    BACROUND INFORMATION:

    A complaint by Ms. Gina Camposano of Barangay Monbon, Irosin Sorsogon was received
    at the Provincial Environment and Natural Resources Office – Provincial Government of
    Sorsogon last January 07, 2021 alleging the presence of illegal quarry activity at Barangay
    Monbon, Irosin Sorsogon

    INVESTIGATION PROPER:

    On january 15, 2021, the undersigned and the rest of the investigating team went to
    Barangay Hall of Monbon, Irosin Sorsogon relevant to the complaint of Ms. Camposano of the
    alleged illegal quarry in Barangay Monbon, Irosin Sorsogon. Upon arrival of the investigating
    team at the said Barangay, the team were greeted by Barangay Kagawad Imperial, Gamis
    Manlangit and Barangay Chairman Gracelina Mobley of Monbon. The team sought the
    assistance of the said Barangay Officials and invited them to accompany us to the area subject
    of the complaint of Ms. Camposano.

    With the assistance of Barangay Officials of Barangay Monbon Irosin, we conducted an ocular
    inspection of the area of complaint and while we are traversing going to the area, we noticed
    one white t3-6 wheeler truck loaded with aggregates from the area. When we arrived at the
    area, we noticed a minor who has a pale full of aggregates and Chairman Mobley told the minor
    that personnel from PENRO are here with us and that their activity in the river is illegal.

    The team noticed that the river has a meager resources or deposits of aggregates and
    considerable a small river. During the inspection, there were no quarry activities and it was also
    noticed that extraction in the river were done manually without the use of heavy equipment.

    The investigating team reminded the Barangay Officials that any extraction in the river without
    a valid permit from the Provincial Government of Sorsogon is illegal and should not be allowed
    especially that some minors were believed to be engaged in the said quarry activities.

    Chairman Mobley agreed to the advice of the investigating team to prohibit any form of
    quarrying in the said river without a valid permit and they are willing to cooperate with PENRO-
    LGU office to address the problem in their barangay.

    INITIAL FINDINGS/OBSERVATIONS:

    a. Presence of Small Gatherers extracting sand from the river of Monbon, Irosin
    Sorsogon was admitted by the Barangay Officials of Monbon.
    b. Presence of one white truck loaded with aggregates coming from the is noticed.
    c. Extraction of sand without a valid permit from the Office of the Governor at the
    Monbon River is illegal and should not be tolerated by the Barangay Officials.

    REMARKS AND RECOMMENDATIONS

    1. Barangay Officials of Barangay Monbon, Irosin Sorsogon should not tolerate the
    presence of illegal quarry in their Barangay.

    2. Barangay Officials of Barangay Monbon, Irosin Sorsogon should be informed of their


    legal obligation to enforce environmental laws especially the quarry ordinance in the
    province.

    3. Technical Conference shall be conducted at the PENRO-LGU office for the final
    disposition of the complaint.
