After the January 3 bus fire along Commonwealth that killed two passengers and several
others, BFP called for stricter implementation of fire safety and security of vehicles. Thus, the
"Oplan Iwas Sunog sa Paglalakbay" was formed: a multi-stakeholder campaign where the
BFP, LTO, and other agencies will be working together to ensure the safety of passengers
from fires while onboard Public Utility Vehicles.
A memorandum of agreement among LTO, BFP, DOT, PIA and non-government agencies
such as United Architects of the Philippines (UAP), Team Albay Youth Organization (TAYO),
Rotary Club of Legazpi North, and Davies Paint was signed on January 25, 2021 to formalize
the campaign.
In preparation for the campaign, on March 11-12, 2021, a "BFP-LTO Fire Safety Enforcers
Training" was held to educate the LTO Enforcers on fire safety while onboard vehicles.
Likewise, the BFP officers were also educated on road safety and traffic protocols. Among the
topics discussed were (1) Vehicle Fire Safety; (2) First Aid; (3) Vehicle Decontamination, and;
(3) Road Safety.

To bring the government’s services closer to the people, DILG has partnered up with
different government agencies for the “Serbisyo Caravan”, a series of community
engagements that aims to reach the farthest barangays in the region. Among the agencies
DILG invited for participation was LTO Sorsogon District Office, under the leadership of Chief
Grace R. Rojas.
LTO Sorsogon has been actively participating in the Serbisyo Caravan, and on April
22, 2021, two of the target recipient barangays were reached, namely Baranggay Sagrada
and Baranggay Quezon in Bulan, Sorsogon.
Services that LTO Sorsogon catered during the Caravan include: student permit
application, distribution of road safety flyers, and dialogue with the community to talk about
LTO Bicol’s road safety advocacy.

To participate in the Serbisyo Caravan, LTO Sorsogon employees travel to the far-flung
barangays of Sorsogon to bring LTO’s services closer to the people.
LTO Virac brought their motor vehicle registration services to Baras and Viga to
provide convenience for MV owners who live far from the location of their office – the lone
LTO office in the island province of Catanduanes. Residents of the said municipalities had
their motor vehicles inspected, evaluated and registered at the outreach. LTO Virac also
invited a Private Emission Testing Center and Insurance Center to provide their services in
the outreach, thereby making the event a "one-stop" for motor vehicle registration.

A series of outreach was done by LTO Virac District Office in the municipalities of Baras
and Viga during the months of February, March, and April.
To reach out more to the public and educate them on LTO's transactions and
mandates, LTO V Regional Director Francisco P. Ranches Jr. initiated a series of Information
and Education Campaign in the provinces of Camarines Norte and Camarines Sur on
February and March 2021. This is also an effort to clarify concerns on PMVIC inspections, ra
10930, and the RA 11229 (Child Safety in Motor Vehicles Act), which were a talking point at
the time.
Different media outlets both from TV and radio were invited, as well as local
government officials. In the series of press conferences, RD Ranches entertained questions
from the media and local officials alongside Operations Chief Glenn A. Mancera, the then
Legal Officer Atty. Eleaza Marie P. Encisa, and the respective Chiefs of LTO District Offices
from CamSur and CamNorte.

intensify motor vehicle registration campaign to preempt the imposition of fines on late

Renewal, and (3) Application for Student Permit and Theoretical Driving Course. Aside from
LTO services, a private emission testing facility and medical clinic were also invited to
provide their services to ease transactions for clients. To engage the community in road
safety education, a series of road safety seminars were also conducted by the E-Patrol in
coordination with the host municipalities.
The outreach was scheduled as follows: February 4-28 in Bula, March 5-31 in
Tinambac, and April 5-16 in Caramoan.

Following the webinar, on April 8, 2021, RD Ranches also had a fruitful meeting with Dean
Jonathan Arroco and the faculty staff of Bicol University College of Industiral Technology.
During the meeting, RD Franz and Dr. Arroco discussed about a possible partnership
between LTO 5 and Bicol University on the promotion of road safety thru Driver’s Education.

In response to the spike in colorum operations in the Bicol Region and in preparation
for COVID-19 recovery, LTO V joined with LTFRB V and PNP-HPG Regional Highway Patrol
Unit V in a series of coordination meetings. During the meetings, the activation of a task
group that will enforce the Anti-Colorum Act as a joint effort of the aforementioned
agencies was discussed. The task group shall also serve as support for transport and local
travels.
As a follow-up to the creation of the task group, a coordination training for LTO,
LTFRB and HPG enforcers was also conducted. The three agencies' enforcers were gathered
together for an orientation and training on LTO and LTFRB's standard operating procedures
for traffic enforcement operations, specifically on the enforcement of the Anti-Colorum Act.
With the implementation of RA 10930 beginning last year, the demand for the 15-
hour Theoretical Driving Course and 8-hour Practical Driving Course certificates – which are
both requirements for the issuance of Student Permit and New License – increased, creating
a clamor among Student Permit and New License applicants. However, enrolling in privately-
owned driving schools are admittedly expensive, and soon, the public cried out for cheaper,
more budget-friendly ways to acquire the coveted certificates.
In response to this, LTO Region 5, under the directive of its Regional Director
Francisco P. Ranches Jr., created the Driver’s Education Center. However, RD Ranches
envisioned LTO V’s DEC to be “closer” to the public – and thus challenged LTO Bicol’s 13
district offices to create their own DECs each. This, he said, would be able to augment the
need for more accredited driving schools and would also be of help to applicants from low-
income families who cannot afford the expensive driving course rates.
The creation of the DEC in District Offices proved to be successful. As of this writing,
LTO ROV DECs has recorded more than 1,000 graduates, all of whom were issued an
electronic certificate of completion of the Theoretical Driving Course.
Currently, LTO V is the only Regional Office that has DEC presence in all its district
offices. This initiative has been greatly praised by clients who have, in fact, sent
commendations for the DEC thru the Civil Service Commission’s Contact Center ng Bayan.
One commendation states, “Malaking tulong po ito sa akin na nakapag enroll ng libre sa 15
TDC para sa pagkuha ng student permit at sa mga katulad kong indigent na walang
kakayahan na magbayad sa driving school.”
As of now, LTO V’s DECs offer only the 15-hour Theoretical Driving Course, however,
RD Ranches has stated plans to also include the Practical Driving Course for light motor
vehicles in the DEC’s offerings.

Employees from LTO Regional Office swore an oath to stand against abuse of women
and to protect their rights, which they sealed by signing their thumbmarks on the promise
tarp. Regional Director Francisco P. Ranches Jr., who is a GAD advocate himself, emphasized
on the importance of protecting women and recognizing their role in society.
LTO V District Offices also joined the celebration by providing an "Express Lane for
Women" in which they allocated special seats in the waiting area for women clients and gave
them priority for their transactions. Aside from this, LTO offices also gave out free face
masks, flowers and chocolates for all women clients.

Mylene V. Lizaso, a State Auditor IV from COA discussed important notes on the
accountabilities and responsibilities of handling government funds as well as the receipt and
disposition of funds and property. LTO Finance Chief Louie B. Sarmiento also discussed on
the preparation and submission of reports, which is an integral function of cashiers.
