UNIT 4 – EVALUATION

Evaluation of NFE

* Fundamental part of NFE. Every extension activity involves a conscious or unconscious appraisal
of progress and effectiveness. Evaluation of program progress reveals strengths and weaknesses
and helps improve the program.

Some Basic Principles

* 1. Evaluation of NFE work should be well planned and clearly defined in scope as to what phase
of a program is to be evaluated.
* 2. NFE teachers themselves should take part in evaluation. Self- appraisal helps those who carry
out a program. It can be usually combined with appraisal by an outside person.
* 3. Everyday evaluation should be continuous and integrated with the program development
process from its planning stage to the end.
* 4. Reliable and effective devices should be used.
* 5. Careful analysis and interpretation of findings should be considered when an evaluation study
is being planned
* 6. Evaluation should be more concerned with the achievement of behavioral changes than with
the number of participants, meetings, hours, items prepared etc.

Areas in NFE Considered for Evaluation

1. Situation Analysis
- Evaluation starts with an investigation of the situation before a program is initiated. Consider
the persons involved, general situation and related programs
2. Program Planning
Evaluation helps to relate a program to actual conditions, and to adjust it to changing needs
during its progress.
3. Program Action
What is being accomplished during the course of the program, and what adjustments need to be
made?
4. Teaching Methods
Evaluation service as a check on teaching method used. Which method/s is/are more effective in
a certain situation? Are the methods appropriate and suitable?
5. Results
Evaluation determines the extent to which the objectives have been reached. How much of the
planned program has been accomplished and how long has the program accomplished its
objectives? Was the information collected in the beginning sufficient.

Major Advantages of the Evaluation Process

1. It increases knowledge.
2. It helps to develop ability to share.
3. It helps clarify objectives.
4. It reminds the person of the How in doing his job.
5. It helps to provide the direction to the job.
6. It provides a challenge.
7. It helps to provide training needs.
8. It helps increase flexibility.
9. It brings an awareness of outside influence and of the need for integration of effort.
10. It provides an orderly approach to the making of judgments about accomplishments.
11. It helps to give the shortcomings of the person being evaluated.
12. It stimulates self- improvement and professional growth.
13. It demonstrates the need for careful planning.

The following score card for the NFE teacher is suggested:

Excellent- describes superior performance


Good- satisfactory or average performance
Poor- performance which needs drastic improvement
STANDARDS FOR SCORING THE WORK OF THE NON- FORMAL EDUCATION TEACHER,
EXTENSION WORKER AND COMMUNITY OUTREACH WORKER

1. Keeping informed of NFE Extension

A. Knows objectives, purposes and policies.


B. Knows and sees his place and role in the organization of NFE.
C. Knows, complies with, and keeps a file of all circulars, rules, etc.
D. Has ability to apply and interpret policies.
E. Studies and applies information received.

2. Knowing Facts about his work.

A. Has knowledge of statistics and information about agriculture, home and family life in his area
B. Has knowledge of special community needs and problems.
C. Has knowledge of available services and facilities and makes use of them.
D. Collects, studies and uses facts as basis for his plans and activities.

3. Planning his work

A. Has well- developed, written plan of work for a year, month and day.
B. Has ability to execute plans faithfully.
C. Checks his plans against the plans of the school.
D. Has a systematic calendar of activities.
E. Checks up causes of failure and initiates remedial measures.

4. Organizing and reaching people


A. Knows the teaching principles and methods.
B. Has knowledge of functions of leadership.
C. Has ability to apply teaching principles to farm and farm life.
D. Has ability to organize and stimulate groups for action
E. Has ability to adapt materials to local situations.
F. Has ability to select, train and use leaders.

5. Maintaining good public relations

A. Keeps officials and public well- informed on objectives, purposes, policies and activities of
NFE.
B. Disseminates useful information through different media
C. Has sincere liking for people.
D. Is friendly to people and understanding of people’s needs.
E. Is recognized and accepted as leaders.
