Vacancy Announcement

Doctors Without Borders India (DWBI)/ Médecins Sans Frontières (MSF) aims to provide medical assistance
without any kind of discrimination including offer medical assistance during natural and manmade disasters
through establishment of healthcare centers, implementing medical programs for critical illnesses on its own or
with partners, working for creating medical awareness and capacity building and carry out/sponsor research to
provide strategic input on relevant medical treatment options in India.

Position: Epidemiologist
Location of Job: Mumbai
Duration: (Renewable/non-renewable): 1 year (Renewable on Need Basis)

• Salary Gross (INR): 65,580 per month (Non-Negotiable)

PURPOSE OF POST:

Assessing, implementing and maintaining the epidemiological surveillance systems/monitoring (if needed)
according to MSF protocols, standards and procedures in order to contribute to appropriate evidence-based
decision making using well managed health data in outbreak and emergency MSF programmers.

FUNCTIONAL AND HIERARCHICAL LINES

Hierarchically accountable to Epidemiology Activity Manager

ACCOUNTABILITIES:
• Carrying out key epidemiological activities in outbreak investigation (description including time, place,
people with emphasis on mapping when it is needed) and advising on the operational response
• Implementing and maintaining a surveillance system to monitor epidemiological trends of relevant
outbreak-prone diseases. Guiding activities of medical staff for surveillance and/or active case finding,
including ensuring understanding of the need for consistent case definitions and data recording (briefing of
all new staff)
• Monitoring and Implementing initial Assessment (for emergency situation), rapid health assessments and
(baseline or follow-up) surveys. Where standard protocols are not available or appropriate, developing a
protocol seeking extensive feedback and pilot testing of tools to ensure the objectives will be met robustly
with support of HQ epidemiologist
• Preparing and adapting routine documentation (survey forms, training materials, letters of
request/notification, locally appropriate consent forms etc.) with support of HQ epidemiologist. Preparing
an appropriate sampling frame and sample selection guidelines with support of HQ epidemiologist
• Planning and supervising the associated HR processes of the staff under his/her responsibility
(recruitment, training/induction, evaluation, potential detection, development and communication) and
ensuring that staff exhibits required skills after training and pilot test
• Managing data systems and ensuring accurate, high quality databases; analyzing results and preparing
regular written reports on progress and findings for medical coordinator/HQ and when appropriate to
external collaborators/networks (MoH, other NGOs, etc.)
• Providing training sessions to medical teams on relevant aspects of epidemiology to enhance team
response capacity
CONTEXT SPECIFIC ACCOUNTABILITIES:

• Routine day to day monitoring of data entry in the different data capturing tools/databases like excel
sheets, BAMNI software, NKSHAY database used by the data entry operators in two sites of project
intervention in Clinic and NTEP collaborative site in M-east ward respectively to ensure accurate and
completeness of data
• To provide technical guidance and Day to Day supportive supervision of the Data entry operators of both
site clinic and Shatabdi nodal centre including regular team meetings, feedback and leave plan monitoring
• To conduct Regular meetings and Coordination with medical /paramedical data focal points(doctors,
counselors, nurses)and respective managers as needed to discuss challenges and solutions to streamline
data collection and analysis
• To co-ordinate with field supervisors of national TB programme to ensure the completeness of NIKSHAY
databases and flag any issues, gaps in discussion with epidemiology activity manager
• To participate in quarterly report compilation, provision of data for any advocacy related document
compilation as needed and to provide inputs related to epidemiological situation, monitoring trends related
to any epidemiological outbreaks and monitoring and evaluation in strategic discussions as needed
• Operational Research related: managing data systems and ensuring high quality databases. Reviewing
data collection and undertaking analysis as appropriate. Participating in defining objectives of OR along
with Epi manager, developing research protocols and methodology

• Meetings: Attending internal regular meetings with line manager, Medical activity managers, Project
medical referent and external stakeholders meeting whenever needed

REQUIREMENTS

Education:
• Masters in Public Health/ epidemiology /biostatistics

Experience:

• Minimum of 2 years of experience in same field


• Experience in data analysis through excel/STATA/SPSS/R software would be of added value
• Experience in research writing would be preferable

Knowledge:

• Experience in MSF or other NGO’s in developing countries is desirable


• Strong interpersonal and communication, time management and problem-solving skills, excellent
organizational skills
• Ability to work in a multi-disciplinary team environment
• Essential computer literacy (MS Word, MS Excel & Internet)
• Excellent understanding of MSF’s principles and values
• In-depth contextual knowledge and analytical skills
• Languages: Mission and local language essential (high level command oral and written)
