Collaboration and Coordination in the
workplace is one of the biggest factors that
contribute to the success of an organization,
government agencies as well as of any
business or company. The essence of an
organization is collaboration, as opposed to
individuals working on their own. Although there
are obstacles in the process still collaboration
and coordination brings meaning and add value
to the way team members perceive their job.
Because of this, they feel good about what they
do. The sense of team spirit is felt most strongly
when victories can be shared.

Definition of Terms:

COLLABORATION – is said to take place when two individuals or a group of


people work together towards achieving a common goal by sharing their ideas
and skills. It can happen in traditional as well as virtual teams. With
advancements in technology, using cloud-based programs to share files and
communicate has become common place.

COLLABORATION – is a working practice whereby individuals work together


to a common purpose to achieve business benefit.

INTER-AGENCY – involving or representing two or more agencies, especially


government agencies.

COORDINATION – The synchronization and integration of activities,


responsibilities and command and control structures to ensure that the
resources of an are used most efficiency in pursuit of the specified in pursuit of
the specified objectives.

Concept of Collaboration:

Awareness – We become part of a working entity with a shared purpose.

Motivation – We drive to gain consensus in problem solving or development.

Self-synchronization – We decide as individuals when things need to happen.

Participation – We participate in collaboration and we expect others to


participate.

Mediation – We negotiate and we collaborate together and find a middle point.

Reciprocity – We share and we expect sharing in return through reciprocity.

Reflection – We think and we consider alternatives.

Engagement – We proactively engage rather than wait and see.

Difference between Collaboration and Coordination

Collaboration is defined as: “the action of working with someone to produce or


create something”. This is two or more people working together to achieve a
common goal/ The activities can be done together separately, but the
separation between the two is usually dynamic in nature. This means the
exchange of information takes place on a regular basis in order to know the real
time effects of the work on each particular subgroup.

Coordination is defined as: “the organization of the different elements of a


complex body or activity so as to enable them to work together effectively”.
Coordination is again two or more people working together to achieve a
common goal. In this particular instance, these activities are ‘siloed’ into
smaller, distinct groups. When these groups are complete and ready, they are
then brought together to fit into a new assembly or whole.

Police Operation Revised 2013

A. RULE 4. PRE-OPERATIONAL CLEARANCE

No police operation shall be conducted without the approval of the


Chief/Command/Head of the concerned Police Unit/Office. A pre-
operational clearance shall be filed by the Team Leader of the operating
team/s prior to the conduct of the operation and shall be approved by the
concerned Police Unit Commander. This clearance shall be submitted
to the operations section/division of the concerned police unit for record
purposes.

B. RULE 5. INTER-UNIT COORDINATION

Personal Coordination or by Official Representative

Team Leader/s (TL) of local police units operating outside their territorial
jurisdication and National Support Units (NSUs) shall coordinate,
personally or through an official representative, with the Police Regional,
Provincial or City Police Office within whose jurisdiction the operation is
to be conducted.

Coordination by Filing Coordination Form

Prior to the launching of the operation, except in cases where the formal
(in writing) inter-unit coordination cannot be made due to the nature
and/or urgency of the situation such as, but not limited to, cross-

jurisdictional pursuit operations, coordination should be made formally
using the prescribed Coordination Form, which shall be filed with the
concerned operation center of the Police Regional, Provincial or City
Office.

Coordination by Practical/Available Means of Communication

In cases where formal inter-unit coordination is not feasible, the Police


Unit concerned shall endeavor to notify the territorial police office
through any practical/available means of communication such as radio,
cellphone at anytime during the operation and, if not possible, shall
accomplish and furnish the territorial Police Office a written incident
report immediately after the termination of the operation not later than
twenty four (24) hours.

REVISED PNP MANUAL ON ANTI-ILLEGAL DRUGS OPERATIONS AND


INVESTIGATION

Section 2-2 Inter – Unit Coordinaton

- PNP Units, prior to any anti-illegal drugs operations shall, as far as


practicable, coordinate with the Philippine Drug Enforcement
Agency. Pre-Operation and records purposes

- In any case, PNP Anti-Illegal Drugs Units shall coordinate/inform the


PDEA of anti-illegal drugs operations within 24 hours from the time
of the actual custody of the suspects or seizure of said drugs and
substances as well as paraphernalia and transport equipment used
in illegal activities involving illegal drugs and/or substances and shall
regularly update the PDEA on the status of cases involving said anti-
illegal drugs operations (Section 86 (a) IRR RA 9165). The word “As
fas as practicable” as stated in Section 86, IRR, RA 9165, means that
prior coordination with PDEA may be done, practiced or
accomplished when feasible and possible to be performed.

RESTRICTED exceptions. The following instances, among others,
are deemed not practicable for prior coordination:

a. In remote places where coordination is not possible;

b. When coordination will compromise the lives of police operatives,


informants and witnessed, involved in anti-illegal drugs
operations;

c. When coordination will prejudice the apprehension of drug


suspects and confiscation of illegal drugs and Controlled
Precursors and Essential Chemicals (CPECs);

d. When prior coordination will compromise the entire police


operation. (Note: In the above instances, post coordination shall
be made in lieu of prior coordination).

COORDINATION SKILLS:

Skills of coordinating include the capacity to organize one’s own work and to
link it with the overall workflow. Coordinating includes attending to several
activities simultaneously, prioritizing and switching priorities as necessary. It
includes interweaving your work programed with the work streams of others.
And it includes dealing with unexpected crises, obstacles or interruptions, then
efficiently getting the work back on track, preventing further crises.
Spotlight identified three forms of coordination:

1. Sequencing and combining your own activities – capacity to organize


your work by prioritizing, switching and refocusing attention, and
combining and linking activities.
2. Interweaving activities collectively – capacity to follow up tasks, follow
through on undertakings and interlink activities with those of colleages
3. Maintaining and/or restoring workflow – capacity to maintain, balance or
restore workflow, deal with emergencies, overcome obstacles, or help
put things back on track.

DSWD

Formulates policies and plans which provide direction to intermediaries


and other implementers in the development and delivery of social
welfare and development services.

Develops and enriches existing programs and services for specific
groups, such as children and youth, women, family and communities,
solo parents, older persons and Persons with Disabilities (PWDs);

Registers, licenses and accredits individuals , agencies and


organizations engaged in social welfare and development services, sets
standards and monitors the empowerment and compliance to these
standards.

Provides technical assistance and capability building to intermediaries;


and

Provides social protection of the poor, vulnerable and disadvantaged


sector,
DSWD also gives augmentation funds to local government units so these
could deliver SWD services to depressed municipalities and barangays
and provide protective services to individuals, families and communities
in crisis situation.

BUREAU OF FIRE PROTECTION

The Bureau of Fire Protection was created by virtue of RA 6975 primarily


to perform the following functions:

1. Be responsible for the prevention and suppression of all destructive


fires on:
Building, houses and other structures; Forest;
Land transportation vehicles and equipment;
Ships and vessels docked at piers or wharves anchored in major sea
ports;
Petroleum industry installations;
Plane crashes; and
Other similar activities.

2. Be responsible for the enforcement of the Fire Code of the


Philippines (PD 1185 other related laws:
3. Shall have the power to investigate all causes of fires and if
necessary, file the proper complaint with the city or provincial
prosecutor who has jurisdiction over the case;
4. In the time of national emergency, all elements of the BFP shall upon
direction of the President, assist the AFP in meeting the national
emergency.

BJMP

Bureau of Jail Management and Penology is an attached agency of the


Department of the Interior and Local Government mandated to direct,
supervise and control the administration and operation of all district city
and municipal jails in the Philippines with pronged tasks of safekeeping
and development of its inmates.

DENR

As provided for under Section 4 of E.O. 192, the DENR is mandated to


be the primary government agency responsible for the conservation,
management, development and proper use of the country’s environment
and natural resources, including those in reservations, watershed areas
and lands of the public domain, as well as the licensing and regulation
of all natural resources utilization as may be provided by law in order to
ensure equitable sharing of the benefits derived there from for the
welfare of the present and future generations of Filipinos.

Based on the above mandate, the DENR envisions to pass on to


Filipinos a renewed hope in people’s ability to chart a new direction for
development and a legacy of a self-sustaining environment, mindful of
people’s rights to a life of dignity.

NBI

The National Bureau of Investigation is an agency of the Philippine


government under the Department of Justice, responsible for handling
and solving major high profile cases that are in the interest of the nation.

The Philippine’s Coconut Authority is an agency of the Philippine


government under the Office of the President (from 1987 to 2014, under
the Department of Agriculture) responsible of developing the coconut
and other palm oil industry to its full potential in line with the new vision
of a united, globally competitive and efficient industry.

The commission on Elections is one of the three constituted


commissions of the Philippines. Its principal role is to enforce all laws
and regulations relative to the conduct of elections in the Philippine.

PHILIPPINE DISASTER COORDINATING COUNCIL

Has the primary tasks of coordinating the activities and functions of


various government agencies and instrumentalities, private institutions
and civic organizations for the protection and preservation of life and
property during emergencies.
