This report is a result of a successful period of time I spent at Mwanza City Council in Mwanza
during my fieldwork. I will be ungrateful if I do not thank the Lord my GOD for giving me
strength and health to write this block field work report.

I would like to take this opportunity to thank my father and my lovely mother and other relatives
especially my sister for their moral, spiritual and skillful support they gave me during the whole
process of writing and compiling my block fieldwork.

My sincere thanks to whole Mwanza City Council especially the social welfare department for
their acceptance and cooperation with me, they were so friendly and always ready to help me
with any problem I faced, and in any case, of information I needed them ready to help me. I
thank all of them for facilitating my leaning process and all the staff members, they have been
very cooperative and have always been looking forward to see the result of what they regarded
the most important services in their organization taking into account in the department.

for equipping me with knowledge and skills, theory which was important tools in my block field
work as well as my field work Supervisors Mary Mlade, Edith Mokiwa, Gigwa Masanja and

field work throughout the time I spent at Mwanza City Council, at the time I was preparing my

SUMMARY/ABSTRACT

Six weeks field practical training report conducted at Mwanza City Council under social welfare
unit for the period of between 25t h July up to 2nd September 2022.

During six weeks of practical trainings session at MCC, I was working so hard, tried and later on
be capable on attending different cases such as matrimonial, maintenance and affiliation cases. I
also provide counselling to clients and performing other different activities like filling different
forms such as admissions, discharge forms, referral forms not only that but also doing inspection
to some day care center for registration, Home visit to family with vulnerable groups such as
children and elders, providing guidance and counselling to clients, Distributing elder’s National
health Insurance Fund card (iCHF) through performing those tasks above I was able to learn in
those activities though I faced several challenges like lack of awareness and unwillingness of
people to explain the truth in order to be helped out. Nevertheless, through getting, those
challenges are all, which made me stronger and being able on looking a way to forward to handle
or cope with those challenges. Finally, I am dropping out my ink with all the confidence that I
have relevant knowledge and skills to enable me to perform different activities of helping people
in the community.

1.1 INTRODUCTION

Background of field attachment program

Fields works is the period’s Student attending the practical training so as to test the validity of
theoretical learned from class, its time Agency and academic institution work together in
assessing Students if he/she qualifies in reaching the professional goals. Block field Work is the
types of the field undertaken by Students at the end of second semester and student required to
the field placement for 6 weeks.

Field work placement; refers to the period where by students spend in a social work agency for
the practical learning

According to (ASHER, 1997), defines field practice as the actual way of helping a client into a
real life situation. However, field practice, the Students are enabled to practice theories learned
in class to real life situation, and to develop competence skills, commitment to Social Work
practice and the ability to work effectively within a social agency.

Block field work practice is the integral part of social work education. It enables students to
develop competence in performing practical skills, develop professional commitment to social
work practice, involve a practice style consistent with personal strengths and capabilities and
develop the ability to work effectively within a social agency. It enables students to put
knowledge and skills gained in classroom into practice knowledge and value guided practice
makes a social worker to be different from the natural helper.

Report is an official document that carefully account for a particular activity or subject which is
taking place. The fieldwork report has aim of assisting the knowledge and skills which student
gained in theoretical learning and to apply it into real life situation.

This practical training normally conducted in order to import skills and knowledge from brain,
books from classes to identify the link and connect with what happening within our living
societies in day-to-day life also to test the validity of theoretical learned from class.

This report will help the academic supervisor to evaluate some theories that can be updated and
to introduce new techniques which student gained from fieldwork practice but again to identify
the weaknesses and strengths of the knowledge, which provides to the students.

Objectives of the agency

a) To develop ability to demonstrate knowledge of legal and policy issue in practice.


b) To developed sense of commitment to social work professional and code of ethics.
c) To provide opportunity to students to explore person attribute particularly values
and attitude in the role of professional.
d) To strengthen students understanding of mutual aid with various resources and
support system in the community.
e) To impart practical social knowledge and skills of working with a client.

HISTORICAL BACKGROUND OF THE AGENCY

(DEPARTMENT OF SOCIAL WELFARE)

Mwanza City Council Comprises of thirteen (13) departments and six (6) sections. Community
Development and Social Welfare is between those two Departments. One Head of the
Department and two Assistants, 1 heading Social Welfare Section that has eleven staffs and other
heading Community Development Section that has twenty-six staffs, heads it. The Department
deals with all Community Development and Social Welfare issues including individual, family
and community welfares and child care, growth and development, home care, centers for orphans
and vulnerable children, adoption and foster care, community based case, support and protection
of orphans and vulnerable children in the streets, poor families, behavioral change and children
rights as well as aged people and people with disability rights among others.

Department of Social Welfare is the one of the unit under the Ministry of Health and Social
Welfare. A Commissioner of Social Welfare heads this department. Prior to changes in the
structure of the Ministry of Health and Social Welfare. Three Assistant Commissioners (3) who
led three main units assist the Commissioner.

DUTIES AND RESPONSIBILITIES

Attending different family cases

In the process of listening and solving different family cases, I learned different type of parental
cases such as affiliation case involve man and women who got a child but they are not married,
matrimonial case involve only married couple and maintenance cases involve duties and
responsibilities of rising children after separation. Below is an example of Affiliation case I

HOW THE PROBLEM CAME TO MY ATTENTION

It was on 2 august t2021 on Monday when a certain women interred in the social welfare office
I welcome her and I request her to have a seat and I introduce to her myself as well she introduce
to me .(the principles of acceptance and relationship building was applied) After
introduction I tried to make the client to feel comfortable by ensuring the statement provided by
her will be considered confidential also I asked her to be free in anything because the social
welfare office is a safe place(considering the principle of confidentiality)

I asked client XX what brought in the office, I have problem she answered me. Please can you
tell me your problem I question her again client XX. Yes, officer I can tell you. I was in
relationship with someone four years ago and god bless me so now I have one child(she
continue to explain considering purposeful expression of feeling) when I was pregnant my
mother and brother they were taking care to me in term of money, shelter and other needs and for
that time still I was lived with my mother and after delivery child my mother and brother was
taking care to me so I was only dependent to my mother to provide everything to me because the
father of my child he left me and he doesn’t concern to provide service to the child. So, from
now my child has 4 years and the father of my child he doesn’t do anything to child even he
doesn’t know the face of my child. But for that time when grandmother want to live with my
child, I give my child to her without any problem so for that time we were live together happy
and other days when I travel the child she will remain with her grandmother or my mother before
I left to live with my mother.

I ask another question to client XX so now where do you live, now I rent house so I live with my
child only I left to live with my mother five month ago. Okay it is good if now you can stand
yourself and maintain needs to your child, I congratulate client. She continues to explain her
problem, but officer on august mother in law she came to my house with harsh language and she
told me she wants to live with my child permanent because am not good mother. She started to
cry, I left her cry for a moment (I applied the principle of purposeful expression of feelings)
until she stops, in order to control my feelings (I applied the principle of controlled emotional
involvement). After she stopped to cry, we started again our conservations with client XX. She
continued by saying that if I refuse to give the child, she beat me or to bring me to the police
station. Therefore, I come here to seek consultation on what to do with my child because I want
to be with my child

I passed another question to client XX are you living yourself I asked her. Yes, officer am living
myself but previous I was lived with my mother. This time my uncle assists me and he helps me
with different situation

PLAN

We discuss with the client XX and the client she chooses (the principle of self-determination
to the client was applied) to call grandmother in the office.

I wrote the calling letter, which she supposed to bring the village chairperson who will take latter
to

Her grandmother. I told the client XX after take that latter to chairman to come again on 5
2021at 11:00 am the day I assigned in the later to discuss together to assist the problem.

PROCESS RECORD 2 CASE ONE


It was on Thursday 5 august 2021 at 11:00am when a certain woman inters in the office I
welcome and we greeted each other (I applied principle of acceptance and relationship
building skill). After greeting, I seat near to her so that I can hear what bring her to the office. Is
here social welfare office? She asks me, yes, it is here. The client she gives me a latter I take it
and I read, after that, I asked her are you Mrs. YY from BUHOGWA, yes officer. Okay thank
you for coming you did good things I told the client. I ask her because your person is already
arriving let to call her in the office so we can talk to gather. It is okay she answered that.

After few minutes I call client XX in the office to start the conversation, and we seat together
and we great each other with both client and I introduce myself to both clients as well the
introduce to me. In addition, after short introduction we start our 5conversation as follows,

After taking personal particulars of client Mrs. YY, I find friend environment to communicate
with the client because by that time in the office there was great number of people include
client who were looking for Social Welfare services.

I find good environment (principle privacy and confidentiality were applied), after that we
started our conservation. Mrs. Do you know the purpose of being here, I asked client Mrs. YY. I
do not know officer, he answered. Okay, do you know the woman I asked him again, yes officer
I know her, he replied. Okay, she came here on 2OAugost 2021 and she say that you go to her
house and make big trouble I heard that you want to take her child she came here to claim about
your trouble you make to her. I call you because I want to hear from you, why you make trouble
to her about her child.

Okay officer it is long time now since this woman she lives with that child as she explained
history to you. This woman she is living with her child but one day I hear that the child is sick so
I go to her house and I told that to bring her child so as to take care about her because mother she
doesn’t spend full day at home but her mother refuse to bring her child. After one week the child
was recover and her mother come to my house and she told me that she wants to travel and after
one month she will come back to take her child. So, because is our part of my family I told her
there is no problem so when the time is ready come and see me.
After month she came back home but suddenly, she takes everything about her child and herself
and she told me that she wants to leave she going to rent somewhere and she left on that month.
So, after months I miss that child so I go to her house because I know where she lives and I told
her to bring that child to go with her to my house but she refuses and I go there peaceful, and I
don’t make any trouble.

I ask client XX you hear what she says, yes officer she answered that. Is that true no officer, the
day that she come to my house she come with her friend and she told me that she is going to beat
if I don’t give that child, I ask again Mrs. YY but she still refuse, also I ask why she need that
child and she say that her mother she doesn’t take good care to her even if she is seek she doesn’t
look her. Mother provide wrong information to the people concerning about children. I left him
express her feelings without interrupting (I applied principle of purposeful expression of
feelings). I ask many questions for both client (question skills were applied here) and at the
end Mrs. YY she agrees that she want to live with that reason because she lives herself at home.

Thank you, client XX, but now you have to know how the child will survive I told my clients.
Therefore, you should make sure that your child to be healthy and happy. Moreover, I told both
clients to look the child and take good care for her.

PROCESS RECORD 3: EVALUATION AND TERMINATION

It was on Friday when client XX and Mrs. YY discuss the about the child and who will remain
with child. After moment, I asked them how about the agreement our agreement was good the
child will remain with her mother. (Self-determination principle was applied) so if anything,
happen to child her mother can tell me, I can help her client YY she replied that
I told both clients that even we reach the solution but should understand that to look the child so
as to grow with healthy incase thing happen to child will be responsible to support the child.
Okay, officer they answered. Agreed that I will call client Y to know if she continues to receive
the money from Mr. V per month and if he provides other services as he said. As to have

AGREEMENT FROM THE CLIENT


The client XX and YY they agree that, the child we remain with her mother but if mother in law
want to see the child can go and see her and also to provide support to the child. Client XX does
the agreement and Mrs. YY as well as social worker and both they sign on agreement form as the
evidence. After that I thanks them for the cooperation, they thank for the services, and they left
the office.

Recording elder’s information for preparing iCHF health insurance.

It all about aged people from sixty years old and above, where by I was responsible in collecting
and recording elders information for almost all areas in Nyamagana district so as to prepare
iCHF cards for free health care to adhere their health status, my responsibility there was to
provide awareness to the clients on how to join on the community health insurance fund in order
to reduce cost for treatment this can help them to save their life not only it but also convincing
power on how to make them join with their willingness in collaborative manner example we
provided education to the people during different seminars, office meetings with other
stakeholders.

Filing service plan form to children who living in most vulnerable condition and under 5-
year birth registration.

The service plan form is for assessment in ensuring that those admitted children to fit person or
home centers are getting what required to be given out as the way of ensuring safety and security
to those children’s in case of their care and protection. There my responsibility was to record
information through interviewing a child and effects that may arise out if immediate actions not
taken now to such kind of children.

The process of making admission and discharging forms to children.

It all about incoming to fit person and home centers and outgoing to the families, such as of
home centers are SOS, Wote Sawa, Village of Hope and many of them which are real committed
on ensuring care, safety and security to those children while the further process and procedures
of finding their home places and their families are slowly taken.

Participating into different seminars and meetings


The program carried out enabled me to have confidence and be able to speak in the front of
mass, though we were having the group’s discussion and class lecture but its quiet difference
since student asking regularly and unexpected questions
I also get a chance to know how to organize groups as the one of the role of social workers in
helping society also monitoring group discussion. I learn that cooperation, good communication
and working as the team make things easy and it will be easy to bring changes for youth and the
whole society.

Data entry in MVC-MIS and DCMC system

Where by MVC-MIS is the online system which used in entering and recording information of
children who living in most vulnerable conditions through interviewing them and arranging
better plan for helping them so as to ensure safety, care and security to them.

Providing referral to other levels such as court for further assistance.

Where by referral are normally given out when consensus are not reached, achieved or being
broken out it is where referral provided to court for further assistance under law order. I
confidently assure myself that am now capable on linking clients to other organization and
stakeholders such as TLS and TAWLA for more support regarding in getting their rights.

Level of accomplishment

They were very satisfied with the accomplishment of the duties and responsibilities they
assigned to me furthermore, the programs equipped me with skills and knowledge of all matters
related to public speaking, leadership skills, and interview on how I can use that knowledge on
employment market competition

Relationship with other staff.

At Mwanza City Council department of social welfare office the area is too conducive in
providing also offering some service since we work together with Social welfare officer and we
do value the client’s needs through using good language and active listening skills through
taking the information of different clients in need and maintain confidentiality as one of major
ethics to value in working places not only that the staff members are willingly in transferring
their skills ,knowledge, patience , unity and love to facilitate to field students through involving
them about different cases and taking them into different area of work like in hospitals, court,
inspecting day cares, involving field students in different meetings, seminars, value field
students they have spirit of training practical training student through providing instruction to the
student in polite language which make the student feel valued in the organization.

Things enjoyed most and why

 Fieldwork practice enabled me to have confidence and be able to speak in the front of
mass, though we were having the group’s discussion and different seminars, I also get a
chance to know how to organize groups as the one of the role of social welfare officer in
helping society also monitoring group discussion, I preferred undertaking numerous
number of duties, because they give me a wide chance of learning various things and
skills

 I also gain skills of how to deal with youth, monitoring and evaluating understanding
capacity of youth, the participation and ability to generate new idea, it is my pleasure that
I can deal even with individual and community for development and improving the living
condition.
Things enjoyed least and why
 Also work tools, the tools was not in standard that they can be used but because we was
having no other choice we have to use them
 Lastly, transport was an issue when it comes in conducting home visiting for making
assessment and implementing service plan in the field.
Problem experienced and how handled.

 Also sometime I used my own money to buy credit so that I can be able to have internet
access because other work need internet and the organization wasn’t have internet access
and even modems, so I used my money and they never consider me about that because
the money I used was my transportation fees and food allows.
 Time some time was also complicated issue because I supposed to be at the organization
at 7:30am but sometime when I arrived the person who stay with key was not arrived yet
so I used to stay outside waiting for them the thing that was so boring because I arrive on
time and wait outside of the door.

Major benefits derived from field attachment program

I learned to make different investigation about the source of problems which facing the society
and to understand policies which given in order to solve different problems which hinder in the
community at large.

 I have experience to interact with different people from different organization because the
time I was at the organization I got opportunity to meet four social workers from different
NGOs.

 Also during my block fieldwork I learnt that the social welfare and social work
profession is needed in a society whereby everyone will enjoy his/her rights and respects
the rights of others. This profession is important to be known and considered by the
government and others organizations and that social workers themselves come to know
their roles in the society, and be able to build a society where everyone will be able to
solve or cope with problems which facing the society at large

CONCLUSION AND RECOMMENDATIONS.


Conclusion

Practical training it important to student because helps to work with people and how to overcome
challenges, its time I utilize my time to show the way in my career, I learn much especially how
to capacity on dealing with client, to the extent I manage to utilize resource and help them to
understand what is the right way and what is good way, though I know is not easy to make
people accept the reality, but through the skills and knowledge from the class I managed to deal
with them.

Strengths

Hence, the field work practice it makes students to be competent to the area of competences,
which want also to learn a lot about the client’s behavior and life situation of people to the
society. In addition, I learned about different culture and to make effective interview to the
clients.

In addition, Fieldwork is allowing students to insight into the reality of work and the pressure of
the work environment. In this respect, Fieldwork is viewed as a very important subject in Social
welfare. In this regards, Fieldwork is a process, which contributes to the development of
competence, confidence and identity.

Weaknesses

The process of collecting and submitting field report and logbook was in unorganized way
because there was no good way in the process

Also student required to have knowledge concern the vulnerable groups especially people with
disabilities, by providing the knowledge on dealing with special case particular to the people
with hearing disabilities and sight problem, such will insure the real competence that we want

To the university
In order to achieve the objective and goals of the Fieldwork, the institute has a role to play apart
from giving theoretical knowledge and skills. Therefore, the following comment should be

There is a need for consultants to visit the students early and if possible after two weeks after a
students placed in the agency as directed by fieldwork guidelines. This is due to fact that the
consultant can be able to know the position of the student if the objective can be met or not, so
they can find other alternatives

To the agency
Social welfare office in Mwanza city council must extend its service and ensure that they reach
large number of people within the community because problems affects large number of people
due to the lack of awareness, willingness, and clear information about their rights and
responsibilities.

The government shall provide and supply more on equipment which are needed in the office for
various uses so that to help workers in the office to work in morale and in a right time when their
given task to do. For example, equipments like plaint of computers, print machines and so on.
