EXECUTIVE SUMMARY
The area for the construction of drainage systems continuation is Sitio
Cindy's Site, Brgy. Tibag, Tarlac City. After the project is finished, the area will
have a well-designed and effectively functional network of drainage systems. In
reality, the location was bordered by numerous planting fields and trees that could
provide protection from flooding. However, the area is particularly vulnerable to
flooding due to the incomplete drainage system and the nearby bodies of water.
This project proposal was designed for precisely that reason.

The project will definitely lessen the likelihood that flooding in that area will
result in the infestation of diseases like malaria, skin conditions, and dengue that
was experienced by the residents. In addition, if the project is completed
effectively, unanticipated events like getting bitten by a snake and other
occurrences will be avoided. The continuation of drainage systems will result in
ideal conditions that will motivate the locals to live safely. They may also plant
without thinking twice in their backyard. The purpose, therefore, of this project is
to ask for the continuation of the drainage construction. The goal of this project is
to reduce incidents through improving infrastructure, which is in line with the
LGU's thrusts or goals. Therefore, the following are the explicit goals of this
project proposal: to complete the incomplete construction of the drainage system;
help prevent floods, especially in these homes with lower elevations; and ensure
the security of those residing in Tarlac City's Sitio Cindy's Site, Barangay Tibag.

For the expenses, the expected total is approximately 2,076,700. Breaking


this total into chunks, for the pre-implementation period, the needed budget is
27,000. For the implementation period, the budget needed is 2,035,700. Finally, for
the post-implementation period, the budget needed is 14,000. The project is
expected to run for about eight (8) months, starting in the month of December
2022, and expected to end in July 2023.

I. PROJECT SITE

Since then, poor drainage system is one of the many causes of flooding and has been a
problem in our place, Sitio Cindy's Site, Brgy. Tibag, Tarlac City. Although it doesn't result in
casualties, it destroys people's homes and other properties. The unfinished drainage system that
causes the water to flow to homes in lower areas is what makes the flood worse. The flood
experiences of the people served as the gateway of this project proposal to continue the
unfinished drainage construction in this said place.
1.1 MISSION/GOAL: The mission of this plan for the continuation of drainage construction is
to collect and eliminate waste matter in a systematic manner in order to maintain hygienic
conditions in a building. This is in line with the purpose and the fact that drainage is a local
government unit responsibility. The specific objectives of this project are to carry out the
drainage system's unfinished construction, to avoid flooding, especially in these lower-lying
homes, and guarantee the safety of the people living in Sitio Cindy's Site, Barangay Tibag,
Tarlac City.
1.2 STRUCTURE OF THE ORGANIZATION
The following people or offices will be carrying out the plan in order to continue the
drainage work, making this project viable.

Tibag.

Project Partners: Barangay Tibag, the City Government of Tarlac, the DILG Tarlac City, and
the respective offices of the City Planning and Development Office and Tarlac City Engineering
Office will work together to administer the project.
The barangay Tibag council is in responsible of overseeing the safe disposal of waste.
The City Government of Tarlac should permit all required commitments in order to guarantee the
security of the implementation.

II. PROJECT DESCRIPTION

a. BACKGROUND
The Sitio of Cindy's Site, Brgy. Tibag, Tarlac City, is one of the places where more rice
and vegetables are produced. Due to the abundance of trees and bigger plants in the area, the
flood does not last for an extended period of time. However, there are other water bodies like
irrigation systems, fishponds, and companies that produce water all over the area. In addition to
that, the unfinished drainage system makes the place more prone to flood.

Nenita Cunanan, a resident of Sitio Cindy’s Site, and one of those who experienced flood
shared her story. “Yun, pag umulan kahit konti lang, agad na kaming napapasukan ng tubig kasi
mababa talaga dito sa lugar namin. Diyan kasi, sakto sa kanto na yan, dyan lang natapos yung
drainage, hindi na natapos hanggang sa irrigation man lang sana. Ayun, kaya lahat ng tubig
dito napupunta sa banda namin”, Nenita said. I also asked her of her experiences, she said
“Nako, palaging mahapdi paa ko kasi siyempre kailangan kong bumili sa tindahan pag
magluluto, dahil yung asawa ko pumapasok ng maaga. Yun nga, puno ako ng alipunga. Masakit
ah. Minsan pa nga may mga ahas kami na nakikita, siyempre nakakatakot, hindi namin mahuli-
huli. Mahirap.”
Nenita is only one of the numerous locals who encounter uncertainties after a flood.
Knowing that a flood could be harmful, it might put the citizens' health and way of life in peril.
Because of the incomplete drainage, leptospirosis, snake bite, accidents, dengue, property
devastation, and more are all potential repercussions of flooding. These things served as the
gateway of this project proposal to continue what was not finished. Having these experiences of
the residents, we, the planner decided to give a focus on the problem in the unfinished drainage
system which leads to having a flood in that area.
To accomplish this project, the council of barangay Tibag is in charge in making sure that the
disposal of waste is safe. In order to ensure that the implementation is secure, the City
Government of Tarlac should enable all the needed undertakings. Overall, Barangay Tibag, the
City Government of Tarlac, the DILG Tarlac City, and the respective offices of the City
Planning and Development Office and Tarlac City Engineering Office will work together to
administer the project.
b. OVERALL PURPOSE/OBJECTIVE OF THE PROJECT
Purpose: The purpose of this project is to ask the LGU of the continuation of the drainage
construction. The purpose of this project is to reduce incidents through improving infrastructure,
which is in line with the LGU's thrusts or goals.
Therefore, the following are the explicit goals of this project proposal:
a. to complete the incomplete construction of the drainage system;
b. help prevent floods, especially in these homes with lower elevations;
c. to ensure the security of those residing in Tarlac City's Sitio Cindy's Site, Barangay Tibag.
Activities compromising project implementation: In doing so, there will be a consultation of
the community, including the assessment of the drainage. Then, the project plan, including the

engineer designs should be prepared and should be submitted once finalized. There should also
be an approval and an authorization of the LCE to enter into memorandum of agreement
regarding the implementation of the project. After that, another preparation, submission, and
approval of the materials needed in the construction. One of the important parts is the signing of
memorandum of agreement. Once signed, there will occur the transfer of funds. Then, here
comes the implementation of the project. Once done, there is also a need to liquidate all the
expenses.

VI. PROJECT MONITORING


The safety and health in the undertakings shall be ensured at all times during the phase of
construction, this should be monitored by the Tarlac City Engineering Office. The CSO Project
Monitoring Team and the Tarlac City Project Monitoring Committee (TCPMC) of the Municipal
Development are both responsible in monitoring the construction of the drainage in its
implementation phase up to its completion to ensure the appropriateness of construction.
Once completed, the project shall be turned over to Barangay Tibag’s Officials. And
since one from the planner group is currently residing in Sitio Cindy’s Site, he will be
monitoring the condition of the drainage, at least daily to ensure that the collaborative efforts will
not be wasted. And if there is some problem with the condition of the project, he will be
reporting it to the barangay councils.

3. SEWERAGE AND SANITATION PROVISIONS (PLUMBING LAW) EXCERPTS


FROM THE PLUMBING LAW- AN ACT TO REGULATE THE TRADE OF
MASTER PLUMBER, R.A. 1378 (Approved, June 18, 1955)
Sec. 5. The President of the Philippines is hereby authorized to issue rules and regulations
to carry into effect the objectives of this Act, upon recommendation of the Board of
Examiners for Master Plumbers and in consultation with a duly registered national
association of master plumbers, in accordance with the following basic principles, except
in cases where it may prove oppressive or exclusively burdensome to those without
sufficient means and to such buildings, structures or constructions valued at five thousand
pesos or less;
(e) Every building having plumbing fixtures installed and intended for human habitation,
occupancy or use on premises abutting on a street, alley, or easement in which there is a
public sewer shall have a connection with the sewer.
(f) Each family dwelling unit on premises abutting on sewer or with a private sewage-
disposal system shall have, at least, one water closet and kitchen-type sink. It is further
recommended that a lavatory and bathtub or shower shall be installed to meet the basic
requirements of sanitation and personal hygiene. All other structures for human
occupancy or use on premises abutting on a sewer or with a private sewage-disposal
system shall have, at least, one water closet and kitchen-type sink. It is further

(g) Plumbing fixtures shall be made of smooth, non-absorbent material, and shall be free
from concealed fouling surface.
(h) The drainage system shall be designed, constructed, and maintained to guard against
fouling, deposits of solids, and clogging, and with adequate cleanouts so arranged that the
pipes may be readily cleaned.
(i) The piping of the plumbing system shall be of durable materials, free from defective
workmanship and so designed and constructed as to give satisfactory service for its
reasonable expected life.
(j) Each fixture directly connected to the drainage system shall be equipped with a water-
seal trap.
(k) The drainage system shall be designed to provide an adequate circulation of air in
pipes with no danger of siphonage, aspiration, or forcing of trap seals under conditions of
ordinary use.
(l) Each terminal shall extend to the outer air and be so installed as to minimize the
possibilities of clogging and the return of foul air to the building.
(m) The plumbing system shall be subject to such tests as will effectively disclose all
leaks and defects in the work.
(n) No substances which will clog the pipes, produce explosive mixtures, destroy the
pipes or their joints, or interfere unduly with the sewage-disposal process shall be
allowed to enter the building drainage system.
(o) Proper protection shall be provided to prevent contamination of food, water sterile
goods, and similar materials by backflow of sewage. When necessary, the fixture, device
or appliance shall be connected indirectly with the building drainage system.
(p) No water closet or urinal shall be in a room or compartment which is not properly
lighted and ventilated.
(q) If water closets or other plumbing fixtures are installed in building where there is no
sewer within a reasonable distance, suitable provision shall be made for disposing of the
building sewage by some accepted method of treatment and disposal.
( r) Where a plumbing drainage system may be subjected to backflow of sewage, suitable
provision shall be made to prevent its overflow in the building.
(s) Plumbing system shall be maintained in a sanitary and serviceable condition.
(t) All plumbing fixtures shall be so installed regarding spacing as to be reasonably
accessible for their intended use.

(u) Plumbing shall be installed with due regard to the preservation of the strength of
structural members and prevention of damage to walls and other surfaces through fixtures
usage.
(v) Sewage or other waste from a plumbing system which may be deleterious to surface
or subsurface waters shall not be discharged into the ground or into any waterway unless
it has first been rendered innocuous through subjection to some accepted form of
treatment.

time there is a flood. I also asked about her
thoughts on the unfinished drainage. I also
took the opportunity to take some pictures of
the place where the construction of drainage
stopped, and the place that is prone of the
flood.

Today, we met face-to-face right to compile

organized the content of the project proposal,
and we also checked some grammatical errors.
Honestly, it took us some time finishing the
compilation because there are a lot of things
that we needed to change and rearrange. Just
like the graphic presentation of the timeline
that was disarranged when we transferred in
into the final file. However, even if we faced
some problems in editing the final paper, we
still made it, we finished it with solidarity.

Hola! I am Gilmar M. Baun, and I served as the leader of this


group. I supported my teammates as they completed their
assignments. In addition, I am in charge of the documentation; the
reason for this is that I adore taking images. My contributions to
the content were the project summary, project site, and project
description. In order to truly understand the perspectives of the
locals of our chosen location, I also did an interview.

Hello! I am Pink Shermaine C. Barribal. Ever since, I’m into solving


mathematical problems. Gilmar assigned me the responsibility of
performing the computation in the budgeting and allocation phase
of this project proposal as a result. To be really honest, I had
trouble with computing, but at least Reynald and I were able to
make it work.

Kumusta? I am Joy Mae R. De Vera, and as my contribution to the


project proposal, I accomplished the human resources, and the
project monitoring parts. In the human resources, I considered
those possible people who will be involved in the project. That’s
why I included first the engineer as the head of the construction
works, followed by the workers, then, the company of equipment
rental.

This is me, this real, I’m exactly where I supposed to be now. Char!
Hello, I am Reynald A. Pascua, and as my contribution to our
project proposal, I contributed to the computation part. Even
though math is something which I am not totally into, I tried my
best to get what I need to get. Of course, Pink also helped me in
accomplishing my task.

this group. I was tasked to create a graphic organizer showing the
timeline of our project proposal. You know what, I had
experienced a lot of struggles while doing it, because sometimes,
the shapes and the words were disarranged. However, I still
managed to finish it.

Hello, I am Mica B. Traspe. In this group, I served as the secretary.


It’s my duty to take down notes during our meeting, and I also 10
