The TRAINING PROGRAM MANUAL (TPM) is published under the authorization of VietJet Air
Accountable Manager and final approval by CAAV. Any question with respect to the use of this manual
or information contained herein should be addressed to

PREFACE
The VJC Approved Maintenance Organization shall have an employee Training Program Manual (TPM)
developed by Technical Training Section and approved by the CAAV that consists of initial, recurrent
training and training records.
The TPM includes training in knowledge and skills related to human performance including co-ordination
with other maintenance personnel and flight crew.
The TPM must be submitted for approval by the CAAV. The TPM must ensure each employee assigned
to perform maintenance, preventive maintenance, or alterations, and inspection functions is capable of
performing the assigned task.
The TPM is a separated document and is maintained and controlled by the AMO Technical Training
Manager. The AMO Quality Assurance Director will review all revisions to the TPM and is responsible to
ensure that revisions are submitted to the CAAV for approval prior to implementing the changes. The
CAAV will be provided each revision to the TPM electronically.
Revisions to the TPM are controlled and identified in accordance with the procedures found in the
approved program.
The TPM will be reviewed and kept current on an annual basis by the AMO Technical Training Manager.
PURPOSE OF USE
This Training Program Manual provides training guidance to all employees before and during their
employment; Also it standardizes the training related process to fulfill the standards of the international
quality requirement from different authorities and integrate training resources so as the best training
performance may achieve.
Persons performing maintenance (including inspections), preventive maintenance, and alteration must
be assessed and trained in accordance with the requirements of the VAR and in supplementary
compliance with the ICAO Rules and Regulations as set forth in this manual. All other employees may
be trained in accordance with the approved procedures of this manual at management discretion.
VJC AMO has established training program that includes indoctrination (initial, recurrent), specialized,
and remedial training areas of study.
VJC AMO has separate areas of study for the following staffing categories:
VJC AMO further breaks down the training requirements for each staffing category based on job function
requirements and experience levels. VJC AMO has established minimum training standards for its job
positions and methods to assess an individual’s skill level for each job function to determine training
requirements.

1.1 INTRODUCTION
This document describes the Training Program Manual to support the operation of VIETJET
Company, an Aircraft Maintenance Organization approved by the Civil Aviation Authority of
Vietnam (CAAV) in accordance with the Aviation Safety Regulations.
The Training Program Manual is built to response the requirements stated in Vietnam
Aviation Safety Regulations VAR Part 5, Appendix 5.095 (g) of the Civil Aviation Authority of
Vietnam, approved by the Civil Aviation Authority of Vietnam.
The Training Program Manual provides training guidelines for all employees during work at
the Company, standardizes a process related to employee training, in order to fully response
the quality standards from the Civil Aviation Authority of Vietnam.
By complying with the Training Program Manual, the knowledge and skills of the employees
in the Company are enhanced, inspiring for the employees to always improve their skills and
ability to perform task maintenance.
The Company establishes minimum training requirements for all maintenance job positions
and methods for determining training needs. The procedures in the Training Program Manual
allow VJC AMO to implement/ modify and improve the training program to always response
the needs of the Company as well as the regulations of the Civil Aviation Authority of Vietnam
and the requirements of customers.
1.2 POLICIES
a) The policies and procedures outlined in the Training Program Manual must always be
strictly followed, there by response the requirements of the Vietnam Aviation Safety
Regulations Part 5. Compliance with the training program is an essential condition to
maintenance approval Maintenance Organization according to the Vietnam Aviation
Safety Regulations Part 5. In the event of a conflict between the Training Program Manual
and the Vietnam Aviation Safety Regulations Part 5, the requirements stated in the
Vietnam Aviation Safety Regulations must be complied.
b) The Training Program Manual establishes the Company's staff training standards and
processes, including:
1) The staff performing maintenance, preventive maintenance, and modifications on
Civil Aviation products in accordance with Company Approval must be qualified and
trained in accordance with the policies and procedures specified in the this document.
2) The Staff performing specific tasks must be trained in the required specialties, such
as non-destructive inspection, dangerous goods, operation maintenance ground
equipment, security and protection.
3) Employees performing support jobs may be trained under this program at the
discretion of the Company.
c) The Training Program Manual provides a way to establish employee training
requirements, which is a tool for management to assess the capabilities of new and
existing employees.
d) The Training Program Manual describes how the Company implements:
1) Identify and describe jobs, including duties under regulations of each function, and
skills required for each task.
2) Establish requirements for job evaluation standards, including minimum standards,
to ensure employees are capable of performing assigned tasks.
3) Establish and control training courses and training programs.
4) Maintenance records of Training Program activities.
5) Establish the method of amending and approving the Training Program.
1.3 RESPONSIBILITIES
a) The AMO Quality Assurance Director is responsible for assessment and approval the
training program.
b) The AMO Technical Training Manager is responsible for compiling, evaluating and
proposing amendments to the training program documents.
The AMO Technical Training Manager is responsible for submitting to AMO QA
Department for approval.
c) The Technical Library is responsible for publishing the approved Training Program
Manual to all related departments update to electronic technical library.
d) Managers of relevant departments are responsible for regularly updating the content and
maintaining compliance of the training program.
a) The training record system is to properly maintain all training records. It could be used
to ensure the completion of the training course, determination an employee’s capability
to perform the maintenance, assignment and so as to report the training status to the
management and tracing ability. Also, throughout the training record system, inquiries
from the authorities and other departments may be satisfied and provide reference
information for job assignment and personnel performance judgment.
b) Training records of all employee that perform maintenance (including inspection),
preventive maintenance, and alteration tasks, related to individual employee training
such as training course report, training certificate, shall be maintained for a period of two
years after that person has ceased employment with the AMO. The training record for
every employee shall contain but not limit:
1) The employee’s name.
2) Training course name.
3) Training finished date.
4) Training provider.
5) Examination result: Completed is default; Attended of Fail must be declared.
6) Copy of Training Certificate (if applicable).
c) The training records could be hard copies or electronic records. The hard copies shall
be kept in place without subject to any damage due to fire, moisture and theft. A security
system shall be set up to prevent database from being altered by unauthorized person.
The database shall be backup monthly to ensure safety.
d) The training record information will be provided to department or employee upon
requests.
e) All training records, training certificates shall be update in AMOS – APN 146 “Staff
Management” within 03 working days since the completion of training course. See
Appendix 3 of this manual for details.
i) When trainees finish the training course of any training, trainees return to the
related department, the head of department may interview the trainee to
evaluate whether the training course could meet the objectives and job
performance for that trainee. Any positive suggestions and comments shall
feedback to Technical Training Section for the purpose of improving the training
course.
ii) An applicable time after the training is finished, the “Effectiveness Measurement
and Suggestion Form” (Form TTDF012) shall send to the trainees itself or
department official directly. They shall measure the training effectiveness of
subject training course and feedback the suggestion or comments to Technical
Training Section to ensure the training course could meet the requirement.
1.6 DEFINITIONS
CBT (Computer Based Training)- A form of training with assistance, interaction with
computers, can be used to impart appropriate knowledge and practical skills to each
employee.
CBTA (Competency Based Training Assessment) - Training and assessment that are
characterized by a performance orientation, emphasis on standards of performance and their
measurement, and the development of training to the specified performance standards.
Distance Learning - training situations in which instructors and trainees are physically
separated and can be implemented via a network or electronic means. It enables instructor
and trainees interacting at the same time (real time) through a video and audio connection.
Internal Training - Training conducted by the Company includes initial training, recurrent
training, remedial training.
Initial Training - Training for the first time. May be part of general knowledge training,
technical training, or professional training.
Online Training/ E-learning - Trainees are required to login the VietJet Aviation Academy’s
(VJAA) training site, acquire the knowledge themselves with the uploaded training materials
and complete the examination (if require).
Seminar – A kind of training in which experts in the relevant field transfer knowledge to the
attendees.
2.1.1 GENERAL
a) VJC AMO shall identify the training requirements according to capability list, job position
duties, technical job function and tasks, and expected scope of work. VJC AMO shall
establish the knowledge and skill for each defined job position for function that the
employee will perform.
b) In order to fill the gap between position/duty/skill/task requirements and employee
capability, each employee will be assessed to determine whether he/she meets the
standard established for the position and/or tasks assigned.
c) Whenever assigning a new employee or transferring an employee to a new job position,
the employee’s new manager shall assess the individual’s skill and qualification against
the requirement for the assigned function or task. The manager shall determine
additional training required according to the assessment.
2.1.2 RESPONSIBILITY
a) To determine its overall training requirements, the AMO QA Director and the managers
of relevant division must review VJC AMO’s operations specifications (OpSpecs);
capability list; job position duties and responsibilities; technical job functions and tasks;
customer requirements; past, current, and expected scope of work; employment
procedures for hiring; and current employee experience levels.
b) The job proposal shall be initiated in case of new job position to be set up, and there is
a need of training to be provided due to the complex of the new job.
c) AMO QA Director shall determine the minimum requirements for each job position
including, but not limited to, following: Knowledge/ Training; Skill; License; Experience.
d) AMO QA Director shall review the POSITION NEEDS ASSESSMENT (PNA) (Form
TTDF001) regularly based on the changes of approved MOPM, the authority
requirements, aircraft/component manufacturers’ requirement, … including the new
process, method, material, tool, or aircraft/component. If there is need of changes to the
PNA, AMO QA Director shall make a supplemental PNA and send to Technical Training

a) Each employee who is assigned to the defined job position shall have capable of
performing the assigned task.
b) AMO QA Director assesses and approves for any authorization of inspection and
certifying staff. Other maintenance personnel is assessed and approved by Line
Maintenance Manager/ Base Maintenance Manager/ Workshop Manager against the
appropriate PNA.
c) When maintenance personnel have been assigned to a new division, the new manager
shall reassess those to assure the transferees are competent to perform assigned tasks.
The new manager shall complete the assessment in EMPLOYEE NEEDS
ASSESSMENT form (TTDF004). Any shortage of training will be the “gap” and shall be
filled according to the procedure described in 2.1.3
d) For job position with identical qualification standards within different department, the
reassessment will not be applicable in case of short-term support.
a) In some case, for senior experienced employees (at least 3 years) and/ or the loss of
training record, the attendance sheet of a training course etc. may be granted credits if
the employee can demonstrate the knowledge and actual performance as good as trained
person.
b) A mandatory training required by authority shall not be credited.
c) The training must at least cover the knowledge of the same training subject which trained
by VJC.
d) The training subjects which are oriented to VJC’s safety & security culture shall not be
credited.
e) A training credit shall only be granted under certain conditions, as following:
1) Make sure that no impact on operations has occurred recently.
2) Make sure that no direct potential impacts to the job function.
3) Demonstration of good knowledge and/or skill using one or more of the following
pertaining to the topic for which the crediting is requested:
i) A passing score on a training course exam.
ii) An actual demonstration on the job
iii)The content of training to be credited must be described by official document.
iv)Must be approved by AMO QAD
a) Each Division, based on the production plan, shall prepare a plan of authorization
proposal. Besides, for improvement of employee’s ability purpose, others training need
may be submitted also, including the subject of training courses, estimated training date,
number of the trainees.
b) Technical Training Manager shall perform the assessment for the authorization proposal
against PNAs. All the training gaps shall be summarized and incorporated into the
training plan.
c) Technical Training Manager shall, in coordinate with the VJAA; OEM or other ATO,
schedule the annual training plan according to the necessity and priority for AMO and
submit to Accountable Manager for approval.
d) The recurrent training requirements for authorized personnel shall be summarized by
Technical Training Manager and incorporated into the annual training plan.
e) Training courses shall be implemented according to the annual training plan, Technical
Training shall send request to VJAA monthly/ quarterly.
f) The annual training plan shall be reviewed in a quarterly basis. Any deviation shall be
approved by Technical Training Manager.
g) After the training course is accomplished, the training report and/or training certificate
shall be sent to Technical Training Manager for update the training database and the
training plan as well.
Training courses are arranged by the VJAA based on request from Technical Training.
Due to capability of the VJAA, some training courses could be outsourced. Technical
Training Manager shall ensure the outsource training to be provided shall meet the
requirement:

VJC has the policy to ensure that all employees have all the necessary skills and knowledge before they
perform their assigned work independently. This program describes the standard training, the type of
training, the standard approved process for assessing and training the required skills.
Conducting initial training courses and all recurrent training courses approved by TQAM,
including but not limited to training courses on the following topics:
VJC can use any of the following types of training to ensure that VJC’s employees have the
necessary knowledge to complete their duties. The type of training will be determined based
on the way of training, the level of the person being trained, etc… including but not limited to
the following:
a) Initial Training
b) Recurrent Training
c) Remedial/ Corrective Training
a) Any Department/Division can recommend a training course, based on its needs, to the
Technical Training Section.
b) Technical Training Section shall review the recommendation, accordingly, prepare the
Training Course Curriculum (Form TTDF003) and then submit to AMO Quality Assurance
Department for verification subsequently:
1) The training program is built on the basis of the requirements for the employee
maintenance personnel mentioned in CAAV VAR Part 7.
2) The curriculum is built based on the Maintenance Data/Training documents from
Aircraft/Aircraft Component Manufacturer, VAR of CAAV... The curriculum is stored
as a single "original" copy at the TTS. Curriculums must clearly state “For training
purposes only” and only used for general reference purposes only.
3) The Technical Training Manager maintains the original version training materials (in
the form of soft copies or hard copies) at the TTS.
c) AMO QA Director shall be responsible to evaluate the content of the applied course. If it
complies with criteria specified above, the Training Course Curriculum (Form TTDF003)
will be accepted by AMO QAD.
d) Based on the approved of Training Course Curriculum, the Technical Training Section
shall prepare all the requirement of course such as instructors, training manuals, training
materials, facilities …
e) When all requirements of course are available, the Technical Training Section shall
complete the Training Course Capability Self-Evaluation (Form TTDF007) and submit to
AMO QAD for approval.
f) After the Self-Evaluation approved, the course shall be updated to the Training List (Form
TTDF006) subsequently. Technical Training Section shall only arrange training courses
which listed in the Training List.
g) The Training List is always kept at the Training Section and available for the CAAV to
check.
Any Department/ Division can recommend any issue to revise the training course and send
it to the Technical Training Section as a recommendation. The Technical Training Section
conducts a self-assessment to consider the following:
The Technical Training Manager will be responsible for evaluating the recommendations,
incorporating the course evaluation procedure and then conducting the Training Program
modifications accordingly. The revised Training Program will be inspected and approved
according to procedure 3.4.1 above.
To ensure similar training standard levels on all maintenance training courses of VJC
Technical Training, this Manual uses the ATA Specification 104 instruction levels as guide
in determining the level of instructions that the trainer shall be received based on the
established pre-requisites prior to admission for any VJC maintenance training program
courses. The levels of training instructions are categorized in 5 different levels based on
entry level knowledge pre-requisites, experience of the training and objectives that a
particular maintenance training program course seeks to achieve.
This level of training contains the brief introduction to the airframe, system and
powerplant of the aircraft.
3) Level 3: Line and Base Maintenance Training (Also Category B1/B2 Type Training)
This level of training contains the detailed instruction about the principle, operation
process, component location, remove/install process, test and troubleshooting
procedures to maintenance manual level of airframe, system and powerplant of the
aircraft.
This level of training is designed for engineers and other aircraft releasing personnel
perform special maintenance requirements such as detailed description, component
location, in depth troubleshooting, adjustment, test procedures, rigging, engine run-up,
engine borescope, in-depth use of wiring diagrams, schematics and engineering data,
modifications and repairs through the use of special procedures, special equipment.
Participants under this level must be proficient and have considerable length of
experience in the related field to which training will be received. Entry Level
Requirement is defined by subject matter.
This level of training is designed for shop technicians performing component overhaul,
bench test, assembly, disassembly, thorough cleaning and component inspection using
the Manufacturer’s Component Maintenance Manual. Qualifications of trainees/
participants will be dependent on pre-requisites established by the component vendor.
NOTE: After completion of the appropriate level courses by airline instructors, the
manufacturer shall be prepared to provide additional instructor technical development if
needed. The development will be provided upon request and be limited to duration of a
negotiated percentage of normal course length.
Initial training will be provided the completed skill and knowledge for the first time to Certifying
Staffs and other Employees before caring out their particular tasks.
This training may be applied differently to different employees depend on the job position.
The company identifies special requirement of jobs to develop technical training courses.
Technical training requirements are defined in the Job Title Requirements Assessment sheet
(Form TTDF004). Requires technical training will focus on providing trainees with the
appropriate knowledge or skills needed to properly perform assigned job positions.
The results of the training courses must be kept in the employee's training file.
Requirements of initial training: class hours, next recurrent training, method of training,
method to assess after course completion are mentioned in 3.2, 3.3, 3.4, 3.11, 3.12, 3.14,
Training Program Curriculum and VJC-VTC-TPR-004.
Certain job assignments that will require special skills or have complexity. They would require
the development of specialized training to ensure capabilities for employees. Including but
not limit to:
a) NDT Training.
b) Engine Borescope Training.
c) Engine Run Up Training (Theory and Simulator).
d) Structural/Composite Repair Courses Training.
Recurrent training is to maintain the knowledge and skill of aircraft maintenance personnel
and comply with regulatory requirements. It is expected to reduce human errors and maintain
maintenance quality.
The maintenance organization defines recurrent training requirements for each job and
employee that are defined in the training reference matrix (detail in Appendix 2). Not all jobs
will have the same recurrent training requirements. The company can develop a procedure
to evaluate employees' ability to perform the assigned work which do not require recurrent
training.
AMO QA shall determine the requirements and participants for each remedial/ corrective
training course.
Technical Training Section shall prepare training content and conduct remedial/ corrective
training course based on AMO QA’s requirement.
Furthermore, all remedial training as a correction for technical or human factor errors is
required to be re-evaluated, re-interviewed, and tested (if necessary) by the instructor,
technical training manager, and AMO QAD or an authorized representative to determine the
employee's ability and level of recovery prior to granting recovery status.
VJA AMO conducts task training courses to ensure that employees acquire knowledge, skills
and experience in the course of performing tasks under direction and/ or supervision of
maintenance practical instructor/ OJT Instructor. Instructor requirements are mentioned in
procedure 3.15 and Appendix 1 of this manual.
The task training course approval procedure is described in Procedure 3.4 of this chapter.
The results of the training courses must be kept in the employee's training file.
Distance training for theoretical part of training course or theoretical training course within
approved scope.
i. Laptop, PC or Tablet with sufficient performance and equipped with webcam and
speaker/ microphone. The screen also has sufficient size to comfortably display
training materials and trainee’s webcam.

ii. Have a wide variety of functions that enable instructor and trainees interact like
share screen/ documents, raise hand, mute microphone, take note, record
meeting….
iii. Operate through internet connection.
iv. Can run on different types of Operating system (Android, iOS, Windows,…) by
app or directly via any web browsers.
v. All training material (including manuals/ reference documents) currently used for
training course transferred into electronic format built for classroom training can
be used for distance training and shared to trainees via software or other online
media.
vi. It is required that number of trainees in class cannot exceed 18 trainees for the
distance training course to ensure the interactivity between intructor and trainees,
quality internet connection of the both instructor and trainees.
a) Before the training starting, Instructor and trainees make sure teaching/ learning
equipment, internet connection, micro, camera, loudspeaker, .... available, always
turning on camera during training time to ensure the effective communication among all
participants.
b) Trainee’s attendance is recorded at the beginning and before the end of each training
day by a screenshot of participants in the room. The screenshot is transferred to TTS
and kept as a part of training course records.

c) Any case of absence/ leaving from the training must be agreed by TTS Manager and
instructor. Any absence or leaving is counted and calculated to attendance time of each
trainee.
d) Instructor ensure that content and duration of the training are adequate as approved.
He/ her can use slideshow presentation, manual/ documents, appropriate picture or
video also to conduct training.
e) Trainee can be considered absence in the following cases:
3.11.1 REQUIREMENTS
a) The training materials must be available at least 2 working days before the start of the
course.
1) Training materials are built based on the current operation manuals of VJC, VAR,
CAAV regulations and other documents.
2) Training materials must be reviewed and revised before training to ensure that
trainees are always provided with up-to-date knowledge.
3) The training manuals must indicate "Training purposes only".
4) Training manuals must contain information about the status of revision and the
issue/revision date.
5) Depending on the chosen training method, training materials can be in either hard
copies or presentations, online documents
b) To ensure objectivity, for end of subject examination, Technical Training Department is
responsible for preparing the evaluation test and delivering to the instructor/examiner in
charge for implementation. For graduation examination, the preparation of evaluation
test is controlled by Technical Training Manager.
c) Classroom, practical training facilities and training equipment shall be prepared before
the start of the course, ensuring the conditions are in compliance with policies stated in
Chapter 3.11 of this procedure.
3.11.2 EXAMINATION
3.11.2.1 Theory exam (or final exam of the subject) can be taken after the successful completion of
the theory training course or as anticipated in the program. A trainee is allowed to take the
exam only if he has passed all previous progress tests (if any). Examination of all subjects
is conducted in a form of questionnaire with answers list or writing questions.
3.11.2.2 Minimum number of questions in a theoretical exam must correspond to the duration of the
course, details as follows:
a) For courses with duration less than 4 training hours: at least 5 questions;
b) For course with duration from 4 training hours to 40 training hours: at least 5 questions
for every 4 training hours;
c) For course with duration more than 40 training hours: at least 50 questions.
d) For course which conducted under method of e-learning, the minimum number of
questions must be increased by 25% of the above requirements.
3.11.2.3 Theoretical tests of the same subject for the same type of trainee in the same training location
held in proximity must not resemble one another.
a) For paper-based tests: contents of consecutive tests, re-take test must not be similar for
more than 80% (except for writing tests);
b) For online tests: the test questions must be randomly picked from the question bank.
3.11.2.4 During the theoretical training, having completed a particular training phase, or as provided
in the training program, in order to be able to see how well the trainees have mastered the
phase or if they are making progress, they must take progress tests, which are done
according to the same principal as theory exams except that theory progress tests can be
done orally as well (in exceptional cases as additional to primary method and shall be stated
in the specific training program).
3.11.2.5 For question bank:
a) Technical Training Manager is responsible for the management and control of the
question bank, ensuring:
1) Any change to the question bank must be assessed before deployment;
2) The question bank can only be accessed when Technical Training Manager
approved. In the case of specific training course/subject Technical Training
Manager may allow instructor to gain access to the question bank for training
purposes.
b) Technical Training Manager is responsible to assign instructor for reviewing and revising
the question banks to ensure the question banks covers all training contents:
1) On a 6-month routine basis, or;
2) When there is any update on training content, or;
3) Upon receiving trainee feedback on test questions.
4) The result of the question banks review must be recorded by Technical Training
Department.
c) Minimum number of questions in a question bank must correspond to the duration of the
course, details as follows:
1) For course with duration less than 4 training hours: at least 10 questions for every
4 training hours;
2) For course with duration from 4 training hours to 40 training hours: at least 20
questions for every 4 training hours;
3) For course with duration more than 40 training hours: at least 100 questions.
3.11.2.6 The passing marks:
a) The result is evaluated by points system using the scale of 100 points (from 0 to 100).
b) Passing Grade: 80 points.
c) Trainee whose scores on the first attempt lower than 50 points shall not be allowed to
take the second attempt. As a result, trainee shall be considered as having failed the
subject and has to be re-trained in the failed subject.
d) Test scores are rounded to one decimal number.

a) Hard copies of the test must be kept in a locked cabinet; soft copies must be stored in a
password protected server and only allow authorized entries;
b) Instructors are strictly prohibited from revealing the contents of the test.
a) Duration of the theoretical test: the final test should vary depending on the subject
matter, but not exceed 180 minutes.
b) The average time for solving one multiple-choice question is between 60-90 second.
a) After the test, training records must be submitted to Technical Training Manager within
8 working days (including the time for trainee to re-take the test);
b) Re-evaluation of trainee’s examination result can be conducted upon request from
trainee.
c) Trainee who fails after two attempts is considered as having failed the course. With prior
approval from the Technical Training Manager, the trainee can retake the course but for
one time only. Special cases must be approved by Technical Training Manager. Fees
(if applicable) are borne by the trainee. The records of trainees who fail the re-training
will be sent to the People Department and relative departments for further actions (if
required).
If the trainee does not take the course/ examination in accordance with the schedule without
legitimate reason, the trainee will fail the course, receive 0 points for that examination and
must be suspended from taking AMO course for a minimum of 1 calendar month.
a) TTS and VJAA are belonged to VJC. TTS combines with VJAA shall ensure training can
only be conducted if the requirements for facilities, equipment, and material meet the
standards stated in this section.
b) The VJAA facilities allow the performance and management of all planned training
activities in accordance with the applicable requirements.
c) The following facilities for instruction are ensured to be available:
1) Adequate classroom accommodation for the current student population. The size
of classrooms must be in accordance with the number of trainees and training
methods:
i) For theoretical training the minimum space for each trainee in a classroom must
be at least 1.5 m2;
ii) For practical training the minimum space for each trainee in a practical room
must be at least 3 m2.
2) Suitable demonstration equipment to support the theoretical knowledge instruction.
3) Sufficient Instructional equipment appropriate to the scope and depth of approved
training program; Ensure the ratio of instructional equipment to students in each
AMT shop course as follows:
i) Not more than 8 students may work at any one unit of equipment at a time;
ii) Less than 8 students may be necessary to complete a certain project safely and
competently.
4) Adequate equipment for practical training. Ensure that enough equipment is in place
and in satisfactory operating condition to serve training adequately and meet shop
project requirements;
5) The adapted training and testing facility;
d) Beside prerequisites above, VJAA must ensure:
1) Necessary facilities and equipment for training must meet the requirements in VAR
9.150/ 9.153/ 9.155/ 9.167/ Appendix 1 to 9.167 part 9 of VAR;
2) Ensure that VJAA facilities are always in good condition;
3) The classrooms and discussion rooms utilized for training purposes must: have
good lighting/ ventilation system, not be affected by noise pollution and harmonize
with the weather of the local area, have good sanitation, ensure the health and
concentration of trainees; The layout of classrooms must ensure that trainees can
see presentation materials (texts/ drawings/ diagrams) clearly from any seat.
4) A classroom used as a testing room must have independence and objectivity;
testing rooms must meet the following requirements (without limitations):
i) Testing rooms must be clean, ventilated and temperature controlled.
ii) Noise/brightness control.
iii)The distances between the examinees must be adequate to ensure that any
examinee cannot see/copy the work of other participants or let other examinee
copy his/her work.
iv)The equipment in the room must be sufficient in quantity and in good condition.
5) Instructors, Trainees are responsible for preserving the facilities of VJAA;
6) VJAA is responsible for managing and utilizing properties in accordance with VJC
regulations to ensure the effectiveness of VJAA training activities;
7) Ensure that the required special tools and shop equipment be in satisfactory
working condition for instructional and practice purposes;
8) Following the requirements for practical training, VJAA must ensure the availability
of equipment, training materials, training aids, consumable supplies, and safety
equipment and outfit (if applicable) for instructors and trainees during practical
training on aircraft or training devices. VJAA must guarantee the required standards
of aircraft visit are met. During training on aircraft, the concerned Technical Training
Manager and related instructor take responsibilities for monitoring all training
activities.
e) A classroom not stated in the description of this chapter will not be used for training unless
that classroom meet the requirements for the standard classroom. For courses that take
place at the same classroom, only 1 facility assessment is required to determine whether
if the standards are met.
a) Due to the capability of VJAA is limited, outsource to professional training institute may
be contracted for training maintenance personnel with regard to knowledge and technical
ability in order to reach the requirements.
CAAV required courses shall be done by CAAV approved organization (ex: Basic Aviation
Fundamental Training; AC Type Training…).
Outsource organization must reach course requirements which is mentioned in Chapter
3.7, 3.8, 3.10, 3.11, 3.13.
Initial and recurrent course documents must be provided and monitored by TTS to
outsource organization.
Other case shall be approved by AMO QAD.
b) Qualification of the Training Institute.
The following organization may be chosen as qualified outsourcing training institutes:
1) The manufacturers or training organizations designated by the manufacturers
(OEM).
2) Aviation Training Organization.
3) Maintenance Organization.
4) Air Operators.
5) Government Agencies.
Vietjet Aviation Academy (VJAA) was established under VietJet Joint Stock Company
according to Decision of Board of Management No 12-12/VJ-HĐQT-QĐ dated 02 July 2012.
VJAA is recognized as Approved Training Organization (ATO) under CAAV approval,
compliance with VAR part 9. (Ref to VJC-VTC-TPM).
Technical Training Section (TTS) shall cooperate with VJAA to organize training courses,
the following table will show the responsibilities of TTS & VJAA for each training subject.
The course requirements covered by the VJAA are detailed in the VJC-VTC-TPM Chapter
11 and VJC-VTC-TPR-004 Aircraft Maintenance Technician Training Program process.
1) TTS send the monthly training plan to VJAA by the 10th of every month at the latest. All
additional training plans must be approved by VJAA HOD at least 3 working days before
the start of the course and the requirements must be ordered by AMO Technical Training
Manager.
2) The AMO Technical Training Manager is responsible for the content and duration of the
training, the instructors, and the number of trainees depending on the training course,
training plan. TTS provides training course manual, program, curriculum, documents
and test to VJAA for theoretical training.
3) VJAA Preparing training materials which include: manuals, tests, lesson plans and
training documents (Hard copies; Soft copies). Before the start of the course, VJAA
Training Department shall deliver the necessary training materials & equipment to the
instructors.
4) VJAA prepare classrooms for theoretical training, ensuring the standards for classroom
specified in chapter 3.12.
5) TTS must ensure the availability of training equipment, tools, consumable supplies and
outfits (if applicable) for instructors and trainees during practical training on practical
facilities, aircraft or training devices.
6) For e-Learning training:
i. VJAA shall upload training materials, which sent by TTS, to the Learning
Management System (LMS) system accordingly.
ii. VJAA Training Department shall proceed to upload all required training materials
to the LMS system at least 01 calendar day before the course starts. At least 01
calendar day before the end of the course, the system will automatically remind
trainees by sending reminder emails.
iii. Assigned Instructor shall utilize the LMS User Guidance for Instructor and
conducted the following tasks:
a) Review training materials to ensure compliance with regulations before the
course starts;
b) Supervise the learning progresses of trainees on the system;
c) Answer questions from trainees through email (learnerworld);
d) For courses that include both e-learning and classroom training, instructor
must ensure that only trainees who have completed e-learning training are
allowed to participate in classroom training.
iv. Trainees must be introduced to e-learning on the opening class and given user
guidance for the LMS system. The contents of the opening class are as bellows:

7) Practical Training duration depends on each course but must not exceed 9 months for
a training course.
8) VJAA prepares the Course Result within 2 working days after receiving training results
from instructors or LMS (e-Learning).
Within 05 working days after the approval of the Subject Result/ Final Course result, VJAA
shall issue relevant Certificates and submit to Head of VJAA for approval and then transfer
to TTS within 3 working days after completing the issuance of certificates. Regarding
subjects that do not require the issuance of certificates, VJAA shall announce the results
within 3 workings days after receiving the training records).
3.15.1 GENERAL
The competence of instructor shall meet the acceptable level to the AMO Quality Assurance
(AMO QA) for applied subjects.
Technical Training Manager ensure that all instructors receive initial and continuation training
appropriate to their assigned tasks and responsibilities.
Technical Training Manager shall have, for each proposed curriculum and maintain, a
sufficient number of instructors who meet the prescribed qualifications to perform the duties
to which they are assigned.
Technical Training Manager shall designate each instructor in writing for each approved
course, prior to that person functioning as an instructor in that course.
3.15.2 REQUIREMENT
Prior to designation, Technical Training Manager ensure that each instructor shall
satisfactorily complete an approved course at least as below:
Besides, there are dedicated requirements for instructors depending on their assigned tasks.
Refer to Appendix 1.
The candidate shall submit these documents but not limited to:
a) Application for instructor approval (Form TTDF009).
b) Copy of valid certificate/ training result for the qualification to be approved.
c) Copy of Train the Trainer Certificate (if required in Appendix 1)
Technical Training Manager shall send the list of instructors with qualifications to be
approved to AMO QA (Licensing and Authorization Section), AMO QA will then implement
the process for approval.
3.15.4 RECORDS
After AMO QAD approves, instructor will be updated to list of instructor INSTRUCTOR
ASSESSOR LIST (Form TTDF002) with approved function, document and expired date of
instructor approval.
TTS monitors instructor’s expired date of training courses and instructor approval. If the
expired date of instructor approval is the authorization expired date, TTS must contact MQA
Licensing and Authorization Section for this date.
All courses’ program and syllabus shall be controlled in Course Program Master Control List
(Form TTDF008) and the approved syllabus shall be attached with this list.
Technical Training Manager is responsible for controlling this list and its attachments.

2) Procedure:
a) TTS get register form number from Technical Library.
b) TTS submit form to AMO QA for approval.
c) After get approval, TTS send the form to Technical Library to upload to Sharepoint and
Coruson.
d) When there is amendment, TTS submit new form revision to AMO QA for approval. Then
send the approved new revision form to Technical Library to update to Sharepoint and
discard old one. TTS updates form into Coruson.
e) Technical Library monitors the current soft revision of the form. Original form is kept in TTS.
