TERMS OF REFERENCE (ToR) FOR SOCIAL CARE SERVICES


& ACCESSIBILITY SPECIALIST

(A) BACKGROUND

The department for the Welfare of the Differently abled persons, Govt of Tamilnadu
implementing world bank financed inclusion, Accessibility and opportunities for the Differently
abled persons project (RIGHTS PROJECT in Tamilnadu. The main objectives and proposed
approaches of the Rights project are

1. Building human capital of persons with disabilities into a transformational and multisectoral
approach
2. Enabling environment for persons with disabilities through adequate policy and standards,
mobilization and behavior change communication
3. Universal screening of disabilities in children for early identification
4. Integrated program and robust system for equitable, efficient and transparent service delivery
5. Strength outreach and participation of persons with disabilities in Disabled people
Orgnaizations (DPOs), Particularly promote their engagement in planning, implementation
and supervision
6. Accessible public infrastructure, housing and transportation services for persons with
disabilities
7. Community-based early intervention for correction, care and rehabilitation of children/
persons with disabilities
8. Institution- based integrated one-stop social care and rehabilitation services
9. Creating choices for beneficiaries through specialized component under the Health Insurance
10. Mainstream and improve access for children with disabilities in general schools as well as
within special schools by ensuring technology enabled teaching and learning
11. Prepare youth with disabilities for equitable access to education, skills training and
employment opportunities
12. Increase opportunities for completion of secondary education and linkage with higher
education
13. Provision of wage and self-employment opportunities for productive inclusion
14. The implementation of such robust framework requires a comprehensive institutional
mechanism and trained human resources at all levels

(B) MANAGEMENT
The Project would be managed through the PMU under the DWDAP, led by the Project
Director (PD ) RIGHTS project cum Director, Department for Welfare of the Differently Abled
Persons , herein after also referred as Project Director, and would have a team of staff/consultants.
(C) OBJECTIVES OF THE ASSIGNMENT AND SCOPE OF THE CONSULTANT
1 The Social Care Services and Accessibility Specialist (SCSAS) will support the Social Care
Services and Accessibility unit of RIGHTS PROJECT the responsibility of the SCSAS inter
alia will include the following:
1.1. Contribute towards preparation of One-stop Care Services and accessibility component of
the RIGHTS Project
1.2. Support finalization of the One-Stop Care Services model for the RIGHTS Project
1.3 Provide timely inputs relating to care services and accessibility for finalization of various
assessments
1.4 Ensure that all civil work and social care services follow the relevant accessibility
guidelines for persons with disabilities
1.5 Act as focal point on environmental safeguards and contribute in Related assessments and
preparation of project documents/reports, and liaise with World Bank Environment
Safeguards Specialist.
1.6 Support Department for Welfare of the Differently Abled Persons in engaging with
various line Departments
1.7 Support, manage and oversee the development of programme implementation
1.8 Assist in the development of a participatory monitoring and evaluation (M&E) system for
the Project.
1.9 Train and support the government staff and related consultants
1.10 Liaise with World Bank team, relevant line departments, for day-to-day tasks.
1.11 Participate and/or organize relevant seminars, workshops, consultations etc. as and
when required.
1.12 Suggest innovative approaches and strategies in programming for persons with
disabilities.
1.13 Analyse and document the progress, impact, challenges, and actions taken during the
Project preparation.
1.14 Any other relevant task as delegated by the PD or other officials nominated by him/ her
1.15 The SCSAS will have to attend PMU, DWDAP on all working days
(D) EDUCATIONAL QUALIFICATION ANDEXPERIENCE
1 This position requires dynamic, experienced and analytical professional with
demonstrated experience of managing accessibility and social care service components
under State programmes and funded projects. Apart from the required essential
qualifications & experience, and skills & competency that may be assessed include -
previous relevant experience; thematic knowledge on area of claimed expertise; writing
and presentation skills; leadership and team management; interpersonal skills and
teamwork; etc.
2 Essential Qualifications & Experience:
2.1 Post Graduate /Master Degree in Social Work/ Sociology/Social Sciences/Disability
Rehabilitation Administration/ Development Studies/ Licenced Social Work/ Rural
Development or related field from a recognized Institute/University
2.2 Atleast 8 years post qualification experience in the areas relating to service delivery for
Persons with disabilities
2.3 Computer Skills: Proficiency in internet-based applications, MSWord, MS-Excel and
MS Power Point etc.
2.4 Good written and verbal communication skills in English and Tamil language and
report writing skills.

(E) DURATIONOFTHE CONTRACT:


1 The RIGHTS PROJECT will be implemented over six years. The current contract will be
for a duration of one (1)year with a possibility of extension
1.1. The contract with SCSAS may be terminated by either side at any point of time during
the contractual period by serving a 30days’notice without assigning any reason.
1.2 The SCSAS shall not assign or sub-contract, in whole or in part, his/her obligations to
perform under this Contract, except with the PD’sprior written consent.
1.3 The SCSAS may be required to undertake field-visits and tours as per the project
requirements, with prior approval of the PD.

(F) REMUNERATION ANDPAYMENT TERMS


1 Depending on the qualifications, experience, competencies, recent remuneration, etc.
of the candidate, the consolidated the annual Cost to project(CTP) of the SCSAS will
be in the range between Rs.15lakh to Rs.18lakh per year.
1.1. The remuneration will be given in equal monthly installments. Taxes as applicable
hall be dealt with as per applicable laws
1.2 No house rent allowance or any other allowance shall be paid by the PMU. (except
Rreimbursement of travelling expenses)

(G) REPORTING AND PERFORMANCE REVIEW

The Social Care Services and Accessibility Specialist (SCSAS) will report to PD and
Will be reviewed by the PD as per the HR Policy of the DWDAP.
(H) FACILITIES TO BE PROVIDED BY PMU

The SCSAS will be given access to all documents, reports, correspondence, contacts
available and any other information as deemed necessary for smooth accomplishments oft asks
assigned.

(B) MANAGEMENT
The Project would be managed through the PMU under the DWDAP, led by the Project
Director (PD ) RIGHTS project cum Director, Department for Welfare of the Differently Abled
Persons , herein after also referred as Project Director, and would have a team of staff/consultants.
(C) OBJECTIVES OF THE ASSIGNMENT AND SCOPE OF THE CONSULTANT

1 The Procurement & Contract Management Specialist (PCMS) will support the Procurement
Unit of RIGHTS PROJECT for procurement and contract management adhering to the
World Bank guidelines, procedures and norms. In particular, the responsibility of the PCMS
inter alia will include the following:
1.1. Preparation of the updated Procurement Plan as directed and upload in the World Bank’s
online STEP with approval of Project Director (PD) RIGHTS Project cum Director,
DWDAP;
1.2. Obtain “Clearance” of World Bank through Systematic Exchanges in Procurement (STEP),
where applicable for the Procurement Plan; TOR, etc. and for all prior review cases;
1.3 Manage procurements through the STEP system of the World Bank and the e- procurement
system of the GOTN, as applicable;
1.4 Identify risks in different procurement activities and suggest appropriate mitigating
measures;
1.5 Take lead in drafting the IFBs, REOIs, ToRs, RFPs, Bidding Documents, etc. as per the
Standard Bidding Document of the World Bank adhering to the guidelines, procedures and
norms of the World Bank;
1.6 Prepare Short-list, Technical and Financial/Bid evaluation reports and related contract
agreements;
1.7 Draft replies to the queries from the bidders/consultants, minutes of pre- proposal/pre-bid
conference and issue amendment/s to the procurement documents;
1.8 Participate during contract negotiation meetings with consultancy firms with relevant
data/information for informed decision by the PD;
1.9 Review and handle technical, commercial and legal aspects of procurement (in consultation
with Technical, Legal and Policy teams as necessary);
1.10 Resolve procurement issues with agencies and handle queries from senior officials and
contractors on bidding and award issues;
1.11 Participate in the meetings with the implementing departments/directorates/agencies and the
PMU’s project team and World Bank missions meetings with latest information on
procurement and contract management;
1.12 Liaison with the World Bank with the approval of PD for key procurement related issues;
1.13 Procurement to the staff of PMU on World Bank’s procurement Guidelines, procedures and
norms;
1.14 Manage all the contracts under RIGHTS PROJECT in consultation with other technical
experts and/or take actions as directed;
1.15 Maintain systematically all the procurement related records and documentations for audit by
AG/CA and also for review by the World Bank;
1.16 Prepare responses to the Post Procurement Audit by the World Bank/Consultants
engaged for the task;
1.17 Provide procurement related reports/updates, contract details to the World Bank as and
when required
1.18 Any other relevant task as delegated by the PD or other officials nominated by him / her
2 The PCMS will have to attend PMU, DWDAP on all working days unless he/she is on
official tour as approved by PD or allowed to work from home by PD. He / She may also
be required to attend office on holidays as & when so desired by PD for disposal of
urgent matters. However, no extra remuneration will be paid for attending office on
holidays.
(D) EDUCATIONAL QUALIFICATION ANDEXPERIENCE
1 This position requires dynamic, experienced and analytical professional with demonstrated
experience of managing procurement activities under World Bank funded projects. Apart
from the required essential qualifications & experience, and skills & competency that may
be assessed include - previous relevant experience; thematic knowledge on area of claimed
expertise; writing and presentation skills; leadership and team management; interpersonal
skills and teamwork; etc
2 Essential Qualifications & Experience:
2.1 Post Graduate in Engineering/ Law/ Procurement/ Finance/ Business/ Commerce or any
other a related subject from any Govt. recognized university and trained in procurement
norms of the World Bank. Candidates having Professional Diploma in Public Procurement
(PDPP) or Certificate Program in Public Procurement (CPPP) from the World Bank will be
preferred. Experience:
2.2 At least 7 years at a senior Procurement Management position in public sector agency(ies),
of which minimum 5 years’ experience shall be in World Bank/externally aided projects.
Candidates having hands-on experience in e-procurement system of the State/Central
Government may be preferred. However, Graduates in Engineering/Law/ Procurement/
Finance/ Business/Commerce or any other a related subject with relevant training in
procurement norms of the World Bank and with over 10 years of experience as
Procurement Specialist in World Bank/externally aided projects/public sector agency(ies),
may also be considered, but at a reduced CTP; Candidates having PDPP or CPPP from
World Bank and/or one year of hands-on experience in handling procurements through e-
procurement system of the State/Central Government may be preferred
2.3 Must possess initiative and the ability to work independently as well as team;
2.4 Computer Skills: Proficiency in internet based applications, MS Word, MS Excel and MS
Power Point etc.
2.5 Good written and verbal communication skills in English language and report writing
skills.

(B)MANAGEMENT
The Project would be managed through the PMU under the DWDAP, led by the Project
Director (PD ) RIGHTS project cum Director, Department for Welfare of the Differently Abled
Persons , herein after also referred as Project Director, and would have a team of staff/consultants.
(C) OBJECTIVES OF THE ASSIGNMENT AND SCOPE OF THE CONSULTANT

1 The Skill and Employment Specialist (SES) will support the Skill and Employment Unit of
RIGHTS PROJECT for skilling and employment activities adhering to the project
guidelines, procedures and norms. In particular, the responsibility of the SES inter alia will
include the following:
1.1. Contribute to the design and implementation of the ‘skills and employment’ related
activities in the project. This will also include planning, implementing and monitoring
activities aimed at enhancing skills (soft as well as vocational) that can enhance
employment opportunities for people with disabilities.
1.2. Plan, supervise and manage day-to-day implementation of the ‘Skills and Employment’
related activities of the Project and coordinate with officials of the Directorate.
1.3 Contribute towards preparation of Project design, develop work-plan/ log frame to guide its
implementation, establish effective monitoring system to track progress at any stage of
Project/s and support in developing review and evaluation strategies/tasks for the program
1.4 Provide in-time inputs relating to skills and employment services for finalization of
various assessments as part of the Project preparation process including the Social
Assessment and gender assessment to prepare Environment and Social Management
Framework (ESMF); Labour Management Plan (LMP) and Social Engagement Plan
(SEP).
1.5 Liaison with World Bank focal points on Social and Environmental Safeguards and
contribute to related assessments and preparation of project documents / reports.
1.6 Contribute to the development of Program Implementation Plan and budgets of the skill
and employment activities including skills development programs and creating better
employment opportunities for project beneficiaries.
1.7 Prepare and report on monthly, quarterly and annual targets set by state program managers
and ensure that they are achieved as per project development objectives
1.8 Coordinate with other skill development agencies and design performance–based
contracts for imparting NSQF compliant vocational and entrepreneurship training leading
to productive employment of people with disabilities.
1.9 Ensure disabled friendly and inclusive training facilities, curricula and faculty; job
placement and business development services
1.10 Prepare terms of reference and supervise consultants to support market assessments to
determine the skills and ventures in demand as well as identify job placement
opportunities within public and private sector institutions for project beneficiaries.
1.11a. Liaise with trainers/ vocational institute to facilitate entrepreneurship and business
development of persons with disabilities.
1.12 Liaise with World Bank team, line departments, educational institutions, training
providers, and other stakeholders to establish necessary project coordination and
accomplish operational requirements for day-to-day tasks.
1.13 Participate and/or organize in relevant seminars, workshops, consultations etc. as and
when required.
1.14 Any other relevant task as delegated by the PD or other officials nominated by him / her

TERMS OF REFERENCE (ToR) FOR COMMUNITY SERVICES


AND INCLUSION SPECIALIST
(A) BACKGROUND

The department for the Welfare of the Differently abled persons, Govt of Tamilnadu
implementing world bank financed inclusion, Accessibility and opportunities for the Differently
abled persons project (RIGHTS PROJECT in Tamilnadu. The main objectives and proposed
approaches of the Rights project are

1. Building human capital of persons with disabilities into a transformational and multisectoral
approach
2. Enabling environment for persons with disabilities through adequate policy and standards,
mobilization and behavior change communication
3. Universal screening of disabilities in children for early identification
4. Integrated program and robust system for equitable, efficient and transparent service delivery
5. Strength outreach and participation of persons with disabilities in Disabled people
Orgnaizations (DPOs), Particularly promote their engagement in planning, implementation
and supervision
6. Accessible public infrastructure, housing and transportation services for persons with
disabilities
7. Community-based early intervention for correction, care and rehabilitation of children/
persons with disabilities
8. Institution- based integrated one-stop social care and rehabilitation services
9. Creating choices for beneficiaries through specialized component under the Health Insurance
10. Mainstream and improve access for children with disabilities in general schools as well as
within special schools by ensuring technology enabled teaching and learning
11. Prepare youth with disabilities for equitable access to education, skills training and
employment opportunities
12. Increase opportunities for completion of secondary education and linkage with higher
education
13. Provision of wage and self-employment opportunities for productive inclusion
14. The implementation of such robust framework requires a comprehensive institutional
mechanism and trained human resources at all levels

(B) MANAGEMENT
The Project would be managed through the PMU under the DWDAP, led by the Project
Director (PD ) RIGHTS project cum Director, Department for Welfare of the Differently Abled
Persons , herein after also referred as Project Director, and would have a team of staff/consultants.
(C) OBJECTIVES OF THE ASSIGNMENT AND SCOPE OF THE CONSULTANT

1 The Community Service and Inclusion Specialist (CSIS) will support the Community
Services and Inclusion Unit of RIGHTS PROJECT for community services and inclusion
activities adhering to the project guidelines, procedures and norms. In particular, the
responsibility of the CSIS inter alia will include the following:
1.1. Contribute towards preparation community services and inclusion component of the
RIGHTS Project on the basis of initial concept, develop work-plan/ log frame to guide its
implementation, and support in developing review and evaluation strategies/tasks for the
programme.
1.2. Support finalization of the community-based rehabilitation (CBR) model for the RIGHTS
Project on the basis of lessons from similar existing interventions, and thereon oversee the
implementation of CBR pilots in select geographical locations and document lessons
learned.
1.3 Lead and coordinate various assessments as part of the Project preparation process
including the Social Assessment and gender assessment to prepare Environment and
Social Management Framework (ESMF); Labour Management Plan (LMP) and Social
Engagement Plan (SEP).
1.4 Coordinate participation and consultation in the use of consultative and participatory
approaches to give key stakeholders, including groups the opportunity to influence design
and tools for consultations to prepare the Stakeholder Plan (SEP).
1.5 Act as focal point on Social Safeguards and contribute in related assessments and
preparation of project documents / reports, and liaise with World Bank Social Safeguards
Specialist.
1.6 Support the design, planning and development of criteria for maximizing the outreach
focusing to identify and include the most vulnerable among target group.
1.7 Support, manage and oversee the development of Programme Implementation Plan and
operation manuals for community services and inclusion
1.8 Assist in the development of a participatory monitoring and evaluation (M&E) system for
the Project.
1.9 a. Train and support the government staff and related consultants on approaches and tools to
work effectively in accordance with the Project requirements.
1.10 Liaise with World Bank team, line departments, educational institutions, training
providers, and other stakeholders to establish necessary project coordination and
undertake operational requirements for day-to-day tasks.

1.11 Participate and/or organize in relevant seminars, workshops, consultations etc. as and
when required.
1.12 Suggest innovative approaches and strategies that could be promoted in programming on
the basis of recent literature, research findings and current thinking in programming for
persons with disabilities
1.13 Analyse and document the progress, impact, challenges and actions taken during the
Project preparation
1.14 Any other relevant task as delegated by the PD or other officials nominated by him / her

2 The CSIS will have to attend PMU, DWDAP on all working days unless he/she is on
official tour as approved by PD or allowed to work from home by PD. He/ She may also
be required to attend office on holidays as & when so desired by PD for disposal of
urgent matters. However, no extra remuneration will be paid for attending office on
holidays.
(D) EDUCATIONAL QUALIFICATION ANDEXPERIENCE
1 This position requires dynamic, experienced and analytical professional with
demonstrated experience of managing community services and inclusion activities under
State programmes and funded projects. Apart from the required essential qualifications &
experience, and skills & competency that may be assessed include - previous relevant
experience; thematic knowledge on area of claimed expertise; writing and presentation
skills; leadership and team management; interpersonal skills and teamwork; etc
2 Essential Qualifications & Experience
2.1 Post Graduate / Master Degree in Social Work/ Sociology /Social Sciences / Disability
Rehabilitation Administration/Development Studies / Licenced Social Worker / Rural
Development or related field from a recognized Institute/University.
2.2 At least 8 years post qualification experience in the areas relating to service delivery for
persons with disabilities particularly interventions relating to care, support & rehabilitation
services, community-based rehabilitation & social protection services leading district /
field teams in planning and guiding interventions.
2.3 Must possess initiative and the ability to work independently as well as team;
2.4 Computer Skills: Proficiency in internet-based applications, MS Word, MS Excel and
MS Power Point etc.
2.5 Good written and verbal communication skills in English and Tamil language and
report writing skills.

(E) DURATION OF THE CONTRACT:


1 The RIGHTS PROJECT will be implemented over six years. The current contract will be
for a duration of one (1)year with a possibility of extension
1.1. The contract with CSIS may be terminated by either side at any point of time during the
contractual period by serving a 30 days’ notice without assigning any reason.
1.2 The CSIS shall not assign or sub-contract, in whole or in part, his/her obligations to
perform under this Contract, except with the PD’ sprior written consent.
1.3 The CSIS may be required to undertake field-visits and tours as per the project
requirements, with prior approval of the PD.

(F) REMUNERATION AND PAYMENT TERMS


1 Depending on the qualifications, experience, competencies, recent remuneration, etc.
of the candidate, the consolidated the annual Cost to project(CTP) of the CSIS will
be in the range between Rs.15 lakh to Rs.18 lakh per year.
1.1. The remuneration will be given in equal monthly installments. Taxes as applicable
hall be dealt with as per applicable laws
1.2 No house rent allowance or any other allowance shall be paid by the PMU. (except
reimbursement of travelling expenses)

(G) REPORTING AND PERFORMANCE REVIEW


The Community Service and Inclusion Specialist (CSIS) will report to PD and Will be
reviewed by the PD as per the HR Policy of the DWDAP.
(H) FACILITIES TO BE PROVIDED BY PMU

(B) MANAGEMENT

(C) OBJECTIVES OF THE ASSIGNMENT AND SCOPE OF THE CONSULTANT

1 The Financial Management Specialist will support the Financial Management Unit of
RIGHTS PROJECT for finance and accounting activities adhering to the project
guidelines, procedures and norms. In particular, the responsibility of the FMS inter alia
will include the following
1.1. Ensuring adherence to financial and accounting policies and procedures for the project.
1.2. Ensuring an effective system of internal controls for approval of project activities,
procurement and payments controls.
1.3 Ensuring timely preparation of financial management reports for the DWDAP component
and its submission to Competent authorities in the State Government and World bank on
a monthly quarterly basis and annual project financial statements, and liaising effectively
with auditors to ensure timely project audit of project financial statement.
1.4 Support the Project in the implementation of sound FM practices as per the guidelines
prescribed by the department and World Bank.
1.5 Monitor the FM system followed at District/ Sub-Divisions/ Block offices of the
Department; and other nodal departments / agencies involved in project execution.
1.6 Preparation, updation and maintenance of project cost tables
1.7 Preparation of annual work plans and budget estimates; monitor timely allotment and
transfer of funds to the District/ Sub-Divisions/ Block offices of the Department; and other
nodal departments / agencies involved in project execution.
1.8 Assist the Project in regular monitoring of budget utilization, DDO and AG (A&E)
reconciliation.
1.9 b. Support the Project in obtaining expenditure statements from districts, Sub-divisions/
block offices and other nodal departments / agencies involved in project execution
1.10 Assist the Project in the preparation of project progress reports and compilation of
financial reports for approval by the department.
1.11 Support the Project in submitting the financial reports to CAAA office in GoI to obtain
World Bank disbursement
1.12 Liaise Follow-up with CAAA office and World Bank for disbursement, and reconciliation
of claims admitted and disbursed.
1.13 Prepare annual Financial Statements as per formats agreed with the department and World
Bank. Facilitate the Project in the audit process and obtain audit report, and effective
compliance / resolution of audit paras
1.14 Liaise with GoTN Treasury, State AG, CAAA, project staff and consultants, World Bank,
as required on FM matters
1.15 Facilitate the Project in drafting letters and correspondences on FM issues
1.16 Participate in project and World Bank meetings, to discuss FM issues.
1.17 Perform any other FM work assigned by Project Director and Finance Officer of the
Department from time to time.
2 The FMS will have to attend PMU, DWDAP on all working days unless he is on official
tour as approved by PD or allowed to work from home by PD.

(D) EDUCATIONAL QUALIFICATION ANDEXPERIENCE


1 This position requires dynamic, experienced and analytical professional with

2 Essential Qualifications & Experience
2.1 Intermediate C.A. or ICWA or MBA (Finance) or a Bachelors’ Degree in Accounts
2.2 5 to 8 years of experience preferably in World Bank / international projects in a city of size
and complexity comparable to Chennai
2.3 Must possess initiative and the ability to work independently as well as team
2.4 Computer Skills: Proficiency in internet-based applications, MS Word, MS Excel and MS
Power Point etc. Good understanding and working knowledge of commercial off-the-shelf
accounting software’s like ‘TALLY’
2.5 Good written and verbal communication skills in English and Tamil language and report
writing skills.
