Suitability Analysis Of Waste Management Of Kathmandu

A. Introduction:
Waste comprises of discard substances from household level, industry,
chemical waste, Health care services waste. If any other substances which exists, found
or disposed in an environment that could cause adverse effect on environment and
also deals as waste. In this legal document, it is clearly mentioned that the hazardous
waste and general municipal waste must be segregated and managed separately.

B. Background:
Provides an overview on the waste disposal problem in Kathmandu valley
and it’s significance. The background of suitability analysis of waste disposal can be
traced back to the growing concern about the negative impact of improper waste
management on human health and the environment. Due to the improper solid waste
management in Kathmandu people of sisdol are suffering from cancer and various skin
diseases. 1200 tons of solid waste on daily basis is produced and 75% of this ends up in
landfill and other 25% is dumped in empty plots and bagmati river.

In 2005 KMC started dumping garbage collected from the Valley into the Sisdol
over 740 ropani which is categorized into Valley1, Valley2, Valley 3. The agreement to
dump garbage in Sisdole was for three years. However, the dumping continued for 13
years. Sisdol categorized into Valley 1, 2, and 3, has metamorphosed into a stinking hill
today.

C. Objective:
Proper management of solid waste in a permanent way that helps to reduce
the burden in the environment and human health. Encouraging people and the
government to reuse, recycle and reduce the waste production. Managing temporary
location as landfill for waste dumping
D. Scope:
Planning of an appropriate policy and strategic framework needs to be developed,
together with technical guidelines on key issues such as organic composting and
landfill operations, to properly guide local bodies in effective waste management;

 Promotion of longterm solution like reduce, reuse, and recycle (3R). The
survey identified great potential for resource recovery in Nepal, which could
be realized with better public awareness and initiatives by local bodies and
communities;
 strengthening the capacity of local bodies is essential, as they are mandated
to provide waste management services to the citizens;
 enhancement of public participation and consultation would be effective in
advancing waste management practices;
 costs for waste management need to be recovered, albeit partially at first, to
provide better services. The public is generally willing to pay for services if the
level of services is improved;
 current poor management practices such as open dumping and open burning
should be stopped immediately to allow for more integrated waste
management;
 public-private partnership offers opportunities for operational efficiency and
cost effectiveness. The role of the private sector will be more important for
complex tasks such as the operation of landfill sites, as municipalities are less
experienced in these areas; and
 the management, updating, and dissemination of basic data will play an
important role in improving planning by the local bodies and monitoring
implementation progress.

E. Roles and Responsibilities:


The Institutional Mechanism of Waste Management in Nepal has two
parts which is responsible for the management:

 Planning
 Recce
 Field visit
 Temporary waste management methods
 Transportation
 Labour charge
 Collection of waste material for 3R
 Proper disposal of different waste material according
to their characteristics.
