QC Program
The purpose of this procedure is to define Progress Inspection Report carried out by the Project Engineer
In charge.
The procedure shall apply to all works for the construction of all permanent works (and major temporary
works if deemed necessary) irrespective of the location being at site, or in the fabrication yard.
Furthermore, Work Suspension Notice shall be served to prevent possible Non-Conformity or observed
deviation on ongoing activity.
Non-conformance Report shall be issued based on the deviation and severity of onsite infraction.

The following documents generated under this procedure are quality records:

This procedure describes the management for inspection, testing and approval of the works, in compliance
with the Project and Contract Agreements.
The procedure shall apply to all works for the construction of permanent works (and major temporary works
if deemed necessary).
Works shall be inspected and tested to confirm compliance with contract requirements, and records kept
in accordance with the contract requirements.
The objective is to set up the sequence of activities within a work operation (pre-construction, construction,
post-construction and approval of works), and associate against each activity the inspection and testing
regime in accordance with the acceptance criteria defined in the Project Agreements specifications,
Designer’s Construction Specifications and Drawings. These will also define Hold-Points and Witness
Point which require a Quality Control or Quality Assurance inspection before proceeding with follow-on
works.

2 PROCEDURE
Inspection and test plan are prepared by the Site Engineer and reviewed by the Project In-
Charge or QA Supervisor and approved by the Project Manager and Designer by means of
Request for Approval.
Inspection & test plan are developed to assist with inspections and testing requirements. It
specify the QC inspection and testing frequencies carried out by the responsible party
undertaking the works, eg. subcontractor, supplier and testing laboratory. The Quality
Assurance process are secondary checks to ensure that the Quality Control inspection and
testing has been carried out satisfactorily.
Inspection checklists shall be completed by the QC Team to provide evidence that the specified
inspections have been undertaken. Records of testing undertaken by the testing laboratory will
be generated to confirm compliance.
Upon completion of a structure or work activity, Work Requests (WR), all inspection checklists
and test reports shall be filed in a systematic order.
TESTING
Site tests will be carried out in accordance with the Works Procedure, or as otherwise defined in
the Designer’s Construction Specifications.
Test records shall be reviewed for adequacy and approved by the QA Engineer and maintained
in the appropriate files, along with the inspection checklists.
Quality Control Testing: The Project In-Charge shall ensure all testings are carried out by
testing agencies (laboratories) approved in accordance with
Project Specifications and contract requirements.
Quality Assurance Validation: The Project In-Charge and QA Engineer shall decide if third-party
testing is necessary to substantiate compliance. Considering that
QC testing is undertaken at the 100% regime, it is important to
recognise that any QA testing may be undertaken at a frequency
of 0% to 10% of the Quality Control testing.
Additional testing may be requested by the QA Engineer in the event of questionable test results
or failed test results
MOCK UP
The purpose of this procedure is to establish guidelines on how Mock-ups are conducted on site. This
Procedure will ensure products or processes will conform to specified requirements based on plans,
details, specifications, functionality, testing and acceptance criteria and other requirements that need to
be addressed before the actual construction or production of mock-up units and or products/services. The
procedure shall apply to all work activities to be done by the Contractor or its subcontractors based on the
project scope of work.

The QA Engineer and Project In-Charge shall be responsible for implementing this procedure. The Project
In-Charge shall ensure that project mock-ups for the following items such as, but not limited to:
a. Tiles
b. Paints
c. Ceiling System
d. Wall and cladding
e. Doors and Windows
f. Railings
g. Lighting fixtures and devices
2 PROCEDURE
All items subject for mock-up will be discussed during Design Coordination Meeting.
The Project In-Charge shall arrange a meeting and discuss to the project team the preparation of
mock-ups on site. The meeting will discuss but not be limited to the following:
All conducted mock-ups will be presented during the Design Coordination meeting, for comments
and approval.
Proper coordination must be implemented between Project Engineer and Project Manager to ensure
that reports are prepared for monitoring of mock-up from the start to actual completion of the activity.
Mock-ups have to be approved as early as possible to avoid repair or reworks on the succeeding
works. Workmanship acceptance criteria have to be agreed by all parties to prevent
misunderstanding later during handing over of the works. Acceptance has to be documented showing
the names and signatures of all parties involved.
QUALITY MANAGEMENT BY WALKTHROUGH
This procedure is to provide a guideline for the process of conducting “Quality Management by through.
Line management at all levels need to process knowledge of how to manage Quality on a day to day basis
throughout their areas of responsibility in order to control and eliminate quality issues on working progress

2.1 Quality Management by Walking through – A process that takes the management team from all
levels into the work areas where they have responsibility and is meant to be both an inspection on the
implementation of QUALITY rules and procedures and learning how the workers have integrated Quality
into their daily work activities through the use of Site Workmanship Awareness Training (SWAT).
2.2 Progress Inspection Report, (PIR) – is the report generated during walk through activities
3 PROCEDURE
Quality Management by Walk Through aims to promote Quality work practices and eliminate the
number of defects or noncompliance that occur in the workplace. This proactive approach will lead to
improve Quality and lower operating costs and improve productivity for the project.
Verification of delivered material in warehouse, on-site stockyard and installed materials should be
included in the walk through inspection parameters.
The management people performing the walk around need to know that the Quality procedures are:
• Should be conducted by small groups of management representative’s ideally in groups of 3
– 4. Large groups can intimidate workers and often leads to the workers stopping work
activities.
• The group decides on what area to go to, identifies what work activities to focus on and
review previous concerns that may have been identified.
• The process can be under taken by all members of management from the project and
members of management or head offices when they are visiting projects.
The Project in charge shall be required to undertake a walk through at a minimum of twice a week (Monday
identification and Friday close out). The Sub-Contractor representative shall be expected also to undertake
walk through daily through their contract area.
