ACTIVITY DESIGN

I. GENERAL INFORMATION
TITLE: FLOWSAFE: NAVIGATING THE WATERS OF RESILIENCE –
BUILDING A FLOOD-READY KINGKING
DATE: JUNE 23, 2023 (Friday) AT 8:00 AM – 12:00 PM

II. RATIONALE

Floods are natural disasters that have the potential to cause significant damage to both
human lives and infrastructure. They occur when an excessive amount of water accumulates
in an area, usually due to heavy rainfall, melting snow, or a combination of both. The town of
Kingking, located in Pantukan, Davao de Oro, Philippines, is particularly prone to flooding
due to its geographical characteristics and climate patterns. 

The topography and hydrological features of Kingking play a significant role in the
occurrence of floods. The town is situated in a low-lying area, surrounded by mountains and
hills. These geographic features create a natural basin that collects water during heavy
rainfall events. The sloping terrain facilitates the rapid flow of water, leading to increased
chances of flash floods. Additionally, Kingking is located near the coast, which means it is
also vulnerable to storm surge flooding during typhoon events. Human activities, particularly
deforestation and improper land use practices, exacerbate the flooding problem in Kingking.
Forests act as natural buffers, absorbing and retaining rainfall, reducing the volume and
speed of water flow. However, rampant deforestation due to illegal logging, agriculture
expansion, and mining activities has significantly reduced the region's forest cover. As a
result, there is less vegetation to absorb water, leading to increased surface runoff and the
rapid onset of floods. The lack of proper drainage systems and infrastructure in Kingking
further contributes to flood vulnerability. The existing drainage networks may be insufficient
to handle the volume of water during intense rainfall events, leading to water accumulation
and subsequent flooding. In addition, the haphazard urban development and inadequate urban
planning have often resulted in the blocking or encroachment of natural waterways, impeding
the natural flow of water and exacerbating flood risks.

Pantukan National High School proudly upholds the title of being a place where character
and excellence thrive. The school highly values the importance of care and compassion
within our society. The Department of Education acknowledges and emphasizes the core
values embraced by the school community. As stated in Republic Act No. 8491, our national
motto is "MAKA-DIYOS, MAKA-TAO, MAKAKALIKASAN, AT MAKABANSA,"
which reflects our commitment to being God-centered, people-oriented, environmentally
conscious, and patriotic. Among these values, "Makakalikasan" stands out as it highlights
our commitment to environmental consciousness and stewardship. It entails being mindful of
our surroundings, respecting nature, and promoting sustainable practices. At Pantukan
National High School, we believe that fostering an environmentally aware mindset is crucial
for our students' holistic development. In line with the value of "Makakalikasan," we
encourage our students to be sensitive to environmental issues and understand the importance
of preserving our natural resources. Through various activities and programs, we aim to
instill a deep sense of responsibility towards the environment and promote actions that
contribute to its conservation.

At Pantukan National High School, we believe in being considerate of individual, social,


and cultural differences, which is encapsulated in the value of "Makatao." An important
aspect of this value is the willingness of volunteers to lend a helping hand during times of
adversity. As part of our Senior High School Department's efforts, we actively engage in
various meaningful endeavors to support and connect with the wider community during these
challenging times. Consequently, the activity is entitled: FlowSafe: Navigating the Waters
of Resilience - Building a Flood-Ready Kingking.

It is imperative for the local government and relevant stakeholders to prioritize flood
management strategies such as improved land use planning, reforestation efforts, enhanced
drainage systems, early warning systems, and community awareness programs. By
understanding the underlying factors contributing to floods, proactive measures can be taken
to reduce the risks, mitigate the impacts, and enhance the resilience of Kingking and its
residents in the face of future flood events.

Overall, the purpose of the activity design is to provide a comprehensive understanding


of the factors contributing to floods in Kingking, guiding decision-making, fostering
awareness, and supporting effective flood management and mitigation efforts. With the aim
of raising flood awareness, we are undertaking a proactive initiative to inform and educate
the community about the potential risks and preventive measures associated with floods. By
promoting flood awareness, we seek to empower individuals with the knowledge and tools
necessary to mitigate the impact of flooding and ensure their safety. Through our community
engagement programs, we strive to instill a deep understanding of the nature of floods,
including their causes, warning signs, and potential consequences. We will conduct
informative sessions, workshops, and awareness campaigns to disseminate vital information
on flood preparedness, evacuation procedures, and the importance of early warning systems.

Our initiative also emphasizes the significance of community cooperation and resilience
in dealing with floods. We will encourage active participation from all members of the
community, fostering a sense of responsibility and collective action. By organizing
simulation exercises and drills, we aim to enhance preparedness levels, allowing individuals
to practice evacuation protocols and familiarize themselves with emergency response
procedures. Furthermore, we will collaborate with relevant authorities and organizations to
provide resources and support systems that aid in flood prevention and mitigation. This may
include distributing informative materials, implementing infrastructure improvements, and
establishing communication channels for prompt updates during flood events. By
implementing these flood awareness initiatives, we aspire to create a community that is well-
informed, prepared, and resilient in the face of flood-related challenges. Together, we can
work towards minimizing the impact of floods, safeguarding lives and property, and fostering
a culture of flood resilience within our community.

III. OBJECTIVES

1. To implement measures to enhance the preparedness of the community in


Kingking, Pantukan, Davao de Oro, to effectively respond to and mitigate the
impacts of floods. This includes establishing early warning systems, conducting
regular drills and training sessions, and disseminating information on flood risks
and evacuation procedures to residents.
2. To upgrade and expand the existing drainage systems in Kingking to increase
their capacity to handle high volumes of water during intense rainfall events. This
objective includes the construction of new drainage networks, maintenance of
existing infrastructure, and the removal of obstructions in natural waterways.
3. To encourage sustainable land use practices to minimize the risk of floods in
Kingking. This objective involves implementing stricter regulations on
deforestation, promoting reforestation efforts, and discouraging the expansion of
settlements in flood-prone areas. Additionally, promoting the use of nature-based
solutions such as green infrastructure can help absorb excess water and reduce
surface runoff.
4. To conduct awareness campaigns and community engagement initiatives to
increase understanding and participation in flood preparedness and mitigation
efforts. This objective includes organizing workshops, seminars, and information
campaigns to educate residents about the risks and impacts of floods, as well as
promoting community-led initiatives for flood preparedness, such as community-
based early warning systems and local evacuation plans.

5. To foster collaboration and coordination among various stakeholders, including


government agencies, local communities, non-governmental organizations, and
private sector entities. This objective aims to facilitate the sharing of resources,
expertise, and information to implement effective flood management strategies in
Kingking.

IV. METHODOLOGY

The proposed initiative aims to cultivate the students' character and values, with a special
emphasis on nurturing the ethics of vigilance and preparedness. The comprehensive plan for
implementing flood awareness will be presented to Emmalinda B. Ranalan, the esteemed
principal of our school, seeking her valuable approval. The financial resources required to
execute this endeavor will be wholly sustained through generous sponsorships and donations.
In order to ensure an efficient and effective implementation of flood awareness activities,
meticulous planning and coordination will be undertaken. Working committees will be
established to oversee the systematic and organized execution of the flood awareness
program. These committees will be responsible for managing various aspects, including
lectures, skill development workshops, dissemination of essential information, livelihood
enhancement programs, provision of nourishment through a comprehensive feeding program,
as well as the distribution of essential provisions to those in need. The flood awareness
activities will be meticulously structured to take place during morning hours, maximizing the
impact and engagement of the participants. By conducting the initiatives at this time, we aim
to capture the attention and active involvement of the community, enabling them to absorb
the flood awareness messages more effectively. Through this innovative approach, we aspire
to create a network of individuals who are knowledgeable and vigilant about flood-related
risks. By infusing creativity and interactive methodologies into our flood awareness
activities, we endeavor to captivate the community's interest, fostering a genuine desire for
learning and preparedness. Together, with the support of our dedicated sponsors and
volunteers, we will make a resounding impact in promoting flood awareness, ensuring that
our community is well-equipped to face the challenges brought about by flooding incidents.

Implementing flood awareness activities holds significant socio-economic justifications

economic challenges caused by floods. The ethics of care embedded within these activities
extends beyond personal interactions and permeates various aspects of life. In schools,
students become ambassadors of compassion, radiating empathy and support to their
surroundings. Embracing the ethos of assisting one another becomes a mutually beneficial
solution to any problem that may arise. By instilling these values through flood awareness
programs, we empower students to extend their care to others, creating a culture of solidarity
within their communities. Additionally, teachers play a pivotal role in shaping perspectives
and inspiring others to embrace the ethics of care. Recognizing that anyone can be vulnerable
during crises, teachers can lead by example, demonstrating the importance of providing help
and support. It is crucial to focus on coping mechanisms and resilience-building within
impoverished communities facing the brunt of flood-related challenges. Although the impact
may seem small at times, the ripple effect can be significant, fostering sustainable
development and transforming societies at large.

Moreover, implementing flood awareness initiatives helps address the socio-economic


implications of floods. By raising awareness, promoting preparedness, and disseminating
vital information, we empower individuals to make informed decisions that safeguard their
livelihoods and assets. By equipping communities with the knowledge and tools to mitigate
the impact of floods, we reduce economic losses, enhance resilience, and create a foundation
for sustainable development. Through collaboration and collective efforts, we continuously
strive to improve our communities and make the world a better place. By recognizing the
socio-economic justification behind flood awareness initiatives, we invest in the long-term
well-being of individuals, communities, and the wider society, ensuring a more resilient and
prosperous future for all.

IX. MONITORING & IMPLEMENTATION

The implementation of the flood awareness program will be accompanied by a robust


monitoring and evaluation framework to assess its effectiveness and gather valuable
feedback. In order to continually improve the program and ensure its impact, each participant
will be given an opportunity to provide feedback through an evaluation process. The
evaluation process will encompass various aspects of the program's implementation,
including the task completion of the organizing committees, the efficiency of program
organization, the effectiveness of the program flow, the evaluation of the resource speakers,
and an overall assessment of the activity. By actively seeking feedback from participants, we
can gain insights into the strengths and areas for improvement in the implementation of the
flood awareness program. The feedback received will be crucial in refining future initiatives
and optimizing the impact of our efforts. The evaluation forms will be designed to maintain
confidentiality and anonymity, enabling participants to freely express their opinions and
suggestions. The feedback collected will be carefully analyzed, allowing us to identify
recurring patterns, highlight successful elements, and address any shortcomings. The
monitoring and evaluation process will provide us with valuable information to gauge the
effectiveness of the flood awareness program and measure its impact on participants. It will
enable us to make data-driven decisions to enhance the program's delivery, content, and
overall effectiveness. Through a continuous cycle of monitoring and evaluation, we can
ensure that the flood awareness program remains responsive to the needs of the community
and contributes significantly to enhancing flood preparedness and resilience.

X. SUSTAINABILITY

To ensure the sustainability of implementing flood awareness, a dedicated support group


called the Flood Awareness Sustainability Team (FAST) will be established. Comprising
students, teachers, and community members, FAST will assess and reach out to vulnerable
communities affected by floods. The group will conduct a recurring Flood Awareness
Program at least once per year, focusing on education, practical training, community drills,
and information dissemination. Partnerships with local authorities and organizations will be
formed to maximize impact. Continuous evaluation and improvement will be prioritized to
adapt to changing needs and ensure long-term effectiveness. Through these efforts, we aim to
build resilience, empower individuals, and make a lasting impact in flood-prone areas.
