1 INTRODUCTION
This Method Statement describes the specific safe working methods which will be used to
carry out the demolition and installation work. It gives details of how the work will be carried
out and what health and safety issues and controls are involved. The content of this Method
Statement reflects the finding of the relevant Risk Assessment(s).

2. SCOPE OF WORK (METHOD STATEMENT):


The scope of work is to define the rules and conditions designed to ensure that demolition
of exiting flooring, gypsum board ceiling, block works, existing joinery unit, and installation
of new block work as per the proposed design, installation of new flooring and installation
of new gypsum ceiling as per the existing level, is planned to enable personnel to be aware
of all the procedures and dangers involved and to decide on the safest method of work.

3. PURPOSE OF THE METHOD STATEMENT.


The purpose of producing this method statement is to describe the procedure and
precautionary signs/warning notices will be erected and maintained to control access in
the area during demolition and installation process are being carried
out. Demolition works will be carried out by using jack hammer and other associated
equipment.

4. DESCRIPTION OF THE PLOT


The demolition project consists of the complete removal of exiting flooring, ceiling, and
existing block work. Cherwell’s portion of work only consist of Plot No 3473977. The villa is
located at Al Merkadh Community, Dubai

5. RESOURCE FOR DEMOLITION (TOOLS/EQUIPMENT REQUIRED)


The following method statement describes the procedure and equipment/materials
required for the demolition of existing flooring, ceiling, and block works. The equipment’s
and materials that may be involved in demolition project works are as listed below.

6. CONTROL MEASURES:

Risk Assessment must be carried out regularly by the competent and experienced team.
Staff connected with the operation must be trained with safe systems of work, importance
and usage of PPE, demolishing plan, sequence of operation, hazardous material handling
and disposal, operation methodology and emergency response plan before and during the
operation.

Training must be provided before and during the operation to the staff connected with the
operation on safe systems of work, importance and usage of PPE, demolishing plan,
sequence of operation, emergency response plan, hazardous material handling and disposal.
Restricted Area is one of the most important aspect in these types of hazardous operations.
People must be segregated from the caution zone by deploying watchmen, by creating the
buffer zone and site hoardings around the demolition area.
Supervision must be carried out by qualified and authorized person. Continuous monitoring
by the competent and experienced engineer/team will reduce the probability of things from
becoming worse.
Advanced technology in demolition is very limited but can be used effectively wherever
applicable, like demolishing the villa or any structure in reverse order of construction. Can
install some temporary props to the adjacent structures to support the unstable structures.
Housekeeping must be adapted to make surroundings as safe as possible like removal of
debris as it is the most found waste in the demolition operation. Housekeeping prevents the
undesired floors/walls collapsing.
Lighting and ventilation must be adequately provided by the building owner/contractor in
the worksite as there are not only trip hazards but also material fall hazards associated in the
demolition work. There must be natural and as well as artificial lighting inside the worksite.
Personal protective equipment like safety helmets, gloves, goggles, boots, safety belts and
respiratory mask are to be supplied by the owner for all the workers who are about to take
part in the demolition work.
Emergency equipment like, fire extinguisher, first aid box, and other should be provided at
ease access to the workers.
Environment pollution must be in high priority since the demolition operation deals with
the high concentrations of noise and dust pollution hazards. There should be a lot of care

required not only in breaking of walls or structures but should also be careful in material
lowering.
Rules and Regulations. During the demolition operation, all the applicable statutory rules
and regulations must be adapted and followed accordingly.
Responsibility must be given to owner of the building or the contractor to provide protection
against all kinds of damages that occur to environment, people’s health, and property during
demolition.
Methodology has been always advised to wet the walls or materials before breaking and
lowering, to control the formation and dispersion of the dust. Barricade the demolition area
to avoid unauthorized people entry. Adequate supervision must be put in place.
Competence should be must for the supervisor and signal man to monitor and as well as to
give signals to the workers to lower the materials.
LOTO – lockout and tag out for all the hazardous points or service lines like electric, gas,
steam, sewer etc. should be blinded or shut-off both inside and around the building before
start of the demolition. If the hazardous substance service lines cannot be isolated, then it
must be ensured that the operation and the utilities are under control.
Avoid demolition work during night and adverse weather conditions. If required, Safe system
of work should define the process of demolition and adequate precautions to be ensured.
Fire hazards are associated with the hot works which produces sparks, flames, or heat. Fire
plan must be kept up to date as the escape routes and fire points may differ in the time of
structural alteration. Alarm systems must be installed, trained, and secured.

SAFETY MEASURES:

Temporary electrical services required for the demolition works shall be made in
accordance with HSE rules and regulations.

Demolition survey shall be noted the location of all known services on and adjacent to the
site whether they are overhung or underground.

During demolition, a horizontal distance of 6 m radius shall be kept as a restricted area to


allow the fall of debris.

Where work cannot be done safely from the ground level, adequate scaffolding shall be
erected and shall be maintained in safe condition.

Outside the working hours, ladders providing access from ground to first landing shall be
removed and stored in a secured area.

Ensure shall be made that all debris shall be cleaned out on sequential basis.

7. FIRE PREPARATION AND PLANNING:

A detailed survey shall be conducted to ensure the identification of any structural


problems and risks associated with flammable substances and hazardous substances to
health. The survey shall consider any adjoining properties likely to be affected by the
demolition works.

Consideration shall be given to the location of premises containing sensitive equipment’s,


machineries, etc. so that restrictions shall be made for falling of materials, vibrations, dust,
and noise protection during demolition. Similar considerations shall be made in relation of
FIRE.

Vehicles and plants shall be effectively immobilized, and gas and electricity supplies shall
be isolated. Wherever necessary, surface protection shall be given to existing structures.

8. DEMOLITION AND INSTALLATION PROCEDURE:

DEMOLITION PROCEDURE
Prior to starting work, necessary approvals shall be made from all the requirements of Local
and Statutory Authorities regarding notification of demolition work shall be complied.

Existing services, pipelines, and fittings still in shall be protected in a proper way to prevent
any damage or clogging during demolition.

In case of demolition of existing villa, adequate information shall be given well in advance
to allow and plan any shutdown is necessary during changeover.

Adequate protection and preservations shall be given to existing trees, hedges, shrubs,
lawns, pathways, and roads.

In case of any obstructions or fall of debris on roads, the area shall be cleaned on
immediate basis.

During demolition of non-structures, suitable temporary supports shall be made to existing


structure. All the demolished materials shall be separately stored and disposed of at the
approved dumping location.

Adequate precautions shall be made to prevent fire or explosions caused by gas, vapor, etc.

Periodically, water shall be sprayed to avoid dust during demolition.

In case of observations of any unidentified services or cables during the process, it shall be
informed immediately to the company and work shall be proceed further only after getting
proper approval.

A sequence of operations shall be established which allows the clearance of debris on


regular basis such that unnecessary overloads to the existing structures shall be avoided
and to maintain a good housekeeping.

Upon completion of demolition work, the site shall be kept tidy, and the surrounding area
shall be cleaned to avoid the accumulation of any dust and debris.

INSTALLATION PROCEDURE

GYPSUM BOARD CEILING


• Prior to installation site survey by our engineer to assure the work is ready to start
accordingly.
• Obtain MEP clearance by formal letter from main contractor MEP Manager.
• Checked by site Engineer if the level of shop drawings is approved matching with
the site existing level after the MEP service had been installed.
• Any materials at slab concrete soffit base incompatible with the support shall be
removed by main contractor MEP.
• All block works, plaster at least primer paint to be completed till the slab soffit.
• Fire sealant to be applied where applicable.
• Fixing the wall angle by Hilti gun steel nail to the wall matching the existing level
which had been marked before starting.
• Submit the first work inspection report for approval.
• Fix the main channel supported from soffit of lab using Hilti materials fixation as
approved in the submittal.
• Horizontal main channel fixing to drop supported from top by using ½ inches white
screw.
• Furring channel fixing to horizontal main channel perpendicularly by ½ white screw.
• Approval for suspended system ceiling should be obtained from the MEP Manager
after inspected.
• All MEP access panel required to be marked on the slab soffit for engineer’s
approval.
• Acceptance letter from MEP contractor to satisfy that all support should not object
any MEP service in future.
• Submit the second work inspection report for approval.
• After obtaining MEP clearance and MEP Manager approval.
• Fixing gypsum board stagger on furring channel by using 1 inch’s drywall gypsum
screw (Hilti) using the required accessories and metal angles as approved materials
and shop drawings.
• Mark all MEP service which it needs to cut with its tag for each opening.
• Submit third work inspection report for approval. After got formal approval for
marking from MEP Manager before starting the cutting.
• After cutting only, we can start joint treatment and assuring that the joint level
should bot exceed the board level.
• If required in joint area, paper should be removed and hanging the board before
treatment with the joint compound.
• At the same time of filling joint compound, joint mesh, should be fixed and
matching same level of gypsum board ceiling.
• Submit forth work inspection report for approval.

TILES INSTALLATION.
Materials Handling on Worksite and Storage
• Materials shall be received in parts as per site requirements and standard boxes and/or
packs, pallets.

• Materials shall be stored properly and handled as per manufacturers’


recommendations if any.
• Obtain each color, grade, finish, type, composition, and variety of tiles from a single
source.
• For grout and setting materials, obtain ingredients of uniform quality from one
manufacturer for each cementitious and admixture component and one source or
producer.
Tiling/Flooring Work
• Site must be clean and free from other construction materials.
• Establishing of floor level in terms of finished floor line is to be as the same as the
existing finishing level.
• Work shall comply with all project specifications, rules, regulations, laws, and
ordinances of all authorities having jurisdiction.
• Tiles type & color, mortar mix, grout, adhesives, etc.,
• Shop drawings and method statements shall be approved by the consultant/client
before commencing any tilling works.
• Tiling mockup shall be arranged for final approval at the location designated by the
consultant.
• Approved mockup and sample shall be preserved and always readily available at the
site during the entire duration of the work.
• Ensure that the MEP clearance is obtained for the tile work area.
• In wet areas, ensure that the waterproofing is completed and tested for leakage & any
applicable inspections.
• Obtain the required safety and health clearance from Safety Department before
starting the work.
• Restrict the area from foot and wheel traffic before and during the tiling, activity to
prevent damages from the finished work.
• Inspection requests along with the key plan showing the area to be executed will be
raised to Engineers progressively for the tiling/flooring works. All inspections will be
carried out in phases to cover a part of the total work.

JOINERY INSTALLATION
• The mock-up of different types of joinery works shall be made at site as per the site
conditions.
• All joinery shall be kept covered during transit and kept clear of the ground at site.
• It shall be handled and stacked carefully to avoid damage.
• Components shall be staggered or separated with spacer as necessary to prevent
damage by and projecting ironmongery, beads etc.
• Specification and approval of the consultant/client shall be confirmed prior to
installation.
• All the materials or components shall be wrapped carefully and ensure protection
from scratches and other damages.
• Polythene as a base and corrugated carton may use as a top packing.
• The site Engineer or site supervisor shall ensure that the area is ready to install joinery
units.
• Proper labeling shall be done to identify the product on site, it will include product
location, size, and project name.
• Approved materials with proper MAR and approved shop drawings shall be all
available prior to start the work.

• Installation of joinery units shall carry out as per the approved method statement and
shop drawing.
• Early preventive action can be done easily during the work progress in coordination
with site staff.
• Any inspection comments from the consultant or client for installation of joinery work
shall be addressed for immediate corrective action.
• Position of the joinery units as per the approved drawings.
• Fixing of the joinery units as per the shop drawings.
• Cleaning and covering shall be done after the installation as per the project
specification.
• Removing any scratches or stains after installation.

GENERAL BLOCK WORK SETTING OUT:

• Starting time, sequence, and the completion time of the construction of walls will
be according to the detailed construction program.
• The structural construction team has to handover the area which is intended for
block works to the block work construction team/Subcontractor (with a sign-off
from both parties).
• The surveyor must set out the block wall on the substrate as per the approved
layout shop drawings. Any discrepancies should be brought into the attention of
Engineer.
• All Block walls shall be accurately set out and the surface of the foundation or floor
shall be roughened to receive the first mortar bed. First block layer shall be laid on
solid beds of mortar of thickness 10mm.
• A first layer of block shall be laid as per this set-out and adjust for uniform joint
width and minimum cutting of masonry units.
• First layer of block work should be inspected and approved by consultant for each
location.
• Inspection request will be submitted to consultant.

HOLLOW/SOLID/INSULTED BLOCK INSTALLATION.

• Place Damp Proof Course at ground floor, external walls giving a lapping of100mm
minimum, unless directed otherwise.
• Solid block shall be used for the first layer and around openings of doors and
windows as directed.
• Spread the mortar bedding in sufficient quantity to ensure that masonry units are
laid within the working time of the mortar.
• Block shall be wetted before being used.
• Construct the wall progressively and evenly and do not raise a part of the work more
than 1200 mm above adjacent work. Ensure that construction breaks are not visible
in the completed works.
• Cutting of masonry units shall be executed by power driven masonry saw.
• Each horizontal joint shall be level and at same height in all walls around the room
and true to the lines and dimensions indicated on the drawings. Vertical joints in
alternate course shall be plumb and in line. Unsatisfactory work should be removed
and replaced.

• Make joints of uniform thickness with vertical joints from course to course
maintained plumb.
• Install metal lath in bed joints at bottom of cells that will be filled with mortar.
• Moisten concrete units on mortared faces as dictated by site conditions to prevent
too rapid curing of mortar.
• Extend walls up to slab or structural members.
• Masonry Anchorage:
• Use dovetail anchors for slots at concrete construction.
• Bed anchors solidly in mortar joints.
• Joint Reinforcement:
• Install joint reinforcement in solid walls and partitions constructed of concrete
masonry units.

SHRINKAGE CONTROL JOINTS


• Block work more than 5m in height shall have reinforced stiffening framework of
200x200mm columns at 4m centers and 200x300mm beams at mid height or at
every 3m in case wall height is bigger than 5m.
• When the distance between structural columns is more than 6m and wall height is
more than 4m, provide nonstructural – stiffener column not exceeding 6m on
centers, unless shown otherwise or directed by the Engineer.
• Install in masonry all nailing plugs, inserts, anchors, and other items supplied by
other trades, where required to receive anchor bolts for the securing of wall
cabinets, shelves vanities, etc.
• All walls and partitions shall be properly cured by sprinkling water for a minimum
period of 3 days after completion of laying course.
• Provide lintels where openings of more than 610mm for block-size units are shown
without structural steel or other supporting lintels.
• Provide minimum bearing of 200mm at each jamb, unless otherwise indicated.

9. RESPONSIBILITIES:

Construction Manager is responsible for overall project execution, quality, and safety. Adopt
a leading role with respect to Contractor’s quality and safety procedures.

The Construction Manager is responsible for the overall implementation of this method
statement.

The Project Manager shall ensure that the key personnel are aware of the specifications
and method statement.

Construction manager, Project Engineer and Site Engineer shall be responsible for
supervision and control of the work in the assessment of the risk involved and in the
method demolition to be used.

Construction Manager shall ensure that hacking activities has been planned as per all
method and procedures.

Safety Engineer shall be responsible for safe working environment & conditions. Coordinate
with Site Engineer to identify potential hazards before works and advise methods of safe
working from new developments.
Project Manager and Site Engineer shall be responsible for ensuring that execution of
works is complying with approved method statement and Risk Assessment.

10. EMERGENCY REQUIREMENTS AND PROCEDURE.


An emergency can be reported from any source—a worker on site, an outside agency, or the
public. Remember that circumstances may change during an emergency. Any procedures
you develop must be able to respond to the ongoing situation.

The following list covers basic actions to take in an emergency. These steps apply to almost
any emergency and should be followed in sequence.

• Stay calm.
• Assess the situation.
• Take command.
• Provide protection.
• Aid and manage.
• Maintain contacts.
• Guide emergency services.

Stay calm – Your example can influence others and thereby aid the emergency response.

Assess the situation – Determine what happened and what the emergency is. Look at the
big picture. What has happened to whom and what will continue to happen if no action is
taken? Try to identify the cause that must be controlled to eliminate immediate, ongoing,
or further danger.

Take command – The most senior person on the scene should take charge and call, or
delegate someone to call, emergency services—generally 999 & 997—and explain the
situation. Assign tasks for controlling the emergency. This action also helps to maintain
order and prevent panic.

Provide protection – Eliminate further losses and safeguard the area. Control the energy
source causing the emergency. Protect victims, equipment, materials, environment, and
accident scene from continuing damage or further hazards. Divert traffic, suppress fire,
prevent objects from falling, shut down equipment or utilities, and take other necessary
measures. Preserve the accident scene; only disturb what is essential to maintain life or
relieve human suffering and prevent immediate or further losses.

Aid and manage – Provide first aid or help those already doing so. Manage personnel at the
scene. Organize the workforce for both a headcount and emergency assignments. Direct all
workers to a safe location or command post. This makes it easier to identify the missing,
control panic, and assign people to emergency duties. Dispatch personnel to guide
emergency services on arrival.

Maintain contact – Keep emergency services informed of situation. Contact utilities such as
gas and hydro where required. Alert management and keep them informed. Exercise

increasing control over the emergency until immediate hazards are controlled or
eliminated and causes can be identified.

Guide emergency services – Meet services on site. Lead them to emergency scene. Explain
ongoing and potential hazards and cause(s), if known.

Communication of the Procedure

To be effective, an Emergency Response Procedure must be clearly communicated to all


site personnel. The following activities should be considered:

• Review the procedure with new site subcontractors and new workers to ensure that
it covers their activities adequately.
• Review the procedure with suppliers to ensure that it covers any hazards that the
storage or delivery of their materials might create.
• Review new work areas in operating plants with owner/client to ensure that new
hazards are identified and covered in the procedure.
• Review the procedure with the Joint Health and Safety Committee or Health and
Safety Representative on a regular basis to address new hazards or significant
changes in site conditions.
• Post the procedure in a conspicuous location.

The Emergency Response Procedure for a construction project must continually undergo
review and revision to meet changing conditions.

Debriefing and Post-Traumatic Stress Procedure

The recovery process, or what happens after the emergency response has been completed,
is a critical step in the plan.

Many emergency tasks may be handled by people who are not accustomed to dealing
with emergencies. People may have seen their work partners and friends badly injured and
suffering great pain.

Once the emergency is over, the attitude should not be “Okay, let us get back to work” or
Let’s go home.” Some of the people involved may need assistance to recover. In some cases,
professional counselling may be needed. As part of site emergency planning, construction
companies should have measures in place to deal with post-traumatic stress. For more
information, refer Post-Traumatic Stress available from DHA. Local hospitals, ambulance
services, and medical practitioners may also be able to help.

Debriefing is necessary to review how well the plan worked in the emergency and to
correct any deficiencies that were identified. Debriefing is critical to the success of future
emergency response planning.

11. RISK ASSESSMENT

FALLS FROM HEIGHT:


All manual worked faces above 2 metres in height will have scaffold cladding and/or edge

PROTECTION AGAINST COLLAPSE OF STRUCTURES


All structures will be progressively worked from one common face. Care will be taken so as
not to de stabilise the main supports. At the end of each shift, inspections by the supervisor
in charge will determine as to what temporary measure, if any, will have to be
implemented until the commencement of the next shift. Any suspended structure will not
be used as temporary storage decks. All materials will be placed directly onto the adjacent
ground levels (unless adequate temporary support is introduced).

PERSONAL PROTECTION EQUIPMENT


All personnel must always wear safety helmets within the building and on site. Those
involved in the use of flame cutting equipment or straight sided cutting of wheels must
wear eye protection. Those involved in the use of, or working near, equipment such as
pneumatic hammers and cutting of wheels must wear hearing protection.
Breaking out operations will produce high levels of nuisance dust and all personnel
involved in breaking out and removal of rubble are to wear dust masks. Waterproof overalls
to be worn in areas of high concentrates of acidic water, pressure cleaning and general
cleaning of haulage vehicles.

CONTROL OF RECOGNISED SUBSTANCES HAZARDOUS TO HEALTH


Prior to work commencing, senior site supervision will liaise with the client's resident
engineer. They will provide identification tabs outlining possible types of residue which are
likely to be present within any vessels that are to be breached. All U bends and traps which
are present in pipelines will be flushed through with suitable dispersant. Flange joints will
be unbolted prior to flushing and/or similar fines will be placed at the mouth ready to
receive the flushing agent. All residual materials will be disposed to a licensed agent unless
advised otherwise. Hot cutting of ferrous metals where paint has been applied will be
samples for lead content. Any nasal respiration and washing facilities will be issued as
standard modes of operation. Haulage vehicles to have their loads cocooned in Vasquez or
similar approved sheets unless containers have fully enclosed bodies. Subject to
requirements.

UNAUTHORISED ACCESS BY MEMBERS OF THE PUBLIC


Entire site perimeter to be fully enclosed with suitable security fencing/scaffold gantry as
considered necessary by the site supervisor. Warning notices displayed at vantage points.
Employ suitable third parties or in house security to patrol site during hours of darkness
(subject to client's requirements) INJURY CAUSED BY WORKING PLANT Designated access
routes through site for haulage vehicles to be adhered to. Heavy plant to have Banksmen in
constant attendance. Reverse horns and lights to be implemented in confined pedestrian
areas. Pedestrian and traffic management during heavy plant accessing and egressing the
site.

Identify underground service lines and mark clearly.

Check with Utility Engineer in respect of disconnections. In the event of works close to live
service lines, all work modes to be undertaken by hand techniques.
Exercise common sense and good housekeeping always.
