The Members were briefed about the activities, achievement and progress of the
Institute, as under:-

(A) Faculty of Engineering
Facu

The following under graduate programs offered by the Institute in the Faculty of
Engineering have been accredited by National Board of Accreditation (NBA) in Tier-I
Institutions for academic years 2019-2020 to 2021-2022. Their validity which expired on
30.6.2022, has been further accredited for the academic years 2022-2023 to 2024-2025
i.e. up to 30-6-2025:

(a) Electrical Engineering


(b) Mechanical Engineering

(B) CART
AICTE has conveyed its extension of approval for Centre of Applied Rural Technology
(CART) of the Institute as Skill Knowledge Provider (SKP) under NSQF Scheme to
conduct the following courses with the intake indicated below for the academic year
2021-22 and 2022-23:-

Courses
i) Four new Certificate level programmes have been started in the session 2022-23 viz.,
Mushroom Technology 2. Plumber 3. Mason 4. Electric Vehicle Service Technician.
ii) The Governing Body has approved the expenditure for all the four programs to be
funded by AADEIs.
iii) Funds of Rs.23 Lakhs for Mushroom Technology has been received.
(a) The funds are likely to be spent by March 2023.
(b) The training to produce a variety of Mushrooms will also be provided.

(C) Successful organization of ‘DST-STUTI Training Program on Advanced


Analytical Techniques’ by the Department of Chemistry
Members of the Academic Council were apprised by Professor Rohit Shrivastav, Head,
Department of Chemistry, about the successful completion of the ‘Training Program on

Advanced Analytical Techniques’, by the Department of Chemistry, under the


‘Synergistic Training program Utilizing the Scientific and Technological Infrastructure
(STUTI)’ Scheme of Department of Science & Technology (DST), Govt. of India. This
Programme was conducted in collaboration with IIT Gandhi Nagar, from September 24-
30, 2022. Participants were drawn from different institutions across the country and
included Scientists, Post-Doc. Fellows and Ph.D. scholars. The seven-day program
comprised series of Invited Talks, delivered by eminent scientists and experts from the
industry, along with interactive Laboratory Sessions. It was inaugurated by Professor
Ajay Taneja, Pro-Vice Chancellor, Dr. Bhimrao Ambedkar University, Agra. In his
speech, he stressed the need of more such training programmes in the country for the
benefit of young researchers. The goal of this Training Programme was to bring
together participants from many disciplines and raise awareness on the use of
sophisticated instruments and characterization tools. It offered many opportunities to
the participating audience to interact with academicians and experts and design
appropriate strategies for their research work and implement them. The Training
Programme owes its success to the hard work put in by the entire staff, research
scholars and student volunteers of the Department of Chemistry, all of who worked as a
cohesive team.

(D) N.S.S. Activities

N.S.S. Activities [Winter Camp-2022 (18-24 December)]

Students studying in the ongoing First Semester of all the courses including class 1 to 12,
Under-graduate, Post-graduate and even the Ph.D. Scholars of the Institute will
participate in the various activities i.e. N.S.S, and N.C.C. Training camp, Scout & Guide
camp, Sculpture camp etc. in the Winter Camp to be organised by N.S.S. from 18
December to 24th December 2022. The objectives of the Camp are to create awareness
about the various activities among the students of various classes, facilitate them
opportunity to expose their talent of art hidden in them, develop their self-confidence,
encourage them to use and spend their winter vacation with the positive approach and
mainly to make them able to understand the importance of labour and prepare them to
come forward for the development of their Institutions, Society and ultimately for the
development of the Nation.

Under National Service Scheme several activities i.e. cleaning alongwith awareness
programmes, social survey etc. will be organised from 7.00 a.m. to 1.00 p.m. in the
nearby villages followed by culture activities up to 5.00 p.m. by the participation of about
3 thousand students. Various competitions for the students will be organised on each day
of the Camp. Talk of the experts of several fields i.e. Health, Women Empowerment, Skill
India, Traffic Security etc. will be organised on daily basis in the Camp. A team of
volunteers will also go to Agra Cantt., Railway Station and Mariam’s Tomb, Sikandara
and contribute for cleaning. For the students of B.Ed., D.L.Ed. and P.S.T. of the Faculty of
Education a six-day Scouting and Guiding Camp will also be organised, in which various
competitions i.e. cleanliness of environment, poster making, cultural competitions, tent
pitching, food preparation etc. will be held. The cadets of N.C.C. will help the students to
learn physical training and march past at various places.

(E) Department of Music

A major research project entitled ‘Effect of music on psycho - social stress of prisoners,
was sanctioned by UGC at the total amount of Rs.9,00,000/-. This was first of its kind
worldwide. As an outcome of this project 3 prisoners were given payroll in Central Jail,
Agra.

(F) Solar Energy

A Solar Power plant of 25 kWp is proposed to be installed at Anupam Upvan. It will be an


elevated SPV power plant with adequate energy storage. The classes may be planned
beneath the SPV structure. It will serve the energy requirements of the classroom and
any other related activity. The surplus power may be used for the local needs of Anupam
Upvan. The funds for the same were approved.

(G) Department of Psychology

Prof. Kamaljeet Sandhu was sanctioned a major project by ICSSR which has a Bio-
Psycho- Social relevance. The objective of the study was to explore metacognitive
thinking and aggression of jail inmates having suicidal ideations and understanding these
variables that have relationship with suicide ideation. Also, the relative contribution of
these variables in determining suicide ideation amongst the jail inmates is explored.
Some of the physiological measures like Blood group, vitamins(B12 and D) and oxytocin
also are important in controlling our thoughts and ideations. Therefore, the dynamics and
association of these variables is also investigated. Research is always useful with some
corrective measures, so controlling metacognitive thinking and aggression and controlling
suicidal ideations psychological intervention of cognitive restructuring through reading
scriptures and then deriving an assistance programme is a vital contribution to the field.

(H) NABARD
DEI had submitted 18 training proposals to NABARD (National Agricultural Bank and
Rural Development), out of which 4 projects have been sanctioned in which Prof. Parul
Bhatnagar is Coordinator. They have identified Villages in the rural zone close to
Dayalbagh which include Lalgarhi, Khaspur, Nagla Talphi, and Sikanderpur.

They have training projects for INR 3L for 15 days each, to train a total of 90 rural SHG
females, from Agra District. The programs include;
(a) Natural dyes an emerging eco-friendly solution for environment & sustainability
(b) Tailoring Designer Cloth
(c) Recycling of paper waste

1. The minutes of the last meetings of the Academic Council of the Dayalbagh
Educational Institute (Deemed to be University) held on 24.6.2022, 6.11.2022 &
9.11.2022 were confirmed.
2(a). Considered the proposal of Head, Department of Electrical Engineering & Dean,
Faculty of Engineering for the following-
(i) To shift course no. EEM 719 VLSI Design Techniques, an elective currently
being offered at VII semester, to VI semester for students of Electrical and
Electronics Specialization.

(ii) To introduce a Lab course titled “VLSI Design Lab” at VI semester.

Resolved that the following changes be and are hereby approved and this
will be treated as Ex-Post Facto approval:-

(i) The course No. EEM 719 will now be offered at VI semester as EEM 613.

(ii) A new lab course EEM 614 VLSI Design Lab will also be offered in the VI
semester to match the credits of other electives.

(iii) These courses will be open to both Mainstream Electrical and Electronics
stream students.

(iv) The course to be offered in the place of EEM 719 will be processed through
Department Board of Studies.

This will be implemented from current semester (even semester of session


2022-23).

2(b). Considered the proposal of Coordinator, B.Tech. Agriculture Engineering, Faculty


of Engineering for approval of syllabi/course curriculum of B.Tech. Agricultural
Engineering for VI, VII & VIII Semesters from the current session. (Appendix-I)
Resolved that the syllabi/courses of B.Tech. Agricultural Engineering for VI,
VII & VIII Semesters be and are hereby approved from the current academic
session.

3. Considered the following:-

(i) the proposal of the Dean, Faculty of Arts for approval of syllabi of the first
and second semesters of B.A Programme to be implemented from the current
ongoing session 2022-23. (Appendix-II)

(ii) the proposal of the Dean, Faculty of Commerce for approval of syllabi of the
first and second semesters of B.Com Programme to be implemented from the
current ongoing session 2022-23. (Appendix-III)

(iii) the proposal of the Dean, Faculty of Science for approval of syllabi from
first to sixth semester of B.Sc Programme to be implemented from the current
ongoing session 2022-23. (Appendix-IV)

(iv) the proposal of the Dean, Faculty of Social Sciences for approval of syllabi
of the first and second semesters of B.A (Social Science) and that of BBM
Programme (Regular / Retail) from first to sixth semester to be implemented from
the current ongoing session 2022-23. (Appendix-V)

Resolved that from amongst the above proposals, the curriculum for
ongoing odd semester of each course for session 2022-23, be and are hereby
approved, subject to the condition that their even semester curriculum are
mapped according to NEP 2020.

4. Considered the Proposal of Dr. Parul Bhatnagar, Coordinator, Textiles, Distance


Education along with recommendatory note of Coordinator, Distance Education
Programme for starting of 3 Standalone Modules consisting of three modules
namely Block Printing, Tie-Dye, Screen Printing & Corel Draw at Vishakhapatnam,
Andhra Pradesh on self-financing basis at the consolidated fee of 5000/- for 540
hrs. i.e. for the entire duration of the course.

Resolved that the proposal as above be and is hereby approved.

5. Considered the proposal of the Incharge, CART for approval of complete syllabi of
the following Modular Programmes:- (Appendix-VI)
(i) Mushroom Technology
(ii) Mason
(iii) Plumber
(iv) Electric Vehicle Service Technician

Resolved that the syllabi of the above stated modular progammes be and
are hereby approved.

6. Considered the Proposal of Head, Department of Psychology, Faculty of Social


Sciences for adding Cognitive Science with the name of Department as
“Department of Psychology and Cognitive Science”.

The Members expressed their opinion that a curriculum development


workshop with the Faculty of Science (for B.Sc. Cognitive Science) be conducted
and be reported to the Academic Council.
Resolved that name of the Department will not be changed.

7. Considered the proposal of Dean, Students Affairs based on NEP-2020 for


Apprentice Training Programme for-
a) Identifying needs of students
b) Exploring opportunities
c) Build contacts
Resolved that the apprenticeship training can happen in 5 different formats.
Faculties will have a flexibility to choose a format for apprenticeship training
provided and they are expected to give the justification for the same.

8. The Academic Council noted the minutes of the Standing Committee of the
Academic Council dated 8-8-2022 & 2-9-2022. (Appendix-VII)

Any other Items


1. Members were apprised that Prof Sant Prakash (Zoology) and Prof. Gunjan
Agrawal (Mathematics) were initially dismissed from the service of the Institute
w.e.f. 27-8-2022 as a result of disciplinary action but subsequently their
punishment was mitigated as Compulsory Retirement with 2/3rd retiral benefits in
accordance with the CCS (Pension) Rules. They were granted full opportunity of
hearing and were called on 25-10-2022 by the Committee for personal hearing
even after the filing of the Writ Petition. It will not be out of place to mention that
Professor Gunjan Agrawal had submitted that she was not well. So, the competent
authority had even sent the doctors on 21-10-2022 and 25-10-2022 with fully
equipped ambulance and proper medical assistance was granted to her. She was
treated effectively for her high blood pressure malady.

Today itself i.e on 10-12-2022, a medical team comprising of 4 Doctors viz (1)
Dr. S.K. Satsangi, (2) Dr. Arun Gupta, (3) Dr. Gopi Chand Gupta and (4) Dr. S.K
Nayyar visited the residence of Ex-Professor Gunjan Agrawal to enquire about her
health issues but she conveyed to them that she has no medical problem and she
is perfectly alright.

The members also noted that both the above two ex-teacher have already filed
the Writ Petition before the Hon’ble High Court Allahabad against the Institute
which is being defended by the Institute.

Resolved that the aforesaid facts as narrated above be and are hereby
taken on record with a view that despite giving full opportunity of hearing through
personal appearance to both the above ex-teachers viz Prof. Gunjan Agrawal and
Prof. Sant Prakash, they did not turn up and no further opportunity of hearing
shall be given to both the above ex-teachers and the decision of the Hon’ble Court
shall prevail.

Resolved further that a committee consisting of the following members be


and is hereby constituted to independently evaluate the credibility of research
work, publications and impact factor citation of the published work of Ms. Raag
Saluja:-
(1) Prof. Pami Dua, Director, Delhi School of Economics, University of Delhi
(2) Prof. P. K. Kalra, IIT, Delhi
(3) Prof. Huzur Saran (IIT, Delhi)

The members have also noted that Prof. Alka Prakash being the senior most
Professor in the Department of Zoology, was given the charge of Officiating Head
of the Department of Zoology on suspension of Prof. Sant Prakash but
subsequently this officiating charge was withdrawn due to administrative conflict.

Resolved unanimously that without prejudice, Prof. Alka Prakash be and is


hereby appointed as Acting Head of the Department of Zoology till the final order
of the Hon’ble High Court arrives in the Writ Petition filed by the former Head of
the Department, Prof. Sant Prakash. This shall be reviewed after the final outcome
of the legal case.

2. The members discussed at length about the facility of undertaking the online
courses from UGC recognized online portals such as MOOC, NPTEL, SWAYAM etc.
which the students may undertake up to 40% of the total courses of the
respective programme and credits so earned are also reflected upon the
marksheet of the students.

Resolved unanimously that the Departments where teaching vacancies are


falling short, the students may be encouraged to undertake similar courses
according to approved curriculum of the concerned programme of the Institute
from the above online recognized portals.

Resolved further that a committee under the chairmanship of Prof. P.K


Kalra, IIT Delhi be and is hereby formed for mapping the courses of the Institute
with the courses offered by the aforesaid online portals for the convenience of the
students. Prof. P.K Kalra may co-opt any of the members of his choice.

3. Considered that SWAYAM-MOOCs course entitled “Community Engagement &


Social Responsibility”, which is being offered by University Grants Commission,
National Coordinator (NC). Dayalbagh Educational Institute is the host
Institute/parent Institute for this course. This course has been divided into the
following four quadrants:
(i) E-tutorial
(ii) e-content
(iii) Discussion Forum
(iv) Self-Assessment

Details: The course has two credits, one credit for theory and the other one for
field work. The course will run from January, 2023 on SWAYAM platform. This is
an elective course and the beneficiaries are under-graduate and post-graduate
students. The duration of the course is of 10 weeks. It has 100 marks, out of
which 30 marks are for internal evaluation and 70 marks are for external
evaluation. External examination will be conducted by National Testing Agency in
online mode as per the guidelines of National Coordinator.

Resolved that the course as above be and is hereby approved.

The meeting ended with a vote of thanks to the Chair.
