1. Introduction

Water and Energy is one of the executing bureaus of Oromia Regional State, Ethiopia. The
Bureau is mandated to manage, develop and control all water, mineral and energy resources of
the region in support of socio-economic development. This governmental body regulates all
water suppliers in the Oromia regional state. In the smaller settlements so called Woreda Water
Teams (WWTs) are responsible for the operation and maintenance of the water infrastructure. In
the larger towns more autonomous Town Water Supply and Sanitation Services Enterprises
(TWSSSEs) are responsible. Aside from its regulatory function OWERDB is also often directly
involved in technical and financial support of both the WWTs and the TWSSSEs, thus forming a
key factor in the region. Oromia Water and Energy Resource Development Bureau is one of the
executive bodies in Oromia National Regional State. We're implementing the public duties and
responsibilities of developing, managing, controlling, administering, etc

2. MISSION

Identifying and Revealing the Water and Energy resources of the region and providing reliable
clean drinking water and providing sufficient energy sources for the society and enabling better
and modern life standards.

3. VISION
Seeing a region where the provision of sustainable safe drinking water services and Ensured
supply of energy to satisfy public needs to contribute to the socio-economic development of
society.
The vision is to see the proper development and conservation of the region's water, minerals and
energy resources and the community benefiting from the resources and leading a better life.
4. EVALUATION ON MISSION WATER AND ENERGY OFFICE

Identifying and Revealing the Water and Energy resources of the region and providing reliable
clean drinking water and providing sufficient energy sources for the society and enabling better
and modern life standards. Mission statement is declaration of an organization’s “reason for
being.” answers the pivotal question “What is our business?” essential for effectively
establishing objectives and formulating strategies and reveals what an organization wants to be
and whom it wants to serve and also called a creed statement, a statement of purpose, a statement
of philosophy, a statement of beliefs, and a statement of business principles.

Mission should be broad in scope which do not include monetary amounts, numbers and
percentages, ratios, less than two hundred fifty words in length inspiring identify utility of firms
products and reveal that socially responsive. The mission of this institution is not realistic and
achievable. It is too broad and ambiguous which is not having societal linkage.

5. EVALUATION OF VISION OF WATER AND ENERGY OFFICE

Seeing a region where the provision of sustainable safe drinking water services and Ensured
supply of energy to satisfy public needs to contribute to the socio-economic development of
society. The bureau's vision is to see the proper development and conservation of the region's
water, minerals and energy resources and the community benefiting from the resources and
leading a better life. The vision statement should be short, preferably one sentence, and as many
managers as possible should have input into developing the statement but I can’t see this
structure from the listed vision and the vision is also too long which is difficult to measure it. But
this office has two visions which are too difficult to measure it.

6. EVALUATION OF OBJECTIVES OF WATER AND ENERGY OFFICE


Here are some objectives of the office:

 Study, design, construct as well as supervise the quality of potable water and small and
medium irrigation scale facilities;
 Potable water facility management and maintenance as well as organizing users and
training provision

 Conduct survey on the region's resources (for drinking, irrigation, electric power,
aquaculture etc) and provision of training accordingly.
 Provide license and credentials to those that participate in water, energy and mining
sector development.
 Supervise and approve the standards of potable water
 Conduct survey on how to develop rivers for electric power sources
 Undertake legal contract agreements to implement water works
 Protect water sources and water bodies from industrial pollutants
 Decide water fee prices , collect water use and water work related fees

In a way, objectives are easier as they are nearer ‘now’ and can be seen at the bottom levels.
These are often ‘SMART’ Specific, Measureable, Achievable, Relevant/Realistic and Time-
bound. But according to these objectives we cannot say that it is smart and attractive.

7 SWOT ANALYSIS OF THE ORGANIZATIONAL


7.1 Strength
 A Quality service, Trainable staff, awareness creation to society, Accessibility,

Adoption of new technology, participation on country development and active


participation with the customers.
 Effective awareness to wards of products
 Advising them Effective utilization of products
 Enhancing and training them how to use e-payment products
 Giving Special service, like:- Door to door service
 Giving advice on their own business
7.2 Weakness
a. Action plan no effective change to result
b. The plan witch given to the branches does not considering and accessing the environment
c. Lack accessing the all T-24 programs due to skill gap
d. Lack balance focus

7.4. THREATS:-
A.Frequent network interruption and also the plan of implementation does not be achieved by the
given time
b. Power interruption
d. Lack timely distribution of stationary materials, office equipment and it equipments
e. Rented offices lay out are not comfortable for staff and customers
g. Lack of road and car to do resource mobilization in order to meet all woreda kebeles
