Introduction : Modern mechanical toys have become an enhanced attraction for inquisitive children with the development of kindergarten school. Mechanical toys industry employs metal and rubber as raw material, which though expensive, yet are attractive and more durable. The chemical toys serve as tools for children to familiarise with their environment and develop social, emotional, physical and mental skills. Mechanical toys are of three types. Dummy toys cannot move on their own with any built in. Uses and Applications :Toys are very important source of entertainment to children in educating them as well as familiarise with their environment. Infact, these toys in the schools help in imparting education to the small kids without putting any stress on their tender minds. Toys not only help children in familarizing this new world, but they lead to psychological and emotional development of childrens as well as improve their physical and mental skill mechanism. These are very simple and basic toys suitable for young child display and showpiece. These are rather economical and quite durable. However, spring driven toys are most widely used and manufactured in large quantities. These toys have various designs to perform different operations. In automatic toys, a battery cell with a toy motor serves as motive however in place of opening or fly whdel. Toy industry, in general, has a very good potential as well as bright future prospects. Market Survey : The per capita consumption of toys in India is quite significant. Now-a-days new types of mechanical toys are flooding into the market and day by day this industry is getting sophisticated and graded with new technology. Besides, the toys manufactured by Leo and other reputed sectors have on the other hand heavily advertised at national- international level and exports concede that quality of advertising has been very effective as reflected by sales volume. Further, kindergarten schools are now becoming quite popular in major cities and towns and are the main attraction. Work benches, table, racks etc. Process of Manufacture : The making of mechanical toys depends upon their design and purpose. They are sub-divided into : (a) Dummy toys (b) Spring driven weight-driven (fly-wheel type) (c) Battery operated automatic toys The outer part of different toys is either made from sheet metal i.e. P.C.R.C. and tin plates, plastic moulded materials generally injection moulded. In injection moulding process, thermoplastic materials are cover ted into finished items in a short span of time. Injection Moulding : The thermoplastic material is first heated in a pressure cylinder after which the fluid material is injected into the closed mould cavity through an orifice of appropriate size. The first operation is the pressure stroke, at the beginning of which the plunger is at the right of the feed hopper, and the granules of the moulding compound mainly PVC are fed to the cylinder. Moulding by the injection moulding process is rapidly performed. The wheels and pinions of the toys are either blanked or made from extruded section. Subsequently, the wheels and pinions of the toys are turned on small capstan lathes.Turning Process for Wheels and Pinions of Toys : Turning is a conventional material removal operation which produces surfaces of rotation on the work piece. Turning removes material by the shear process to produce the desired shape, size and surface finish. Work pieces, generally made of metal in the form of bar, tubes castings, and forgings are held by means of chucks, collets and centers. The work piece rotates about its centre axis. The centre line of the machine spindle. Extrusion of Metal for (Body) : Extrusion is a process in which a heated billet or ingot of metal is inserted in a chamber called a "Container". Almost any part with a constant cross section may be suitable for extrusion.

NOTE-I: The date of completion of Skill Test will be treated as the date of reckoning for OBC status of the candidate and also, for assuming that the candidate does not fall in the creamy layer. NOTE-II : Ex-servicemen who have already secured employment in civil side under Central Government in Group C & D posts on regular basis after availing of the benefits of reservation given to ex-servicemen for their re-employment are NOT eligible for fee concession or for claiming benefits of reservation under EXS category. However, they are eligible for age relaxation only. NOTE-III : The period of Call up Service of an Ex-Serviceman in the Armed Forces shall also be treated as service rendered in the Armed Forces for purpose of age relaxation. Otherwise, their claim for SC/ST/OBC/PH/ExS status will not be entertained and their candidature/applications will be considered under General (UR) category. Candidates claiming OBC status may note that certificate on creamy layer status should have been obtained within three years before the date of completion of Skill Test. NOTE II : Candidates are warned that they may be permanently debarred from the examination conducted by the Commission in case they fraudulently claim SC/ST/OBC/ExS/PH status. 4(D) Visually handicapped (VH) candidates with visual disabilities of forty percent and above and PH candidates with disability of forty percent and above and whose both arms/hands are not functional can avail the assistance of a SCRIBE in the Written Examination subject to such requests being made in the application form. Question Papers and Answer Sheets will not be provided in BRAILLE. No attendant will be allowed with candidates provided with scribes inside the examination premises. NOTE: Persons with visual disability of less than forty percent will not be considered as visually handicapped persons. One eyed candidates and partially blind candidates who are able to read the normal Question Paper set for all the candidates with or without magnifying glass and who wish to write/indicate the answer with the help of Magnifying Glass will be allowed to use the Magnifying Glass in the Examination Hall and will not be entitled to a Scribe. Such candidates will have to bring their own Magnifying Glass to the Examination Hall. 5. EDUCATIONAL QUALIFICATIONS: ( As on 01.08.2011) Must have passed 12th Standard or equivalent from a recognised Board or University. NOTE-I: As per Ministry of Human Resource Development Notification No. 44 dated 01.03.1995 published in Gazette of India edition dated 08.04.1995, the Degree obtained through open Universities/Distance Education Mode needs to be recognized by Distance Education Council, IGNOU. Accordingly, unless such Degrees had been recognized for the period when the candidates acquired the relevant qualification, they will not be accepted for the purpose of Educational Qualification. NOTEII : Candidates who have not acquired/will not acquire the educational qualification and have documentary evidence from the Board/University in support thereof as on 01.08.2011 will not be eligible and need not apply. NOTE-III : All candidates who are called for appearing at the Skill Test will be required to produce the relevant Certificate in Original such as Mark sheets, Provisional Certificate, etc. as proof of having acquired the minimum educational qualification on or before 01.08.2011 failing which the candidature of such candidate will be cancelled by the Commission. 6. MODE OF PAYMENT: FEE PAYABLE r100 (Rupees One Hundred only) (i) For the candidates sending the application by post: The candidates submitting Paper application should pay the fee by means of Central Recruitment Fee Stamps(CRFS)only . CRFS are available at the counter of all Departmental Post Offices of the country. Recruitment Fee Stamps should be pasted on the application form in the space earmarked for the purpose and got cancelled from the Counter of Post Office of issue with the date stamp of the Issuing Post Office in such a manner that the impression or the cancellation stamp partially overflows on the Application Form itself, taking care at the same time that the impression is clear and distinct to facilitate the identification of date and Post Office of issue at any subsequent stage. After getting the Recruitment Fee Stamps cancelled from the Post Office, the candidate must submit their application to the concerned Regional Office/Sub Regional Offices of the Commission in the usual manner after completing other formalities. (ii) For the candidates submitting their applications on-line: The candidates submitting their applications on-line should pay the requisite fee only through State Bank of India challan or using on-line payment facility of State Bank of India. NOTE I: Fee once paid will not be refunded under any circumstances. NOTE II: Fee paid by modes other than CRFS for off-line applications and SBI in case of online application will not be accepted and the applications of such candidates will be rejected forthright and the payment made shall stand forfeited. (A) SCHEME OF THE WRITTEN EXAMINATION AND SYLLABUS The written examination will consist of one objective type paper as shown below :
NOTE-I :The Paper will consist of Objective Type- Multiple choice questions only. The questions except in Part III will be set both in English & Hindi. NOTE-II: Candidates are not permitted to use Mobile Phone, Calculators or any other electronic / electrical device for answering any paper (Test Booklets). Candidates must not, therefore, bring Mobile Phone, Calculators or any other electronic / electrical device inside the Examination premises. Possession of these items , whether in use or not, will be considered as .use of unfair means. in the Examination and appropriate action will be taken by the Commission against such candidates, as per extant policy of the Commission. CANDIDATES SHOULD NOT KEEP MOBILE PHONES ETC. WITH THEM EVEN AFTER SWITCHING IT OFF. NOTE-III: There will be negative marking of 0.25 marks for each wrong answer. Candidates are, therefore, advised to keep this in mind while answering the questions. SYLLABUS :General Intelligence & Reasoning: It would include questions of both verbal and nonverbal type. The test will include questions on analogies, similarities and differences, space visualization, problem solving, analysis, judgement, decision making, visual memory, discriminating observation, relationship concepts, arithmetical reasoning, verbal and figure classification, arithmetical number series, non-verbal series etc. The test will also include questions designed to test the candidates abilities to deal with abstract ideas and symbols and their relationship, arithmetical computation and other analytical functions. General Awareness: Questions will be designed to test the ability of the candidates general awareness of the environment around him and its application to society. Questions will also be designed to test knowledge of current events and of such matters of everyday observation and experience in their scientific aspects as may be expected of an educated person. The test will also include questions relating to India and its neighbouring countries especially pertaining to Sports, History, Culture, Geography, Economic scene, General Polity including Indian Constitution, and Scientific Research etc. These questions will be such that they do not require a special study of any discipline. NOTE: For VH candidates of 40% and above visual disability and opting for SCRIBE there will be no component of Maps/Graphs/Diagrams/Statistical Data in the General Intelligence & Reasoning / General Awareness Paper. English Language & Comprehension: In addition to the testing of candidates understanding of the English Language, its vocabulary, grammar, sentence structure, synonyms, antonyms and its correct usage, etc. his/her writing ability, would also be tested. (B) SKILL TEST IN STENOGRAPHY: Candidates who obtain the qualifying marks in the Written Examination as may be prescribed by the Commission will only be called for the Skill Test. It may also prescribe qualifying marks in each part of the Written Examination. THE SKILL TEST WILL BE OF QUALIFYING NATURE and the Commission will fix the qualifying standards in the skill test for different categories of candidates. The candidates will have to appear for the stenography test. The candidates will be given one dictation for 10 minutes in English / Hindi at the speed of 100 w.p.m. for the post of Stenographer Grade =C and 80 w.p.m. for the post of Stenographer Grade =D. The matter will have to be transcribed on computer only. The transcription time is as follows:For Stenographer Grade =D : 50 minutes ( English ) , 65 minutes ( Hindi ) For Stenographer Grade =C: 40 minutes ( English ) ,55 Minutes ( Hindi ) NOTE: 1. If the candidates do not indicate the medium of STENOGRAPHY TEST in Column No.14 of the Application Form, the Commission will consider ENGLISH as the medium of STENOGRAPHY TEST for such candidates and the candidates will not be allowed to change the medium at a subsequent stage. 2. There is no exemption from skill test for any category of candidates. 3. Candidates who opt to take the Stenography Test in Hindi will be required to learn English Stenography and vice versa after their appointment. 4. VH candidates will be required to transcribe the matter in 75 minutes for English Shorthand or in 100 minutes for Hindi Shorthand for the post of Stenographer Grade =D and in 70 minutes for English Shorthand test and in 95 minutes for Hindi Shorthand test for the post of Stenographer Grade =C. 5. The SKILL TEST will be held at the Commissions Regional/Sub Regional Offices or at other Centres as may be decided by the Commission. 6. Detailed instructions regarding Skill Test will be sent by the concerned Regional/Sub Regional Offices of the Commission to the candidates called for the Skill Test. 9. GENERAL INSTRUCTIONS TO BE COMPLIED BY THE CANDIDATES IN THE WRITTEN EXAMINATION :(i) Candidates must write the papers/indicate the answers in their own hand. (ii) In the question papers, wherever necessary, the Metric systems of weights and measures only will be used. (iii) Candidates are not permitted to use calculators and other electronic gadgets. They should not, therefore, bring the same inside the Examination Premises / Venue. (iv) If any candidate is found to possess mobile phones or any other means of wireless communication in the working or switched off mode, his/her candidature shall be cancelled forthwith. Please also see Note-II below para-8. 10. MODE OF SELECTION : Candidates will be shortlisted for the skill test on the basis of their performance in the Written Examination. Candidates who qualify in the skill test will be recommended for appointment by the Commission on the basis of their performance in the Written Examination. Nomination of candidates will be made to User Departments depending upon their merit position and option for Group =X and Group =Y posts, irrespective of whether they took the stenography test in English / Hindi unless the User Department specifically seeks candidates with stenography skill in either of these languages. will not be adjusted against the reserved share of vacancies. Such SC, ST, OBC and PH candidates will be accommodated against the general/unreserved vacancies as per their position in the overall Merit List. The reserved vacancies will be filled up separately from amongst the eligible SCs, STs, OBCs, and PH candidates which will, thus, comprise of SC , ST, OBC and PH candidates who are lower in merit than the last general candidate on merit list of unreserved category but otherwise found suitable for appointment even by relaxed standard. An Ex-Serviceman or Physically Handicapped (OH/VH) category candidate who qualifies on the basis of relaxed standards viz. age limit, experience or qualifications, permitted number of chances in written examination, extended zone of consideration, etc. is to be counted against reserved vacancies and not against general vacancies subject to fitness of such candidate for selection. Such candidates may also be recommended at the relaxed standards to the extent the number of vacancies reserved for them, to make up for the deficiency in the reserved quota, irrespective of their rank in the order of merit. 11.
