 Chapter 1

Introduction

This chapter discussed the relevance of the proposed

covered court to the residents of Brgy. Albasan, Numancia,

Aklan. The chapter covered the Background of the Study,

Statement of the Problem, Theoretical Framework, Conceptual

Framework, Significance of the Study, Scope and

Delimitations of the Study, and the Definition of Terms.

Background of the Study

Philippines is generally hot throughout the year and

experiences a rainy season during the latter half of the

year and a dry season during the first half. Considering

ideal locations for various activities, covered courts are

the most impactful investment as they bring several direct

benefits specifically to remote or poor communities even in

the off-season.

Brgy. Albasan is the locality of Numancia, Aklan in the

Philippines and has about 2000 residents. Years back, an

unroofed basketball court that features an area of 17 by 33

meters was built to cater most of the activities in the

community, wherein constituents of barangay cannot withstand

the extreme heat of the sun or heavy rains. Thus, this study
aimed the researchers to construct a structural model where

affected residents can be housed during disasters and to be

able to provide a place where different casual events can be

held such as meetings, general assemblies, livelihood

projects, social gatherings, sports competitions, and other

government programs.

The proposed covered court has been selected keeping in

view the need for physical and other recreational activities

protected from different weather conditions for the people

in Barangay Albasan.

Statement of the Problem

This study entitled “Proposed Covered Court at Brgy.

Albasan, Numancia, Aklabn” aims to answer the following

questions:

1. What are the intended functions of the proposed

project?

2. What are the proposed plans and designs that will be

carried out?

3. What must be considered in planning and designing in

terms of:

⮚ Architectural Plan; and Structural Plan?

 Theoretical Framework

Covered courts serve the community a standard of care

where people of all ages and skill levels can enjoy a

variety of activities and amenities aimed at enhancing

learning and enjoyment. In school, lack of facilities like

this causes few physical activities that contribute to an

increased rate of obesity, lowered levels of wellbeing and

reduced general enjoyment of the experience at school.

This study is based on the study of LaBounty, M. (2015)

head of Ecole Cedardale School in West Vancouver, Canada

which she proposed a paved and partially fenced covered

sports court to accommodate school sports or extracurricular

activities, ball hockey, 4 square and hopscotch in January

2015. The school has no facility of this kind either on the

Cedardale playground or within the immediate proximity of

the school. Play choices are relatively limited and

intermediate students regularly request opportunities to

exercise their recess periods in the gymnasium. This poses

complications with regards to adequate supervision and

limits the frequency and number of students/grades that can

participate cooperatively. Cedardale has seen a growth in

population in the past few years, not only because it is now

a full K-7 school, but due to increased community interest,

loyalty to the French Immersion, and less attrition

throughout all grade levels. Providing authentic and age-

appropriate equipment for students to access will increase

their skills and general physical activity levels. Providing

more options for play will also reduce the number of

negative student interactions as students will be able to

make good play choices.

 Significance of the Study

This capstone project entitled Proposed Covered Court

at Brgy. Albasan, Numania, Aklan hopes to establish an

understanding to the Residents and Future Researchers.

Residents. This study aims to provide the locals with

insights into the value of a covered court. The structure

will serve as a community gathering, an evacuation area in

case of emergencies, and a venue for entertainment and

recreational activities for all the residents.

Future Researchers. The ideas presented may be used as

reference or in testing the validity of findings related to

this study. This research will serve as a fundamental

resource to equip the researchers in discovering credible

and reliable data.

 Scope and Delimitation of the Study

The project is not primarily or mainly intended for

sports. The covered court will be designed and constructed

at Brgy. Albasan, Numancia, Aklan, for the purpose of

shouldering the need for a venue for hosting a multitude

programs and events such as school activities, sporting

events, delivery of social services, and other recreational

activities for its residents to have a safe and secure

place, all the while increasing the community’s ability to

conduct events that promotes public interest.

This project is limited only to the aforementioned

barangay and its intended beneficiaries. The study's

findings are expected to be useful to Barangay Albasan as a

whole.
 Definition of Terms

To facilitate the understanding of this study, the

following terms were given their conceptual and operational

definitions for the purpose of clarity on the part of the

reader.

Covered Court. Refers to building structure functioned as an

indoor sports facility (snstar.com, 2018)..

In this study, “covered court” referred to a roofed

surface area consisting of a rectangular floor that will

serve as accommodation for all students and people of

Barangay Albasan.

Barangay. Is the smallest administrative division in the

Philippines and is the native Filipino term for a village,

district or ward. In colloquial usage, the term refers to an

inner city neighborhood (sunstar.com, 2018).

In this study, “barangay” referred to the area within a

town where the existing court was located.

Evacuation Area. Refers to an area designated as an

evacuation zone (lawinsider.com, 2017)

 In this study, “evacuation area” referred to the place

the locals or state officials will use in response to a

natural or industrial disaster in the barangay.

Recreational Activities. It refers to activities that are

performed solely for the enjoyment, pleasure, and amusement

of individuals (studocu.com, 2021).

In this study, “recreational activities” referred to

the things done by the residents of Barangay Albasan during

their spare time to relax.

 Chapter 2

Review of Related Literature

This chapter presents the review of related literature

and selected studies both local and foreign that supports

the consistency and reliability of the study after the

thorough and in-depth search done by the researchers. These

reading materials guided the researchers to improve and

develop their studies more effectively and comprehensively.

Installations in the Construction of the Covered Court

Should be Carried Out Elaborately and Carefully

The appropriate size of the court to be made will be a

factor that makes the community happy, such as the

following:

○ First, the location of the court to be made should be

easily accessible.

○ So people should find transportation easily.

○ Easy accessibility will make you preferred.

 ○ Budget and court quality - high quality means higher

budget whereas with limited budget, you may be worried

about the quality.

For Indoor courts, it is important for the ground to be

fully functional. It is continued by laying gravel no 2 on

the ground. It will provide a flat and beautiful appearance

to the court.

Every design represents a compromise among conflicting

choices. Ideally, a courthouse should convey an appropriate

sense of dignity and decorum, accommodate both short- and

long-term space needs, and contribute to the effective

administration of justice by providing physical facilities

that are appropriate for current practices, as well as being

able to accommodate changes in procedures, operations, and

policies. Appropriate analysis and integration of these

characteristics will greatly enhance court operations,

enable the court to function symbolically, and help the

court become a practical resource for the community.

Covered Court Host Wakes, Pageants, and Circumcision Rites

In the Philippines, indoor basketball courts are

central to life in tens of thousands of towns and cities,

hosting everything from funerals and beauty pageants to

“circumcision season.”

These so-called “covered courts” are essential in

remote or poor communities, easily doubling up as refuge or

evacuation centers in this disaster-prone nation.

According to De Guzman R. (2019) “It doesn’t get empty,

it’s overused,” who’s in charge of such indoor courts in a

village in Manila. “It’s not just for basketball,” he

explained. In one recent week, one of his courts hosted a

government seminar, a class for would-be motorcycle taxi

drivers, an amateur boxing match promoted by national legend

Manny Pacquiao and, of course, some basketball.

A hospital in Manila recently converted its covered

court into a ward to treat cases of leptospirosis, a

bacterial infection transmitted through animal urine. The

disease particularly impacts people in poorer neighborhoods,

where poor sanitation and drainage collide to spark

outbreaks.

Multipurpose covered courts bring several direct

benefits to communities they’re part of, making them more

inviting while also providing practical use and value to

many within the area.

The fact that daily Filipino life is deeply entwined

with the courts is no surprise, given basketball’s immense

popularity in the country.

Environmental Constraints

These constraints include restricting factors

concerning noise control, excavation and preserving trees.

Bouchair A. et al. (2013), discussed in an article the

strategies in response to imposed local implementations on

environmental conditions which includes settlement planning,

building design and building components. These environmental

constraints should be created to withstand the excessive

heat and to lessen stresses imposed by the environment on

the community. To design a building, it is greater to

promote environmental sustainability at both local and

global levels.

Saturated with Basketball

According to Bartholomew R. (2019), an American

journalist who wrote a book on Philippine hoops culture, the

omnipresence of covered courts is proof of Filipinos’ love

for the game. It’s a love affair that goes back to the 1900s

when basketball was introduced to the archipelago by the

Americans. The sport flourished to the extent that the

Philippines became the first Asian nation to found its own

professional league. To this day basketball jerseys are an

ubiquitous choice of attire, while local leagues and

favorite NBA teams are on TVs from the capital’s wealthiest

homes to the humblest bamboo shack in the provinces.

According to the most recent government figures, there

are 24,931 public covered courts scattered across the

Philippines’ roughly 40,000 towns. Building the courts is a

simple and popular way for local politicians to provide

services to their electorate. It also gives them a place to

emblazon their names and build their political brand.

 The courts play an especially large role in the lives

of people in rural or poor segments of the Philippines,

where nearly a quarter of the population exists on less than

$2 per day.

Bartholomew R. (2019) stated that he was once bumped

off from his early morning basketball practice to give way

to boys queuing up to go under the knife. Yet the gyms also

provide a gathering spot, whether just a roof-covered space

or one with bleachers and air conditioning. Effectively a

type of town square in the nation of some 106 million

people.

Alcazaren P. (2019) noted that “If you look at Filipino

plazas, it’s almost tantamount to saying it’s a basketball

court,” Public parks have been, to a large extent, replaced

by covered courts as central gathering places. Perhaps it’s

because the courts offer the promise of action. “It’s a

spectacle, it gathers people,” Alcazaren P. (2019) added.

Covered Court differs from traditional learning

stations or centers in several important ways. First and

foremost, covered courts are purposefully designed to

include the most effectives strategies for increasing

learning opportunities for all students and it develops

their physical and mental health. Second, the fundamental

objective of all tasks at covered court is to promote the

use, elaboration, and application of academic concepts to

advance student understanding. Third, covered court tasks

encourage active participation, collaboration, and

opportunities for sports and cultural events.

Covered Courts Should Be Turned Into Evacuation Centers

Party-list congressmen are suggesting the conversion of

covered courts and gymnasiums of local government units

(LGUs) into evacuation centers in a bid to spare public

school classrooms of this duty. According to Batocabe

(2018), leader of the 46-strong Party-list Coalition in the

House of Representatives “The LGUs have many covered courts

and multipurpose buildings that could be used as evacuation

centers. They just have to be enclosed and given additional

amenities like portalets. There’s no need to look for land

or go through the trouble of building new structures,”.

“These sports facilities not within the public school

campuses are spacious and can be re-purposed or reconfigured

to double as evacuation centers. Many LGUs are already using

them,” Salo (2018) stated. The two legislators made the call

as typhoon “Ompong” battered provinces in the north,

displacing nearly 600,000 people in the process.

Batocabe (2018) stated a common practice during times

of calamities and natural disasters. One advantage of using

gyms and sports facilities as evacuation centers is that

children’s classes no longer need to be disrupted by the

stay of the disaster victims even as the government tries to

relocate them. Salo said some classrooms and other school

facilities also get damaged during calamities and while

hosting the evacuees. Batocabe (2018) explained that

“Getting this done as early as 2019 may need some tweaking

of the proposed 2019 national budget. [The] DBM (Department

of Budget Management) may suggest where the funding can come

from. Perhaps a significant part of the Local Government

Support Fund may be allocated for the evacuation centers,”.

Synthesis
 In constructing a covered court, there are factors that

should be analyzed during the planning and design.

Installation of covered court is a worthy investment as it

provides an alternative for the community to stay active,

even in the off season. It will generate community interest

and offer them convenience.

Additionally, covered courts bring several benefits to

communities. One of the key benefits is the shade and

protection they provide to hosts' wakes, pageants,

circumcision rites, and even serves as evacuation centers

when disaster strikes.

However, public plazas in local areas are now being

replaced with covered courts. In most barangays, one can

surely see a basketball court as people in the court are

given the occasions to socialize and pick-up basketball that

serves as a bonding agent to strengthen the social ties

within the community.

 Chapter 3

Methodology

This chapter explains the construction details of the

plan. It includes the Perspective Drawing, Vicinity Map,

Site Development Plan, Architectural Plan, Structural Plan,

Electrical Plan, Plumbing Plan/Layout, and Technical

Specifications. The proponents that will be used are

AutoCAD, Sketch-Up, and STAAD.Pro v8i.

The sketch-up will be used to identify the perspective

drawing of the design project. The AutoCAD was used to

create detailed design layouts and also used to identify the

type of materials that would be used. The STAAD.Pro v8i was

used to determine the method of designing structure easily,

it does not involve any manual calculation and it is

suitable for almost all types of materials for designing. In

the process of the project study, the proponents were guided

by the structural provisions and regulations stated in

National Structural Code of the Philippines (NSCP) 2015. It

includes all the conditions for designing and construction

of footing, column, beam, and slabs.
