1.0 INTRODUCTION
This plan describes the provision of welfare facilities and Sanitation and Hygiene
requirements as per QCS 2014, Minister of Administrative development, Labour and social
affairs and SC Workers Welfare Standards.

1.1 Purpose

The purpose of this Project Welfare Adherence Plan is to outline the basic principles to be
implemented during the execution of works for the Catchment Zone Framework.

The requirements given in this plan is complying in accordance with QCS 2014, SC Workers
Welfare Standards, Qatar State Government's code of construction practice, Qatar labour
law as well as other applicable local regulations.
The fundamental principles as specified below will be followed pertinent to the workers
welfare;

 Ensure that Workers are informed about their human and labour rights and their
entitlements under the Law and these Standards;
 Exert the due diligence to ensure that the dignity of Workers is protected and
preserved throughout their recruitment, placement, sojourn and return;
 Do not allow or tolerate any forced, compulsory, bonded, or indentured labour, human
trafficking practices, or other violations of human and labour rights;
 Comply with fair employment practices and standards for all Workers; create a safe,
healthy and worker-friendly working environment; create a decent, clean, safe, healthy
and quality living environment;
 Treat all Workers equally and fairly, irrespective of their nationality, gender, ethnic
origin, race or religion;
 Ensure that Workers receive equal pay for equal work;
 Do not allow or tolerate employment of persons under the age of 18;
 Do not allow or tolerate retaliation against Workers for exercising any of their rights
under the Law including raising any form of grievance, deciding to resign or refusing to
perform work that poses a safety risk.

1.2 Scope

This Plan shall provide a proactive approach & workable model to achieve the effective
welfare facilities to the workforce and to cover the project welfare requirements and relevant
procedures in compliance with local rules and regulations.

1.3 Definitions and Abbreviations

Worker's Accommodation: Means any accommodation or housing provided by or on


behalf of a Contractor to its Workers which is dormitory style and/ or contains commonly
shared living facilities.

2.0 MANAGEMENTS COMMITMENT FOR WELFARE MANAGEMENT

 Contractor is responsible and will be held accountable for the provision of adequate
welfare facilities to ensure the Safety and Health of all employees on the project and its
accommodation areas. Management’s objective is an efficient, productive effort that
incorporates all elements of Health, Safety & Environment through the participation of
management construction team, employees, subcontractors and suppliers.
 The Senior Person for each subcontractor shall be responsible and held accountable for
this plan compliance for their employees and areas of responsibility.
 Each subcontractor’s senior person on the project shall acknowledge to Contractor
Management that this plan will be adhered to with no exemptions prior to work
commencing.
 Equality: All project workers, irrespective of their nationality, family status, ethnicity,
social status, political affiliation, race, or religion, shall be traced fairly with regards to
hiring and opportunity or treatment in employment. Contractor effective and efficient

procedure to implement, monitor, and ensure company-wide adherence to this plan


(constitution of the state of Qatar article 18, 30).
 Freedom of Movement: All project worker shall at all times have the freedom of
movement outside normal working hours as per Qatar Labour Law section 7 (Regulation
of the working hours and leave ) unless there are issues related to safety or security that
threaten the health, Safety, and well-being of the worker.(Kindly refer Appendix 31.01)

3.0 Workers Welfare Policy & Commitment

Consortium firmly believes in supporting and protecting the health, Safety, welfare, security,
dignity of each workers on its projects. Ethical recruitment and employment practices, safe
work practices, as well as safe and healthy living and working conditions are critical
elements to our way of delivering work.

We recognize that welfare arrangements and quality facilities not only improve workers
health and well-being, but also enhance performance, efficiency and health safety
compliance. Such conditions are also essential to achieving our target zero philosophy and
our mission of helping clients build a better and more sustainable world.

We committed to establishing and maintaining high worker welfare standards for our
employees and individuals working on project on our behalf. In addition, we will share this
policy with our clients, and strive to influence other firms in our industry to adhere to the
practices outlined in the policy as well as local regulations and The procedure for the
management of all contractors and subcontractors personnel health and welfare is in
accordance with Qatar construction specifications 2014, Minister of labor and Social Affairs
No.18 of 2014, and Workers Accommodation Planning Regulation (MME) and the
Construction Workers Accommodation and Welfare Standard.

We Commit to continuously improving our services to clients in this area by engaging with
relevant stakeholders and drawing from international best practices. MIC Construct – Va

4.0 Duties and Responsibilities of Key Staff

4.1 Country Manager

The Country Manager acts the company designated director and ensuring the company
welfare standards and ensuring the maintenance of facility management.

4.2 Framework Manager

 The Framework Manager acts as the company designated Manager and will be
responsible for Supervising and maintaining the company workers welfare standard.

4.3 The Manager - HR

 HR has overall responsibility employee’s welfare in the company.

4.4 HSE Manager (HSEM)

 Responsibility for the overall monitoring of the welfare facilities at the project operational
areas and accommodation facilities for ensuring the compliance with the all applicable
Workers Welfare Standards.
 Identify the legal and other requirements applicable to arrange the required welfare
facilities at project operation and accommodation areas and communicate to the HSE
Officer, Project Managers and camps in charges.

4.5 HSE Officer (HSEO)

 HSE Officer is responsible for ensuring that the adequate welfare facilities at the
respective operational/accommodation areas are identified and managed as per the
legal requirements.

 Working as catalyst for the Implementation of this Welfare Adherence Plan &
Procedures in coordination with the Camp manager/camp bosses.
 He shall be responsible to the HSE support and advice, and for promoting the
continuous improvement of HSE performance at camps.
 He shall also be responsible for promoting Welfare Adherence Plan and procedures.
 Shall be familiar with current HSE Legislation relevant to the camp. Copy of these will
be made available at camp office for ready reference.
 Assist the Camps Manager in implementing the guidelines given in this document.
 Advise and assist all personnel on the Operational areas with the implementation of
Health and Safety plan and compliance with the relevant HSE legislation.
 He will give inspection reports indicating all the unsafe conditions noticed by him at
camps highlighting the status of rectifying the same to the camp Manager.
 Plan the requirement of first aid, fire fighting and safety appliances based on manpower
at the camp premise.
 Investigate all accidents to find out the root cause and to take necessary actions to
prevent its recurrence.
 Organize the inspection of Fire fighting Equipment, Personal protection equipment and
other temporary safety measures taken in the interest to protect the occupants, public
and end users. Based on the frequency as mentioned therein and maintaining a record
of such inspection.
 Identifying the camp related hazards/aspects and associated risks / impacts and do risk
assessments and or job safety analysis.
 Ensuring that the identified hazards / aspects are communicated together with the
agreed control measures.
 Monitoring and supervising the camp activities in a manner to ensure that the client
HSE requirements are met.
 Ensuring that all work permits and related HSE documents are being prepared in
accordance with Client requirements.
 Performing regular camp HSE inspections and completing required checklists.
 Ensuring the full compliance with operational area HSE regulations and requirements
 Providing induction programs for all the staff and workmen on their arrival and
organizing refresher sessions whenever required. And will maintain record of such
programs.
 Organize and /or conduct safety training for all operatives.

4.6 Camp security (CS )

 Responsible for ensuring the security provision of welfare facilities at the respective area
are managed as per the legal requirements and for provision of all necessary resources.
Identify the locations for providing the welfare facilities based on the available manpower
and size of the project area.

4.7 Accommodation Manager or Camps Manager


 Responsible to implement the welfare Standard of the company to all employees.
 Demonstrate personal commitment to a zero-accident performance.
 The camp premises must be equipped with adequate fire prevention and firefighting
arrangements Ensure by the approval Certificate from Civil Defences Department of
the Ministry of the interior. QCS 1.10.10.3.1, 2.
 All relevant signage, notices, documentation and training relating to fire safety at
labour accommodation must be provided in appropriate languages, based on the
demographics of the facility.
 The employer shall provide safety contingency plan, approved by the ministry of labour
and Social Affairs, include training and safety precaution on evacuation of the building.
(See Appendix 15.4 for reference)
 Make certain that all operatives are only employed on various activities for which they
have been thoroughly trained.
 The minimum requirements of inspection, testing and maintenance for Fire Fighting
system, Fire Detection & Alarm System, Emergency Lighting System by the guidance
of QATAR CIVIL DEFENSE FIRE PREVENTION DEPARTMENT
 The Company responsible for the inspection, testing & maintenance of Fire Protection
and Life Safety Systems shall be registered with and on the approved list of Qatar Civil
Defence & Ministry of Economy and Commerce
 Ensure the contractor shall provide laundry facilities. (See Appendix 15.5 for reference)
 Ensure contractors shall engage with Pest Control Company to service the labour
accommodation site. QCS 1.10.10.10, 1.10.10.11.
 Ensure that all maintenance work carried out in camp is done in a proper manner and
that emergency repairs are dealt with properly as soon as possible afterwards.
 Checks that portable water for its chemical content analysis by engaging competent
third party, copies of current test certificates are available.
 Overall responsibilities to ensure this Welfare Adherence Plan during the camp related
activities are being carried out according to.
 Coordinating and following up with the Concerned In charges in terms of HSE
requirements planning and tracking the progress of the same.
 Monitoring the HSE performance of camp employees to ensure compliance with this
Welfare Adherence Plan and works are being carried out according to the
requirements.
 Coordinate and follow up with the HSE representative in terms of the HSE
requirements related to camp Operation and maintenance.
 Advising the in charge of areas of concern if any and propose / follow up for resolving
such concerns.
 Establish a good housekeeping/Hygienic standard and good operational practice by
company shall use suitable equipment and utilize appropriate housekeeping practices
also follow housekeeping manual.

 Monitor the implementation of this safety plan on a day-to-day basis in close


coordination with the safety representative.
 Chair and conduct the coordination meetings. (If required)
 Follow up the progress of points discussed in the meetings.
 Provide the necessary resources required to implement this safety plan.
 Display his commitment to Health and Safety and address the safety issues daily.

4.8 Camps Supervisor (CS)

 Manage and coordinate Contractor accommodation camp in line with company policies
and procedures
 Provide guidance to staff in a manner to support and enhances Contractor culture,
mission and values
 Manage Contractor camp requirement, cost-effectively and in line with HR policies and
procedures.
 Check and confirm with Camp’s Bosses daily the manpower present at Camp
 Report daily camp resident’s runaways to Camps Manager.
 Receive all maintenance request (MR) from camps to include plumbing, painting,
carpentry, cleaning, safety appliances and electrical works; arrange material to relevant
maintenance crew; Follow up till work is completed
 Supervise and inspect Weekly outdoor ground, indoor and inside bedrooms hygiene
and safety objects
 Supervise camp areas for its cleaning and hygienic and monitor the camp bosses’
activities and report to H.O. Camps if any deviations observed or noted to solve those
issues
 Solve camp residents’ complaints within established policies and procedures
 Coach cleaning crew on cleaning consumables items and tools usage to reduce waste
and increase efficiency
 Receive and check daily potable water, sewage water, butane gas reports; Enter and
update and report as per procedure
 Receive Manpower transfer requests (IN/OUT) from Camps Bosses / Contractor
Affiliates Admin Managers; Arrangement daily transfer (IN/OUT);
 Report health records and invoices to Camps Manager to insure proper payment
 Responsible for camp’s gates/entrances watchmen and on-foot patrol personnel
 Maintain network of Medical Doctors in the camp area
 Administer Camps’ employees time attendance, leave request, performance appraisal
to motivate and encourage employees and set their training needs and career plan
accordingly.
 The HSE Rep. recommendations given in his observation report are attended to
immediately.
 Maintaining work area neat and clean, with specific attention regarding health and
hygienic issues. Reference (QCS 1.10.10.8.1)
 Taking an active part in the safety trainings, when required.

4.9 Camp Boss (CB)

 Understanding the compliance of this safety plan and following the same in the day-to-
day activities.

 Giving safety instructions to the operatives daily as a part of job instructions,


highlighting the possible hazards and the necessary precautions to be taken.
 The HSE Officer’s recommendations given in his observation report are attended to
immediately.
 Maintaining work area neat and clean, with specific attention regarding health and
hygienic issues.
 Taking an active part in the safety trainings, when required.
 Preventing horseplay of occupants and operatives.
 Identifying and eliminating all unsafe conditions in the camps by carrying out safety
inspections along with HSE Rep. in the work area on a regular basis.
 Sending the operatives employed by them to HSE Officer for giving safety training as
and when required.
 Reporting all incidents to concerned in charges as per this plan requirements.

5.0 Employment Management

5.1 Recruitment

 During the recruitment of Workers, particularly from oversees, the contract shall comply
with all relevant Laws and these WW Standards to ensure the fair and ethical treatment of
Workers.

The Contractor shall.

 Ensure that its other Contracting Parties Comply with all relevant Laws and these WW
Standards during the recruitment of their workers;
 Treat all job applicants equally and fairy in providing access to employment, training and
opportunities for promotion irrespective of their agent nationality, disability, ethnic or national
origin, gender, race, religion or belief or material status;
 Select, employ, promote and treat individuals on the basis of their relevant aptitudes, skills,
capabilities and qualifications.
 Contracting Parties shall only use the services of a Recruitment Agency that; Is validly
registered with the MOADLSA;Has entered into a signed, written contract with the Contractor
or Other Contracting Party , as relevant.

The contract between the contractor and Recruitment Agent must:

 Stipulate that a worker is not to be charged any Recruitment or Processing Fees including
any upfront deposits or security-payments for the provisions of recruitment services;
 Prohibit the confiscation or retention of the workers passport or other personal documents by
the Recruitment Agent;
 Stipulate that the Contract is responsible for the payment of all Recruitment or Processing
Fees relating to the recruitment of Workers and set out the amount of such fees and charges
which the Recruitment Agent will charge the Contractor for the recruitment of Workers;
 Stipulate that any job advertisement placed by the Recruitment Agent for recruiting Workers
includes a statement to the effect that no Recruitment or processing Fees shall be changed
to, or refunds demanded from the Workers, at any time;
 Stipulate that the recruitment Agent shall clearly inform the Worker in a language they
understand the nature of the role and the working and living conditions in Qatar, including the
risks of the work to be performed and that the Worker is not required to pay any Recruitment
or Processing Fees;
 Prohibits any payment or provision of any gift or hospitality from the Recruitment Agent to any
employee or agent of the Contractor;

 Stipulate that only medical clearance certificates provided by gulf Approved Medical Centres
Association (GAMCO) approved medical providers will be accepted (where relevant);
 Prohibit the use of any unlicensed brokers or sub-agents.

5.2 Offers of Employment

 An original Offer of Employment given to a Worker in their home country by or on behalf


of the Contractor shall comply with the minimum requirements of the Law and these WW
Standards and specifically set out the following: The nature of the work that the Worker
will be performing,

 He duties and responsibilities of Worker, including H&S;


 The rights of the Worker with regard to Basic Working Hours, Overtime Working Hours, Basic
Wages and Overtime Wages;
 The expected regular Basic Working Hours and Overtime Working Hours;
 Entitlement of the Workers to benefits including accommodation, uniform, transport and food
provisions;
 Days off, including Rest Days, and Annual Leave entitlement of Worker including flights
home;
 The Original Offer of Employment shall be in writing and must be explained to the Worker in a
language that they understand.
 A Worker shall not be coerced into signing a blank or incomplete document.
 If a Worker accepts the Original Offer of Employment, it shall be signed by the worker and by
or on behalf of the Contractor and such signatures shall be witnessed.
 If a Worker cannot read or white, they shall place a thumb print as signature coupled with
signature as a witness who explained the content of the document in a language the Worker
understands.
 The worker shall be given a copy of the signed Original Offer of Employment.
 The Contractor is responsible for all costs in relocating the worker from their home country to
Qatar including airfare and visa costs.

5.3 Employment Contract

 Once a Worker arrives in Qatar, they shall be promptly provided with an Employment
Contract.

The Employment Contract shall:

 Comply with the minimum requirements of the Law and these WW Standards;
 Set out the terms and benefits of employment which must be no less favourable than the
Original Offer of Employment;
 Be explained to the Worker in a language that they understand;
 BE signed by the Worker and the Contractor and such signatures shall be witnessed.
 The Contractor shall ensure that no Worker is required to sign an Employment Contract
different to the Original Offer of Employment unless the Employment Contract stipulates
terms and conditions more advantageous to the worker.
 If a Worker cannot read or write, they must place a thumb print as signature coupled with a
signature of a witness who explained the content of the document in a language the Worker
understand.
 The Worker must be given a copy of the signed and MOADLSA attested Employment
Contract.
 At any time, the contractor must make the Original Offer of Employment and the Employment
Contract available for inspection by the GEM.

 Once duly signed, no changes shall be made to an Employment Contract without the prior
written consent of the Worker which must be freely and voluntarily given.
 Workers shall only be required to perform the tasks and duties for which they were recruited,
trained and employed far and which are set out in their Employment Contract unless;
 The Worker performs such other tasks and duties which are substantially similar in nature; or
 Unless the worker has been promoted to a new position and receives the benefits and
necessary training associated with the new position.

5.4 Employment Conditions

To ensure the dignified and ethical treatment of all workers the contractor shall have written
policies and procedures which stipulate the following requirements:

 That al Workers shall have equal opportunities regardless of age, nationality, disability,
ethnic or national origin, gender, race, religion or belief or marital status;

 That all forms of compulsory labour or imposition of any additional work or financial
penalties on workers as a means to discipline them are strictly prohibited.

 The use of violence, bullying, harassment, victimization, threats and intimidation in any
form against workers shall be strictly prohibited.

 The use of violence, bullying, harassment, victimization, threats and intimidation in any
form against workers shall be strictly prohibited.

 The contractor Shall take disciplinary action against any of its managerial staff or other
employees who are found to be in breach of the prohibitions prescribed by these WW
standards.

 The contractor shall further ensure that, at its cost, all workers possess a valid work visa
which shall be transferred into a residence permit, Qatari identity card and health card in
accordance with the law.

 The contractor shall ensure that all workers have personnel possession of their
passports and other personnel documents, identification cards and bank cards. The
Contractors shall provide suitable lockable storage facilities to each worker for the safe
protection of such items.

 Contractors shall ensure that workers are granted their entitlements to annual leave,
rest days and all other minimum requirements of the law.

 Contractors shall comply with the rest period and days prescribed by law respect to al
workers. Daily paid workers with the rest period and days prescribed by law with respect
to all workers in respect of rest periods.

 The contractors shall provide medical insurance to workers free of charge including
obtaining for each workers a Hamad hospital medical insurance card or private
alternative.

 Where a worker has sustained any work-related injury or occupational disease the
contractors shall promptly pay for the cost of any treatment.

 Contractors shall pay, and ensure its other Contracting parties, all workers in
accordance with the wage protection system implemented under the Qatar Labor law.

 The contractor shall not apply any changes or interest on wages paid in advance of the
due date whether by way of advance payment or loan.

 Any deductions from wages may only be made strictly in accordance with the
requirements of law. Specifically, contractor shall not make any deduction from wages
for items provided prior to or during the term of the employment contract including.

A. Recruitment and Processing Fees;

B. Relocation or Visa Costs;

C. Accommodation;

D. Bedding;

E. Food;

F. Transportation;

G. Transportation;

H. Training and development;

I. Recreation facilities at the Accommodation site;

J. Medical insurance and prescribed health care.

 The Contractor shall provide each worker with a pay slip for each period. And shall
contractor keep a wage register

 Whenever the circumstance of work requires a worker to work on their rest day, the
worker shall be compensated for the rest day in accordance with law.

5.6 End of Employment and Repatriation

 The contractor’s policies and procedures shall stipulate that a worker shall be entitled to
terminate their employment contract without notice and retain full rights to both the end
of service gratuity and repatriation at the contractor where the contractor;

 Commits a breach of its obligation under the employment contract or at law

 The Contractors representatives Commit a physical or immoral act upon such worker or
have disrespect to the worker at the time of entering into the original offer of
employment or employment contract as to the terms and conditions of the work.

 Are aware of a danger to the health, safety or security of the Worker and do not take the
necessary steps to remove the relevant danger.
 The Contractor shall, upon the end of the employment of a Worker, pay for the
repatriation travel expenses of that Worker in accordance with law of their Employment
Contract, whichever is more favourable to the Worker.

 All Wages and End of Service Gratuity payable to Workers at the end of their
employment shall be paid to the relevant Worker before their return to their country of
origin or as soon as reasonably practicable if the Worker remains in Qatar.
 In the case of death of a Worker, all Wages and End of services Gratuity due shall be
promptly settled and transferred to the Worker’s family wherever they reside.

6.0 Accommodation Standards

6.1 Infrastructure Requirements

 The Contract shall ensure and keep evidence that all Workers receive an adequate
induction at the Accommodation Site.
 The induction shall cover in appropriate detail:
 The emergency evacuation procedure for the Accommodation;
 How to obtain medical care when at the Accommodation;
 The roles and responsibilities of key personnel at the Accommodation including the role
of the Worker representatives;
 An explanation or summary of Worker’s rights and protection under Law and the types
of breaches which a Worker may experience and which they are entitled to report. Such
an explanation may be achieved by distributing a copy of the National Human Rights
Committees (NHRC) booklet titled “Worker Rights Book” which is available from NRCH
in multiple languages;
 The Contractor’s policies and procedures relating to the Accommodation.
 The induction shall be delivered in a Prescribed Language of the Workers choice.

6.2 Building Requirements

 Building design, layout, construction and operation shall be in accordance with relevant
Qatar Civil Defence Department (QCDD), Qatar construction Specification (QCS) and
other Qatar Governmental requirements.
 All pathways in and around the Accommodation Site, shall be clear of all debris and
hazardous materials to allow for safe and unobstructed movement of personnel.
 At each entrance to the Accommodation Site, Signage shall be clearly displayed stating
the Contractor’s name, logo and contact telephone number of the Contractor occupying
the Accommodation.
 The Contractor shall have an operable Fire Detection and Alarm System (FAS) installed
throughout the entire Accommodation Site installed in accordance with applicable Qatari
regulations and connected to a central alarm monitoring station.
 Where required by Civil Defence requirements, the alarm system shall be networked to
the monitoring system established by Civil Defence and by a FAS supplier approved by
QCDD.
 The contractor shall install an appropriate number and type of fire extinguishers within
the Accommodation which shall be tagged and serviced as regulated.
 Fire exits shall be clearly marked and illuminated and easily accessible from all locations
and all muster points shall be clearly designated and signed.
 Battery back-up power shall be provided for exit lighting to assist with safe evacuation of
occupants to muster points.
 The contractor shall develop a comprehensive and standardized evacuation plan which
shall be presented in a user-friendly fashion (using pictorials and diagrams) and
displayed appropriately, including a display of the plan within each bedroom.
 Evacuation drills shall be regularly carried out to test suitability of the evacuation plan
and any results, lessons learned, and corrective actions shall be recorded and
undertaken.

 All involved persons shall be trained appropriately their designated roles e.g. fire
Warden. At least two (2) emergency exits shall be provided from the Accommodation
which shall be routed through non-hazardous areas to the relevant muster point.

6.3 Bedroom Requirements

 Bedrooms shall contain a maximum of four (4) beds per room with a minimum of 6m 2
floor area per bed, including storage.
 Every Worker is to be provided with their own bed.
 Beds shall be (at least) 1.0m x 2.0m and a minimum of 0.3m above the floor and shall
be made of materials which is solid, durable, fire resistant and impervious to moisture.
 Lockable personal storage per bed shall be provided which is at least 180mm
high,90mm wide and 45mm deep.
 Each bedroom shall be fitted with a door that is equipped with a thumb turn door cylinder
lock to facilitate easy evacuation.
 Workers shall be provided with the following free of charge:

A. Mattress;
B. Pillow;
C. Two (2) sets of appropriate and suitable bed sheets and pillowcases per year;
D. A blanket
E. Each bedroom must contain at least:
F. One (1) x operable window per room covered by a moveable curtain;
G. One (1) x power point per bed
H. Each bedroom shall be air conditioned with enough capacity to cool a fully occupied
room during the hottest periods.
I. The contractor shall ensure that there is no storage or cooking of food or storage of
filled water bucket within the bedrooms.
J. Each shower shall be fitted with;
K. Drain pan;
L. Privacy curtain or door
M. Soap dish;
N. Clothes hook;

 The combination of a shower and toilet is expressly prohibited.


 Only potable water shall be provided for showering and ablutions. Hot and cold water
shall always provide.
 Bathroom facilities shall be located no further than 50m from any bedroom.
 Each Bathroom shall have sufficient ventilation to remove foul air and moisture.
 Bathroom floors and walls shall be free of mold and debris and be easily cleanable.
 Each Bathroom shall be cleaned daily and an intensive deep clean of all areas shall be
undertaken monthly.
 Each bathroom shall be fitted with floor drains with covers to facilitate proper circulation
and drainage

6.4 Toilet /Showering Facility Requirements

 1 WC minimum per 4 persons


 1 Portable Toilet per site
 Each toilet must be contained in a private, lockable cubicle
 Urinals may replace toilets at a ratio of 2:1 but in no case shall there be less than 2
toilets per Living Unit
 1 shower minimum per 4 persons - each shower shall be a minimum of 1m wide x 1.2
m deep with a drain pan and privacy curtain/door

 1 washbasin minimum per 4 persons - a trough sink may be substituted at an


equivalent width of 600mm per washbasin but segregated with separate water feed
and drainage
 Proper illumination and ventilation shall be ensured at all amenities as required by
QCS 2014 and SC Workers Welfare Standards.
 All toilets shall be provided with toilet paper
 Where washing equipment is attached to toilet users are to ensure that floor and seat
are wiped clean
 No sanitary towels to be flushed down toilets
 If toilet malfunction, please report to maintenance department immediately
 Toilets are not libraries so please don’t spend all your time in the cubicle
 Ensure that toilet bowl is clean after use, clean with toilet brush provided
 Wash your hands after using toilet facilities
 Toilets to be sanitized daily using environmentally friendly detergents
 Men are requested to lift toilet seats when urinating
 Ensure that all matter is flushed away before departing cubicle
 Spray air freshener, to be provided by employer
 Ensure enough toilet paper available prior to use
 Urinals are to be flushed after use
 Ensure area is always left in a clean and hygienic condition
 All other amenities related requirements related to QCS 2014, SC Workers Welfare
Standards and Sub-Contractors shall be follow.

6.5 Communal TV

 A social room with sufficient seating shall be provided and be equipped with a
Contractor provided TV and satellite TC package reasonably catering for the ethnic
origins of the Workers.
 Adequate natural light and ventilation shall be provided in each social room.
 Each social room shall have sufficient air-conditioning capacity to cool a fully occupied
room inclusive of any associated latent and sensible heat loads such as lighting and
electrical appliances that are normally in operation, during the hottest periods.

6.6 Social Room Sport

 Communal indoor recreational space with adequate natural light, ventilation and cooling
shall be provided for the use of all Workers.
 A minimum of one (1) outdoor multipurpose sport field shall be provide or free access
and transport shall be provided to a community sport facility
 A free access, indoor equipped gymnasium shall be provided with adequate ventilation
and cooling.
 Access on site to retail service such as grocery, barber shop, mobile shop, and money
transfer shall be provided, or free transport shall be provided to these services at least
once per week.

6.7 Recreational Facilities

 Communal indoor recreational space with adequate natural light, ventilation and cooling
shall be provided for the use of all Workers.
 A minimum of one (1) outdoor multipurpose sport field shall be provide or free access
and transport shall be provided to a community sport facility

 A free access, indoor equipped gymnasium shall be provided with adequate ventilation
and cooling.
 Access on site to retail service such as grocery, barber shop, mobile shop, and money
transfer shall be provided, or free transport shall be provided to these services at least
once per week.

6.8 Communication and internet Access

 A sufficient number of free access Wi-Fi hotspots shall be located throughout the
Accommodation Site to allow access for all Workers or a free access computer room
shall be provided and equipped by the Contractor.

6.9 Laundry

 The contractor shall provide Workers with a laundry service, whether in house or
external, free of change.
 Each Worker shall be provided with one (1) laundry bag per annum for free.
 The laundry service shall allow for a minimum of 5kg per Worker per Week including

B. Bed sheets;
C. Towels;

 The Contractor shall ensure the installed privacy curtains are washed at regular
intervals.
 For Washing of personal items at the Workers choice, the contractor shall provide
suitable washing facilities such as a laundry tub/trough with hot and cold faucets or
washing to use as required.
 The Contractor shall provide suitable washing lines within the Accommodation for
Workers to use as required.

6.10 Housekeeping

 Housekeeping will be carried out daily. "A clean site is a Safe site".
 Good housekeeping practices make the living and working places safe and accident
free work force is expected to maintain the work area, living rooms, stores and offices
in an organized way. By the act of house keeping the working environment is cleared
of all unnecessary waste and debris to ensure a first line of defence against accidents,
injuries, unnecessary waste and debris to ensure a first line of defence against
accidents, injuries, fire and environmental pollution.
 Sub-Contractor (Cleaning Company) has to adhere to general neatness of the areas
occupied by the IAP (Ibin Ajayan Projects) tenants, daily disposal of waste and trash,
maintenance of clear passageways and walkways.
 Every tenant must adhere to the general neatness of that room in which he occupied.
 Housekeeping will be given top priority on the day to day activity planning.
 The Concerned area supervisor and engineer will be responsible for the cleaning of his
workplace.
 Ensure that exits and aisles are clear of obstructions to allow easy evacuation of the
building.
 Keep living and workplace free of accumulated combustible materials and waste.
 Clean air vents and filters to maintain ventilation efficiency.
 Do not pile material around fire extinguishers, sprinklers, or emergency exits.
 Do not collect broken glass and metal straps in plastic bags.
 Post and adhere to all ‘” No Smoking”’ sign.
 Waste materials disposal will be done proactively to avoid any fire accident.

 Waste materials will be identified separately and will be disposed to the identified waste
yard
 All places of employment shall be kept clean to the extent that the nature of work
allows
 All floors shall be maintained so far as practicable, in a dry condition. Waterproof PPE
shall be provided whenever employees are required to work in wet condition or using
water for cleaning or other purposes.
 To facilitate cleaning, floors, workplaces and passageways shall be kept free from
protruding nails, splinters, loose boards and unnecessary openings and holes
 Any receptacle used for solid waste or refuse shall be so constructed that it does not
leak and may be thoroughly cleaned and maintained in a sanitary condition
 All sweepings, solid or liquid wastes, refuse and garbage shall be removed in such a
manner as to avoid creating a menace to health and as often as necessary or
appropriate to maintain the place of employment in a sanitary condition
 All carpets shall be vacuum clean daily and vacuum bags shall be emptied and
disposed as per the manufacturer’s requirements
 All waste shall be segregated and bagged i.e. paper, plastic, glass
 No eating shall be allowed in or around the workplace, use canteen facilities and
dispose of waste in the bins as provided
 Do not store any items on top of cabinets and regular maintenance needed areas shall
be identified and performed.
 Regular pest control shall be performed by competent agency

6.11 Washing Facilities

 All washing facilities shall be maintained in a sanitary condition, this includes wash
basins, dish zincs, clothe tubs, bidets. The use of environmentally friendly detergent is
recommended.
 Toilets shall be made available at all places of work; such facilities shall be
segregated for men and women. Exhaust fans shall be installed which exhaust odours
to the atmosphere. The international norm is one toilet for every ten employees.
 Hot and cold water shall be provided for in all ablutions
 Toilet seats are to be lifted when urinating
 Where water washing is present in a toilet it is required that the floor and seat be
wiped dry by the user
 Hand soaps shall be provided for by the employer
 Paper towels and toilet paper shall be provided for, also a waste container for used
paper towels
 Sanitary towels shall be place in paper bags as provided and placed in special
containers allocated for such. Under no circumstances are sanitary towels to be
flushed down the toilet.

6.12 Car Parking

 No parking shall be permitted within the immediate office area or accommodation, i.e.
outside the front entrance
 No parking shall be permitted in front of emergency exits
 Parking bays have not been allocated to staff, it is run on a first come basis,
however, please ensure your vehicle is within the demarcated areas
 Project Management shall not be held liable for any vehicle damages in the car park
 If you have caused an incident in the car park you shall report it immediately to the
HSE Rep. for processing.

 The rear end of the car park shall also be used as the assembly point in the case of
emergencies.

6.13 Prayer Rooms

 All employees staying in company provided accommodation will be treated fairly, with
respect to their religions, and provide them devotional space in their religion perspective
need which have been no objection by ministry law.

6.14 Accommodation Standards General Guidelines

The contractor shall need to ensure the below guidelines, but it’s not limited.

 Maximum density = 500 persons per hectare


 Minimum lot area per person = 6 sqm Reference QCS 1.10.10.2.1
 The employers shall provide fire extinguishers, fire detectors and appropriate alarm
system, as determined by the Civil Defence Department of the Ministry of the interior.

 Gravel is not accepted as a hardscape material for walkways, public open space or
circulation spaces
 If a building is greater than three storeys in height, elevators must be provided.
Elevator design should conform to ASME A17.1 and NFPA, and its number and
capacity should be determined by international best practice guidelines.
 Setbacks shall be 6 m from boundary to residential buildings, 10 m from boundary to
service/utilities buildings, 10 m from boundary to any street, 15 m minimum between
residential buildings and service/utilities buildings.
 Recreational Space shall have minimum of one multi-purpose sports field shall be
provided for each community of 1000 Workers.
 The only uses permitted within an accommodation facility for Workers
 On-site sewage treatment system is mandatory (bio-digestion systems preferred).
 Diesel power generation is acceptable only if municipal power is unavailable
 Off-site water supply/on-site storage is acceptable only if municipal water is
unavailable.
 Clearances between power and other utilities shall be maintained within the minimum
spacing requirements in accordance with Kahramaa, QTel, Ashghal Regulations
 All materials, equipment, cables, etc. shall be suitable for the type of installation and
location. All outdoor installations for electrical equipment and accessories shall be
weatherproof and corrosion resistant
 Diesel generator sets and power stations (substation, switching stations, enclosures,
etc.) shall be adequately sized considering 100% connected load plus projected
future loads
 An effective earthling/grounding network shall be installed. All equipment, steel and
electrically conductive structures, fences etc. shall be connected to the grounding
grid.
 Noise level will be maintained within specified dB like sleeping area 40 dBA
maximum, recreation and dining area 45 dBA maximum.
 Safety and occupational/industrial hazards shall always be of prime consideration,
and safe systems of work shall be established for all operational and maintenance
works. Work in confined spaces, electrical installations, work on fuel systems, water

treatment systems and other works involving significant hazard shall be done so
under permit-to-work conditions.
 Electrical distribution equipment and switchgear shall be secured with proper access
controls. Lockout-tag out systems shall be in operation for all electrical systems
 Air Conditioning is mandatory for all buildings. Only rooftop package units or split
systems will be allowed – through-wall AC units are not acceptable. Reference QCS

 All windows, doors and ventilation openings in all habitable buildings shall be

 Suitcase and the likes to be stored in the designated storage room
 No electrical extension cables allowed
 No burning of candles or incense
 Do not tamper with firefighting equipment provided
 Familiarize yourself with escape routes and location of firefighting equipment
 In case of an emergency evacuate rooms in an orderly manner and report to the
designated assembly points
 Know the emergency services telephone numbers
 Ensure all garbage is removed from rooms daily
 Ensure room temperature is comfortable for all occupants

 The grounds and open areas surrounding the camp shall be maintained in and
sanitary condition, free from rubbish, debris, garbage or other refuse
 Every building or structure used for human occupancy shall be arranged, equipped,
maintained and operated as to avoid undue danger to the lives and safety of its
occupants in case of fire, smoke or resulting in panic in the case of fire or other
emergencies
 Every building or structure shall be provided with exits of kinds, numbers, location
and capacity appropriate to the individual building, with due regard to the number of
persons who may be exposed to fire and other emergencies. All exits shall be free of
obstruction so affording easy egress from all parts of the building
 Illuminated emergency lights shall be provided indicating emergency exits
 Beds, bunks, cots and suitable personal lockers shall be provided for each occupant
in every room
 All fire protection and firefighting equipment shall be properly maintained and shall
always be in an operating condition
 Adequate water supplies shall be provided for cooking, washing, showers, laundry
and cleaning purposes
 Each room shall be provided with overhead light fixtures and sufficient wall sockets
 Emergency procedures shall be established in every camp which shall be followed.
 Names, job titles, and telephone numbers of persons/institutions to be contacted in
the case of an emergency
 All occupants shall be trained in the recognition of hazards and unsafe conditions
and the regulations applicable to camps i.e. this instruction
 Drinking water tanks shall be constructed of anti-rust materials which shall not affect
the natural or chemical characteristics of the water
 Potable water test shall be conducted on monthly basis and records shall be
maintained
 Water tanks shall be cleaned on regular interval
 all gas cylinders shall be stored in a covered area with good ventilation and shall be
outside of the building
 Annual inspections shall be done on all gas piping and connections
 Fire fighting equipment shall be installed and maintained in gas storage areas
 No flammable items are to be stored near gas cylinders
 Waste removal bins shall be arranged at required locations
 Dedicated housekeeping crew shall be deployed to do the cleaning at common areas
and relevant records shall be maintained.
 Dedicated social room and communal recreation facilities shall be provided and
maintained as required by QCS 2014, SC Workers Welfare Standards and Sub-
Contractors.
 Dedicated communal facilities like kitchen, dining halls, laundries, mosque, and
medical facilities shall be arranged and maintained as required by QCS 2014, SC
Workers Welfare Standards and Sub-Contractors.
 All fire safety related systems shall be established and maintained as required by
Qatar civil defence, QCS 2014 and SC Workers Welfare Standards.
 All requirements of QCS 2014 and SC Workers Welfare Standards, pertaining to food
safety and transportation will be followed at project and accommodation areas.
 Proactive and reactive maintenance will be ensured at camp facilities and associated
records shall be maintained

 Relevant Safety Procedures will be developed and maintained (that include risk
assessments and method statements for all maintenance and routine tasks)
 Routine, daily, weekly and another periodic Cleaning Plan will be developed and
followed
 Deep Cleaning Programme will be implemented at appropriate areas.
 Waste Management Plan that includes waste disposal records will be maintained at
camp office.
 Established pest control plan will be implemented and associated records shall be
maintained.
 Fire Management Plan that includes a detailed layout of all fire detectors and
firefighting equipment, multi-lingual signage and details of the Fire Evacuation plan
and records of drills will be maintained.
 Appropriate H & S plan and traffic plan shall be developed and implemented at
accommodation areas.

7.0 Food Standards

7.1 Food Service Requirements

• Food Service Requirements;


• The Contractor shall, at its own expense, provide every Worker with three (3) meals per
day, free of charge whether the Worker is at the Accommodation Site or the
Construction Site.
• Meals can be provided either by the Contractor using an on-site kitchen within the
Accommodation or by using an external caterer
• The menu shall be appropriate to the ethnic mix of Workers.
• The Contractor shall ensure that there is no provision for self-cooking in any
Accommodation Site for Workers.
• All cooking and catering shall be provided and managed centrally regardless of the
number of Workers.

7.2 Dining Hall Requirements

 Consumption of food shall only be permitted in designated areas


 Beverages may be consumed at the workstation provided that empty containers are
discarded
 Canteen areas are to be kept clean and waste foods deposited in the bins provided
 No metal utensils, pots and pans of metal or containing metal shall be used in the
microwave ovens
 No food or beverage shall be consumed in or near to chemical storage areas
 All liquid spills or messes shall be cleaned immediately by the person concerned
using paper towels which shall be placed in the bins as provided
 Exhaust fans shall be provided in all canteen/kitchen areas
 All detergents used in kitchens/canteens are to be environmentally friendly
 All storage cabinets/cupboards shall be maintained in a clean and sanitary condition
and shall be sanitized at least one a month
 All appliances shall be disconnected at the end of each shift
 All Dining hall shall be of an area not less than 40 sq. ft.

 Portable water points shall need to provide, and the camp manager facilities have been
maintained and periodic inspections meet the requirements.

 Drinking and washing potable water shall be provided in all places of employment
by the employer
 Potable drinking water dispensers shall be designed, constructed, serviced so that
sanitary conditions are maintained, shall be capable of being closed and shall be
equipped with a tap and drip tray. All dispensers shall be tamperproof, and CE approved
 Where portable water containers are used the containers shall be cleaned on a regular
basis and contents shall be sampled and analysed
 Outlets for non-potable water shall be clearly identified i.e. industrial water, firefighting
purposes and identified as not for human consumption.
 Non-potable water may be used for cleaning work premises provided, that this water
does not contain concentrations of chemicals or other substances which could create
unsanitary conditions or be harmful to employees
 Non-potable water shall not be used for cooking purposes
 Dripping taps shall be reported to maintenance supervisor and shall be repaired as
quickly as possible.

7.4 Provision of Food to Construction Sites

8.0 Transportation

8.1 Transportation

 All Employees staying in company provided accommodation will be provided with


transportation to & from to reach project works, transport officer (in-charge) will ensure
that the transportation provided for them is safe & secure. Transportation must be in
free of charge.

8.2 Vehicle Requirements

 The Contractor shall bear the cost of insuring, testing and payment of applicable taxes
and registration, repairing and maintaining the vehicles and for all other running
expenses of the vehicles used at the Accommodation or Construction Site.
 All buses used in the transportation of Workers, including to and from the Construction
Site and recreational facilities, shall comply with the requirements of the General
Directorate of Traffic under the Ministry of Interior.

A. Be surrounded by suitable lighting to identify its dimensions;

B. Visibly display the name of the Contractor on the outside including contact
details for remarks and complaints
C. Be fitted with seat belts for each seat and handgrips;
D. be air-conditioned
E. Shall have at least six (6) hammers to break the window glass in case of
emergency;
F. Contain an easily accessible first aid kit with the contents regularly checked
and replenished;
G. Shall have two (2) fire extinguishers of at least 5kg dry powder each, one
placed in the front and the other towards the rear of the vehicles; and
H. Be fitted with emergency windows indicated with signs. 1.2.3 Smoking
inside the vehicles shall be prohibited. 1.2.4 All vehicles shall pass an
annual inspection by the competent local authority.

8.3 Driver Competence

 The vehicle shall be driven by a competent driver holding a valid Qatar driving licence
for the appropriate category of vehicle.

 The driver shall possess current basic first aid training.

8.4 Traffic Management

 Contractor should maintain free access routes on all roads and circulatory pathways
within the camps.

 Signage erected as required for the safe and effective use of all roads and pathways
within the confines of the camps should be maintained by service provider.

 All roads (perimeter and internal) pathways and communal areas are to be suitably
maintained and fit for use.

9.0 Facilities Management at Accommodation

9.1 Facilities Management

 Project Worker accommodation facilities must be operated or overseen by an


experienced and competent accommodation manager, with sufficient resources and the
organization to operate the facility to the required standards.

 The manager should have the authority and responsibility for overseeing staff and
ensuring the implementation of the standards of company policy.

9.2 Security Service

 A dedicated and trained staff to provide security at the accommodation camps.

 All security staff shall be trained in basic security procedures and processes.

 Undergo a special security and first aid training.

 Will be dressed in a uniform that clearly identifiable.

 Restricting access to only authorized personnel a visitor may enter the premises.

 Monitoring and reporting to the management suspicious people, vehicles and events.

 Records shall be kept of all security incidents.

10.0 Medical Care Facilities

 With reference to the Legal requirements appropriate First Aid station to cover the entire
workforce deployed at site and residents at accommodation areas which shall be manned as
required by legal requirements.
 It will be in the site and camps in an easily accessible area. Names of the trained first aiders
shall be made available at site/camp.
 Enough first aid boxes shall be made available in our operational area as per local
Government regulations.
 Record of all Workers who attend clinic with statistics of illnesses and conditions shall be
maintained by dedicated medial personal (subject to confidentiality)
 Where a worker has sustained any work-related injury or occupational disease the
contractors shall promptly pay for the cost of any treatment.
 Contractor shall need to ensure the doctor and medical unit presence 24/7 in the labor
camp.
 Annual medical check-up will be done to all employees, and chronic diseases employees
will go through periodical medical check-ups. Medical expenses will be refunded to the
employee if post-treatment reported else management will bare medical expenses as per
labour law.

11.0 Fire Precaution

11.1 Emergency, Fire & Evacuation Response

 The HSE Manager will ensure the availability of appropriate emergency response
system and equipment’s availability in accommodations and to test the effectiveness of
emergency preparedness and response, a drill is carried out at a periodic time frame.
Contractor shall need to conduct Mock drill every 3 months.

 The drill is coordinated by the ERT Lead and Supervised by HSE Management. Where
practicable, the drill records are maintained by ERT Leader.

 Execution of Duties: To determine if occupants (Inc. employees, contract labors and
visitors) understand and can carry out emergency duties.
 Hands-on experience: To provide the employees and contract workers with an
opportunity to practice emergency procedures in a simulated but safe environment.
 Regular Evaluation: To evaluate effectiveness of evacuation procedures and necessary
changes or adjustments to procedures to improve performance.

 Un-Announced/Announced Mock drills shall be carried out on every 3-month periodic


intervals depending on processes hazard, possibility of natural calamity in the region,
attrition rate, and work shifts.

11.2 ERT Team

 Identification of ERT. The team to be listed in one list and communicated to all
concerned personnel.

 The ERT Lead also ensures that an appropriate emergency detection system is
installed, and periodical maintenance has been done.

11.3 Evacuation

 The detailed evacuation procedures need to establish and train the workers.

 The identification of evacuation routes and emergency exists is also ensured by the ERT
leader (by using signs and arrow marks).

 Moreover, it is also ensured that emergency routes are kept clear to the exit and
assembly points at all times.

11.4 Fire Fighting

 To establish a suitable fire awareness procedure which includes:

o Assembly areas identification and routes to the areas to be clearly signed


according to current legislation.

o All occupants and visitors are to be briefed and made aware of the locations of
assembly areas.

 The contractor should maintain and service the alarm system firefighting system, fire
hydrants, hose reels and extinguishers as is necessary and as per civil defence of Qatar
recommendation:

 Provide staff is to be trained in the use of the firefighting equipment

 Provide, and training records maintained.

 To train a minimum of 25% of the camp occupants in the use of the supplied firefighting
equipment. Records are to be kept of attendees.

 A weekly test is to be carried out of the firefighting system, details if timings etc is to be
posted and known to all. Records of testing are to be maintained.

12.0 Site Welfare

Construction Site Requirements:

 The HSE team within the Contractor Office has overall responsibility for overseeing the
implementation and delivery welfare function. The Contractor shall follow the
requirements of that HSE team relating to all Construction Site HSE requirements.

 The Contractor shall ensure that all Workers receive, free of charge, appropriate training
on the necessary skills required to carry out the works required under their Employment
throughout the term of the Employment Contract.

 The Contractor shall comply with all Project Site HSE policies, procedures and
requirements and appoint such HSE personnel as required by the Contract to implement
and maintain the effectiveness of WW Standards or by the law.

 The Contractor shall ensure and keep evidence that Workers are fully briefed and
inducted on the HSE policies, Welfare policies procedures and requirements of the
Construction Site and ensure all Workers report HSE matters in accordance with the
HSE reporting system without any penalty or threat of termination.

 All firefighting equipment shall be situated outside site offices and in open plan office
both outside and near to the potential source. Classes of fire in the office are namely A
and E and extinguishers shall be provided for such classes of fire

 No set times have been determined for tea and lunch breaks, it is therefore requested
that employees do not abuse the times taken to partake in tea and lunch

13.0 Office Welfare

 Enough lighting shall be provided at all workstations


 Electrical, telephone and internet points shall be provided at each workstation/office
 Air-condition facilities shall be provided by employer, normal operating temperature
should be between 21 and 26 degrees centigrade or what is deemed comfortable by
all occupants
 Damaged or broken office furniture shall be repaired or replaced immediately by
maintenance department
 Offices shall be cleaned before the start of each shift
 All waste items shall be removed prior to start of each shift
 All computers and appliances shall be disconnected prior to leaving workstation at
the end of each shift
 Only emergency lighting shall remain on during the night
 A no smoking policy has been adopted, smoking shall be permitted in designated
areas only
 No electrical extension cables shall be used, if required for maintenance then such
shall be fitted with regulation adaptors only
 Office equipment such as printers, faxes, Photostats shall not be place directly
against walls or furniture, breathing/air circulation space shall be provided for
 No storage of items shall be allowed on top of cabinets
 Desks shall be kept clear of any unwanted/required equipment and paper
 All doors shall be a minimum of 3 ft. wide
 Project Management shall not be held responsible for any personal items at the
workplace, it is therefore advisable to lock such items away
 It is further requested that printing be it colour or black and white be kept to a
minimum.
 All computers are protected using passwords, do not divulge your password to
anybody

 Internet access is granted to those employees requiring such for work usage; please
keep e mails and internet to a minimum and for work purposes only.
 Telephones are situated throughout the offices; these are communication
instruments strictly for work related purposes.
 All staff who have personal cell phones are requested to keep calls of a private
nature to a minimum during office hours
 Dress code is in most cases smart casual this applies to both male and female
employees
 All employees are required to familiarize themselves with all emergency exits
 Report any situations which could lead to an incident to the HSE Manager/HSE Rep.
Immediately.

14.0 Covid-19 Prevention and Protocol for Workers Accommodation and Work Area

14.1 Communication

 Contractors shall need create awareness on the CORONA disease, symptoms and
effects.
 Awareness sessions shall also include topics on hand hygiene, respiratory hygiene and
cough etiquette.
 Such communications shall be planned and undertaken without creating employee fear,
anxiety, rumours, and misinformation.

14.2 Monitoring

 Measures to monitor the worker, staff and visitors for visual symptoms, body
temperature and any other indications of any sickness to the immediate supervisors and
medical/ health and safety staff in the company, prior to procced to the project sites.
 No worker/ staff shall proceed to work, with symptoms of any sickness.
 Ensure that all residents are having the EHTERAZ mobile application and Security to
check for the "green" status code regularly.

14.3 Reporting

 A common contact number in the accommodations shall be provide for internal reporting
for any sickness.
 Actions shall be taken to communicate the above contact number to all workers and
staff.
 Protocol for reporting any potential sickness cases to external agencies such as MOPH,
Consultant and PWA.
 In case of any suspected cases, MOPH corona specific call centre shall be contacted at
16000.

14.4 Accommodation Clusters

 All the accommodation facilities where workers are residing to be divided into individual
cluster/ block consist of a minimum 100 residents in each cluster or Block for easy
monitoring and individual screening of occupants thus helps an early detection of
relative COVID-19 Symptoms.
 Provision and management of isolation units within the accommodation facilities and
zero exposure to co-workers / occupants.

 Identify one room as "quarantine" facility with complete amenities such as dedicated
washrooms, toilet facilities and for use by close contacts or suspected cases.

14.5 Separate Sick Employees

 As per PWA recommendation employees who appear to have COVID symptoms or


acute respiratory illness symptoms (i.e cough, shortness of breath ) prior to arrival to
work or become sick during the day should be separated from other employees and be
sent to medical attention ( Authorised Centres) immediately.

14.6 Personal Hygiene

 Contractors shall provide adequate facilities to maintain personal hygiene in the


accommodation, work areas, welfare facilities, and dining area in the project sites. This
shall include washing facilities, hand sanitizers, cleaning and sanitary materials.

14.7 Bus Transport

 The driver shall always wear a surgical mask.


 Passengers shall queue with a gap between each other of 2 m.
 Each bus will be fitted with clearly visible awareness posters on entry requiring people to
sit with one per every second seat, in a staggered configuration down the bus.
 Passengers shall board the bus and start seating from the last seats of the vehicle and
moving up to the front of the vehicle. When disembarking, passengers shall leave from
the front seats first.
 Each bus seats (front and back), handles, railings, interior windows and doors must be
 disinfected after each trip.
 All buses shall maintain 50% capacity to enable social distancing among passenger
seats.

14.8 Environmental Cleaning

 Contractors Shall maintain adequate cleaning regime for all areas such as
accommodations, dining areas, Contractor offices, welfares in construction area such as
mess halls, toilet and transportation vehicles.
 All dining areas in accommodations and constructions areas shall be cleaned and
disinfected prior to and after every meal distributed in a day.
 Cleaning & Disinfection Methods: Surface (E.g. desks and tables), objects (E.g.
telephones, keyboards, boor knobs, lift lobby’s) need to be wiped with a disinfectant
regularly.
 Provision of routine environmental Cleaning: Routine cleaning methods for all frequently
touched surfaces in the workplace and accommodation facilities including toilet bowl and
bathroom surfaces with regular disinfectant containing a diluted bleach solution.

14.9 Communication/ Accountability

 Contractors management shall be accountable for implementing and ensuring the


above.

15.0 Contractor Compliance (Audit and Inspections)

 The Contractor’s compliance with these WW Standards shall be subject to three tier
auditing systems as set out below:

Self-Audits,
 The Contractor shall undertake a monthly self-audit against its compliance with the WW
Standards I accordance with the form of self-audit checklist included at Attachment
18.10
 The Contractor shall also require its other Contracting Parties (excluding any
Recruitment Agents) to undertake their own monthly self-audits and agree a rectification
plan with its other Contracting Parties for any non-compliances identified.

A. The Contractor shall provide the results of each monthly self-audit to the GEM within
fourteen (14) days from the end of relevant month and at the same time provide a
rectification plan against each partial compliance or non-compliance identified.
B. Independent Monitor Audits:
a. An independent external monitor appointed at the discretion of the
contractor shall undertake random audits of contractors, the Contractors
and Other Contracting Parties to monitor each of their compliance with the
WW Standards and to validate.
C. MOADLSA Audits:
a. The MOADLSA shall be entitled to perform periodic or random inspection
and audits on Contractors and Other Contracting Parties in accordance with
the law.
b. These audits do not in any way limit any other audit which Contractor may
be entitled to perform under the contract, or which other Governmental
authorities are entitled to perform in accordance with the law.
c. If a Contractor reasonably considers that any part of these WW Standards
should not apply to it or to any of its Other Contracting parties in relation to
an existing accommodation facility that was occupied by the Contracting or
other Contracting Party prior to the release of these WW Standards, the
Contractor should submit a request in writing to the GEM setting out:
d. The specific provisions which the Contractor considers should not apply;
e. Sufficient information to support the Contractor’s request; and
f. Any other supporting documentation the Contractor may wish to submit to
support its Request.

 Upon receipt of the Request, The GEM shall address the request and respond in writing
approving or declining the Request, and setting out, at his or her sole discretion, any
conditions, time periods or limitations that may apply to the approval or rejection.

Contractor reserves the right to conduct regular inspection and audits of its own
facilities, program documentation, records. Such audits may include but shall not be
limited to inspection of a work site and worker accommodation, review of internal self-
audit and monitoring records. The periodicity of the inspection not less then every 3
months.

Any obstruction of the audit activities of the contractor designated personnel, including
providing falsified records, shall be constructed as a material breach of the applicable
contract.

16.0 Training

 Induction Training shall cover the following areas but is not limited to:

A. HSSE regulations;
B. The Law, including the means of referring their disputes to the ministry of labour of
the state of Qatar;
C. Rule of Accommodation site;
D. Access to medical support;
E. A health screening Questionnaire;
F. Information session on the context of Qatar such as environment, climate, culture,
etc.

 Contractor will ensure every new employee and visitor are informed of Camp HSE
regulation at the workers accommodation during Camp induction.

 Contractor will ensure everyone is informed of all the Hazards at the workers
accommodation.

 Contractor will ensure everyone knows the HSE requirements.

 The Facilities Management Programme aims to address not only operations and
maintenance of the accommodation facility but also the health, welfare, education, training
and recreation strategies.

 Any appointed first aiders shall have completed an approved course of training, typically a
3 day course, such as those organized by Hamad Medical corporation or any other
internationally approved society; they should thereafter undertake a refresher course every
year and will require re-certification after three years.

17.0 Communication

 Contractors Shall have a process to ensure that their project Workers are well-informed
about company welfare policy and Plan, that an effective two-way communication process
exist, and that they encourage an open and honest dialogue on questions about company
welfare policy.

 All the available welfare facilities and adherence plan shall be communicated to all
concerns during induction training programme. During other HSE training and meeting, the
appropriate concerns related to the welfare arrangements shall be listened from employees
and or employee representatives and necessary corrective action shall be initiated by
project/accommodation management.

 Contractors shall keep and maintain in a safe, fireproof, and secure location all relevant
information and records concerning their compliance with their own policies and practices
that meet or exceed the standards set forth in company policy. Access to project workers
personal information shall be limited to authorized personnel and the Access to WWP and
welfare related documents always available for workers.
