WHEREAS, By virtue of Section 20(b) of RA No. 10742, the SK shall have financial
independence in its operations, disbursements, and encashment of their fund, income and
expenditures. Accordingly, it has the capacity to act as a procuring entity as defined under
Sections 5(o) 4 of RA No. 9184 and 5(bb) of its 2016 revised IRR.
WHEREAS, Republic Act 9184 known as the Government Procurement Act provides for
the establishment of a Bids and Awards Committee:
WHEREAS, the Bids and Awards Committee (BAC) shall be responsible for ensuring
that the Procuring Entity abides by the standars set forth by the Republic Act 9184 and its

WHEREAS, Republic Act No. 10742, otherwise known as Sangguniang Kabataan Reform Act
of 2015, establishes reforms in the Sangguniang Kabataan (SK) creating enabling mechanisms
and support systems that will ensure the meaningful participation of the youth in local
governance and nation-building;
WHEREAS, paragraph (b), Section 20 of Republic Act No. 10742 provides that all
Sangguniang Kabataan shall have financial independence in its operations, disbursements and
encashment of their fund, income and expenditures;
WHEREAS, the payment of the annual dues should be made through the following bank details:
WHEREAS, the 2% Annual Dues shall be used to defray expenses of the SK Federation arising
from its programs, projects and activities subject to usual government accounting and auditing;
NOW THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED BY THE
MEMBERS OF THE SK CAGHALO, to disburse the amount of Php 5,957.28 as payment to
the SK Federation-Carigara Annual Dues.

WHEREAS, it is necessary and beneficial for the Sangguniang Kabataan (SK) members to have
a uniform for the purpose of identification and unity;
WHEREAS, Reyfer Enterprises has been chosen as the supplier for the said uniforms due to its
reputation for quality and affordability;
WHEREAS, the total cost for the said uniforms amounts to 10,000;
NOW THEREFORE, on motion of Hon. Francis Mae Velonta, duly seconded by Hon. Jamaila
N. Velunta, it was
RESOLVED, as it is hereby resolved, to authorize SK Chairperson Hon. Leo I. Cordel Jr. and
SK Treasurer Ma. Claire Latayada to disburse the amount of 10,000 as payment to Reyfer
Enterprises for the SK uniform.
RESOLVED FURTHER, that copies of this resolution be forwarded to the Barangay Council,
Reyfer Enterprises, and other concerned parties for their information and appropriate action.

WHEREAS, The Sangguniang Kabataan of Barangay Caghalo has a legal existence under RA
7160 otherwise known as the Local Government Code of 1991 and its Implementing Rules and
Regulations (IRR);
WHEREAS, Section 22(a)3 and (b) of the Local Government Code provides that SK as a
subsidiary unit of the barangay, as a corporation, shall have the power to have and use a
corporate seal and may modify at any time;
WHEREAS, the official seal serves the purpose of having a concrete symbol of its authority and
professionalism, ready to conduct effective business operations and likewise expresses the
cultural/historical existence of Barangay Caghalo;
WHEREAS, The Official Seal of Sangguniang Kabataan of Barangay Caghalo shall appear as
illustrated below and explained as follows:
The words "SANGGUNIANG KABATAAN BRGY. CAGHALO" encircle the logo. The text is
in capital letters and colored in a combination of blue and red, suggesting vibrancy and
importance. Multiple colorful hands (yellow, red, pink, and blue) reaching upwards are central to
the design, symbolizing unity, cooperation, and active participation of the youth. Silhouettes of
people in various poses are integrated into the background, indicating dynamism, enthusiasm,
and inclusiveness.
Elements of the Philippine flag’s colors (red, blue, yellow, and white) are present, representing
national pride and patriotism. Behind the hands and people, there is a depiction of a radiant sun
with rays extending outward. This resembles the sun on the Philippine flag, symbolizing
freedom, hope, and enlightenment. Green leaves are included in the design, suggesting growth,
environmental consciousness, and the nurturing of future generations.
The logo reflects the values of youth empowerment, community involvement, and national pride.
The vibrant colors and dynamic imagery emphasize the energetic and proactive spirit of the
Sangguniang Kabataan.
WHEREAS, The Official Seal shall be affixed to all communications and forms of the
Sangguniang Kabataan of Barangay Caghalo such as but not limited to, letterheads, envelopes,
memo pad, and legal documents required. The same will also be used in uniforms and
announcements.
RESOLVE, FINALLY, that copies of this resolution be furnished to all concerned for their
information and appropriate action.

WHEREAS, pursuant to the provisions of Republic Act No. 10742, known as the “SK Reform
Act of 2015”, Sangguniang Kabataan have the inherent rights and obligations of adopting its
own rules of procedure for the proper discharge of its mandate and functions;
WHEREAS, in order to regulate and adjust with the unexpected changes in the local governance,
the Sangguniang Kabataan of Caghalo recognizes the need for the adoption of its existing an
Internal Rules of Procedure;
NOW THEREFORE, on motion of SK Member Francis Mae Velonta, and duly seconded by
the body;
RESOLVED, AS IT IS HEREBY RESOLVED, to adopt the Internal Rules of Procedure for the
Sangguniang Kabataan of Caghalo Carigara, Leyte.
RESOLVED FINALLY, that copies of this Resolution be submitted to the Office of Punong
Barangay, and Office of Local Youth Development Officer for their information, guidance, and
records purposes.
RULE I. MEMBERSHIP
Section 1. Composition – The following are the duty elected members of the Sangguniang
Kabataan
Section 2. Term of Office - The term of office by the members of the Sangguniang Kabataan of
Caghalo shall be two (2) years, which shall commence on such date as may be provided by law
except for the appointed SK Secretary and Treasurer.
Section 3. Oath or Affirmation - All the members of the Sangguniang Kabataan of Barangay
Caghalo shall upon assumption to office, take an oath or affirmation in the prescribed form, duly
subscribed before a person authorized to administer oath.
(a) In consultation and with the concurrence of the Katipunan ng Kabataan, and within three
(3) months from assumption to office, formulate a two (2)-year rolling plan, which shall
be known as the Comprehensive Barangay Youth Development Plan, which shall serve as
basis in the preparation of the Annual Barangay Youth Investment Program. This plan
shall be aligned with the Philippine Youth Development Plan (PYDP) and other Local
Youth Development Plans in every level, municipal, city and provincial as is relevant;
(b) Approve the annual budget which is the annual slice of the Annual Barangay Youth
Investment Program before the start of the succeeding fiscal year and, if the Sangguniang
Kabataan funds allow, a supplemental budget. Any changes in the annual budget shall be
in accordance with existing applicable budget rules and procedures;
(c) Promulgate resolutions necessary to carry out the objectives of the youth in the barangay
in accordance with the Comprehensive Barangay Youth Development Plan and the
applicable provisions of this Act;
(d) Initiate and implement, in coordination with any national government agency and/or any
private or nongovernment institution, programs and projects designed to promote general
welfare, development and empowerment of the youth;
(e) Hold fund-raising activities which are in line with the Comprehensive Barangay Youth
Development Plan, the proceeds of which shall be tax-exempt and shall accrue to the
general fund of the Sangguniang Kabataan: Provided, however, That in the appropriation
thereof, the specific purpose for which such activity has been held shall be first satisfied:
Provided, further, That any appropriation thereof shall be in accordance with existing
applicable budget, accounting and auditing rules and regulations;
(f) Create regular and special committees and such other bodies whose chairpersons and
members of which shall come from among the members of the Sangguniang Kabataan or
from among the members of the Katipunan ng Kabataan, as it may deem necessary to
effectively carry out its programs and activities;
Section 2: SK Chairperson - The Sangguniang Kabataan chairperson shall exercise such
powers and discharge such duties as follows:
(a) Call and preside over all meetings of the Sangguniang Kabataan, and vote in case of a tie,
and assemblies of the Katipunan ng Kabataan except when one. (1) of the agenda to be
discussed in such assembly involves the disciplinary action against the Sangguniang
Kabataan chairperson, in which case, the highest ranking Sangguniang Kabataan member
shall preside;
(b) Take the lead in the formulation of the Comprehensive Barangay Youth Development
Plan and in the preparation and implementation of the Annual Barangay Youth
Investment Program;
(c) Ensure the implementation of policies, programs and projects as contained in the Annual
Barangay Youth Investment Programs, in coordination with the Sangguniang Barangay
and the Municipal or City Youth Development Council;
(d) Sign all required documents and warrants drawn from the Sangguniang Kabataan funds
for all expenditures in the implementation of the Comprehensive Barangay Youth
Development Plan and Annual Barangay Youth Investment Program;
(e) Exercise general supervision over the affairs and activities of the Sangguniang Kabataan
and the Katipunan ng Kabataan as well as the official conduct of its members;
(f) With the concurrence of the Sangguniang Kabataan, appoint from among the members of
the Katipunan ng Kabataan a secretary and a treasurer;
(g) Coordinate with the Sangguniang Barangay and other youth organizations within his or
her barangay on youth-related programs and projects that they wish to initiate and
implement; and
(h) Exercise such other powers and perform such other duties and functions as may be
prescribed by law or ordinance.
Section 3: Presiding Officer – The Chairperson shall be the Presiding Officer of every meeting
of the Sangguniang Kabataan. However, upon the incapacity of the Chairperson to preside the
meetings, the SK Member who obtained the most votes shall preside such session. Provided that,
upon the absence of the former, the SK Kagawads, there being in quorum, shall select from
among themselves the interim presiding officer.
Section 4: Powers and Duties of the SK Chairperson as the Presiding Officer - The Presiding
Officer shall:
(a) Keep all the records of the Katipunan ng Kabataan, including the list of its qualified
members, youth policies, studies, research and registry of youth and youth-serving
organizations in the barangay, if any;
(b) Prepare and keep all the minutes of all assemblies of the Katipunan ng Kabataan and of
all the meetings of the Sangguniang Kabataan;
(c) Cause the posting, in the barangay bulletin board and in at least three (3) conspicuous
places within the jurisdiction of the barangay, and if possible including the use of
traditional and nontraditional media, and make available for any person with legal
purpose, all resolutions approved by the Sangguniang Kabataan, the annual and end-of-
term reports of the programs and projects implemented by the Sangguniang Kabataan, the
Comprehensive Barangay Youth Development Plan and Annual Barangay Youth
Investment Program and the dissemination of the same to the concerned offices,
institutions and individuals; and
(d) Perform such other duties and discharge such other functions as the Sangguniang
Kabataan chairperson may prescribe or direct
Section 1: Regular Sessions - The regular sessions of the Sangguniang Kabataan of Barangay
Caghalo shall be on the first and third Sunday of the month. It shall be held at the Barangay SK
Hall and shall start at exactly 10:00am.
Section 2: Special Sessions - As often as necessary, when public interest so demands, special
sessions may be called by the SK Chairperson or a majority of the members of the SK Members.
In “Special Sessions”, a written or online notice to the SK Members, stating the date, time and
purpose of the session, shall be served personally or left with a member of the household of the
members of the Sangguniang Kabataan at their usual place of residence at least three (3) working
days before said special session. Unless otherwise agreed upon by two-thirds (2/3) votes of the
members of the Sanggunian present, there being a quorum, no other matters may be considered
at a special session except that stated in the notice.
Section 3: The Sangguniang Barangay and the Municipal or City Youth Development Council
shall be furnished with notices of regular and special meetings and the minutes of the meetings
thereafter.
(a) Call to Order - Presiding officer raps the gavel once and announces, ―The meeting will
come to order.
(b) Opening Ceremonies
(c) Roll Call
(d) Reading and Approval of the Minutes
(e) Reports of Officers and Committees
(f) Standing Committees - are usually called upon in the order in which they are listed. The
Chair should know in advance who is prepared to report. If the Report is for information
only, no action is taken; if the report brings a recommendation, action may be taken at
this time or under New Business. Action on the report is moved by the reporting member.
(g) Special Committees - are usually called in the order in which they were appointed. If the
Report is given for information, no action is taken; if the Report brings a
recommendation, the reporting member may bring the recommendation for action at this
point or under New Business.
(h) Unfinished Business - is business postponed or referred by motion or left unfinished from
the previous meeting as recorded in the minutes.
(i) New Business - may be introduced by the Chair or by any member.
(j) Announcements
(k) Adjournment
Section 4: Attendance in Session - Every member of the Sangguniang Kabataan shall be present
in all sessions, unless expressly excluded by it or necessarily prevented from doing so by
sickness or other unavoidable circumstances duly reported to the Barangay through the SK
Secretary.
Section 5: Attire and Decorum – All members shall wear the SK Caghalo Uniform during
meetings. Members of the SK Council shall observe courtesy and utmost respect for each other.
They must observe proper decorum during all proceedings and deliberations.
Section 6: Notice of meeting - The SK Secretary shall send a notice of meeting, both regular
(when rescheduled on a different date as set in the internal rules) and special, at least twenty-four
(24) hours prior to the date and time of schedule.
On a motion to hold a closed session duly approved, the Presiding Officer shall direct the session
hall cleared and doors closed.
Only persons specifically authorized by the Sangguniang Kabataan shall be admitted to the
closed session. They shall preserve the secrecy of whatever may be read or said at the closed
session.
Section 6: Opening and Adjournment - The exact hour of opening and adjournment of any
session shall be entered in the Minutes.
Section 1: Quorum - A majority of all the members of the Sangguniang Kabataan, including the
SK Chairperson shall constitute a quorum to transact official business.
Should a question of quorum be raised during a session, the Presiding Officer shall immediately
direct the SK Secretary to call the roll of the members and thereafter announce the results.
Section 2: Absence of Quorum - Where there is no quorum in a given session, the Presiding
Officer may declare a recess until such time a quorum is constituted, or a majority of the
members present may adjourn from day to day and may compel the immediate attendance of any
member absent.
If there is still no quorum, despite the foregoing, no business shall be transacted. The Presiding
Officer, upon motion duly approved by the members present, shall then declare the session
adjourned for lack of quorum.
Section 3: Motion to Adjourn vacates call - At any time after the roll call has been completed,
a motion to adjourn shall be in order, and if approved by a majority of those present, all
proceedings shall be vacated.
Section 4: Penalties and Fines - Conduct during meetings, during every regular and/or special
meeting, the SK Officials should observe the following:
(a) Early quitting during regular meetings is not allowed except for emergency cases as
permitted by the majority of the members present.
(b) Tardiness is not allowed with some provisions of a fifteen (15) minute grace period, but
sixteen (16) minutes to thirty (30) minutes late had a fine of PHP 150.00.
(c) Absent without justifiable reason during regular and/or special meetings will be fined of
half of the honorarium.
(d) Proper attire will be worn, and any violation hereof will result in a fine of PHP 50.00.
Section 1. Any member of the SK Council for disorderly conduct or incurs absences without
justifiable cause for beyond three consecutive regular sessions, may be censured, reprimanded or
ordered removed from the SK council venue upon vote of 2/3 of all actual members present.
Section 2. This is without prejudice to the filing of administrative case before the Sangguniang
Bayan who can suspend for not more than six (6) months or remove from office by majority vote
of all Sanggunian members, on any of the following grounds:
(a) Absence from the regular meeting of the Sangguniang Kabataan without valid cause for
two (2) consecutive times or accumulated absences of four (4) within a period of twelve
(12) months;
(b) Failure to convene the regular semestral assembly of the Katipunan ng Kabataan for two
(2) consecutive times;
(c) Failure to convene the regular Sangguniang Kabataan meetings for three (3) consecutive
months in the case of the Sangguniang Kabataan chairperson;
(d) Failure to formulate the Comprehensive Barangay Youth Development Plan and the
Annual Barangay Youth Investment Program, or approve the annual budget within the
prescribed period of time without justifiable reason;
(e) Failure to implement programs and projects outlined in the Annual Barangay Youth
Investment Program without justifiable reason;
(f) Four (4) consecutive absences during the regular Sangguniang Barangay sessions without
valid cause in the case of the Sangguniang Kabataan chairperson;
(g) Conviction by final judgment of a crime involving moral turpitude; and violation of
existing laws against graft and corruption and other civil service laws, rules and
regulations; and
(h) Failure in the discharge of his or her duty or has committed abuse of authority.
Section 1. Rules may be suspended, on the motion of any of the members and affirmative 2/3
vote of all present members of the SK Council, for the sole purpose of the question or matter
pending at the time the motion for which said suspension is made. Rules may also be suspended
to allow any official guest or visitor to take on the floor during a point of inquiry.
Section 1: Standing Committees - The SK Chairperson, in aid of legislation, shall appoint the
Chairman of the following committees, the general legislative functions of which shall be as
hereunder provided:
1) Committee on Good Governance and Active Citizenship - Ensure that all trustees
understand their roles and responsibilities; and that there is an established process for
holding individuals accountable for fulfilling their obligations. Has jurisdiction on
ensuring that youth have equal and equitable chances of running and voting for
government office, are empowered to exercise their right of suffrage responsibly and
right to run for elections and uphold the principles of government practices which are
efficient, effective, free from graft and corruption and innovative. Responsible also on
straitening enabling mechanisms for youth organization and participation, accreditation
and awareness and assistance, engage the youth in the preservation and development; and
inculcate volunteerism through the academe and community engagement.
2) Committee on Education and Culture - Responsible for overseeing all SK matters, that
is, policy and programs or projects related to education and culture. Mainly, the
committee is tasked to ensure that education is a matter of priority. Responsible on
ensuring equitable education is provided among youth through sustained increase in
enrolment and completion rates per level, globally competitiveness but responsive to
national needs and are prepared for the workplace and the emergence of new media and
other technologies, high literacy and who efficaciously seek and use information.
Section 2: Functions of Committee - Committees are created for the purpose of addressing
specific issues and concerns of the youth. The following are the functions of the committees:
(a) Conduct deliberations and consultations and the holding of committee report sessions
related to the proposed resolutions;
(b) Create policies addressing the issues and concerns of the committees;
(c) Plan, facilitate, and implement programs and activities that SK provides such as:
educational workshops and skills trainings; revival of cultural or folk dances; creation of
youth task force on DRRR management; employment and livelihood project; anti-drugs
campaign; GAD training; and sports development aimed at reviving and strengthening
traditional games, to name a few;
(d) Conduct consultations in relation to programs and other activities of SK;
(e) Gather feedback from KK members and other individuals engaged. Feedback will
provide suggestions, opinions, and observations from members and other individuals
which serve as important bases in decision-making;
(f) Make decisions concerning committee activities;
(g) Promote the SK organization in the community;
(h) Create and maintain communication lines to ensure that members are aware of the
organization‘s programs and activities; and
(i) Raise funds if necessary.
Section 3: Special Committees - The Sangguniang Kabataan, through a resolution may organize
Special Committees and appoint its Chairman as it may deem necessary. Members of the Special
Committees shall be appointed by the Special Committees Chairman.
Section 5: Committee Meeting or Hearing - The committees shall determine the frequency of
their meetings or hearings, provided they meet at least once a month. A majority of all members
of the committee concerned shall constitute a quorum.
Section 2: Venue of KK Assembly. The KK Assembly shall be held at the Caghalo Multi-
Purposed Covered Court or at the venue agreed upon or provided in the notice.
Section 3: Agenda for the KK Assembly. The KK Assembly shall have the following agenda:
Section 1. In the performance of their duties enumerated under Sections 8, 14, and 15 of RA No.
10742 and RA 11768, the SK Officials shall each receive a monthly honorarium, chargeable
against the SK funds, in addition to any other compensation provided by RA No. 11768, and
shall be granted at the end of the month.
Other compensation not authorized by the Act, such as Mid-Year Bonus, Year-End Bonus,
Clothing/Uniform Allowance, and other unauthorized benefits/allowances, shall not be granted to
the SK Officials.
As such, the SK chairperson shall no longer be entitled to receive any honorarium charged
against the regular SK funds, except those funded by higher-level LGUs.
Section 3. The amount of the monthly honorarium of the SK Officials shall be subject to their
attendance at SK meetings, deliberations, and official activities of the SK.
Section 4. The monthly honorarium shall be pro-rated based on the actual work and/or
attendance vis-a-vis the work and/or meeting schedule or performance standards as may be
prescribed under the following:
(a) Half of the monthly honorarium shall depend on the actual attendance of the SK Official
on regular meetings.
(b) The other half shall depend on the actual attendance on special meetings, on activities as
contained in the LYDP, ABYIP, those required by law, regulations, issuances of
concerned government agencies and other activities as agreed upon by the council.
(c) The secretary shall record the attendance of all concerned officials in the above-
mentioned activities and shall provide the same as an attachment which will serve as
basis for the computation of honoraria of each member.
Section 5. The monthly honorarium to be received by SK Officials shall not exceed the rate
equivalent to Salary Grade (SG) 9, Step 1 in the salary schedule implemented by the city or
municipality where the barangay belongs.
In no case shall the monthly honorarium exceed the actual monthly compensation received by
the SK chairperson.
Section 6. The monthly honorarium of the SK Officials shall be monitored by the Budget
Monitoring Officer in a separate budget registry for Personal Services (PS) and recorded in the
appropriate registers being maintained by the SK Treasurer. The amount to be allocated for PS
shall not be more than twenty-five percent (25%) of the SK funds.
For this purpose, SK funds shall refer to the: (i) ten percent (10%) of the general fund of the
mother barangay that is set aside for the SK for the budget year; and (ii) other funds accruing to
the general fund of the SK, such as the proceeds from their fund-raising activities pursuant to
Section 8 (e) of RA No. 10742, as amended by Section 1 of RA No. 11768, provided that such
proceeds are not mandated to be used for specific program(s), project(s), or purpose(s).
Section 7. If the prescribed rate of the SG cannot be fully provided, the proportionate and
uniform monthly honorarium shall be determined and approved by the SK through a resolution.
Section 8. The total honorarium to be included in the SK Annual Budget shall cover SK
Officials, whether the SK position is filled or vacant.
Section 10. The council shall ensure that funding priorities in the determination of the amount
of honorarium will be given to the entitled SK Officials. It must be understood that the council
shall prioritize in the allocation of funds the delivery and implementation of local youth
development and empowerment programs, projects, and activities (PPAs) pursuant to Section 20
(c) of RA No. 10742, as amended by Section 6 of RA No. 11768.
Section 11. The grant of honorarium to entitled SK Officials charged against the SK funds shall
be subject to pertinent budgeting, accounting and auditing laws, rules, and regulations.
RULE XI. SUCCESSION AND FILLING UP OF VACANCIES.
Section 1. In case a Sangguniang Kabataan chairperson refuses to assume office, fails to qualify,
voluntarily resigns, dies, is permanently incapacitated, is removed from office, the Sangguniang
Kabataan member who obtained the highest number of votes in the election immediately
preceding shall assume the office of the chairperson, for the unexpired portion of his or her term.
In case said member refuses to assume the position or fails to qualify, the Sangguniang Kabataan
member obtaining the next highest number of votes shall assume the position of the chairperson
for the unexpired portion of their term: Provided, That, if the reason for the vacancy does not fall
under the conditions stated above, the mayor of the concerned barangay shall appoint an officer-
in-charge (OIC) from a list of at least three (3) nominees as submitted by the Sangguniang
Kabataan members: Provided, further, That the appointed OIC must meet the qualifications set
under Section 10 of RA 11768.
Section 1: Resolutions, Defined - Resolutions are used for executing propriety functions and
private concerns. Resolutions may also be used to express ideas, opinions or requests.
(a) The SK member submits a copy of the proposed resolution for consideration through the
SK Secretary. The SK member who drafted the proposed resolution is referred as the
“sponsor”.
(b) The SK Secretary records it for the next session’s “Reference of Business”.
(c) During SK session: First Reading. Here, reading of the title of the proposed resolution
takes place.
(d) After reading, the proposed resolution shall be referred to the appropriate committee that
shall conduct committee meeting and public hearing.
(e) The committee holds meeting, public hearing, and deliberates on the proposed resolution.
(f) During next SK session, the committee reports the result of the meeting and public
hearing conducted.
(g) Second Reading. The entire draft of the proposed resolution is read.
(h) After reading, the sponsorship speech follows.
(i) After the speech, the body deliberates for possible amendments.
(j) Then, voting with quorum for approval or adoption takes place.
Section 1: Amendments - Any portion of these Rules may be amended by a two-thirds (2/3)
vote of the Sangguniang Kabataan members.
Section 1: Repealing Clause - All SK Resolutions, Rules and Regulations or parts thereof in
conflict with the provisions of this Ordinance are hereby expressly repealed.
Section 1: Effectivity - This Resolution shall take effect immediately upon its passage by the
Sangguniang Kabataan of Barangay Caghalo Carigara, Leyte.

of Caghalo for Calendar Year 2024 held at the Barangay Hall, Caghalo, Carigara
