Executive Summary

The year 2019 was a fruitful one - a grueling year in coping up with the growing

demands of developments and expansions, and a gateway in opening doors for new

technologies and innovations. Even more, it went to manifest that amid all the

overwhelming adversities, as always, VCWD is determined in realizing its mandate of

delivering the highest quality of water to the residents of Valencia City. The

Administrative and General Services Division successfully ended the year with myriad

of accomplishments achieved. The appointment of Mr. Michael M. Pornia on February

1, 2019 as the new Manager of the Division maneuvered the Division and introduced

new strategies and schemes that helped achieve the overall goals of the agency.

Among the remarkable contributions of the Division this year were continuous

development and enhancement of employees’ skills and knowledge on its specific fields

by sending them to different seminars and trainings. Further, employees’ loyalty and

dedication in public service were also given recognition through the incentives and

rewards system by giving them awards and step increments. Consistent with the Civil

Service Laws and rules, it was also able to formulate human resource programs,

policies, and procedures. In addition, the events and activities held this year were all

prepared and its needs were assisted by the Division. On the other hand, hard provision

on the maintenance of the agency’s properties, including vehicles, buildings, and pump

stations were also attended by the Division through the General Services Section. The

Commercial Services Division notched the year with enormous accomplishments — it


proved itself to be more resilient this year as they took on greater heights in assisting

the agency’s needs in its delivery of service. With pride and honor, it proudly ended

2019 with a total of 22,458 active connections, with a goal of hitting more on the

succeeding years after the materialization of all the proposed projects.

Moreover, affordability of water also conformed with LWUA’s requirement basis which is

not to exceed 5% average of the low-income group of families in the City. Customer

Satisfaction, being one of the CSD’s topmost priorities and the agency’s main course of

service—hit the target of accomplishing 100% of its job orders and service requests,

exceeding its target of 95% - a result of good collaborative efforts of the CSS field

personnel, inspection, investigation, and CSD plumbers. Equally important, payment

efficiency of 60% average per month of all customers were realized through stringent

measures in encouraging the consumers to pay on time to avoid penalties. The

Engineering and Operations Division, as one of the pillars of the institution,

demonstrated headship in the advocacy of delivering only the best quality of water to

Valenciano’s. The breakthrough of this year’s accomplishment was the launching of

VCWD’s Water Testing Laboratory. Visualizing bigger dreams through a single step, the

said laboratory envisions to be the agency’s platform in counter-testing the potability

and safety of the water it delivers. Further, due to growing population of the city and

high demands of water supply, expansions on transmission and distribution lines and

construction of ground reservoir sites are executed and the construction of Pump

Station 14 is also completed. Alternatively, the installation of booster pump to address

the demands of low water pressure in Laligan area was piloted this year. A production

of a total of 7,192,705.17 and 327,084.90 Cu.M from Pump Stations and Spring
Sources were produced respectively. Volumetric result of spring sources was also

accumulated. The Finance Division’s remarkable contribution to VCWD’s 2019

Accomplishment is undeniably one of the most vital elements in the making all missions

possible this year. One of the greatest accomplishments of the Division this year was

the consistent, accurate, and timely preparation of financial statements — which greatly

helped in the management’s decision making. The Division also supported the three

others as it presented the agency’s financial status. Impressively, through all the

Divisions and most importantly with Finance, VCWD exceeded actual generated

revenue by 6%, saved from the operating expenses budget. Despite being service -

oriented and non-profit agency, VCWD yielded an impressive profit, with operational

revenue capable in absorbing the operational costs. Further, VCWD’s determination on

the strengths and weaknesses of the agency were also determined through the reports

from the Division. Indeed, collaborative efforts of all the Divisions resulted to overall

achievement of VCWD as a government institution. 2019 — a year of challenges and

difficulties; but this year’s accomplishments were worth raising the glass for a job well

done. VCWD welcomes more challenges for the coming years, with strong hearts and

determined minds to make all Missions Possible.
