PURPOSE:
The purpose of this SOP is to provide guidance on the proper conduct of preparations and
response during a landslide to ensure the safety and well-being of the affected individuals.
DEFINITION OF TERMS:
a. Landslide - the movement of rock, earth, or debris down a slope due to natural causes or
human activities.
b. Hazard map - a map that identifies areas that are prone to landslides based on geological,
topographical, and other factors.
c. Early Warning System - a system that provides advance notice of an impending landslide.
RESPONSIBILITIES:
a. The Province of Zamboanga del Norte - The LGU is responsible for the preparation and
implementation of disaster plans, communication and dissemination of warnings, and
coordination with emergency response units.
c. Disaster Response Units - The Disaster Response Units are responsible for the
implementation of the disaster plan, transport of the affected individuals to safer
locations, and provision of basic needs such as food, water, and medical attention.
PROCEDURES:
A. PRE-LANDSLIDE PREPARATION:
i. Identify the areas that are likely to be affected by landslide based on hazard maps,
weather forecasts, and risk assessment.
ii. Establish an Early Warning System that provides advance notice of an impending
landslide.
iii. Disseminate warnings and advisories to the affected individuals through various
communication channels, such as loudspeakers, text messaging, and social media.

iv. Prepare evacuation centers and designated safe areas for the affected individuals.
v. Coordinate with barangay officials and disaster response units for the implementation of
the disaster plan.
i. Monitor the situation and provide regular updates to the affected individuals.
ii. Implement pre-emptive evacuation measures if necessary.
iii. Ensure the safety of the affected individuals, especially those in vulnerable areas such as
coastal communities, low-lying areas, and landslide-prone areas.
iv. Provide basic needs such as food, water, and medical attention to the affected
individuals.
v. Conduct search and rescue operations if necessary.
C. POST-LANDSLIDE PROCEDURES:
i. Monitor the safety and well-being of the affected individuals in the evacuation centers or
designated safe areas.
ii. Provide necessary assistance, such as medical attention and psychosocial support, to the
affected individuals.
iii. Conduct damage assessment and identify areas for rehabilitation and recovery.
iv. Coordinate with government agencies, non-governmental organizations (NGOs), and
other stakeholders for the provision of relief and rehabilitation.
CONCLUSION:
Landslides are among the most common natural disasters in the Philippines, and proper preparation
and response are crucial to minimizing their adverse effects on the affected individuals and
communities. By following this SOP, LGUs, barangay officials, and disaster response units can
effectively implement disaster plans and ensure the safety and well-being of the affected individuals.
