SUBJECT : Final Investigation Report re: Illegal Possession of Explosive and


Incendiary Devices

DATE : 11 February, 2024


I, AUTHORITY:
1.Verbal Instruction from Batac City Police Station February 7, 2024.
2. Investigation from a witness by BCPS on February 7, 2024.
3. The case referred to the office of prosecutor on February 8, 2024.
4. Batac City Municipal Trial Court now has the case authority.

II. MATTERS INVESTIGATED:

5. On February 7, 2024, at 3:30 pm, An Illegal Possession of Explosive and


Incendiary Devices incident transpired in 578 Emporium Mall, located at sitio Suabit Brg.
4 Nalupta, City of Batac, Ilocos Norte wherein the suspect Cardo Dominador y Dante 32
years old of age, single resident of Brgy. 1 Ricarte, City of Batac, Ilocos Norte, and;

6.To determine the criminal liabilities of the suspect and to know the premises
surrounding this particular incident.

III. FACTS OF THE CASE:

7. That on February 7, 2024, at about 3:30 pm, one Pedro Bargas y Gomez and
Juan Tamad y Galanza identified as a security guards of the said mall together with the
manager Maria Teresa y Ador, called this police station and reported/stated that the
suspect identified as one Cardo Dominador y Dante, 32 years old, single, and a resident at
Barangay 1 Ricarte, Batac City, Ilocos Norte, carry explosive and incendiary devices. The
suspect was arrested after the incident and the explosives was recovered, and the suspect
is now under the custody of this office for investigation and proper disposition. The
explosives and incendiary moved to the PNP bomd laboratory for examination of tne hand
granades.

8. Investigation conducted by this office disclosed that the motive of the incident was
due to anger of the suspect of that mall owner because he removed as employee of that
said mall.

9. In the sworm statement of Juan Tamad y Galanza security guard of the mall dated
January 7, 2024, at 3:30 pm, that he saw the suspect was the movement is very aggressive
to enter in the mall and they have a Nike back pack that carrying of the suspect.

10. In the sworm statement of Pedro Bargas y Gomez security of the mall dated
January 7, 2024 at 3:30 pm, that the suspect was entering in that mall and the alarm
system sounded that the suspect there is a weapon in their bag.

11. In the sworm statement of the manager of the mall Maria Teresa y Ador dated
January 7, 2024, at 3:30 pm, that the suspect was very angry to enter in the mall. Upon
checking the bag together with the 2 security guards they saw an explosive device like (3)
hand granades and (2) bottled incendiary devices.

12. On February 9, 2024 a case of Illegal possession of Explosive and Incendiary


Devices was referred of the office of the Batac City under NPS Docket No. I-02-INQ-07G-
00560.The suspect was subsequently transferred to the ILOCOS NORTE PROVINCIAL
JAIL (INPJ) for final disposition without recommended bail bond for his temporary liberty.

IV. DISCUSSION:

13. The owner of the mall and the suspect they had personally misunderstanding so
the owner of the mall they removed the suspect an employee of the mall, so the suspect
was anger to remove to his work. After the next day, they carrying a hand grenade without
authority and no licensed of the grenades to blow up the mall and to kill the owner of that
mall, the resulted is he did not succeed in what he did because the alarm sounded and they
quickly secured the security guards the suspect.

V. CONCLUSION:

14.After a careful perusal surrounding things particular incident, probable cause


exists that the herein suspect is criminally liable, hence the filing of a Illegal Possession of
Explosive and Incendiary against him.

VI.RECOMENDATION

15.WHEREFORE, in view of the foregoing, the undersigned respectfully


recommends that this case be considered solved and closed.
