that to consider future biofuel assets a world-class investment, they
must have a Total Installed Cost (TIC) lower than conventional TICs found in downstream oil
& gas assets. The TIC for new biofuel assets must be cost-effective to make them
competitive with similar facilities constructed by Shell’s competitors in the biofuels and
ethanol industries.
Biofuels assets must be able to meet Shell’s minimum criteria in safety (i.e. ensures that the
integrity risks are demonstrated as Low as Reasonably Practicable – ALARP), operability,
reliability, and maintainability. In addition, they should also be affordable, profitable and able
to achieve production targets set by the business and group.
The Contractor is the party that carries out all or part of the design, engineering,
procurement, construction, commissioning or management of a project or operation of a
facility. The Principal may undertake all or part of the duties of the Contractor.
The Principal is the party that initiates the project and ultimately pays for it. The Principal
may also include an agent or consultant authorised to act for, and on behalf of, the Principal.

Vendor shall comply with ATEX directive 2014/34/EU of the European parliament and
council of the European Union and shall provide CE markings in accordance with this
directive.
Equipment for use in a Zone 2 classified areas shall, according to ATEX requirements, be
classified as an Equipment Group II (c) Category 3 piece of equipment (EC Directive
2014/34/EU Annex I section 2) and must comply with the supplementary requirements
referred to in EC Directive 2014/34/EU Annex II, 2.3.
For Instrumentation Equipment, Zone 2 gas group IIC and temperature class T4 shall be
applicable, as a minimum.
When more stringent Zone requirements apply, these will be specified in the instrument data
sheets, just as the accompanying Equipment Group.
Field Auxiliary Room and Control building are classified as safe area.
3.1 GENERAL
Equipment shall comply with the requirements as defined in this specification, referred
codes and standards. Supplier shall be responsible to acquire possession of recent issues
from all required regulations, codes, and standards as indicated.
In case of conflicting requirements between the different applicable documents, the one
appearing earlier in the following list shall take precedence over those appearing later:
If the PED/ATEX regulations are in conflict with the above listed documents, then the PED
/ATEX shall normally rule. SELLER shall report in writing any conflicting requirements
and/or deviation to the CONTRACTOR. The SELLER shall be aware of all legal regulations
applicable to the subject equipment and is solely responsible for full compliance with such
rules, including approvals, tests, certificates and services of a legal inspection body.

This specification covers the minimum requirements for the design, engineering,
manufacturing, assembly, inspection, testing, preparation for shipment, delivery,
transportation to site, supervision during installation at site and commissioning and start-up.
Vendor shall supply, implement and test a fully functional system with respect to this
specification and standards referred in this document.
The metering skid package shall include all pipe work, required steel structure, manifolds,
metering streams, valves, electrical items including tracing, instruments, fittings and be
supplied as a fully piped, cabled, assembled and instrumented package.

Vendor to offer air eliminator along with complete assembly of metering skid. Vendor to
inform basis of selection of Air eliminator.
Requirement of Air eliminator is under discussion - HOLD
The Vendor shall supply an OMNI 6000 flow computers and computer details including
programming. The flow computers will be installed as part of flow computer cabinet in the
FAR - Field Auxiliary Room. FAR is classified as safe area.
Hardwired connection between flow meter and flow computer through pulse
signals transmission. Reverse/direct detection from to be ensured by using
phase shifted pulses.
The cabinet make, type and size must comply to SHELL standard drawing;
R-0063725 –Cabinet Standard (as attached)
The system shall meet the CE requirements regarding electromagnetic compatibility (EMC).
For wiring wire colours shall be as per Instrument Project Guideline for package units.

System shall also be adequately protected against power glitches due to on/off switching of
external and internal electrical equipment and have redundant power feeders
Vendor shall inform contractor in case special size and/or cable construction is required for
connection of the signals form meter to flow metering cabinet.
The Vendor to note that Purchaser will provide redundant UPS feeder (one UPS or both) for
the control panel and one Non-UPS feeder for utility, Further distribution within panel and
field by supplier.
Use of any other manufacturers of the instrumentation equipment may only be permitted
after written approval of Contractor.
All instruments connected to flow computer shall have HART-7 connection. Required HART
multiplexers shall be part of cabinet delivery wired to the common network and available for
pick up by external IAMS system. Vendor to include all relevant DD files in scope of supply.
Hardwired connection to the DCS/SIS (if applicable) cabinets for the common/cabinet
alarms as well as for the valve limit switches for flow computer to determine the lineup will
be made with multicore cable, Vendor to provide necessary terminal blocks for connections
(DCS and SIS separated).

Connection for maintenance laptop shall be available at the swing frame, if applicable.
Connection shall be possible without opening of the swing frame and for all FC.
Redundant Serial communication links from BPCS to flow computer. Modbus TCP/IP
communication protocol over link is an acceptable communication between BPCS and third
party. Required configuration shall be as per attached BPCS Architecture system drawing.
Fully redundant communication configuration equipment, including but not limited, managed
switches with RTSP configured and installed in the FCC cabinet and all necessary internal
communication cabling.
Communication switches preferred from Cisco® Industrial Ethernet (IE) 1000 Series Switch
series. Other suppliers allowed Hirschman, Moxa, Westermo. Proposed exact model to be
approved by Principal and aligned with MAC for interoperability.
Vendor to propose the required Modbus Serial Data setup to be readout by DCS. This data
setup shall provide all details about batch transfer, direction, any details about normalized /
volumetric flows and other details generated in the OMNI FC for
the defined metering skid setup. The setup of the serial data exchange shall match with the
typical serial data exchange for the existing installation @ ROM plant, Shell Pernis.
Typical examples include (shown for one direction only, but to be applicable for both
directions). This is only typical example for reference. Vendor to finalize and include
required Modbus signals, post order in consultation with SNR.

In addition, any serial data exchange related to the proposed prover methodology is to be
included. Portable prover will be provided by OTHERS (SNR). Suitable connections are
provided om P&IDs need to be taken care by Vendor on skid.
Vendor to advise/make provision for additional signals for prover which will be supplied by
others. Same to be finalised before order.
o Installation of the network switch - The network switch shall be suitable for
single mode fiber optic cable. LC type of connectors shall be used for
connection to recently installed printer in HK3 with project NLMF00759
o Updating the associated documentation.
As alternative, Supplier allowed to supply the ticket printer which is suitable for direct
connection to the FO signal from SIN-ROM-FCS-02.
In case PED directive 2014/68/EU applies, the minimum PED category shall be Cat. III. In
case PED Cat. III is not available, table 6, product group 1, shall be used to determine the
PED category and the Principal shall be consulted.
The metering skid will be used for Custody Transfer therefore it shall comply with the
European directive 2004/22/EC (MID). The MID approved variable shall be mass.
Application of the metering skid shall be considered as measurement system on pipeline for
loading/unloading ships. Accuracy class of the metering system has to be selected in
accordance to application as described in 2004/22/EC (MID).
All flow metering equipment have to comply with the international OIML recommendation
R117 “Measuring systems for liquids other than water” which sets performance standards of
accuracy and repeatability for the meter.
Custody transfer measurement systems are designed to provide accurate, equitable and
reliable measurements. This is achieved by pre-establishing and meeting the regulatory,
contractual and the Principal’s requirements. This mitigates the risk of breach of contract,
financial loss or regulatory non-compliance.
All pressure retaining components such as piping, valves, strainers and meter bodies shall
comply with the piping classes and materials requirements specified in the datasheet.
All skid mounted instruments shall be wired to junction boxes located near the edge of the
skid. Separate junction boxes shall be supplied for different signals and voltage levels as per
project segregation philosophy.
The use of industry measurement standards lays the foundation for appropriate custody
transfer measurement system design.
Metering shall be installed in the appropriate configuration to allow compliance with statutory
regulations in effect at the end-use location of the facilities.
Provided that minimum metering requirements (basic principles) are met, the primary
objective of the design is to provide the minimum number of meters and the minimum
configuration of meters and their installation to meet statutory requirements and control the
process.
Fabrication of complete metering skid along with all required steel supports, piping items,
electrical items, Instrumentation items pre-installed, fully wired and tested as a complete
Instrumentation package skid with Worley interface only at defined Tie-in is the
responsibility of Vendor. Any utility if required, same shall be supplied at the skid edge at
single only. Further distribution inside skid shall be by Vendor.
The custody transfer measurement system shall have sufficient redundancy so that
unavailability of a single component of the system due to failure or maintenance shall not
result in any of the following:
a. the interruption of ongoing measurements;
b. the loss or invalidation of contractually required data
Equipment layout shall be designed to provide for safe and sufficient access for device
validation and maintenance.
All transmitters shall be equipped with the HART revision 7 advanced diagnostic capabilities.
“STEP” file for Custody skid metering is required along with quotation.
Ingress protection of all field mounted equipment shall be IP66 as a minimum in accordance
with IEC 60529.
Minimum Ex protection shall be Ex ec as per IEC 60079-7.
Vendor to provide datasheets for Tight shut off Ball valve, Gate valves, and TRV for review.
Vendor to clarify if equipment includes any novelties that will require special attention during
construction, commissioning, start-up, operations or maintenance.
Heat tracing requirement is applicable for metering skid pipe lines and instruments tag no.
760FT0021, 760PT0021, 760TT0021, 760FT0022, 760PT0022, 760TT0022, 760FT0023,
760PT0023 and 760TT0023. Vendor to refer P&IDs and R-0931973 for the heat tracing
requirement.
Refer attached specification “Instrument Guideline for Package Units (R-0939965) for
details like preferred instrument makes, specifications for Cables, Junction boxes, Trays,
Inspection and testing requirement etc.

The instrument tag numbers shall be in accordance with the tag numbers as stated in this
requisition.
In addition, each Flow meter, Pressure transmitter and Temperature transmitter shall be
provided with a stainless steel tag plate, which shall be fixed to the instrument with a
stainless steel wire. This plate shall be marked with the tag number as stated in the
attached data sheets.
When the equipment performance depends on direction of flow, the flow direction shall be
clearly visibly cast or stamped on the equipment body.
PED category shall be clearly visible cast or stamped on the equipment body.
Inspection and testing shall be carried out in accordance with the TDS, attached to this
requisition.
Vendor shall compile a test and inspection plan covering all verification activities and
“HOLD” points, on which Contractor will indicate which test/inspections will be witnessed by
Contractor. Vendor shall submit this plan for approval to Contractor.
All calibration equipment, utilities, test benches etc. shall be available at no additional
charge to perform a complete functional test.
Vendor shall keep records of all non-conformances identified during production of the
equipment. Before delivery Vendor shall submit a declaration of conformity.
10.2 FAT
Before FAT, the system shall stay continuously energized for a period of at
least seventy-two (72) hours. During this period, hardware checks shall be
performed to detect and document component failures and their replacement.
Vendor shall provide and coordinate the testing, to provide personnel, test
facilities and test equipment for the acceptance tests.
The SAT is to verify that no visible and / or invisible damage has occurred during the
transport and installation of the system.
The SAT is mainly hardware oriented and includes the final integration testing of all system
components of the Metering skid.
The SAT also includes a 10% I/O check inclusive remaining FAT punch list items (100%
check).
For all FIT (Factory Integration Testing) with third party communication interfaces MAC
(Main Automation Contractor), Vendor shall visit the communication partner location to
perform any communication prototyping testing, internal FIT and witnessed FIT with use of
their mobile testing unit. Vendor shall consider such integration hosting services. FIT shall
be performed after FAT (Factory Acceptance Testing) is concluded to ensure no further
software changes made that may affect already tested communication. MAC participation
for FAT is not compulsory but may be requested by package Supplier.
Manufacturer shall ensure that such special handling and lifting tools
accompany the shipment in order to safely handle the equipment.
Loose or moveable parts of the instrument shall be fitted with shipping blocks
and shims for bracing against movement or vibration during transportation.
