Part III
A. In keeping with Article 11 (pg. 29) of the Constitution of the Ranger Cadet
Combined Corps, the election for the Commsr will be held by December
this year at our Annual Officers and Adult Instructors Conference –
normally held between October to December each year.
B. With the last election for the Commsr occurring in 2018’s Annual Officers
and Adult Instructors Conference, this year, 2024, marks the end of the
current Commsr’s six-year term in office. At this year’s Conference – (date
to be announced), the Officers, Adult Ranks, SUOs and O/Cdts will vote to
elect the Commsr for the term 2025 -2030 (or 2025 – 2028 if the Commsr
requests and is granted permission by Corps Command to serve a four-year
term instead).
C. The Officers holding the three top substantive ranks in the RCC are eligible
to be elected as Commissioner. The top three current substantive Officer
ranks in the Corps are Major, Captain and Lieutenant.
F. The nomination period will close August 31, 2024, after which the Elections
Officer, RSM and two Adult Volunteers selected by the Elections Officer will
Annual Camp will be held at Free Hill Primary & Infant School (tentative location)
from July 30 to August 7, 2024. Activities on camp will include wrestling and
boxing training, paintball (in Kingston) and adventure training/expeditions. Camp
fee is $6,500. All R/Cdts are encouraged to attend as much as possible.
We are seeking candidates for the job of a Paramilitary Youth Resource Officer
– or PYRO – to carry out the following roles and responsibilities:
1. Support Officers, Adult Ranks and NCOs in training R/Cdts in units and
take over training of R/Cdts in the absence of Officers, Adult Ranks and
NCOs.
2. Ensure the highest standards of paramilitary discipline, physical training,
drill, service knowledge, fieldcraft and map reading in units visited.
3. Ensure that members in each unit keep up with their obligation to
contribute membership dues and collect dues to deliver safely to Corps
Quartermaster after they have been certified by the Unit Storesman and
Officer/Staff Supervisor.
4. Communicate with businesses in the USA via email or/and flyers to
sensitize and interest them in unsecured business loans/working capital.
5. Follow up emails and flyers with calls to encourage business owners to
pursue loans.
6. Generate commission income funding for the RCC by closing loans with
business places.
7. Write recommendations and verify/certify documents for young people.
8. Assist young people with accessing counselling services by liaising with
guidance counsellors in schools, as well as with the parish YEO and
Commissioner of RCC.
Scope of Work:
Outside of these two main functions, PYROs will be able to write recommendations for
youth and certify/authenticate documents that Ministers of Religion/Pastors are allowed
to certify/authenticate, as they so desire. They will also be encouraged to help youth,
especially R/Cdts, get counselling if they are going through traumatic periods or need
counselling otherwise.
Place of Work:
The Commissioner of the RCC has contracted with Mom & Pop Business Funding Ltd
(Mom & Pop or MPBF) and DAC (David Allen Capital) to become what is called an
Independent Sales Organization or ISO.
DAC is a business loan and business health insurance company that does not employ its
own agents, but allows agents to apply and sell health insurance and advertise for loans
on their behalf. The PYROs sign up through the Commsr of RCC as the ISO and get their
own websites and links to share for businesses to sign up easily. PYROs will get 70% –
80% of the amount borrowed as commissions, while the ISO/Commsr will get 20% of
their 70/80% commission. One-fifth or 20% of this 20% will then be donated to the RCC.
However, DAC requires the last 3 months bank statements and a credit score in order for
businesses to get a loan. Some businesses might not qualify for funding through DAC, so
it is recommended for PYROs to have businesses sign up for funding for MPBF (Mom &
Pop) if they are refused by DAC.
Mom & Pop/MPBF is a business loan company that does not have its own loan agents;
instead it trains organizations on how to find businesses that need loans, as well as how to
conduct loan sales and recruit their own agents to work. Unlike DAC, Mom & Pop does
not require a credit score. Instead, business owners must submit an application form and
the last 6 months bank statement. Mom & Pop/MPBF is more likely to grant a loan, but
their commission is way less than DAC’s. Whenever agents get a business to apply for a
loan and it is approved, the ISO gets 5% of the amount borrowed as commission from
MPBF and the ISO pays the agent a quarter (25%) of this 5% commission. The Commsr,
as the ISO, will therefore pay the agent – that is, the PYRO – 25% of the 5%
It will take some time for the amount is built up by successful loans to pay a basic
stipend, however. So the PYROs will have to put in work to ensure that they have a little
money outside of successfully getting businesses to get loans. This is where the cadet
training comes in. PYROs will ensure that R/Cdts pay their dues ($50-$150) a week per
R/Cdt (determined by majority vote by the Unit). The unit storesman will record the
names and dues contributed by each member, and this will be signed by the Unit Officer
or Staff Supervisor on location. The PYRO will deliver the amount to the Corps
Quartermaster, who will, every month, subtract 6% of the amount as a contribution to the
RCC and give back the amount to the PYRO as monthly stipend. With each PYRO being
responsible for 2 or 3 units, a PYRO can put in the work to attract and retain R/Cdts in
their units to make a minimum of $10,000+ JMD and up to $45,120 - $72,000+ JMD
monthly as a basic stipend outside of commission salary and accumulated stipend from
investment from loans – just from R/Cdt training in the evenings.
Each PYRO will also receive training in certifying and authenticating documents, basic
counselling and life coaching, and pressure-point healing therapy (acupressure,
reflexology, Reiki). They will be able to charge whatever price they desire for these
services if they choose to offer them.
The Why/Rationale:
# 8. – To develop and support Ranger Cadet Corps units in schools and Ranger Cadet
Community Corps units in churches and youth clubs.
#9. – To extend the geographical reach of the Ranger Cadet Combined Corps by
establishing new units in schools and communities.
PYROs will be expected to install and train new units and so expand the geographical
reach of the RCC while increasing their earning potential. This programme will ensure

In order to ensure the best quality of persons, we request R/Cdts who have passed at least
Star 2 tests and at least 4 CSEC subjects in Grades 1-3. 4 CSECs is the minimum
academic requirement currently to join the JCF and JCCF. However, in order to not
discriminate against those who have not attained the required academic qualifications, we
will accept those who have 2-3 CSEC/City & Guilds subjects, so long as they have at
least Star 3 qualification. Similarly, those who prioritized academics and did not gain
qualification beyond Star 1 level will be accepted once they have passed at least 5 CSEC
subjects.
In order to accommodate those who have 1 CSEC subject or none while not
compromising quality of PYRO agents, and to better fulfil aim/objective # 4 of the RCC,
R/Cdts who have less than 2 subjects must have at least Star 3 qualification or minimum
Star 2. Those in this category with Star 2 will redo Recruits Training for 3 months and
pass Recruits Test (Star 3 and above are exempt).
Applicants with 1 or no subjects must also sign and agree to pursue studies in any
preferred available degree course in ZYRETH Academy University, and pay the $90
USD application fee. They will then be allowed to attend training and to work as a PYRO
agent under probation for 3-4 months. During this probation period, they will receive
1/5th – that is, 20% – of the 5% commission from MPBF loans they have closed. By the
end of this period also, they must also have completed and paid for the certificates for at
least two ALISON courses at ZYRETH Academy University
(https://sites.google.com/view/ zyreth-academyu/our-courses). After passing two courses
and paying for the certificates within the 3-or 4-month probation period, they will start
earning the full 25% of the 5% commissions from Mom & Pop/MPBF.
