**Please note that only the players who take part in this State Championship will be permitted torepresent
Tamil Nadu as selected/special entries in the forthcoming National U-11 Chess Championship. Hence
participation in this State Championship is COMPULSORY**
Note to District Chess Associations: Advise all your U-11 players to take part in this StateChampionship.

All entries, be it regular or special, should be routed through the respective district chess association on or
before 13.05.2023. No entry will be entertained after 13.05.2023.
COVID-19 - Standard Operating Procedures - All Necessary Precautions and the standard operating
procedures with respect to COVID-19 must be followed strictly. Wearing Mask is compulsory, hands must be
sanitized, and social distance has to be maintained

payable at Tiruchengode and should be sent to Dr.V.S. RAMESH, Sairam Dental clinic, 158, South Car Street,

1 Only Indian nationals are eligible to participate

Every affiliated District Chess Association / Special Unit of TNSCA is entitled to field two entries

in each category.

3 The TNSCA General Secretary can nominate one entry.

The top four rankers from TN State Under – 11 Open & Girls Chess Championship 2022 held at

Villupuram.

The top two rankers from TN State Under – 9 Open & Girls Chess Championship 2022 held at

Ramanathapuram.

6 The host NAM DCF (Namakkal District Chess Foundation) is entitled to field one additional entries.
Any players who pay the prescribed entry fee: Open & Girls - Rs.800/- may be considered for

participation with recommendation of the respective District ChessAssociation.

In the event of odd entry, the host Namakkal DCF is entitled add one more entry to make total

number as even in each category.

9 Those who have qualified to represent the country in official FIDE events.

Any Current National Champion in any category is to be seeded to All State Championships

subject to age stipulation.

In addition to above the following Districts can field additional entries by virtue of three medal
winners (Gold, Silver and Bronze) secured by their players in the last TN State Under – 11 Open

& Girls Chess Championship 2022 held at Villupuram, Boys: Gold & Bronze (3+1) – Chennai,
Silver (2)–Tiruvallur, Girls: Gold & Silver (3+2)– Chennai & Bronze(1)– Sivagangai

12 All GMs, WGMs, IMs and WIMs are eligible to play as seeded players in the eligible category

Rules and Regulations


Those born on or after 01.01.2012 are eligible to participate. Age proof is required.
Certificate should be from the Panchayat/Municipality or corporation obtained
soon after birth. Players without the date of birth certificate will not be allowed to
Age Eligibility participate. As per the rules of AICF, only players whose dates of birth are registered
within one year of their birth are permitted to take part in respective age group
State/ Nationals. Other country passport holders shall not be allowed to participate
in the State Chess Championship.

Lodging will be provided to seeded/selected players and one manager per team
at college hostel campus as first preference. For special entry players rooms are
subject to availability. Only one accompanying person is allowed. (with common
Boarding & rest room). Players are requested to bring their own beddings.
Lodging: Seeded/Selected players are requested to confirm the accommodation while
sending entry. Male & female will be provided a separate accommodation
irrespective of age. Canteen facilities are available on payment basis at the college
premises itself.

AICF player registration is compulsory for all players. AICF Player Registration fee
is Rs.300/- for the year 2023-2024. AICF player registrations will be accepted only
through online. Players / Arbiters registration should be done well before the start
of event (Championship). For renewing AICF registration of existing players,
AICF Player please click http://aicf.in/players/ and click extend membership. For (New) Fresh
Registration: AICF registration please click http://aicf.in/online-player-registration/
For fresh AICF registration, players are requested to keep their scanned passport size
photograph and birth certificate and a valid email address(unique) not used by any
other person/ player for AICF, ready before the registration process.
Note: Only passport size (less than 1 MB) photographs in jpeg format should be
uploaded.
TNSCA player registration is compulsory for all players. TNSCA player registration
TNSCA Player fee is Rs.150/- for the year 2023 – 2024. Players registering with TNSCA should

their Date of Birth certificate and one passport size photograph.
Namakkal
Namakkal DCF Registration fee is Rs.75/- for the year 2023 – 2024 (for Namakkal
District Player
Registration district players only)

Default Time Default time is 15 minutes. Players have to be at the boards within 15 minutes
from thestart of the round.

Rules FIDE rules in force shall apply.

System of play The Tournament shall be conducted on a nine rounds Swiss System.

Time Control 90 minutes each plus 30 seconds increment from the move one.
Buchholz Cut 1, Buchholz, Sonneborn Berger Direct encounter, and number of wins
Tie-break (forfeit included) & Number of wins with Black pieces tie-break rules will be applied.
In case of tie, prizes will not be shared.

Each association is requested to provide at least two chess clocks for every

four players.
AICF has banned the wrist watches while playing in FIDE Rated events. Players
Wrist Watches are instructed not to wear wrist watches while playing. It will lead to loss of
the game.

An Appeals Committee comprising five members plus two reserves will be


formed at the managers meeting. All the members and reserves shall be from
Appeals different districts. No member of the committee can vote on dispute in which a
Committee: player from his own district is involved and in such case(s), the reserve
member takes his/her place. The decision of the appeals committee is final
and binding on all players concerned.

The tournament committee consisting of the General Secretary, TNSCA or his


Tournament representative, the host Namakkal DCF Secretary or his representative and
Committee: representative from another district to be nominated by the TNSCA shall decide
on all emergency matters.

Protest, if any against the decision of the Chief arbiter shall be made in writing
with a protest fee of Rs.500/- within 15 minutes of the incident. The decisions

of the appeals committee shall be final and binding on all concerned. The
protest fee is a refundable one if the protest is upheld.

A player may withdraw from the tournament at any stage after informing the

The players belonging to Districts which are in arrears to TNSCA will not be

While sending the entries, District Chess Associations should certify that the
