On behalf of the Tamil Nadu Dr. Ambedkar Law University, it is my pleasure to


welcome all of you to the law colleges affiliated to this University. The Tamil Nadu
Dr.Ambedkar Law University is the premier institution and has given affiliation to 15
Government Law Colleges and 2 Private Law Colleges in the State of Tamil Nadu. The
University along with the affiliated law colleges is serving the aspirations of thousands of
young legal minds and future ambassadors to learn law with multi-disciplinary value and
contribute immensely to create a harmonious society.

Now-a-days, law colleges are imparting quality legal education compared to


previous era along with maintaining high discipline inside the campus. The 15
Government Law Colleges and 2 Private law Colleges are competing with one another to
provide good and standard education to the students of urban and rural background, by
which at present legal education reaches even to the remote villages also which has been
witnessed as a greatest social change. Moreover, it is a welcoming trend that the parents of
very remote villages are willing to admit their wards in University and Government law
Colleges with the great confidence that they can get quality education in Government law
colleges also.

The Tamil Nadu Dr. Ambedkar Law University, Chennai the first full fledged sui
generis Law University in Asia, offering Legal Education, was established by the Tamil Nadu
Dr.Ambedkar Law University Act of 1996. It was inaugurated by His Excellency Shri.
K.R.Narayanan, the then President of India, on September 9, 1997. The School of Excellence in
Law of this University, offers 5 year B.A.LL.B. (Hons.), 5 year B.Com.LL.B.(Hons.), 5 year
B.B.A.LL.B.(Hons.), 5 year B.C.A.LL.B.(Hons.) and 3 year LL.B.(Hons.) Degree Courses and is
odeled on the lines of other National Law Schools in the country. The Post-Graduate and
Research Centre of this University offers Master of Law (LL.M. Degree Courses) under the
CBCS pattern in nine different specializations and provides opportunity to pursue research
in diverse areas of Law.

The Law University is located at “Poompozhil” Raja Annamalaipuram, Chennai on


the banks of Adyar River. The Government of Tamil Nadu have allotted 15 acres of land with
the financial grant of Rs.59.27 crores to the Tamil Nadu Dr.Ambedkar Law University for
construction of a new campus with technologically advanced, well-equipped and modern
infrastructural facilities. The new campus has Administrative Block, U.G. and P.G. Blocks,
Library, Women‟s Hostel etc. While the administrative affairs of the University has been
functioning in the Poompozhil campus, the academic activities offered in the School of
Excellence in Law has started functioning from the new campus from 22.02.2016. The
University is recognized by the UGC, under Sections 2(f) and 12(B) of the UGC Act and is
also a member of the Association of Indian Universities and the Indian Institute of Public
Administration, New Delhi. The University encourages Research in various subjects related

I. DURATION OF THE PROGRAMME:
The duration of the 5 Year B.A.LL.B. Degree Course offered in the Thirteen
Government Law Colleges affiliated to the Law University is Five Academic Years.
Note: No Degree shall be awarded for candidates at intermediate stage of integrated double
degree course (as per Sec.13, Chapter II of the Bar Council of India Rules, 2009).

5 Year Under Graduate Law Course (B.A., LL.B) and Post Graduate Law Course (L.L.M) are
being conducted in the Chennai Dr. Ambedkar Government Law College, Pudupakkam.
More than 50,000 Law books, Law journals, Library with E-zone and Computer facility, an
Air conditioned Auditorium with a seating capacity of 1000 persons and various play
grounds are available in this college.
241 seats have been sanctioned in the first year of the 5 year Law Course. There is a separate
section for Tamil Medium.
Men‟s Hostel and Women‟s Hostel with a capacity of 200 each are available in this college.
Admissions to the Hostels are being made as per the communal reservation prescribed by
the Government.

2) Government Law College, Madurai.

Government Law College, Madurai was established in the year 1974 and the said college is
located within the 5 acres of land at Thallakkulam, Madurai.

acres of land at the rear side of Meenakshi Women‟s Government College for Arts and

Government Law College Thiruchirappalli was established in the year 1979 and the said

9) Government Law College, Dharmapuri.

Government Law College, Dharmapuri was established in the year 2017 and the said college
is located within the 7 acres of land at Baisuhalli village, Karimangalam Taluk, Dharmapuri.

10) Government Law College, Ramanathapuram.

Government Law College, Ramanathapuram was established in the year 2017 and the said
college is temporarily housed at Government High School campus at Perunkulam,
Ramanathapuram District. Construction of a permanent building along with Hostels for
Men and Women are nearing completion and the said buildings are located within the 10
acres of land at kuthakottai village.

3 Year Under Graduate Law Course (LL.B), 5 Year Under Graduate Law Course (B.A.LL.B)
and Post Graduate Law Course (LL.M) are being conducted in the Government Law
College, Ramanathapuram.

There are 80 seats sanctioned in the first year for 3 year LL.B. Law Degree Course and 80

11) Government Law College, Salem.

Government Law College, Salem was established in the year 2019 and the said college is
temporarily housed at District Educational Office Campus, Maniyanoor, Salem District near
the south Tahsildhar Office. Construction of a permanent building for the Government Law
College, Salem along with men and women hostels are nearing completion and the said
buildings are located within the 5.99.5 Hectare in Kadathur Agraharam Village and about
1.42.0 in Rakkipatti Village at Salem south taluk, Salem District.

3 Year Under Graduate Law Course (LL.B) and 5 Year Under Graduate Law Course
(B.A.LL.B) are being conducted in the Government Law College, Salem.

There are 80 seats sanctioned in the first year for 3 year LL.B. Law Degree Course and 80
seats sanctioned in the first year for the 5 year B.A.LL.B. Law Degree Course.

12) Government Law College, Namakkal.

Government Law College, Namakkal was established in the year 2019 and the said college is
temporarily housed at the Tansi Showroom building located at No.12, Trichy Road,
Namakkal, Namakkal District. A permanent building for the Government Law College,
Namakkal along with men and women hostels are being constructed in a land of about
6.07.5 Hectare in Master Plan Complex, Siluvampatti village, Namakkal. At present, there is
no Hostel facility for Men and Women students.

3 Year Under Graduate Law Course (LL.B) and 5 Year Under Graduate Law Course
(B.A.LL.B) are being conducted in the Government Law College, Namakkal.

There are 80 seats sanctioned in the first year for 3 year LL.B. Law Degree Course and 80
seats sanctioned in the first year for the 5 year B.A.LL.B. Law Degree Course.

Government Law College, Theni was established in the year 2019 and the said college is
located within the 14 Acres of land at Thappukundu village, Theni taluk and District.

Government Law College, Karaikudi has been started from 2022 and the said college is
temporarily housed at the the Karaikudi Alagappa Chettiyar Government Engineering
College Campus. Lands for the construction of a permanent building along with Hostels for
Men and Women have been identified and action has been taken to construct the said
buildings. At present, there is no Hostel facility for Men and Women students.

3 Year Under Graduate Law Course (LL.B) and 5 Year Under Graduate Law Course
(B.A.LL.B) are to be conducted in the Government Law College, Karaikudi.

There are 80 seats sanctioned for 3 year LL.B. Law Degree Course and 80 seats sanctioned in
the first year for the 5 year B.A.LL.B. Law Degree Course.

15) Saraswathy Law College (Private), Tindivanam.

Saraswati Law College (Private) has started its functioning from the Academic Year 2018-
2019, is located in Olakkur, Tindivanam Taluk, Villupuram District with hostel facilities for
both boys & girls.

Out of the total sanctioned strength for 3 Year and 5 Year Law Degree Courses (60 seats in
each course), 65 Percentage of seats in each course i.e. 39 seats have been filled by the
University as Government Quota and the remaining 35 Percentage of seats in each course
i.e. 21 seats can be filled by College Management.

III. ELIGIBILITY CRITERIA FOR ADMISSION:


The eligibility criteria for admission is as per the Bar Council of India Regulations-
2009 and State Government Norms. The eligibility norms as prescribed by the University
and approved by the Syndicate are as follows:
(a) Educational Qualification: Candidates should have passed Higher Secondary (10+2)
examinations and should have secured not less than 45% of marks (in aggregate).
Candidates belonging to SC/ST communities should have secured 40% of marks in
aggregate in the qualifying degree course.
(b) As per G.O.(Ms.) No.418, Law (LS) Department, dated 03.07.2012, on the basis of
merit list 4% of the total seats have been allotted to the Higher Secondary Course
(+2) Vocational Stream candidates.
(c) No age limit for Admission.

(d) Candidates having Diploma/ITI qualification instead of Higher Secondary Course


(+2) are ineligible.
(The above state of law regarding the eligibility criteria are in accordance with the Bar Council of India
Rules of Legal Education, 2008 and W.P. No. 15278 of 2019 dated 24.07.2019, W.P. No. 31161 of
2019 dated 19-08-2020, W.P. No. 31043 of 2017 dated 13.03.2018, W.P. No. 7094 of 2021 dated

(2) The applicants who have obtained 10, +2 directly without having any basic
qualification are not eligible for admission to the law courses.

IV. MODE OF SELECTION:


(i) Candidates applying for admission to the above mentioned Government Law
Colleges will be ranked according to the marks obtained by them in the qualifying
examinations and on the basis of communal and special reservations.
(ii) Selection will be based on “The percentage of marks obtained by the candidates in
the +2 Examinations, in aggregate of all the Subjects excluding Languages”. The
marks obtained by the student in the 10, +2 examinations in the first attempt alone
will be taken into account for ranking purpose and the marks obtained by the
candidate by way of improvement examinations shall not be taken into account.

RESOLVING TIE:
In case of a “TIE” (where more than one candidate scores same marks in the qualifying
examination) the following order of priority shall be followed to determine the rank of the

Note: Canvassing in any form is strictly prohibited. Anybody who tries to bring influence
on the Members of the Faculty or Professors in-charge of the Admission or other
Officers of the University will lose the chance of getting admission.

NORMALISATION PROCESS:
Since, the marks obtained by the candidates in the qualifying examination excluding
languages being taken into account and since the qualifying examinations are being
conducted by various Boards or Authority, the marks obtained by the candidates of
various Boards or Authority shall be equated by the marks obtained by the candidates in
the same subjects in the qualifying examination conducted by the State Board by adopting
the method of normalization. In this process the highest mark obtained by the students of
various Boards in each subject shall be equated to the highest marks obtained by the
students of State Board in that subject and the relative marks obtained by other students in
the subject shall be determined accordingly.

Illustration: If the highest marks secured by the student of State Board in Physics is 100
and the highest mark secured by a student of any other Board in the same subject is 90,
both the highest marks will be considered to be equal to 100. If a student of the other
Board secures 60 marks in Physics when the first mark in Physics in the same Board is 90,
the 60 marks will be considered to be equal to 66.66 marks as arrived at below:

Communal reservation and reservation for special categories as prescribed by the
Government of Tamil Nadu from time to time will be followed for selection of candidates.

Community Certificate:
Candidates seeking admission against communal reservation should obtain the
certificates of their social status issued by the competent authority in the prescribed
Permanent Community Card in Tamil Nadu and enclose aself-attested photocopy of the
same along with the application form.
The candidates shall submit the Original Community Certificate issued by the
competent authority as per G.O. Ms.No.781 (Revenue Department), dated 02.05.1988, during
the counselling session for verification.

Candidates belonging to Konda Reddy Community shall submit their Community


Certificate, obtained from the competent Revenue Divisional Officers of their respective Districts.
In case of ST candidates, the Community Certificate should have been issued by the
Revenue Divisional Officer/P.A.(General) to the Collector of Chennai/Sub-Collector of the
District concerned (except Chennai) vide Govt. Lr.No.32061/ADWII/89-2, dt:27.12.1989 and
Lr.No.21424/ADWII/94-4, dt: 15.11.1994 from the Secretary to Government, Adi Dravidar
and Tribal Welfare Department, Chennai–9. The Permanent Community Certificate Card for
ST candidates must have been issued by Tahsildars.

In the case of Thottia Naicker including Thozhuva Naicker, Thockalavar, Silavar,


Gollavar, and Rajakambalam, the Community Certificate should have been issued by the
Taluk Headquarters Deputy Tahsildars, vide G.O.Ms.No.26, Backward Classes and Most
Backward Classes Welfare Department, dated 07.06.1996.

In respect of the MBC candidates whose family migrated from one district to another
in the State of Tamil Nadu, the Community Certificate shall be in accordance with the G.O.
issued by the Government in G.O. Ms. No. 95 BC, MBC/DNC Welfare Dept. dated
28.10.2009.
Candidates who have given/submitted the application under communal reservation
shall furnish a self-attested photocopy of Permanent Community Card Certificate.
Candidates who have not furnished a self-attested photocopy of the Permanent

Community Card Certificate at the time of submission of the application will be treated as
belonging to “Open Category” (OC). They are further informed that in the event of such a
decision being taken, the eligibility conditions and rules applicable for candidates under
Open Category will be applicable and if such candidates do not satisfy the rules of „Open
Category‟ (OC), their applications are liable to be rejected. No correspondence in this
connection will be entertained.

SC(O)/SC(A)/ST/MBC & DNC/BC(O)/BC(M) candidates are eligible for selection


under Open Category in addition to the respective reservations provided for them.

The community recorded in the certificate of Tamil Nadu native candidate should
figure in the list of communities approved by the Government of Tamil Nadu mentioned in
separate Annexure.

VI. RESERVATION FOR SPECIAL CATEGORY:


Criteria for allotment of candidates claiming reservation categories are as follows:

The candidates who claim special reservation under Physically Challenged Category
should have Disability of 40% and above and such candidates are required to produce
Medical Certificates from the Medical Board of the district concerned certifying the nature
and extent of disability in percentage. The certificates obtained from an independent
practitioner will not be considered.

VII. 7.5 % Special Internal Reservation for Government School Students:

As per the Orders of the Government of Tamil Nadu [Government Schools Act,
2021 (Act No.14 of 2021, dated 30.08.2021) & G.O. (Ms.) No.167, Higher Education (J2)
Department, dated 31.08.2021], 7.5% Special Internal Reservation provided for Government
School Students those who have studied from 6th to 12th Standard. The candidates who
claim aforesaid Special Reservation should have studied in the specified below mentioned
Schools and such candidates are required to produce the Bonafide Certificate in the
prescribed format (Annexure-X) obtained from the concerned School Head Master/Head
Mistress and Chief Educational Officer.

The following categories of the school are classified as Government schools.
 Government Schools
 Corporation Schools
 Municipal Schools
 Aid Dravida and tribal welfare Schools
 Kallar Reclamation Schools
 Forest Department Schools
 Schools Managed by Government Department

VIII. ADMISSION FOR OTHER STATE CANDIDATES:


The candidates from other States will be considered under Open Category.

IX. PUBLICATION OF RANK LIST:


The applications will be scrutinized and the Rank List will be published in the
Official University‟s website www.tndalu.ac.in.

X. COUNSELLING, ALLOTMENT AND ADMISSION:

(1) Counselling: Counselling Sessions will be conducted only through Online Mode.
The counselling information will be intimated to selected candidates through the
E-Mail (provided by the candidates) and also via SMS to candidates.

 The Candidates are required to submit the scanned copy of all the Original
Certificates through the Online Mode at the counselling session. The Original
Certificates are: (i) Marks Statements of SSLC & HSC (10+12); (ii) Community
Certificate; (iii) Transfer Certificate; (iv) Conduct Certificate and (v) Special Category
Certificate (if applicable).

 The candidates failing to submit the requisite Original Certificates (scanned copy) will
not be permitted to take part in the counselling and will lose the right of admission.

(2) Allotment:
Allotment of seats to the Affiliated Government Law Colleges will be made only
through Online Counselling Session, conducted by the University.

 Allotment of seats will be based on their marks secured in the Qualifying


Examinations.

 Candidates provisionally selected shall be required to surrender the original


certificates to the appropriate Principals of the Affiliated Law Colleges.

 If any information furnished in the application turns to be incorrect, the application


will be rejected.

 Candidates provisionally selected and allotted seat to any one of the Government Law
Colleges shall remit through the Online Mode a sum of Rs.1,620/-(Rupees One
Thousand Six Hundred and Twenty only), payable to the University.

 All the candidates who claim to belong to SC(Arunthathiyar), SC(Others), ST, BC


(Muslims), BC (Others), MBC/DNC Community, but fail to produce the original
community certificate issued by the competent authority during the counselling will
not be considered for allotment.

(3) Admission:
Only those candidates to have attended the counselling session conducted by the
Tamil Nadu Dr.Ambedkar Law University and got allotment will be permitted to join
for admission in the Affiliated Government Law Colleges.

 Those candidates should pay the fee to the University on the date of counselling.
Extension of time for payment of fees will not be granted.

 Tamil Medium of instruction has been made available at the Affiliated


Government Law Colleges located at Chennai, Madurai, Trichirapalli,
Coimbatore, Thirunalveli and Chengalpattu. Candidates‟ alloted in these colleges
may contact the Principal in this regard.

 Admission to the Law Course will be strictly provisional and subject to the
approval of the Tamil Nadu Dr. Ambedkar Law University, Chennai.

XI. RE-ALLOTMENT:

Candidates who are allotted seat to a Law College in the course of the counselling
session based on his/her rank, communal/special reservation, his/her choice and
availability of seats in the Law Colleges, cannot seek re-allotment to any other Law
College.

Eligibility Certificate:
Candidates who have passed the +2 under CBSC/ISE or from States other than
Tamil Nadu, if selected and allotted to any Affiliated Law Colleges will be admitted to the
course only on production of Eligibility Certificate. Eligibility Certificate can be obtained
from the Office of the Registrar, The Tamil Nadu Dr.Ambedkar Law University by
submitting an Application in the prescribed form with a Bank Challan/Demand Draft for a
sum of Rs.1000/- (Rupees One Thousand Only). Candidates from other State need to pay a
sum of Rs.2000/-.

XII. PROHIBITION OF RAGGING:

As per the directions of the Hon‟ble Supreme Court of India, UGC and Tamil Nadu
Prohibition of Ragging Act 1997, ragging is an offence and is banned in all the Colleges.
Anyone indulging in ragging is liable to be punished with rigorous imprisonment upto 3
years, and/or fine upto Rs.25,000/-. Further, they may also be expelled from the College.
Anti-Ragging Committeesare functioning in all the Law Colleges to monitor the situation.
