Executive Order No. 10 - Bhert
WHEREAS, Pursuant in Section 15, Article 2 of the Philippine Constitution and Section
16, of the General Welfare Clause of Local Government Code, Local Government Units are in
charge of promotion of health and safety within jurisdiction;
WHEREAS, Punong Barangay of each Barangays is the chief executive of the comity
are those responsible for the concerns and welfare of the commissaries of his/her jurisdiction,
especially the occurrence of the COVID-19 in the country;
WHEREAS, the Department of Health recorded an average of 10 patients of the
different hospitals where they admitted all over the country and 10 of them were already
healed and treated well with the guidance and monitoring of the expert doctors;
WHEREAS, when there is someone monitored and identified with the said virus will be
recommended for proper examine and care if the person voluntary submits her/himself for
check-up, screening and voluntary quarantine;
WHEREAS, the Punong Barangay take action to make task force and organize BHERT
and the team undergo related training from Department of Health (DOH) with coordination of
the health personnel from the Municipal Local Government where Barangay belongs for fast
assistance; and
NOW THEREFORE, I, EMILIO O MELECIO, Punong Barangay of Barangay Del Pilar,
Mabini, Davao De Oro, by the virtue of the power vested in me by the law hereby order to
organize BARANGAY HEALTH EMERGENCY RESPONSE TEAM - BHERT.

a. With or without the list of arrivals from the Mayor, supposed to be received from the
Bureau of Immigration (BI), to conduct visits in the home of every person arriving
from the country with a COVID-19 confirmed cases or any other infectious disease,
in order to gather necessary information and encourage the person to come to the
BHU, or voluntarily undergo home confinement for no less than 14 days;
b. Care must be taken to ensure that the visits are carried in a very discreet and
courteous manner, so as not to cause alarm, anxiety or shame on the part of the
subject person, his/her family, and the community;
c. Immediately initiate contract-tracing, where the team shall list down the names and
other important information about all person known prior to his/her residence or
place of stay;
d. Require arriving resident/s to check and record their body temperature at least three
times daily (morning, afternoon, evening) for the 14-day voluntary quarantine period.
Advice the arriving residents to watch out for symptoms, fever, cough, shortness of
breath and difficulty in breathing;
e. Check on the condition of the arriving resident/s daily from a distance of not less
than one (1) meter when not wearing the appropriate PPEs. However, to ensure
infection prevention and control, always wear the appropriate PPEs before coming
near or getting in contact with a PUI. The gloves and all other materials in contact
with the PUI must be properly disposed of immediately after use;
f. If symptoms are observed, immediately isolate and confirm the arriving resident,
now a PUI, to the BUI, prior to his/her immediate safe transfer to a DOH-designated
referral centre or quarantine facility, for further examination and treatment. The PUI
should be required to wear N88 surgical mask (not the N95 respirator mask) and
advised to always observe personal hygiene, use tissue (toilet) paper when
coughing or sneezing, and to properly dispose of the tissue (toilet paper in a covered
trash can, and wash his/her hands with soap and clean water, immediately after,
drink plenty of water and fluids, eat nutritious food, get plenty of rest, and avoid
getting near to any person with at least one (1) meter;
g. Place the rest of the household on a 14-day voluntary quarantine, report to the
Punong barangay who will, in turn, inform the City or Municipal Health Officer and
recommend the lifting of the quarantine and certify the PUIs free from COVID-19 or
any other infection; and
h. Report daily to the Punong Barangay the condition of the PUI, including measures
and actions taken.
