WHEREAS, the United Nations convention on the Rights of the Child (UNCRC) provides the
fundamentals basis of the Philippine Government’s vision for a “Child-friendly, caring and protective
society for, by and with the Children”;
WHEREAS, the Philippine Government’s ratification on the United Nations Convention on the Rights
of the Child (UNCRC) in 1990 has made it imperative for all sectors of the society to translate its provisions
into concrete actions that will lead to the fulfillment of the Filipino children’s rights to survival,
development, protection, and participation;
WHEREAS, Republic Act 7610-A Special Protection of Children Against Child Abuse Exploitation and
Discrimination Act, provides for a stronger deterrence and special protection against child-abuse,
exploitation and discrimination and its corresponding penalties;
WHEREAS, Article 359 and 360 of the Civil Code of the Philippines, provides that the “Government
shall establish a Council for the Protection of Children”;
WHEREAS, Presidential Decree 603, article 87-The Child and Youth Welfare Code encourages the
organization of a Barangay Council for the Protection of Children (BCPC) and shall coordinate with the
council for the Welfare of the Children in drawing and implementing plans for the promotion of child
welfare;
WHEREAS, Presidential executive Order No. 310, series of 2000, “adopted the Philippine National
strategic Framework Plan development for Children, 2000-2025 or child 21” which is holistically looks and
attends to the needs of the child using the life-cycle approach of development;
WHEREAS, DILG Memorandum Circular No. 2002-121, dated August 03, 2002, a “Revised
Guidelines on the Organization and Strengthening of the Local Council for the Protection of Children (LCPC)
incorporating thereat Early Childhood Care and Development (ECCD) Coordinating Committees at the
Provincial, City, Municipality and Barangay level”;
WHEREAS, the Department of the Interior and Local Government (DILG) has issued Memorandum
Circular No. 2008-126 this provides the revised guidelines in monitoring the functionality of the local
council for the Protection of Children.
WHEREAS, as the core local institution for the child-related programs, the LCPC is responsible in
planning and spearheading programs for the Children at the local level with the end in view of making the
locality child-friendly;
SECTION 3. COMPOSITION. The membership of the Barangay Council for the Protection of Children is
hereby reconstituted as follows:
SECTION 4. SECRETARIAT. The secretariat shall be designated by the Chairperson of the Council from any
of the LGUS operating units, which shall provide administrative and technical support services to their
respective LCPC member agencies. The secretariat shall be responsible for providing technical support,
documentation of proceedings, preparation of reports, and such other assistance as may be required in the
discharge of its function. The secretariat shall be composed of the following:
SECTION 5. BUDGETARY SUPPORT. Appropriate budgetary funds shall be allocated for the operations of
the Council chargeable against the general Fund-Lump Sum appropriation while the implementation of
programs, projects and activities (PPAs) inclusive of PPAs stated in DILG MC No. 2012-120 which enjoins all
local Chief Executives to appropriate one percent (1%) of internal Revenue Allotment on Children PPAs as
planned by the BCPC.
SECTION 6. REPEALING CLAUSE. All Executive Order or issuances inconsistent with the provisions of this
executive order are hereby repeated or modified accordingly.

A RESOLUTION PROVIDING THE RIGHTS OF EVERY CHILD WITHIN THE VICINITY OF BARANGAY
LIPAY-DINGIN-PANIBUATAN, IBA, ZAMBALES.
WHEREAS, section 17 of republic Act 7160, also known as the Local government code of the
Philippines, mandates that the barangays shall endeavor to provide for an effective and efficient
provision of basic services and facilities which includes programs and projects for children and youth
welfare;
WHEREAS, republic Act 7610, otherwise known as the Special Protection of Children Against Child
Abuse. Exploitation and Discrimination Act, provides for stranger deterrence and special protection
against child abuse, exploitation and discrimination and its corresponding penalties;
WHEREAS, there is a need to codify the laws relating to children’s rights to apply particularly to the
Barangay Lipay-Dingin-Panibuatan, Iba, Zambales;
NOW THEREFORE, on motion of Co-chairman Jane D. Rabaja , duly seconded by member Cynthia Q.
Gonzales and with concurrence of all other members be it that:
SECTION 1. TITLE: This resolution shall be known as the “RIGHTS OF THE CHILD OF BARANGAY
LIPAY-DINGIN-PANIBUATAN, IBA, ZAMBALES”.
SECTION 2. PURPOSE:
a) To ensure that children’s rights and promote their welfare and development.
b) To ensure that children’s rights are given priority attention both in government and civil
society.
a) Every child is entitled to survival, development, protection and participation rights without
distinction as to legitimacy, sex, social status, religion, political antecedents, and other
factors;
b) Every child has the rights to be born well, endowed with dignity and worth of a human
being from the moment of his or her conception;
c) Every child has the right to a whole some family life that will provide him or her with love,
care, and understanding, guidance and counselling and moral and material security. The
dependent or abandoned child shall be provided with the nearest substitute of a home.
d) Every child has the right to balanced diet, adequate clothing, sufficient shelter, proper
medical attention, and all the basic physical requirements of a healthy and vigorous life.
e) Every child has the right to a well rounded development of her of his personality to the end
that she or he may become a happy, useful and active member of the society specifically;
1.) The gifted child shall be given the opportunity and encouragement to develop her or his
special talents;
2.) The emotionally disturbed or socially maladjusted child shall be treated with sympathy
and understanding and shall be entitled to treatment and competent care;
3.) The physical or mentally disabled child shall be given treatment, education, and care
required by her or his particular condition.
f) Every child has the right to be brought up in an atmosphere of morality and rectitude for
the enrichment and the strengthening of her or his character;
g) Every child has the right to grow up as free individual in an atmosphere of peace,
understanding, tolerance and universal sisterhood/brotherhood and with the
determination to contribute her or his share in the building of a better world;
h) Every child has the right to quality education, primary education must compulsory and
higher education must be available and accessible to all the basic of capacity by every
appropriate means. The education of the child must be directed to;
1.) The development of the child’s personally, talents and mental and physical abilities to
the fullest extent;
2.) The preparation of the child for responsible adult life in a free society;
3.) The development of respect for the child’s parents, her or his cultural identity, language
and values, and the cultural background and values of others’
4.) The development of respect for the natural environment;
i) Every child has the right to full opportunities for the safe and wholesome recreation and
activities, individual as well social for the wholesome use of her or his leisure hours;
j) Every child has the right to live in a community and a society that can offer her or him an
environment free form pernicious influences and conductive to the promotion of her or his
health and cultivation of her or his desirable traits and attributes.
RESOLVED, to provide the rights of every child within the vicinity of Barangay Lipay-Dingin-
Panibuatan, Iba, Zambales.
RESOLVED FINALLY, to furnish copies of the resolution to all concerned citizens for their information
and guidance.

AND ENDORSING THE SAME TO THE SANGGUNIANG BARANGAY FOR ADOPTION.
WHEREAS, presented before the council is the draft Barangay Council for the Protection of Children
(BCPC) Plan and Budget for fY 2023 of barangay Lipay-Dingin_Panibuatan, Iba, Zambales;
WHEREAS, after a through deliberation on the merit of the plan, and upon motion of HON. JANE D.
RABAJA, Committee chairman on Social Services, duly seconded by the majority, it was ;
RESOLVED, as it hereby resolve, to approve the Barangay Council for the Protection of Children
(BCPC) Plan and Budget for fy 2023 of barangay Lipay-Dingin-Panibuatan, Iba, Zambales and

WHEREAS, it has been agreed by the Sangguniang Barangay Members of this Barangay
Session dated January 15, 2022, approving the Barangay Council for the Protection of
Children (BCPC) Action Plan of Barangay Lipay-Dingin-Panibuatan, Iba, Zambales.
WHEREAS, Article 87 of the Presidential Decree 603 (Children and Youth Welfare Code)
states that, “Every Barangay Council shall encourage the organization of a Local Council
for the Protection of Children (LCPC) and shall coordinate with the Council for the welfare
of Children (CWC) in drawing and implementing plans for the promotion of child and youth
welfare”;
WHEREAS, it helps to protect and assist children in need of special protection, and refer
cases filed against child abusers to proper agencies; Monitor situational reports on
children, prepare quarterly updates; and perform such other functions and other related
laws especially in matters of child and parent education, health, entertainment.
BE IT, RESOLVED FURTHER, the copies of this Resolution shall furnished to the other
