MEMORANDUM OF AGREEMENT
KNOW ALL MEN BY THESE PRESENTS
This Memorandum of Agreement entered into by and executed by and between,
The SURIGAO STATE COLLEGE OF TECHNOLOGY (SSCT), a state

institution of higher learning organized and existing under the laws of the Philippines
with the main office address at Surigao City, Surigao del Norte, Philippines, represented
in this act by its College President, DR. GREGORIO Z. GAMBOA, JR., herein referred
to as the SSCT;
AND
The LOCAL GOVERNMENT UNIT OF SISON (LGU-SISON), a local

government unit existing under Philippine Law with office address at Barangay
Poblacion, Municipality of Sison, Surigao del Norte represented by its Municipal Mayor,
HON. KARISSA R. FETALVERO - PARONIA, herein referred to as the LGU-Sison;
WITNESSETH THAT;
WHEREAS, The Surigao State College of Technology as an institution of

Higher Learning is a Provider of Extension Programs designed to provide education and
integrates research program in collaboration with other institution primarily for the
development of Caraga Region and consequently for the rest of Mindanao and the
whole Philippines;
WHEREAS, these Research Programs can be well appreciated and implemented

with the full support of agencies and organizations who will participate in working
towards sustainability while defining priorities and adequate resources in support of the
Research Programs;
WHEREAS, the Local Government Unit (LGU) of Sison agrees to accept Civil
Engineering students of SSCT as researchers in compliance to the Research Project in
Civil Engineering and with the support of the Research Program of the SSCT;
WHEREAS, the SSCT, with the goal of providing its learners with industry based
training particularly in engineering application that would benefits the community,
agrees to engage their students to conduct research studies that would be used in the
study entitled “Design of Eco-park with Renewable Energy”, “Design of a Dome using
Green Technology”, “Design of One-Stop Shop Three Storey Municipal Building
Compliant to Green Code”, “Design of Low cost, Eco-friendly and Hazard Resilient
Housing Project”, “Design of Coemeterium in Sison “Design of Low-cost and Hazard-
Resilient Housing Project”,
NOW THEREFORE, for and in consideration of the above premises, and of

reciprocal rights and obligations of the parties herein after set, the parties here agree,
as they hereby agree to enter into this agreement to cooperate in accordance with the
following terms and conditions;
A. The LGU of Municipality of Sison shall:
1. Assign/designate personnel as contact person and as GUIDES to the

student-researchers who will conduct practical and related works along their
area of specialization;
2. Provide data that are needed by the student-researchers related only for the
designed project;
3. Inform the Residents of the concerned Barangays in the Municipality of Sison
that there will be student researchers who will conduct site survey;
4. Identify participants for the Trainer’s Program.
B. The SSCT shall:

1. Recommend highly competent student-researchers who will undergo
research activities that will help the community;
2. Designate a Registered Civil Engineer who will be assigned as a Consultant
with the following responsibilities: a) guide students in conducting their
research-studies; b) formulate of supervised planning in cooperation with the
Office of the Municipality of Sison; c) monitor the initial and final output of the
studies,
3. Accede to the obligations of confidentiality set out in details as follows: All
technical plans and other data provided by the Office of the Municipality of
Sison or any concerned office in the City will be considered confidential and
should not be exposed on the site or any other place without prior written
consent of the Office of the Municipality of Sison or any concerned office in
the Municipality; That, SSCT will take all reasonable necessary steps to
prevent the exposure of data; and
4. The SSCT shall conduct trainer’s training on the said projects.
In case of accident:
Free first aid treatment medicines and services from (First-aiders, Nurse
and Physician) including free transportation towards the hospital in case of
emergency/serious injury.
C. Under this Memorandum of Agreement, the following terms and conditions are
likewise included:
1. The student-researchers will conduct their research in any days from
November 2019 to April 2020, in between 8am to 5pm;
2. The student-researchers shall abide by the rules and regulations of the Office
of the Municipality of Sison and maintain the cleanliness while conducting
research-studies;
3. The Office of the Municipality of Sison reserves the right to discontinue the
research of any student researchers on reasonable grounds upon a receipt of
a fifteen (15)-day written notice to the SSCT;
4. The SSCT may pull out any student-researchers from the Office of
Municipality of Sison on reasonable grounds after a receipt of a fifteen (15)-
day written notice about such pull-out; and
5. This agreement shall take effect and in force for the duration of the research
and shall continue thereafter provided, however, that any provision of this
Agreement may be amended by after a fifteen (15) day written notice and
consent by both parties herein and provided further that the Office of
Municipality of Sison or the SSCT reserves the right to withdraw its
participation in the Agreement upon a thirty (30) day written notice
This agreement shall take effect become valid and effective upon signing of parties and
shall remain in effect until subsequently revised or terminated.
