EXECUTIVE ORDER NO. ___ Series of 2022

AN ORDER CREATING THE BARANGAY HEALTH EMERGENCY RESPONSE


TEAMS (BHERTs) TO INTENSIFY THE INFORMATION CAMPAIGN ON THE
2019 NOVEL CORONA VIRUS (nCoV)

WHEREAS, pursuant to Memorandum Circular 2020-018, Año cited a provision in


the Constitution and the Local Government Code which provides that local government units
(LGUs) are in charge of the promotion of health and safety within their jurisdictions. As
such, they must take the lead in the prevention and control of the coronavirus at the local
level;

WHEREAS, concerted efforts of the barangays and the public are plus factors in
helping the national government address the crisis which could be brought about by the 2019
novel coronavirus (nCoV) within their own community;

WHEREAS, all barangay officials should coordinate to local health officers on the
guidelines and protocol on safety measures, prevention, and control of the virus in their
localities. They should also disseminate information materials such as flyers, brochures,
posters and put up billboards about the virus;

WHEREAS,  BHERTs shall also require newly-arrived passengers in their localities


to record daily body temperature in the morning and afternoon, for the next 14 days of home
confinement, and observe possible coronavirus symptoms;

WHEREAS, further BHERTs shall BHERTs must immediately isolate the


coronavirus suspect in a room away from the rest of the family members. The suspect shall
then be required to wear an N95 mask before transferring to a DOH-designated coronavirus-
referral center or hospital for further tests and treatment; and

WHEREAS, Secretary Año ordered barangay leaders to conduct an intensified


information campaign on the coronavirus prevention, containment, and control;  set up a
Barangay Information or Call Center to facilitate the reporting of coronavirus suspects, and
conduct a massive clean-up drive in the community.

NOW, THEREFORE, I, ADAM P. ZAMBRANO, Punong Barangay of Barangay


Saray, Salay , Misamis Oriental, by virtue of the powers vested in me by law, do hereby
constitute the Barangay Health Emergency Response Team referred to as (BHERT).

SECTION 1. Composition. There shall be organized Barangay Health Emergency
Response Team (BHERT) and to be composed of the following:

SECTION 2. Functions. The BHERT shall perform the following duties and functions:

1. With or without the list of arrivals from the Mayor supposed to be given by the
Bureau of Immigration (BI)conduct visits in the home or every arriving person from a
corona virus affected country;

2. Immediately list down the person(s) the arriving resident(s) came in contact with prior
to his/her arrival residence;

3. Require the arriving resident(s) to check and record temperature daily, in the morning
and in the afternoon, for the duration of the 14-day home confinement period. Advise
the arriving resident(s) to watch out for any other symptoms of Corona Virus like
cough, difficulty in breathing or shortness of breath;

4. Check on the condition of the arriving residents(s) daily from a distance of more than
one (1) meter. In checking , always wear N95 or surgical mask;

5. If symptoms are observed, immediately isolate and confine the arriving resident, now
a corona virus suspect, to a room away from the members of the household prior to
his immediate transport to DOH designated corona virus – referral center or hospital
for further examination and treatment. Require the corona virus suspect to wear N95
or surgical mask. Place the rest of the household also under 14-day home
confinement. Repeat the process for them, including contact tracing. If no signs
manifest, report to the Municipal Health Office or lifting of home confinement;

6. If no symptoms are observed after the 14-day home confinement, report the matter to
the Municipal Health Office for lifting home confinement; and

7. Report to the Punong Barangay on measures or actions taken per arriving resident.

SECTION 3. Effectivity. This Executive Order shall take effect immediately.

year of the Lord , Two Thousand and Twenty Two.
