1. Invitation:
Pune District Chess Circle has the honor to invite all chess players from the state
of Maharashtra to participate in the Maharashtra State Under 13 Open and Girls
Chess Championship 2024.

2. Recognition:
The championship is held under the auspices of All India Chess Federation & Maharashtra

Chess Association will serve as selection event for the National Junior (U-13) Chess

Championship 2024.
3. Eligibility Criteria:
Only the players apt in to the following conditions are eligible to play the said chess
championship.
• Born on and after – 01-01-2011
• All entries should be strictly routed through the respective District Chess
Associations affiliated to MCA.
• Each district association is entitled to field 2 players in Open & 2 in Girls for
this championship.
• ‘Selected Player’ means the player selected from the respective District
Selection Events. Besides the above, the District Associations may enter an
unlimited number of players as a Donor Entry.
• Following districts will have additional entries for this
championship:
Open: Pune (4 entries), Solapur (2 entries)
Girls: Nagpur (3 entries), Sangli (2 entries) and Pune (1 entry)

• Exemption Criteria:
Participation in the state selection chess tournaments of Maharashtra is
mandatory for everyone except for certain exemptions who can directly give
their entry for respective national tournament which are mentioned below:

If any player wishes to skip the state selection championships and directly take
part in national championships then he/she will have to pay a non-refundable
privilege fee of Rs. 3,500 to MCA. Privilege fee will not be collected if the player
has participated in any one of the state selection championship prior to playing
in the national championship in which he/she desires to take part in. Any
decision taken by the Hon. Gen. Secretary of Maharashtra Chess Association
regarding entry under the privilege fee scheme will be treated as final.
4. Selection of Maharashtra Team:
• Top 2 boys and Top 2 girls from each age group will be selected to
represent Maharashtra State in forthcoming National Chess Championship
for the same age group. Players participating in this championship will only
be allowed to participate in National Chess Championship.
• Participation in this championship is compulsory if any player wishes
to take part in national championship.

5. Date of Birth Certificates:


• Each participant must produce a valid certificate to prove his/her age.
School ID card/Aadhar Card won’t be accepted as DOB proof. Certificates
should preferably be from the Panchayat, Municipality or Corporation
obtained soon after birth. Players without date of birth certificates will not be
allowed to participate.
• The date of birth certificates registered within one year of the birth of the
child alone will be recognized and allowed to participate.
• If any doubt arises about the claimed age of a player, the Tournament
Committee has the right to refer the player during the championship for a
due evaluation of age by competent medical experts. A player if declared
over-age by such experts shall not continue in the championship and the
matter shall be reported to AICF. Protest about the age of players may be
made to the Chief Arbiter in writing along with a fee of 5000/- per player.
This will not be refunded. No protest about over age of a player will be
entertained after 2nd round of the championship.

8. AICF and MCA Registration:
• All participants in the State Championship should be registered with AICF and MCA for the
year 2024-25. Online AICF and MCA registration link is given below. No entry will be
accepted without AICF and MCA players registration for 2024-25 and such players will not
be paired.

9. System of Play:
• Tournament will be played with 8 rounds Swiss system. The format may be changed
in emergency cases with the discretion of Chief Arbiter & Tournament Director with
prior approval from MCA & AICF.
• Time control will be 60 minutes + 30 seconds increment from move 1.

10. Default Time (Walkover Time): The default time will be 15 minutes.

11. No electronic devices, mobile phones and wrist watches are allowed in the playing venue.

If a player is caught with any of these then a loss will be given in his/her game

straightaway.

12. All FIDE FAIRPLAY REGULATIONS ARE APPLICABLE AND FOLLOWED.


13. Appeal:

The Chief Arbiters Decision will be Final and Binding on all. In case of any Discrepancy,
the matter will be handed over to Appeals Committee which will be formed during Players
meeting before the start of 1st round.
All protests against the decision made by the Chief Arbiter shall be made in writing
with fee of Rs. 1,000 within 15 minutes of the incident. Protest fee will be refunded
if the appeal is upheld. The decision of the appeals committee will be final and binding on all.

14. Tiebreaks:
• Buchholz Cut 1.
• Buchholz.
• SB.
• Direct Encounter.
• Greater number of wins (including forfeit points).
• Greater number of wins with black.
15.Prizes: Total prize fund is Rs. 36,000

16.Accommodation:
• Only selected players will be given Free Dormitory sharing accommodation by the
organizers.

• The donor entry players need to cater the cost of accommodation their own.

• Team managers / Parents will not be provided with free accommodation.


• Accommodation will be closed before 2 days, no request will be
entertained for accommodation after 18th September 2024.

requirement. Based on the email received by 18th Sept 2024 PDCC will provide
