1. PURPOSE
This procedure aims to guide how to identify, prevent potential and respond to emergencies and their possible
impacts.
2. SCOPE
This procedure includes steps in dealing with natural disasters in order to anticipate casualties.
3. REFERENCE

4. DEFINITION
4.1 Emergencies : Conditions where there are materials or activities outside of control that have
. an impact on the work environment.
4.2 Emergency : The team responsible for handling emergencies, where the structure and
. Response Team responsibilities of the team are determined by the company leadership.
5. RESPONSIBILITY
5.1. Emergency Response Team Leader
- As the coordinating centre for emergency control and ensuring the readiness of the entire team
- carry out preventive measures against potential emergencies
- Communicating to QHSE officers, Security, Department Leaders and their superiors
- Asking relevant outside parties for help if needed
- Have the authority and responsibility to control emergency situations until normal conditions return
- Dealing with emergencies that occur so that the impact does not spread and does not cause human
casualties, property losses, damage or pollute the environment
- Reporting to internal company (GMD Dept. Head and Top Management)
- Evacuating employees to a predetermined place
- Performing the first treatment in an emergency
- Show to the scene and assist the emergency team handling
- Restoring the working environment, due to an emergency
- Carry out an evaluation of the emergency response carried out

- Coordinate fire prevention at work sites (e.g. ensuring extinguishing equipment in high risk jobs)
- Provide information according to the emergency plan in the event of a fire
- Coordinate firefighting in the event of a fire at the work site
- Help extinguishing fires when there is a fire on site
- Provide incident reports in the event of a fire to the leadership and the Dept. GMD

- Ensure that all employees who enter when an emergency occurs have left the work area
- Attending/registering employees in the evacuation area, and if there are personnel who are not
present, a re-search is carried out and or reports to the evacuation coordinator in the evacuation area
for search assistance.

6. PROCEDURE DESCRIPTION
6.1. Identification of emergencies
All Department Heads together with OHS Experts must identify each emergency situation appropriately.
Records of assessments should always be kept.

b Reported Information
Personnel discovering an emergency need to report the following:
- PROBLEMS that occur,
- LOCATION, it is explained the place where the assistance is needed,
- TYPES OF ASSISTANCE REQUIRED, firefighting teams and facilities or other types of
emergency.
c Emergency response
- Report recipients (ERT) identify emergencies that arise both from the results of reporting and
emergency equipment (alarms, smoke detectors, etc.)
- Handle emergencies that occur according to their type. With reference to: (1). Fire Management
Standards; (2) Earthquake Handling Standards; (3). First Aid Procedure; (4) etc.
- If the results of the emergency handling carried out are not handled internally, the emergency
coordinator requests assistance from external parties in accordance with the emergency situation.
d Emergency Recovery
After the emergency situation is handled, ERT and related departments carry out on-site recovery,
including:
- Investigation and evaluation of: (a) Damage to physical facilities (factory equipment, buildings and
others) is handled by involving all related work units; (b) Employees who are affected by
emergency events, the handling is carried out by the First Aid Section of the ERT team, HR and
HSE Section; (c) Damage to the environment around the scene, the handling is carried out by the
Department of Maintenance and the Department of Home Affairs and other work units.
- Planning for repair and reconstruction of damaged physical facilities, the handling is carried out by
a team appointed based on the Decree of the Board of Directors and adjusted to the needs and
scope of work
- Rehabilitation of employees affected by emergency events includes: (a) Medical treatment is
carried out under the supervision of a referral hospital doctor; (b). Psychological treatment /
counseling will be carried out under the supervision of the HR Department; (c). Temporary rest for
employees (due to trauma) will be carried out under the supervision of the HR Department
- The ERT team leader must make a report to the Management/Directors regarding the recovery
efforts that have been carried out.
