Minutes of 4th meeting of Eastern Region Power Committee


(Transmission Planning) (ERPCTP) held on 23rd July, 2021

Member (PS), CEA welcomed the participants. After brief introduction of the
participants, he requested CE(PSPA-II), CEA to take up the agenda.
List of the participants is enclosed at Annexure-I.
1. Confirmation of the minutes of 3rd meeting of Eastern Region Power
Committee (Transmission Planning) (ERPCTP).
1.1 Director (PSPA-II), CEA stated that minutes of the 3rd meeting of Eastern
Region Power Committee (Transmission Planning) (ERPCTP) held on 09th Feb
2021 were circulated vide CEA letter No. CEA letter No. CEA-PS-12-
15/2/2018-PSPA-II Division-Part(1)/I/14953/2021 dated 01st April, 2021. No
comments were received from constituents on the minutes.
1.2 Minutes of 3rd meeting of ERPCTP were confirmed.

A. ToR 2(i) – QUARTERLY REVIEW AND STRENGTHNING OF INTER-REGIONAL


TRANSMISSION SYSTEM
Carry out a quarterly review of the Transmission system in the region; assess the growth in
generation capacity and the demand in various parts of the region; and draw up proposals for
strengthening inter-Regional transmission system. The transmission planning is required to keep in
mind the areas where the generation is likely to grow and areas where load demand will grow so that
the transmission system at any point of time is capable to meet the demand in every corner of the
country and comply with the mandate under the Tariff policy of developing transmission system ahead
of the generation for ensuring smooth operation of the grid.

2. Quarterly Review of transmission line and substation.


2.1 Director (PSPA-II), CEA presented a list transmission lines and
substations/ICTs commissioned in the Eastern Region during Q4 of 2020-21 and
Q1 of 2021-22.
2.2 ERLDC stated that the 220 kV Subhashgram(PG) - Baruipur D/C line has not
yet been commissioned. The expected time of commissioning is Dec, 2021.
Line is only charged from Subhashgram end.
2.3 The updated list of transmission lines and substations/ICTs commissioned in
the Eastern Region during Q4 of 2020-21 and Q1 of 2021-22 is enclosed at
Annexure-II. He requested the constituents to send the updated inputs, if any,
to PSPM division of CEA.
3. Assessment of growth in generation capacity and demand in the region
3.1 Director (PSPA-II), CEA presented the list of existing/ planned generation
capacity (MW) and actual/anticipated peak demand of states in Eastern region.

He requested members to update the data, if any, for better projection/


reassessment.
3.2 Representative of BSPTCL stated that there is no generation capacity of Bihar
for Coal based generation as Bihar has sold their stake in the Thermal power
projects to NTPC, SJVN etc. Therefore, the generation capacity mentioned as
660 MW in the data should be NIL. Bihar also stated that the peak demand for
2020-21 was 6676 MW instead of 5995 MW.
3.3 West Bengal stated that their anticipated demand would be higher than
presently projected and they will inform CEA within a month.
3.4 Chief Engineer (PSPA-II), CEA stated that the peak demand met/energy
served figures are compiled by GM division of CEA for all the stated and the
same has been presented here. He requested the constituents to send their
revised figures of peak met/energy served figures to GM division of CEA
through concerned RPC secretariat, if there is any discrepancy.
3.5 ERLDC stated that Jharkhand demand does not include JUSCO DISCOM
demand which is otherwise included in the EPS demand.
3.6 Chief Engineer (PSPA-II), CEA stated that the SLDC should take demand of
all distribution licensee in their state into account in its daily reports and
accordingly report to CEA/RPC/RLDCs. However, if JUSCO demand is being
met from captive power plant, it should be received with respect to EPS as well.
3.7 ERPC stated that the JUSCO and TATA power demand are not taken into
account as they don’t draw power through Jharkhand STU. JUSCO is a
distribution licensee which supplies power received from its captive power
plant. It takes power from JUSNL in case of emergency.
3.8 Representative of DVC stated that two feeder of TATA power are connected in
consumer mode (200 MW) and one in scheduling mode (100 MW). Also,
JUSCO is connected as consumer mode (86 MW) through DVC system.
3.9 The updated list of list of existing/ planned generation capacity (MW) and
actual/anticipated peak demand of states in Eastern region is available at
Annexure-III. The list of generation project is enclosed at Annexure-IV.

4. Requirement for strengthening of Inter-regional transmission system


4.1 Director (PSPA-II), CEA stated that as per ToR-I of ERPC-TP, the committee
has to “Carry out a quarterly review of the Transmission system in the region;
asses the growth in generation capacity and the demand in various parts of the
region; and draw up proposals for strengthening inter-Regional transmission
system”
However, MoP vide OM dated 20th May, 2021 amended ToR of NCT. This OM
mentions that:

“2(i) The Regional Power Committees (Transmission Planning) can make


meaningful recommendations only regarding their own Region. They cannot
decide on transfers across region.”
He also stated that in view of the amendment in ToR of NCT, it is proposed not
to discuss Inter-regional transmission system in this meeting to ensure
compliance of the above OM, at this stage. Once all India level generation or
surplus/deficit scenario gets confirmed in NCT, the same would be informed in
the next meeting.
4.2 Chief Engineer (PSPA-II), CEA stated that it was earlier decided that
assessment on All India basis carried out by NCT/CTU will be discussed in the
RPC-TP. However, no assessment report has been received from NCT/ CTU.
As and when, the data is made available by NCT/CTU, the same would be
informed to ERPC-TP in subsequent meeting.
4.3 After deliberations, the members noted the MoP direction and agreed to drop
the agenda till inputs from NCT.

5. Review of Transmission system by system operator


5.1 Director (PSPA-II), CEA presented the list of transmission line constraints, ICT
constraints, nodes experiencing high voltage/ low voltage during Q2 of 2020-
21. He stated that most of the constraints will be addressed after
implementation of transmission system agreed in meetings of ERPCTP. He
requested the constituents to expedite the implementation of agreed system.
However, some constraints require planning of additional elements. List of
constraints faced, is at Annexure-V.
5.2 220 kV Budhipadar-Lapanga D/C, 220 kV Budhipadar Vedanta D/C and
220 kV Rourkela-Tarkera D/C
¾ ERLDC stated that these lines are normally overloaded. 220 kV Rourkela-
Tarkera D/C is overloaded due to high drawal at Tarkera side by Odisha. There
are 4 ICTs at Rourkela and two outgoing feeder to Tarkera. Regarding 220 kV
Budhipadar-Lapanga D/C, 220 kV Budhipadar Vedanta D/C, there are many
captive power plants at Buddhipadar. These captive power plants inject high
power at Budhipadar and this makes the lines overloaded.
¾ ERPC stated that due to some disturbance and blackout at Budhipadar, a
committee was constituted to look into the issue. A special meeting was held in
which Odisha presented study for long term plan wherein they planned to
construct 2nd 220 kV Rourkela-Tarkera D/C which will alleviate loading from
existing 220 kV Rourkela-Tarkera D/C line and the ICTs at Rourkela will be
properly utilized. After commissioning of this new line, Odisha will disconnect
Vedanta from 220 kV level and connect it to existing 400/220 kV level at Sterlite.
In ERPC OCC meeting, Odisha has stated that they have planned for
disconnecting Vedanta from Budhipadar but no study has been done. A

separate meeting will be held with OPTCL, Odisha SLDC, OPGC, ERPC and
ERLDC for short term planning to relieve these lines.
¾ Chief Engineer (PSPA-II), CEA stated that this operational issue may please
be resolved at ERPC forum. After the discussion at ERPC level, ERPC may
send the proposal with recommendations to include in the next meeting of
ERPCTP.
5.3 220 kV Patna-Sipara T/C line
¾ BSPTCL informed that the reconductoring of ckt-1 and ckt-2 of 220 kV Patna-
Sipara T/C line will be taken up after commissioning of 400kV Jakhanpur and
Naubatpur substations (expected by Dec, 2021) as these are feeding critical
load connected at Patna and shutdown will not be available. Accordingly, the
reconductoring work is expected to be completed by July, 2022.
5.4 220 kV Rajarhat-Newtown D/C and 220 kV Suhashgram- EMSS D/C lines
¾ Representative of WBSETCL stated that for relieving the 220 kV Rajarhat-
Newtown D/C and 220 kV Suhashgram- EMSS D/C, they have implemented
Rajarhat (POWERGRID) – New Town AA2 220 kV D/c, Rajarhat (PGCIL) –
Barasat/Jeerat 220 kV D/c and Subashgram (POWERGRID) – Baraipur 220 kV
D/c lines. But, due to RoW problem, New Town AA2 could not be completed.
¾ Barasat/Jeerat has been commissioned but the Rajarhat(PGCIL)-
Barasat/Jeerat 220 kV D/C line is still under implementation. To mitigate this N-
1 problem, they have started strengthening of 220 kV Rajarhat-Newtown AA3
D/C line with HTLS and will be completed by Dec, 2021. They have started
strengthening of 220 kV Rajarhat-Newtown AA2 D/C line with HTLS and will be
completed by Jan, 2022. Subashgram (PGCIL) – Baraipur 220 kV D/c line is
anti-theft charged from the Subhashgram side and the Baruipur substation is
under-construction which will be completed by Dec, 2021. Rajarhat
(POWERGRID) to Barasat 220 kV D/c line section has been commissioned and
the same would be extended up to Jeerat by Dec, 2021.
¾ For the summer peak scenario, the overload problem of the line is relieved by
bus splitting of 220 kV New Town AA3 bus with New Town AA3 load & Rajarhat
connected at one split bus and EMSS and Subhashgram connected at the other
split bus. Regarding 220 kV Suhashgram- EMSS D/C, SPS has been
implemented which will operate if the current is increased beyond 1500 A.
5.5 220 kV Muzaffarpur (PG)-Hazipur D/C and 220 kV Hazipur-Amnour D/C
lines:
¾ ERLDC stated that these lines are not N-1 compliant.
¾ BSPTCL stated that a new 220/132 kV substation at Garaul (2x160 MVA) has
been planned and 220 kV connectivity planned at 220 kV Muzaffarpur (PG)-
Garaul D/C will help with the issue. 220 kV Amnour- Muzaffarpur D/C line and
220 kV Amnour-Digha D/C will also result in better reliability. Garaul will be
commissioned by Dec 2021. It was also pointed out by BSPTCL that there has

been delay in commissioning of Motihari 315 MVA 3rd ICT due to failure while
loading the downstream connectivity.
¾ POWERGRID informed that due to some damage in the 132 kV bus, the ICT
commissioning was delayed and will be rectified by two months. Same was
noted.
5.6 220 kV Gaya-(PG) -Bodhgaya D/C lines:
¾ ERLDC stated that these lines are not N-1 compliant.
¾ BSPTCL stated that all the132 kV lines will be commissioned by Aug, 2021.
LILO of 220 kV Gaya(PG)-Sonenagar D/C line at Chandauti has already been
charged. Due to problem faced in the entry of Bodhgaya, the LILO of 220 kV
Gaya (PG)- Chandauti D/C line at Bodhgaya is being delayed and will be
commissioned by Oct, 2021. Same was noted.
5.7 ICT Constraints:
¾ Representative of CTU stated that the additional ICT at 400/220 kV Ranchi is
yet to be allotted to implementing agency. Darbhanga 2x500 MVA ICTs will be
relieved after commissioning of Saharsa S/s by Aug, 2021.
¾ Regarding downstream network at Saharsa, BSPTCL stated that the 220 kV
Saharsa-Khagaria D/C line will be commissioned by Oct, 2021. Also, due to
severe RoW issue and flood situation, the 220 kV Saharsa - Begusarai D/C line
will be completed by Dec, 2021. Same was noted.
5.8 Over voltage constraints:
¾ Regarding 400 kV Barh, it was opined that the issue being operational in nature
and may be resolved at ERPC.
¾ Regarding high voltage at 400 kV New Dubri, Pandiabili and Mendhasal,
OPTCL informed that due to COVID situation, there has been a delay in
commissioning of reactors at New Dubri, Mendhasal and Meramundali S/s and
the same will be commissioned by Sept, 2021.
¾ Regarding 400 kV Kharagpur, Jeerat, Kolaghat, New PPSP, WBSETCL stated
that 4 nos. of 125 MVAR reactors have been planned at New Chanditala,
Kharagpur, Durgapur and Gokarna with target completion schedule of Dec,
2021. The already planned 2x125 MVAR bus reactor at New PPSP is yet to be
awarded and will be commissioned by Aug, 2022.
¾ Regarding 400 kV Bahrampur, Farakka NTPC and Sagardighi, ERLDC stated
that the overvoltage issue will be resolved if the Farakka TPS and Sagardighi
TPS absorb the reactive power as per their reactive capability curve. He also
informed that the overvoltage problem was observed at Behrampur side due to
antitheft charging of 2nd ckt of 400 kV Bheramara-Behrampur D/C. After
charging from both sides the overvoltage problem will not be seen like before.
ERLDC to take up this issue with ERPC.

¾ It was suggested that CTU and ERLDC may study overload issues in ER grid
and suggest remedial measures including planning of reactors. This will then
be taken up in ERPCTP.

B. ToR 2(ii) – ASSESSMENT OF TRANSMISSION SYSTEM REQUIREMENTS IN NEAR,


MEDIUM AND LONG TERM AND FORMULATE TRANSMISSION SCHEME

6. High loading on 220 kV Durgapur (PG) – Parulia (DVC) D/C line


6.1 Director(PSPA-II), CEA stated that in the 3rd meeting of ERPCTP, DVC had
stated that they will reconductor 220 kV Durgapur (POWERGRID) -Parulia
(DVC) D/C with high capacity HTLS conductor. They had also informed that
the LILO of 220 kV Parulia (DVC)-Waria D/C at DSTPS will be completed by
Feb, 2021. WBSETCL had informed that the fault level at Bidhannagar is high
and after the LILO of 220 kV Parulia (DVC)-Waria D/C at DSTPS, the loading
at Bidhannagar-Waria D/C line will be high and the fault level at Bidhannagar
will increase. They had asked DVC to delay the commissioning of LILO of
Parulia (DVC)-Waria D/C at DSTPS after the commissioning of 3 rd ICT at
Bidhannagar substation i.e., after Dec 2021.
6.2 The matter was discussed in the Joint Study meeting held on 14.06.2021, it
was agreed that till the commissioning of 3rd ICT at Bidhannagar, 220 kV
Durgapur TPS – Waria TPS line may be kept open. After commissioning of 3 rd
ICT at Bidhannagar, 220kV Waria TPS – Bidhannagar (WBSETCL) D/c line
can be opened. Further, WBSETCL may prepare long-term solution to the
observed constraint like termination of Waria TPS – Bidhannagar line at some
other place instead of Bidhannagar.
6.3 DVC stated that that in the meeting held in ERLDC, it was informed that till the
3rd ICT at Bidhanagar is commissioned, the tie line 220 kV Waria-Bidhanagar
D/C will be kept in operational condition. After commissioning of ICT, the tie
line will be opened and will be utilized on the emergency basis. The LILO of
220 kV Parulia (DVC)-Waria D/C at DSTPS is completed. Therefore, shutdown
will be available for reconductoring of 220 kV Durgapur (POWERGRID)-
Parulia(DVC) D/C with high capacity HTLS conductor which will be completed
by Dec, 2021.
6.4 WBSETCL informed that the 3rd ICT at Bidhanagar will be commissioned by
Dec, 2021. He also informed that the 220 kV Waria-Bidhanagar D/C line is old
but important tie line for West Bengal. After opening this line, WBSETCL need
another line for support and emergency use. He proposed 220 kV Asansol-
Maithon (PG) D/C line which will be constructed by WBSETCL. WBSETCL was
suggested to put up the proposal in the next ERPCTP meeting.

6.5 ERLDC stated that there are 3 ICTs at Durgapur(PG) but two outgoing lines.
Further, loading on these lines have significantly reduced after commissioning
of ICTs at DSTPS and drawal lines at 220kV. Therefore, they suggested
WBSETCL to explore the possibility for taking in-feed from Durgapur(PG)
which is very near to Bidhannagar.
6.6 After discussion, members agreed for the following:
(a) Till the 3rd ICT at Bidhanagar is commissioned, the tie line 220 kV Waria-
Bidhanagar D/C will be kept in operational condition. After commissioning
of ICT, the tie line will be opened and will be utilized in case of emergency.
(b) WBSETCL will identify implementation of new 220kV D/C line from
Durgapur (POWERGRID) to improve power supply scenario in Durgapur
and Bidhan Nagar areas.
(c) WBSETCL to send their detailed proposal of 220 kV Asansol-Maithon (PG)
D/C line to CEA for discussion in the next meeting of ERPCTP.

7. Non-compliance of N-1 contingency criteria on 220 kV Maithon-Dhanbad


D/C and 220 kV Maithon-Kalyaneshwari D/C line.
7.1 Director (PSPA-II), CEA stated that in the 2nd meeting of ERPCTP, ERLDC had
raised the issue of high loading and non-compliance of N-1 contingency criteria
on 220 kV Maithon-Dhanbad D/C and 220 kV Maithon-Kalyaneshwari D/C
lines. With addition of 3rd ICT of 400/220 kV 500 MVA at Maithon, loading on
these circuits will further increase. In the 3rd meeting of ERPCTP, DVC
proposed the following scheme to reduce the power flow of these lines and
relieving congestion:
(A) Establishment of 220KV infrastructure at existing Raghunathpur Thermal
Power Station (RTPS) along with associated lines
Presently, RTPS is having two units (U # 1 & 2 :: 600 MW x 2) which are
connected to 400KV grid system. DVC proposed for:
a. Establishment of 220KV side connectivity of 2 x 315MVA 400/220KV ICT
(already in service) along with 04 nos. of 220KV line bays for the
connectivity of item b.
b. D/C LILO of 220KV Chandrapura TPS – Kalyaneswari line to RTPS

(B) Construction of 400KV (AIS)/220KV (GIS) infrastructure at existing Mejia


Thermal Power Station (MTPS) along with associated lines
DVC stated that MTPS (U # 1 to 6 :: 210 MW x 4 + 250 MW x 2, U # 7 & 8 ::
500 MW x 2) is having no electrical connectivity between the 400 kV and 220
kV system. DVC proposed for:

a. Installation of 2 x 315MVA 400/220KV ICT along with controlling bays at


both sides and 04 nos. of 220KV line bays for the connectivity of item b & c.
b. Shifting of 220KV D/C MTPS-A – Barjora Line from MTPS – A to MTPS – B
Switchyard
c. Tie connection between MTPS – A & MTPS – B at 220KV level.
d. 220KV S/C LILO of MTPS-A – Durgapur at Barjora substation.

7.2 He also stated that in the 3rd meeting of ERPCTP, ERLDC reported the
constraint of high loading of 400 kV Maithon-B – Raghunathpur line therefore,
the proposal of DVC may affect power flow in various lines and the fault level
at Bidhan Nagar. The issue was discussed in the joint study meeting held on
14.06.2021 wherein it was agreed that the scheme proposed by DVC will
resolve the issue of N-1 reliability criteria in 220 kV Maithon-Dhanbad D/C and
220 kV Maithon-Kalyaneshwari D/C lines.
7.3 DVC informed that the proposal will be completed in 18 months’ time (Dec,
2022).
7.4 Representative of CTUIL presented system studies wherein it was found that
the DVC proposal also relieves the high loading issue of 400 kV Maithon-RTPS
D/C line.
7.5 After deliberations, members agreed for the following Intra-state scheme to be
implemented by DVC by Dec, 2022:
(a) Establishment of 220kV infrastructure at existing Raghunathpur Thermal
Power Station (RTPS) along with associated lines.

(i) Establishment of 220kV side connectivity of 2 x 315MVA 400/220kV


ICT (already in service) along with 04 nos. of 220kV line bays for the
connectivity of item b.
(ii) D/C LILO of 220kV Chandrapura TPS – Kalyaneswari line to RTPS
(b) Construction of 400kV (AIS)/220KV (GIS) infrastructure at existing Mejia
Thermal Power Station (MTPS) along with associated lines.
(i) Installation of 2 x 315MVA 400/220kV ICT along with controlling bays
at both sides and 04 nos. of 220kV line bays for the connectivity of
item b & c.
(ii) LILO of 220kV D/C MTPS-A – Barjora Line at MTPS – B Switchyard.
(iii) 220kV S/C LILO of MTPS-A – Durgapur at Barjora substation.
Note : MTPS(A)-MTPS(B) 220kV D/C line may be normally kept open or close as
per prevalent short circuit currents at 220kV level at Mejia-A and Mejia-B.

8. Line Reactor in Biharsharif – Lakhisarai 400kV D/c line and new bus
reactor at Biharsharif
8.1 Representative of CTUIL stated that Biharsharif – Lakhisarai 400kV line is
about 89km and with 420kV, 50MVAr switchable line reactor at Biharsharif end,
the line is about 84% compensated. Biharsharif – Sasaram 400kV line is about
210km and with 420kV 50MVAr switchable line reactor at Biharsharif end &
420kV, 63MVAr switchable line reactor at Sasaram end, the line is about 81%
compensated. From studies it is observed that the said 2x50MVAr switchable
line reactors at Biharsharif end are not required for line operation purposes.
Upon splitting of Biharsharif 400kV bus, the section-A has 2x125MVAr +
1x50MVAr bus reactors and the section-B has 1x80MVAr bus reactor. In last
one year, bus voltage in section-B is generally observed to be on higher side
with maximum being about 422kV and average being 406kV. Further, the
50MVAr line reactor (proposed to be decommissioned) associated with
Biharsharif – Lakhisarai ckt-2 is also on section-B. Thus, considering system
voltages, proposed decommissioning of 50MVAr switchable line reactor and
contingency of existing 80MVAr bus reactor, it is proposed to install a new
420kV, 125MVAr bus reactor at Biharsharif in bus section-B. POWERGRID
has confirmed regarding availability of space for the same.
8.2 Chief Engineer (PSPA-II) inquired about the length of the Biharsharif (A)-
Sasaram ckt-1 line on which one 50 MVAR switchable line reactor is
connected.
8.3 Representative of POWERGRID stated that the length of the 400 kV
Biharsharif (A)- Sasaram ckt-1 line is 210 km long. He informed that the 50
MVAR switchable line reactor was originally connected at 400 kV Biharsharif-

Lakhisarai line, but after bus splitting at Biharsharif, the reactor was shifted to
bus section (A) to the line going to Sasaram.
8.4 It was observed that the 50 MVAR switchable line reactor at bus section (A) to
the line going to Sasaram may be required for energising the line. If the line is
energised from the Sasaram end, a rise of 12-14 kV is seen at the Biharsharif
end. Therefore, the reactor of 50 MVAR is needed at Biharsharif end. The 125
MVAR bus reactor is needed in addition to the 2x50 MVAR switchable line
reactor at Biharsharif for bus voltage control.
8.5 ERLDC presented the voltage duration curve at Biharsharif (A) and Biharsharif
(B) and stated that the voltage level during the month of April, May and June
2021 did not go beyond 420 kV. However, it was seen that the voltage was
seen going below 390 MW at few times at both the split buses of Biharsharif.
8.6 Chief Engineer (PSPA-II), CEA stated that as seen from the voltage duration
curve shown by ERLDC, it is clear that the 50 MVAR switchable line reactors
are needed at both the buses. Without them the voltage at both the split buses
at Biharsharif will go up. Therefore, the issue has to be studied keeping in mind
the Biharsharif and Varanasi configuration for reactors planning.
8.7 After deliberations, the issue was referred for joint study. Outcome of the
studies will be put up before ERPCTP in next meeting.

9. Evacuation system of Teesta-IV HEP


9.1 Director(PSPA-II) stated that in the 2nd meeting of ERPCTP connectivity of
Teesta-IV HEP with ISTS was agreed as:
a. LILO of Teesta-III HEP –Rangpo 400kV D/c (Quad) line at Teesta-IV HEP
generation switchyard – under ISTS.
b. Establishment of 400kV Teesta-IV generation switchyard – by NHPC
i. Generation step-up to 400kV level
ii. 04 nos. of 400kV line bays for 400kV 2xD/c (Quad moose) lines (LILO
lines mentioned above)
iii. 1x80MVAr, 420kV bus reactors along with bay
9.2 He further stated that in 3rd meeting of ERPCTP, representative of ERLDC
stated that at Teesta-IV switchyard, one and half breaker scheme may be
implemented instead of double bus single breaker scheme. He also suggested
that 400 kV LILO of Teesta-III – Rangpo D/C line to be terminated at Teesta-
IV in such a way that in any contingency at switchyard, the line can be
bypassed through Tie Circuit Breaker. The issue was discussed in Joint Study
meeting held on 14.06.2021, in the meeting NHPC apprised that stated that
due to space constraint, one and half breaker scheme and bypassing
arrangement through isolator cannot be implemented. After the deliberations
in the meeting, it was agreed that arrangement at LILO tower would be carried

out in such a manner that in case of major issue in Teesta-IV switchyard, the
LILO can be bypassed in minimum time.
9.3 Representative of CTUIL stated that subsequent to grant of Connectivity on 01-
01-2021, NHPC Ltd. signed the Transmission Agreement on 02/03/2021, but
they failed to submit the Construction Bank Guarantee as per CERC
Connectivity Regulations within stipulated time even after multiple reminders.
Accordingly, CTUIL vide letter dated 23-06-2021 has revoked the Connectivity
granted to NHPC Ltd. for its Teesta-IV HEP.
9.4 NHPC stated that they have not received Forest Clearance Phase-II for Teesta-
IV. Therefore, their project timeline is not certain. They would again approach
for connectivity once the project advances.
9.5 Members noted the same.

10. Replacement of existing 50 MVAR LR of 400kV Maithon-Gaya-I with new


50 MVAR LR (Natural Ester Oil) at Maithon S/s-reg.
10.1 Representative of ERPC stated that 400 kV 50 MVAR switchable LR with ester
oil is first of its kind in India and had been undertaken as a R&D project by
POWERGRID O&M wing. The 178th meeting of OCC of ERPC it was agreed
to replace the switchable 50 MVAR LR of 400kV Maithon-Gaya-I line at
Maithon end and the existing 50MVAR LR would be kept as spare Reactor.
10.2 POWERGRID informed that 400 kV 50 MVAR switchable LR with ester oil will
be commissioning at Maithon in the line going to Gaya. This is a pilot project
and currently there is no 400 kV LR with ester oil in the world and this will be a
big milestone in the Indian power sector. Oil processing of this LR is different
from the normal mineral oil processing. Shutdown of 400 kV Maithon-Gaya line
is required for bushing erection of 400 kV 50 MVAR switchable LR with ester
oil. The line length of 400 kV Maithon-Gaya line is 235 km and 50 MVAR
switchable LR is at both ends of the line. POWERGRID also confirmed that
there will not be any commercial implications for installing this 400 kV 50 MVAR
switchable LR with ester oil.
10.3 Chief Engineer (PSPA-II), CEA appreciated the initiative taken up by
POWERGRID for this Research and Development work and they welcome this
pilot project. But, there are some regulatory, operational and commercial
issues which needs to be addressed. For operational and commercial issues
like outages and whether there will be O&M charges for the spare and the new
LR with ester oil (twice O&M), POWERGRID may approach ERPC. For
regulatory issues like regulatory life of the new Reactor, remaining regulatory
life of the existing reactor which is being replaced, whether the existing reactor
will be kept as regional spare or spare for Maithon and other issues,
POWERGRID may approach CERC. He opined that the existing LR may be
kept as spare for Maithon and not as a regional spare.

10.4 POWERGRID stated that the existing LR is 10-year-old and the new LR with
ester oil will have regulatory life of 20 years. He also confirmed that O&M
charges will not be levied for this project. They will also keep the existing LR
as spare for Maithon.
10.5 Members agreed with the suggestion of CE (PSPA-II), CEA that POWERGRID
may approach CERC for regulatory and commercial issues. Also for
operational issues, POWERGRID may approach ERPC.

11. Restoration of 400 kV TSTPS-Meramunduli-2 to its original length.


11.1 ERPC stated that in the 177th OCC meeting it was discussed that 400KV
TSTPS-Meramunduli-1 is of 56 km length and length of 400KV TSTPS-
Meramunduli-2 is 86 km, during outage of Talchar HVDC pole differential
loading at these circuits have been observed, due to which the circuit-1
becomes overloaded.
11.2 He explained that there are two ckts from Talcher to Meramundali i.e., 400KV
TSTPS-Meramunduli1 and 400KV TSTPS-Meramunduli-2. 400KV TSTPS-
Meramunduli-2 was LILOed at Angul but it is currently working as 400KV
TSTPS-Meramunduli-2. Subsequently, a flexible arrangement was made in
which in case of any contingency, the LILO portion at Angul will be operational
and the line will become 400KV TSTPS-Angul and 400KV Angul-Meramunduli-
2. Due to this LILO arrangement, the length of the 400KV TSTPS-
Meramunduli-2 has become 86 km from original 56 km. In the normal
conditions, the LILO portion at Angul is bypassed. The problem of differential
loading in 400KV TSTPS-Meramunduli-1 (56 km) and 400KV TSTPS-
Meramunduli-2 (86 km) becomes a matter of concern when 400KV TSTPS-
Meramunduli-1 gets overloaded. He proposed for bypassing the LILO at Angul
and make the length of the circuit-2 to original 56 km.
11.3 OPTCL stated that this LILO portion at Angul as circuit-2 was constructed for
enabling Odisha to draw its share from generators pooled at Angul. However,
this resulted in increase in fault level at Meramundali S/s. They are in process
of establishing a 125 MVAR reactor and after the decommissioning of TTPS
(460 MW), the fault level at Meramundali has come down. Further, the 400 kV
lines can be diverted to 400kV Meramunduli-B which is nearing completion
(January, 2022). This will also contribute in lowering the fault level at
Mermundali S/s and thereafter, the LILO portion at Angul can be bypassed and
line may be shorted at the LILO point. They also need to do system studies to
see the effect on the voltage profile and fault level after opening of LILO at
Angul.
11.4 ERLDC stated that from the operational point of view, the LILO at Angul gives
the reliability and flexibility to the system as in case of any emergency like
outages, the Angul can be used as the source to supply power to Odisha grid.

They opined that the existing system of LILO at Angul may be kept for
emergency use.
11.5 After deliberations, the ERPC proposal could not be agreed.

12. Arrangement for 33 kV Power Supply to Dulanga Mines from Darlipali


STPP of NTPC.
12.1 ERPC informed that 178th meeting of OCC of ERPC referred the issue of
arrangement for 33 kV Power Supply to Dulanga Mines from Darlipali STPP of
NTPC to ERPC-TP. NTPC have informed in the meeting that at the mining
point of Dulanga there is no connectivity of DISCOM. Therefore, they want to
draw power from nearby Darlipalli STPP as a consumer of GRIDCO. GRIDCO
have already given their NOC for connection to NTPC in consumer mode. This
drawl will be from Darlipalli station. Transformer and the drawl will be treated
as GRIDCO drawl from Darlipalli STPP. NTPC will draw power from one 33kV
feeder from Darlipalli and the drawl will be booked in the GRIDCO account.
12.2 ERLDC stated that this connectivity will ensure the reliable supply to captive
mine Dulanga of Darlipalli STPP. Drawl may be treated that of GRIDCO. This
line will be treated as tie line.
12.3 CTUIL stated that Darlipalli STPS 765/132/33 kV station is connected to the
ISTS system and NTPC is free to use its own power for its internal
consumption. Connectivity of 1600 MW have been granted to Darlipalli STPP
through 765 kV line Darlipalli-Jharsuguda D/C line. Also, nowhere in the
connectivity intimation from NTPC, it has been mentioned that Darlipalli have
separate drawl arrangement through 33 kV feeder. GRIDCO has also taken
LTA of 748 MW from their share of Darlipalli STPP. If GRIDCO gets connected
to 33kV feeder of Darlipalli STPP for Dulanga mines, they will not have to pay
ISTS charges as drawal quantum may get adjusted in the LTA quantum.
12.4 NTPC stated that they need a reliable power supply for Dulanga mines from
Darlipalli STPP. It will be ensured that the feeder to Dulanga mines will be radial
in nature and it will not be extended to any other area. NTPC will be responsible
for the payment of the drawl which may be treated as GRIDCO drawl.
12.5 Chief Engineer (PSPA-II), CEA stated that Darlipalli cannot be connected to
distribution system as Darlipalli, a central generating station is already
connected to ISTS system. He also stated that OCC forum should only discuss
the operational issues and the connectivity issues like this should only be
discussed in ERPCTP meeting.
12.6 He suggested that, for NTPC to draw power form 33 kV feeder of Darlipalli
STPP, they should apply for revised connectivity to CTUIL. After revised
connectivity, the 765/132 kV and 132/33 kV transformer becomes part of the
generating station and the 33 kV bus notionally becomes the 2 nd level for
evacuation system. Then notionally, it can be treated to be connected to

OPTCL i.e., STU of Odisha which may provide power to DISCOM of Odisha
for Dulanga mines.
12.7 CTUIL stated that dual connectivity of ISTS and states for same capacity is not
allowed as per regulations.
12.8 OPTCL stated that they are implementing an upcoming lipdipada S/s which is
around 15 km from these mines and connectivity can be given from this
substation.
12.9 Members did not agree for proposed drawl arrangement at 33 kV level for
Dulanga mines and suggested that NTPC may approach OPTCL for
connectivity and drawal of power for its Dulanga mines from the upcoming
Lipdipada (OPTCL) substation to meet their mining load.

13. ISTS connectivity for Railways at Sasaram (Pusauli)


13.1 Director(PSPA-II), CEA stated that Railways has approached CEA for getting
ISTS connectivity at Sasaram (Pusauli) for their Eastern Dedicated Freight
Corridor project. The issue was discussed in 19th Standing Committee on
Power System Planning of Eastern Region held on 01.09.2017 where Eastern
Region constituents had raised concerns over non-utilization/underutilization
of assets created by states and sub-optimal utilization of RoW & space at ISTS
substations.
Thereafter, an agenda was forwarded by Railways on 05.07.2019, for
discussion in the 2nd meeting of ERSCT to be held on the same day. In the
meeting representative of ERPC, BSPTCL, OPTCL, DVC and West Bengal
stated that the issues raised by them in the previous meetings, like
underutilization of transmission assets, are yet to be resolved, therefore they
raised objection for giving ISTS connectivity to Railways in Mughalsarai –
Howrah and Ludhiana – Sonnagar routes.
The issue was further discussed in 1st meeting of Eastern Region Power
Committee (Transmission Planning) held on 14.02.2020 wherein Railways
presented their response to the concern raised by ER constituents. During
discussion on the subject certain legal, regulatory, operational and transmission
planning related issues were raised.
Subsequently, Ministry of Railways vide letter dated 17.03.2021 has furnished
para-wise comments on the issues raised in the 2nd meeting of ERPCTP, and
requested CEA to resolve the issue of ISTS connectivity at Sasaram (Pusauli)
for commissioning of EDFC (Eastern Dedicated Freight Corridor) as per
schedule. Railways in their letter dated 17.03.2021 (copy enclosed at
Annexure-VI) have mentioned that
“4. …….In this regard, it is clarified that Indian Railways constructs the
ISTS/STU connectivity lines as electric supply lines under provisions of Indian
Railways Act, 1989 to serve its own loads.”

13.2 He also added that a meeting was held with CTUIL, NLDC, ERLDC and
Railways on 07th June, 2021 under chairmanship of Member (PS), CEA. In the
meeting it was opined that Railways being government organization and having
responsibility to construct electricity supply line under Railways Act, they may
not require to submit connectivity application under regulations of CERC.
However, other requirements of connectivity like equipment information,
connectivity agreement etc need to be signed by Railways as per Central
Electricity Authority (Technical Standards for Connectivity to the Grid)
Regulations, 2007 and amendments thereof.
13.3 Railways stated that Eastern Dedicated Freight Corridor project is a Greenfield
project and is to be commissioned by 2022. He requested that connectivity
from ISTS may be allowed at the earliest.
13.4 CTUIL stated that though the Railways need not apply for connectivity,
however, ICT loading at Sasaram where Bihar is drawing power needs to be
seen. If adequate margin is available for Bihar keeping in mind their load
growth, this proposal may be agreed for Railways to draw power from
Sasaram.
13.5 Member Secretary, ERPC stated that the Sasaram (Pusauli) was originally
designed for Bihar state to cater the load growth of Bihar. If there is spare
capacity at Sasaram (Pusauli) after satisfying the requirement of Bihar state,
then Railways may be given connectivity at Sasaram (Pusauli).
13.6 Bihar stated that Railways load projection is 20 MW which will increase to
maximum 60 MW by 2030. As the thermal limit of 220 kV D/C line is around
400 MW, giving connectivity from two 220 kV bays for a load of 20-30 MW of
Railway is underutilization of the national asset. Also, the space available at
Sasaram (Pusauli) is limited and it cannot be extended for constructing
additional bays. If two bays are blocked by Railways for 20-30 MW of load,
Bihar will not be able to connect to Sasaram (Pusauli) in future to cater to the
demand due to load growth. To save the blocking space at ISTS S/s and to
avoid underutilization of 220 kV bays at Sasaram (Pusauli), Bihar has already
proposed for connectivity from their newly constructed Karmnasa S/s which is
near to Sasaram. They have assured that Railways will be given uninterrupted
reliable power to Railways from Karmnasa.
13.7 Member (PS), CEA stated that in case of connectivity to Railways from
Kramnasa the power drawl by railway would be through 220 kV and the loading
would be around 20-30 MW. As such the utilisation of the bays would remain
the same even it is through Karamnasa. He stated that Railways being
government organization and having responsibility to construct electricity
supply line under Railways Act, the connectivity to Railways cannot be denied.
Also, Railways have commercial reason for not taking power from Bihar.

13.8 Bihar stated that Railways can construct electric supply lines as they are
empowered from Railways Act. But connecting with ISTS needs to be agreed
in ERPCTP. Further, blocking of 220 kV bays at Sasaram (Pusauli) which was
constructed to cater the demand of Bihar for a load of 20-30 MW is gross
underutilisation of assets.
13.9 Railways stated that their ISTS connectivity will not affect Bihar. He added that
they have sought for ISTS connectivity to save the STU charges which would
be levied if they are connected to state network. Also, Railways have already
been granted connectivity to ISTS in Abdullahpur, Auraiya, Naini and Dadri.
13.10 NLDC stated that a formal application for connectivity has not been made to
CTUIL. The connection agreement and other technical details are pre-requisite
for any connection to ISTS. CTU is already signing connection agreement
elsewhere, Railways should have already applied to CTUIL directly. He asked
that whether DFCCIL is a separate entity or Railways would be the ultimate
consumer of power or Railways.
13.11 CTUIL stated that CERC in its order in petition no. 197/MP/2015 dated 05-11-
2015 has mentioned that the “42. … Indian Railways is an authorized entity to
distribute and supply electricity in connection with the working of the Railways
under the Railways Act, the petitioner shall be entitled for grant of open access
in connection with the working of Railways as per provisions applicable to
distribution licensee”. As such under CERC Connectivity Regulations, 2009
and its amendment thereof there is no provision for a distribution licensee to
apply for Connectivity in ISTS. Further, it has been observed in the order that
“40. … so far as Indian Railways are concerned, they will be governed by the
provisions of the Railways Act for constructing transmission lines and
distribution installations for the purpose of supply of power to the Railways
without having to take any licence from the appropriate Commission for
transmission or distribution of electricity. In other words, the Indian Railways
can be treated as authorized entity under the Railways Act for carrying out
transmission and distribution activities for ensuring supply of power in
connection with working of the Railways.”. Thus, connectivity application may
not be required from Indian Railways. However, before physical connection
with ISTS the Connection Agreement with Railways can be signed. Also,
Railways will have to apply separately for transmission access after getting
connected to ISTS.
13.12 Railways stated that DFCCIL is a CPSU fully owned by Railways to carry out
the freight business. Railways have an agreement with DFCCIL that, Railways
will pay the traction charges on behalf of DFCCIL and the network of DFCCIL
will be used by Indian Railways. The complete revenue of DFCCIL goes to
Indian Railways.
13.13 Chief Engineer (PSPA-II), CEA stated that as per the communication received,
the connectivity is being sought by Railways to meet their own load. Therefore,

if connectivity is agreed by this committee, all the contracts and connection


agreement will be between Railways and CTUIL and not with DFCCIL.
13.14 Bihar stated that at present N-1 criteria is not getting fulfilled at Sasaram and a
study need to be done to see the future load growth of Bihar and its effect on
Sasaram. He added that load of Bihar is growing by CAGR of 12%. After
charging of Karmnasa New S/s, the demand will further increase by 40-60 MW.
Buxar TPS take 4-5 years’ time for commissioning. Bihar stated that if the
power is needed immediately for DFCCIL, then it should be taken from
Karmnasa. He said that it has come to their notice that POWERGRID has
already started construction of line for Railways from Sasaram without taking
any approval.
13.15 CTUIL stated that Sasaram (Pusauli) has 2x500 MVA ICTs in which present
Bihar load is about 400-450 MW. Therefore, 30-50 MW margin is available at
Sasaram. Further, it was seen from the studies that after commissioning of
Buxar TPS, the Bihar’s drawl of power from Sasaram (Pusauli) gets reduced.
In order to meet the future drawl requirements of the state, additional substation
can be planned in the area.
13.16 Member (PS), CEA stated that Bihar may take power from Karmnasa to fulfil
its growing demand.
13.17 Bihar stated that the connectivity in Western Region from Raipur was given to
Railways as a bulk consumer. In this case also, Railways does not have any
legal right to claim for ISTS connectivity. As DFCCIL is a separate entity, any
other entity may come in future and claim to have legal right for ISTS
connectivity through Railways even though their load requirement does not fall
under bulk consumer and DFCCIL is not a deemed licensee. This will start a
wrong trend in future. Therefore, ISTS connectivity should be denied to
Railways for 20-30 MW of load of DFCCIL. He also stated that for the sake of
accommodating Railways, if new system would be planned for Bihar, then it
will be an unnecessary expenditure and a burden of all states/discoms.
13.18 Railways stated that they are already having ISTS connectivity from Dadri,
Auriya and Naini in Uttar Pradesh. The UPSEB went to court and in 2021,
Supreme Court ordered in favour of Indian Railways and stated that Indian
Railways have every right to construct its transmission line for distribution and
transmission of electricity for its own use. Presently, they are connected to
STUs as well as ISTS in thirteen (13) states.
13.19 Bihar stated that they have been paying charges for the ICTs installed at
Sasaram keeping in mind the future load growth of their state.
13.20 Railways stated that they will be paying the ICT charges as per applicable
regulations.

13.21 CTUIL confirmed that the charges of the ICTs are distributed in ratio of the
bays. Therefore, the charges of ICTs will be shared by railways after getting
connected and Bihar will be relieved of ICT charges.
13.22 Chief Engineer (PSPA-II), CEA summarised the discussion as following:
(1) It appears that as per extant laws/regulations, the Railways need not apply
for connectivity to CTUIL. However, they may have to sign connection
agreement with CTUIL, if agreed by ERPCTP.
(2) Sasaram S/s has two 400/220 kV ICTs and there is no space for 3 rd ICT
as told by Bihar and POWERGRID. Also, six (6) number of 220 kV bays
can be accommodated in Sasaram, out of which, four (4) bays are being
used by Bihar and remaining two are being proposed for connection to
Railways.
(3) Bihar has stated that as the load of Railways is 20-30 MW, it will be the
wastage of the already limited space.
(4) Bihar under the new regulation will pay for the ICTs and outgoing bays
provided Railways applies under LTA in which case the charges will be
divided in the ratio of bays.
(5) ISTS is created as a common facility for all and all have equal rights.
Railways and Bihar and all other countries are free to fulfil and safeguard
their commercial interests.
(6) Bihar’s present drawl is around 450 MW from the 2x500 MVA ICT at
Sasaram and as such presently N-1 compliance is met. If Railways get
connected, Bihar cannot draw more power from their S/s. This situation,
however, may improve with commissioning of Buxar TPS in future (2025-
26). Bihar has also suggested that a load flow study may be done to see
the effect of Railways getting connected at Sasaram along with load
growth of Bihar.
(7) The decision of the committee should be through consensus as per
practices.
13.23 Member (PS), CEA stated that the Bihar has four (4) lines from Sasaram and
loading of 450 MW. Therefore, with N-1 reliability, Bihar can only draw up to 50
MW more from this substation as space for expansion is not available. If
Railways connects to Karamnasa then also the lines will be underutilized.
Further, Bihar does not have any immediate power requirement and there is
some capacity available for future load growth. If any requirement arises in
near future, system will be planned to cater the load growth of Bihar. He
suggested that connectivity to Railways at Sasaram may be given.
13.24 As suggested by Member (PS), CEA, the ISTS connectivity for Railways from
Sasaram (Pusauli) through 220 kV D/C line along with associated line bays at

both ends, to be implemented by Railways was agreed on the following


considerations:
a) Railways is government organisation having responsibility to construct
electricity supply line under Railways Act.
b) They may not require to submit ISTS connectivity application under
Connectivity Regulations of CERC.
c) Other requirements of connectivity like equipments information, connectivity
agreement etc need to be signed by Railways with CTU as per Central
Electricity Authority (Technical Standards for Connectivity to the Grid)
Regulations, 2007 and amendments thereof and CERC Connectivity
Regulations.

14.5 CTU vide letter dated 01.01.2021 had intimated about the connectivity granted
to NHPC for its upcoming Teesta-IV HEP (520MW) through LILO of Teesta-III
HEP – Rangpo 400kV D/c (Quad) line at Teesta-IV HEP (to be built under
ISTS). Subsequent to grant of Connectivity, NHPC Ltd. signed the
Transmission Agreement on 02/03/2021 for taking up the system under ISTS,
but they failed to submit the Construction Bank Guarantee (26 Cr.) as per
CERC Connectivity Regulations within stipulated time even after multiple
reminders. Accordingly, CTUIL vide letter dated 23-06-2021 has revoked the
said Connectivity granted to NHPC Ltd. for its Teesta-IV HEP.
14.6 Members noted the same.

(b) ToR 2(iv) – REVIEW OF UPSTREAM AND DOWNSTREAM NETWORK

15. Interim connectivity to generation projects in ER through LILO


arrangement
15.1 Director (PSPA-II), CEA informed that in some cases generation projects were
commissioned ahead of the commissioning of the associated transmission
system. In such cases, generation projects were given temporary connectivity
through loop-in & loop-out (LILO) of nearby transmission lines so as to enable
them connect with the grid. The temporary connectivity through LILO was to be
withdrawn after commissioning of the associated transmission system.
Associated transmission system of some of such generation projects have
been commissioned and their temporary connectivity through LILO has been
disconnected. However, some generators are still connected through LILO
arrangement. CERC in its order dated 07-102015 on Petition No.112/TT/13
and dated 28-09-2016 in Petition no. 30/MP/2014 has directed that the interim
(LILO) arrangement has to be removed.
15.2 The details of associated transmission system of IPPs in Eastern Region,
which are connected through interim arrangement is given below:

16. Status of downstream 220kV or 132kV network by STUs from the various
commissioned and under-construction ISTS substations
16.1 Director (PSPA-II), CEA stated that downstream network of various
commissioned and under-construction ISTS substations in ER is being
implemented by STUs. He requested the constituents to regularly update the
status to PSPM division of CEA. The status as available with PSPM division is
enclosed at ANNEXURE-VII.

17. Status of 400kV substations being implemented by STUs in ER under


intra-state schemes
17.1 Director (PSPA-II), CEA stated that many 400kV substations have been agreed
in the previous meetings of SCPSPER/ERSCT/ERPCTP under intra-state
strengthening schemes in ER. He requested the constituents to regularly
update the status to PSPM division of CEA. The status as available with PSPM
division is enclosed at ANNEXURE-VIII.

(c) ToR 2(v) – EXAMINE AND EVALUATE INTRA-STATE PROPOSALS

strengthening scheme. However, MoP vide OM dated 20th May, 2021 amended
ToR of NCT. This OM also mention that:
“The Regional Power Committees (Transmission Planning) can make
meaningful recommendations only regarding their own Region. They cannot
decide on transfers across region.”
In compliance of the above OM, it was agreed to drop this agenda.
Additional Agenda

18. Revised Connectivity of GMR-Agenda item from OPTCL.


18.1 Representative of OPTCL stated that in the 18th meeting of the Standing
Committee on Power System Planning of Eastern Region held on 19.08.2016,
the connectivity of GMR was approved as part of Intra-State system with the
scope of work including shifting of GMR-Meramundali 400 kV S/C line from
Meramundali to Meramundali-B and disconnection from Meramundali-A.
18.2 He proposed a LILO connectivity of GMR-Meramundali at Meramundali-B so
that in case of outage of either Meramundali or Meramundali-B, GMR will be
able to export power to the other substation. Under normal operating condition,
Meramundali-A will not be connected to Meramundali-B. But in a worst case
scenario, i.e. during the outage of Meramundali-B substation, the GMR will be
connected to Mermaundali-A by jumpering from outside Meramundali-B s/s.

18.3 Chief Engineer (PSPA-II), CEA opined that Mermundali-A and Mermundali-B
are not to be connected in normal circumstances and only to be used in case
of outage of Mermundali-B. Therefore, OPTCL may Loop-In from GMR-
Meramundali-B and the Loop-Out from Meramundali-B to Meramundali-A may
be omitted. This would result saving of one bay at Meramundali-B and in case
of eventuality at Meramundali-B, the S/s could be by-passed by jumpering
arrangements at LILO point.
18.4 Members agreed with the suggestion of Chief Engineer (PSPA-II), CEA.

19. LILO of 132 kV Sahupuri (220 kV)- Karmnasa (Bihar) Ckt-II at 132 kV
Chandauli (Chandauli) S/s-Agenda item from UPPTCL.
19.1 Representative of UPPTCL stated that in the 3 rd NRPCTP meeting held on
09.02.2021, members had agreed to the proposal of UPPTCL for LILO of 132
kV Sahupuri (220 kV)-Karmnasa (Bihar) ckt-II at 132 kV Chandauli S/s. It was
suggested to UPPTCL to get the proposal ratified in ERPC(TP) meeting as 132
kV Sahupuri (220 kV)-Karmnasa (Bihar) is an inter-regional line. He added that
UPPTCL has also sought NOC from BSPTCL which has not yet been granted.
19.2 He further stated that 132 kV Chandauli (U.P.) S/s is being fed by LILO of 132
kV Sahupuri (220 kV)-Karmnasa (Bihar) ckt-I. He informed that generally, there
is no power flow at 132 kV Sahupuri (220 kV)-Karmnasa (Bihar) ckt-II. In
emergency, UPPTCL can withdraw only 15-20 MW power from Karmnasa
(Bihar) at 132 kV S/s Chandauli (U.P.). To ensure reliable power supply to 132
kV S/s Chandauli, LILO of 132 kV Sahupuri (220 kV)-Karmnasa (Bihar) ckt-II
is proposed by UPPTCL.

19.3 Representative of BSPTCL stated that they have no objection on


implementation of the proposal by UPPTCL.
19.4 The proposal was agreed for the proposal of UPPTCL.
20. Connectivity of 400/220/132 kV, Daltonganj of PGCIL to newly constructed
220/132/33 KV (2x150+2x50) MVA Grid Substation Chatra (Itkhori) of JUSNL-
Agenda item from ERPC
20.1 Representative of JUSNL stated that presently there is acute power crisis in
Chatra district and nearby area. He stated JUSNL has completed the
construction work of 220/132/33 KV (2x150+2x50) MVA Grid Substation

Chatra (Itkhori) to meet the power requirement of Chatra region. He also


informed that Chatra (Itkhori) GSS is to be energized from 440/220/132 GSS,
Latehar through 220 kV Chatra-Latehar transmission line. He further stated
that the construction activity of 400/220/132 kV GSS, Latehar which is being
done by M/s POWERGRID through JCP Project is in progress but it may take
time in completion.
20.2 For early commissioning of constructed 220/132/33 KV (2x150+2x50) MVA
GSS Chatra (Itkhori) of JUSNL, he proposed for making connectivity from
400/220/132 kV, Daltonganj of POWERGRID through newly constructed 220
kV Chatra- Latehar Transmission Line & existing 220 kV Latehar- Daltonganj
(PG) Transmission line.
20.3 The schematic diagram of proposal is given below:

20.4 Chief Engineer (PSPA-II), CEA asked about operation of 220 kV Daltonganj-
Latehar line and length of line after the arrangement.
20.5 Superintending Engineer, ERPC stated that 220kV Latehar to Daltonganj
transmission line is yet to be commissioned, 400kV Latehar S/s is not ready.
He also stated that the said transmission line is idle charged from 132kV
Latehar S/s and presently not connected to Daltonganj S/s. He further stated
that 220/132/33 KV Chatra S/s (JUSNL) is ready since last 4 years and being
back charged with 33kV, therefore temporary connectivity at 220kV level from
location no. 7 of 220 kV Latehar-Daltonganj line may be considered.

20.6 Representative of JUSNL stated that the total length of line from Daltonganj to
Chatra would be 143 km.
20.7 On enquiry by Director (PSPA-II), CEA, representative of JUSNL stated that
both the circuits would be connected to Chatra.
20.8 After deliberations, following were agreed:
(a) The existing 220 kV Latehar- Daltonganj (PGCIL) D/C line will be
disconnected from Latehar end (Location no.-7) and connected to 220 kV
D/C Latehar-Chatra (Location 72/1) to form 220 kV Daltonganj-Chatra
(JUSNL) D/C line as temporary arrangement for charging of 220/132/33 KV
(2x150+2x50) MVA Grid Substation Chatra (Itkhori) JUSNL.
(b) The original planned arrangement need to be restored with commissioning
of 400/220/132 kV GSS, Latehar.
21. To provide 2nd source connectivity to the existing Grid Sub-station(GSSs)-
Agenda item by BSPTCL
21.1 Representative of BSPTCL stated that various 132/33 kV GSSs of are
operating in radial mode with single source connectivity. In case of outage of
these sources, the area becomes powerless for a longer period causing
inconvenience to the public. For supply of stable and quality power and to fulfil
N-1 criteria also he proposed to provide 2nd source connectivity to 20 number
of substations.
21.2 Chief Engineer (PSPA-II), CEA stated that the agenda was received very late
and could not be examined/studied.
21.3 It was agreed that the agenda will be discussed in next meeting after Joint
Studies.
22. To provide 2nd circuit stringing of the existing GSSs- Agenda item by BSPTCL
22.1 Representative of BSPTCL stated that there are thirteen 132/33 kV GSSs of
BSPTCL are operating with single circuit of transmission lines strung over
double circuit towers (DCSS). In case of outage of these single circuit lines, the
area becomes powerless for a longer period causing inconvenience to the
public. For supply of stable and quality power and to avoid power interruptions,
he proposed to string second circuit on these transmission line towers.
22.2 Chief Engineer (PSPA-II), CEA stated that the agenda was received very late
and could not be examined/studied.
22.3 It was agreed that the agenda will be discussed in next meeting after Joint
Studies.
23. Evacuation of Power from Kajra & Pipainti Solar Plants-Agenda item by BSPTCL
23.1 Representative of BSPTCL stated that BSP(G)CL is constructing two solar
plants viz. Pirapanti and Kajra, of 250 MW each. He further stated that to

evacuate the power, proposed evacuation plan has been prepared by BSPTCL
which is as below:

24. LILO of 220 kV Pusauli/Sasaram PG – Sahupuri (UP, NR), DCSS at Karamnasa
New- Agenda item by BSPTCL
24.1 Representative of BSPTCL stated that the LILO of 220 kV Pusauli/Sasaram
PG – Sahupuri (UP, NR), DCSS at Karamnasa New has already been agreed
in the 18th meeting of Standing Committee on Power System Planning of
Eastern Region held on 13.06.2016 at Kolkata. He informed that after getting
the approval from CEA work was started and line is ready for charging with
above LILO arrangement. The above line will supply power to new 220/132/33
kV GSS at Karamnasa (New) which is under final stage of commissioning.
24.2 He further stated that BSPTCL had requested ERLDC vide mail dt. 11.02.2021
to allow shutdown of above line to erect LILO tower for LILO of above line at
220/132/33 kV Karamanasa GSS (Dist: Kaimur, Bihar). All the requisite
information regarding above line were made available to ERLDC by SLDC,
Bihar. ERLDC, vide mail on dated 11.03.2021, informed that NLDC has
requested to submit the approval of NR Standing Committee for LILO of above
line. Further, UPPTCL had informed CEA and BSPTCL that LILO of 220 kV
Pusauli PG-Sahupuri DCSS at 220/132/33 kV Karamnasa New GSS shall be
permitted after the up-gradation of 220 kV Sahupuri to 400 kV level which is
tentatively expected to be completed by February, 2022.
24.3 As the scheme is already been agreed in the Standing Committee, BSPTCL
requested NLDC, ERLDC and UPPTCL to allow shutdown of the above line for
8 to 10 days so that above work can be completed on time.
24.4 Representative of UPPTCL stated that Shahupuri S/s is being supplied power
from three sources i.e., 220kV lines from Obra, Sarnath and Pusauli/Sasaram.
Sarnath link is already under long shutdown. In case of generation outage at
Obra TPS, shutdown of 220 kV line to Pusauli/Sasaram for implementing LILO

work at Karmnasa GSS will make Sahupuri power deficit. He informed that up-
gradation of 220 kV Sahupuri to 400 kV level is under progress and is to be
completed by February, 2022. After commissioning of 400kV Sahupuri,
BSPTCL may avail the shutdown. He also stated that after approval of the
subject scheme in the 18th meeting of Standing Committee on Power System
Planning of Eastern Region, the matter needed to be discussed in Standing
Committee on Power System Planning of Northern Region however the matter
is yet to be discussed in the NRPC(TP) meeting.
24.5 Representative of BSPTCL stated that they will connect only 30 MW of load in
radial mode at Karmnasa GSS.
24.6 After deliberations, following was agreed:
(a) UPPTCL would send their consent for LILO of 220 kV Pusauli/Sasaram PG
– Sahupuri (UP, NR), DCSS at Karamnasa New to BSPTCL.
(b) The issue will be taken up in NRPC(TP).
25. Charging of LILO of 220 kV Pusauli (PG) to Sahupuri (UP, NR) Transmission line
at 220/132/33 kV GSS Karmnasa(New) – Communication arrangement- Agenda
item by BSPTCL
25.1 Representative of BSPTCL stated that as agreed in the 18th meeting of
Standing Committee of Eastern Region held on 19.08.2016, BSPTCL is
constructing LILO of 220 kV Pusauli(PG) to Sahupuri Transmission line at
220/132/33 kV GSS Karmnasa (New). However, for communication &
protection purpose following arrangement has to be done by BSPTCL :-
a) OPGW scheme between Pusauli (PG) and Karmnasa(New).
b) PLCC arrangement with earth-wire between Karmnasa (new) and Sahupuri.
For this PLCC panel of Sahupuri line has to be shifted from Pusauli(PG) to
Karmnasa(New) GSS.
25.2 He added that even after several pursuance, no consent was received from
POWERGRID.
25.3 CE (PSPA-II), CEA stated that a Standing Committee on Communication
Planning has already been constituted to deal with communication issues.
BSPTCL agreed to approach the committee on communication planning.

26. Construction of Mithapur (New) GIS and demolition of Mithapur(Old) GSS-


Agenda item by BSPTCL
26.1 Representative of BSPTCL stated that due to development of Educational
Institutions in Mithapur, existing 132/33 kV GSS Mithapur needs to be shifted.
He added that the new substation would be constructed at Agricultural
Research Institute, Mithapur. On query of Chief Engineer (PSPA-II), CEA, he
informed that connectivity of the new substation will remain same.

26.2 Members opined that the issue of BSPTCL is not in the purview of ToR of
ERPCTP. Accordingly, the agenda may be dropped.

27.1 Representative of BSPTCL proposed for construction of 132 kV Amnour
(BGCL) – Ekma DCDS under the extension scheme of 132/33 kV Ekma GSS.
He also stated that the line has been constructed and they are seeking ex-post
approval of ERPCTP.

Operational constrains faced in Eastern Region by the system operator during Q3 & Q4
of 2020-21 are given below:

A. Transmission line constraints

Budhipdar S/S causing complete
blackout: On 08-04-2021,
cascaded tripping of 220 kV lines
from Buddhipadar occurred
causing a complete blackout of the
substation indicating the N-1
reliability issue at Buddhipadar. In
this Vendanta island also got
collapsed.

2 220 kV Waria- 220 kV Bidhan Nagar (Durgapur) is Included in Agenda Item no. 6
Bidhan Nagar D/C a Major load centre in West Bengal
Area. With nearby generating plant
of DVC feeding these load due to
low impedance path is resulting in
higher loading of the220 kV Waria-
Bidhan Nagar D/C. In addition to
these, the 220 kV Bus at Bidhnagar
is operated in split mode due to
high fault level by opening of 220
kV bus coupler. Further, the
400/220 kV Waria-Parulia (D/C)
has been made LILO at 400/220 kV
DSTPS and one of the 400/220 kV

Earlier, vide letter under reference (i), CEA was requested to resolve the issue of ISTS
connectivity at Sasaram (Pasauli) for commissioning of EDFC (Eastern Dedicated Freight Corridor)
project. This issue was discussed during 1st ERPCTP meeting held on 14.02.20. However, the work
is held up due to certain issues pe1taining to deemed licensee status of Indian Railways (IR), loading
of investment cost on States, under-utilization of state assets etc. and insistence on connectivity with
STU at Kannnasa by other stake holders viz., BSPTCL, POSOCO. It is pe1tinent to mention that
progress of this prestigious project is being monitored by PMO and recently Hon'ble PM has
inaugurated part section from New Khurja to Bhaupur (near Kanpur) of EDFC. Para-wise comments
of IR 011 the issues discussed in the 1 st meeting of ERPCTP, is attached as Annexure-A.

2. EDFC extends from Sahnewal in Punjab to Dankuni in West Bengal and is planned with 25
KV OHE. Indian Railways, as deemed licensee under the Electricity Act 2003, is drawing traction
power in the States of Punjab, Haryana, U.P., Bihar and DVC area through the grid connectivity with
respective STUs. In U.P, Traction Substations (TSSs) in Dadri - Naini section are connected to CTU
and is drawing I 05MW power at UP-ISTS.

3. Accordingly, Dedicated Freight Ccrridor Corporation of India Ltd. (DFCCIL) had planned
ISTS connectivity at Abdullapur, Meerut and Sasaram (Pasauli) inconsonance with the existing
connectivity status. ISTS connectivity at Abdullapur and Meerut have already been granted;

however, ISTS connectivity at Sasaram (Pasauli) is yet to be granted.

Para�wise comments on minutes of ER.PC meeting are as below.

23.1 Noted. Railway has been requesting for ISTS connectivity at Pasauli
since 2016.
23.2 As such the concern seems to be generally stated and without facts. It
is already mentioned that the ISTS connectivity at Pasauli was planned
and contract awarded to PGCIL: :1 is understood that assets created by
states had not taken into nccount the anticipated traction load from
DFCCIL, so the question of under utilization of already created
transmission assets does not arise.

23.3 No comments.

23.4 BSPTCL is not placing correct facts about Karmnasa. The fact is that
Karmnasa was not commissioned on the date of meeting (14/02/2020)
and it is not yet commissioned whereas Railways had planned
connectivity for ISTS PascJuli since 2016. Rly provides Double circuit
transmission lines for carrying additional load as well as enhanced
reliability as traction load is essential in nature and full/partial failure in
incoming transmission line may land to regulation of railway traffic.
DFCCIL is targeted to be commissioned in 2021 and capacity created
shall be fully utilised in due course. Transmission line is being constructed
by Railway with its own funds · and for its dedicated use; BSTPCL's
concerns regarding underutilization cf national assets are not tenable.

23.5 PGCIL's view supports Railway's contention.

23.6 No comments.
23.7 Indian Railways is a Deemed Licensee for transmission and distribution
of electricity in connection with working of Railways. Pl see detailed
explanation at Annexure-1. The subject tr.ansmission line is meant for
dedicated use of Railways and can'tb.e used by state or any other entity.

23.8 Transmission line is being constructed by Railways own funds and


question of loading its investment cost on states does not arise.

23.9 Railway is making investment in ISTS connectivity for its traction load in
view of long term financial benefits and improved reliability.

23.10 Same comments as in para 23.9

23.11 Existing transmission network of Railways from Dadri to Naini (approx.


600km) has CTU connectivity at three locations i.e. Dadri, Auraiya and
Naini and this system is working to Railway's satisfaction since long. A
fourth CTU connectivity at Pasauli wi!I in fact add to the reliability of this
transmission network. Railway has already planned double circuit lines for
improved reliability. Instances of tripping are experienced with STU
connectivity as well. In fact, as per Railways experience is that CTU
connected supply is more reliable than STU connected.

23.12 Connectivity with ISTS is fim:mcially advantageous as compared to


STU connectivity as STU ttansmiss!on and other charges levied by state
are saved.

23.13 Indian Railways is seeking connectivity as a deemed transmission


Licensee. Indian Railways is a deemed Licensee for transmission and
distribution of electricity in connection with working of Railways as per
provisions in Railway Act 1989 and IE Act 2003. Hon'ble Supreme Court
in the case of General Manager, Northern Railways Vs Chairman, Uttar
Pradesh State Electricity Board and Others (2012) had stated that the
Railways is governed by Railways Act, 1989. It held that IR is an
authorized entity under the Railways Act to undertake transmission and
distribution activities in connection with the working of the Railways.
Central_ Ele.ctricity· Regulatory Commission vide its Order dated
05.11.2015 passed in Petition No. 197/MP/2015 granted the status of
deemed licensee to IR which has further been upheld by Hon'ble APTEL.
Pl see detailed explanation at Annexure-1.

iR is already connected to ISTS arthree locations (Dadri, Auraiya and


Naini) which supplies traction load to GZB-CNB-ALD section. Further
approval of ISTS connectivity at Abdullapur and Meerut has been granted
in 2018. · · ·

23.14 Noted.

23.15 Indian Railways is a deemed Licensee for transmission and distribution


of electricity in connection with working of Railways as per provisions in
Railway Act 1989 and IE Act 2003. Hence, Railways is not liable to give
access to other entity. Pi refer to explanation at para 4 in Annexure-1.
23.16 Pl refer detailed explanation as per Annexure-1.

23.17 IR is seeking ISTS connectivity as a deemed licensee and not as bulk


consumer. IR is already connected to ISTS in UP as detailed in para
23.13 above.

23.18 Indian Railways is a deemed Licensee for transmission and distribution


of electricity in connection with working of Railways as per provisions in
Railway Act 1989 and IE Act 2003. The transmission line is for dedicated
use of IR and IR is not liable to give access to other entity. Hence,
question of determination of transmission charges for its usage does not
arise. Railway is seeking connectivity with ISTS, so BSPTCL doesn't
come into picture. Please also see detailed explanation at Annexure-1
regarding unique status of Railways.

23.19 As mentioned above, it is a dedicated line for Railways. Thus,


implication on other entities does not arise. Further, comments in para
23.11 may also be seen.

23.20 Connectivity agreement shall be signed with CTU for the LTA
quantum. POSOCO has rightly stated that Railway load is essential in
nature and they may do the planning accordingly. Power, in any case,
would be required. Further, connectivity with CTU shall- be more reliable
than STU connectivity. In addition, comments as mentioned at para 23.11
may also be referred.

23.21 This is repetition and is in contradiction to its assertion earlier that its
network is underutilised.
23.22 Indian Railways is a deemed Licensee for transmission and
distribution of electricity in connection with working of Railways as per
provisions in Railway Act 1989 and IE Act 2003. The transmission line is
for dedicated use of IR and IR is not liable to give access to other entity.

23.25 As explained above, it is requested to grant ISTS connectivity at


Pasauli. If required, an exclusive meeting in this regard may be called with
all concerned.
Status of Indian Railways as Deemed Licensee as per provisions of Railway
Act and IE Act and orders of Hon'ble Supreme Court, APTEL and CERC

Indian Railways is a deemed Licensee for transmission and distribution of


electricity in connection with working of Railways. Following provisions in Railway
Act 1989 and IE Act 2003 and orders by Hon'ble Supreme Court, APTEL, CERC
and clarification issued by Ministry of Power grant the status of deemed licensee to
Indian Railways.

1. Provisions of the Railways Act, 1989 empowering the Indian Railways to


undertake distribution of electricity for the purpose of Railway
Administration;
Indian Railways has the authority to distribute and supply electricity under the
Railways Act, 1989. The relevant provisions of the Railways Act, 1989
As per Section 2(31) of Railway Act "railway" means a railway, or any portion of
a railway, for the public carriage of passengers or goods, and inC/udes

c. all electric traction equipments, power supply and distribution


installations used for the purposes of, or in connection with, a railway;

Section 11 of Railway Act 1989 stipulates Power of Railway Administration to


execute all necessary works- Notwithstanding anything contained in any other
law for the time being in force, but subject to the provisions of this Act and the
provisions of any law for the acquisition of land for a public purpose or for
companies, and subject also, in the case of a non-Government railway, to the
provisions of any contract between the non-Government railway and the
Central Government, a railway administration may, for the purposes of
constructing or maintaining a railway-

(g) erect, operate, maintain or repair any electric traction equipment,


power supply and distribution installatioi1 in connection with the working of
the railway;

2. Third proviso of Section 14 of the Electricity Act, 2003 recognizing the Indian
Railways which is part of the Government of India to be a deemed licensee for
undertaking distribution of electricity states as below.

"Provided also that in case an Appropriate Government transmits electricity or


distributes electricity or undertakes trading in electricity, whether before or after
the commencement of this Act, such Government shall be deemed to be a
licensee under this Act, but shall not be required to obtain a licence under this
Act:"

3. Section 173 of the Electricity Act, 2003 which provides for supervening application
of the provisions of the Railways Act, 1989 viz-a-viz the Electricity Act, 2003.
4. The decision of the Central Electricity Regulatory Commission in the judgment and
Order dated 05.11.2015 passed in Petit.ion No. 197/MP/2015 granting the status
of deemed licensee to l R. In its Order, CERC states that
"It is clear that in so far as Indian Railways are concerned, they will be
governed by the provisions of the Railways Act for constructing transmission lines
and distribution installations for the purpose of supply of power to the railways
without having to take any license from the appropriate Commission for
transmission or distribution of electricity. In other words, the Indian Railways can
be treated as authorized entity under the Railways Act for carrying out
transmission and distribution activities for ensuring supply of power in connection
with working of the railways. That being the case, the requirements of MSETCL
for declaration regarding the area of operation, other terms and conditions of
license and Standard of Performance as required in case of a distribution licensee
under the Electricity Act will not be applicable in case of Railways ..... "

5. Hon'ble APTEL in IA No. 445 of 2015 filed in Appeal No. 276 of 2015 dated
16.12.2015 has upheld the status of Indian Railways as a deemed licensee.
6. The decision of the Hon'ble Supreme Court in General Manager, Northern
Railways v Chairman, Uttar Pradesh State Electricity Board and Others (2012).
The said order of Supreme Court recognizes that the Railways is governed by
Railways Act, 1989. It held that IR is an authorized entity under the Railways Act
to undertake transmission and distribution activities in connection with the working
of the Railways.
7. Letter dated 06.05.2014 issued by Ministry of Power recognizes the status of IR
as deemed licensee as per third proviso to Section 14 of IE Act 2003.
8. Regarding connectivity to ISTS/state network, CERC held as under:
"51. The Indian Railways can be connected with ISTS c;iirectly or through state
network. The Commission is inclined to consider option "c" as provided in CEA
Report with slight modification. The drawl points from ISTS located within a State
shall be treated as a single entity for the purpqse of scheduling. This
arrangement according to CEA and POSOCO may lead to fragmented control
area. Therefore, the group of TSSs situated in a State and connected directly
with ISTS shall be treated as one "fragmented control area' and the responsibility
for the purpose of scheduling, metering, balancing, applicability of ISTS charges
and losses etc, shall vest in the concerned RLDC. In so far as the TSSs of Indian
Railways connected to State network are concerned, the responsibility for these
functions shall vest in the concerned SLDC."

9. CERC Order states as below:

''In view of the above discussion, the prayers of the petitioner are decided
as under:

(a) In the light of the judgment of the Supreme Court in UOI Vs UPSEB supra, it is
held that the petitioner is an authorized entity under the Railways Act to
undertake transmission and distribution activities in connection with the working
of the railways, independent of its status under the Electricity Act. Therefore, the
information sought by MSETCL vide its letter dated 6.7.2015 are not relevant for
grant of connectivity and concurrence to the petitioner for scheduling of power
from RGPPL and GUVNL through the /STS and State networks by availing long
term access or medium term open access in terms of Connectivity Regulations.
(b) The petitioner is a deemed licensee under third proviso to Section 14 of the
Electricity Act and no separate declaration to that effect is required from the
Appropriate Commission. The petitioner as a deemed licensee shall be bound
by the terms and conditions of licence specified or to be specified by the
Appropriate Commission under proviso to Section 16 of the Electricity Act.

(c) The drawl points from ISTS located within a State shall be treated as a single
entity for the purpose of scheduling. The group of TSSs situated in a State and
connected directly with ISTS may be treated as one "fragmented control area l!
and the responsibility for scheduling, metering, balancing, applicability of ISTS
charges and losses etc, shall vest in the concerned RLDC. For the TSSs
situated in a State and connected to State network, these functions shall vest in
the concerned SLOG.

(d) All concerned RLDCs, State Transmission Utilities and SLDCs are directed to
facilitate long term access and medium term access in terms of Connectivity
Regulations from the generating stations or other sources to the facilities and
network of Indian Railways."
