A RESOLUTION ADOPTING AND APPROVING THE THREE-YEAR LOCAL

YOUTH DEVELOPMENT PLAN (LYDP) FOR CY 2022 TO 2024 AND ENDORSING
THE SAME TO SANGGUNIANG PANLALAWIGAN FOR THEIR APPROVAL AND
ADOPTION
WHEREAS, Section 2 of Republic Act No. 10742 otherwise known as the SK Reform
Act of 2015 provides that, the State recognizes the vital role of the youth in nation-building .and
thus, promotes and protects their physical, moral, spiritual, intellectual and social well-being,
inculcates in them patriotism, nationalism and other desirable values, and encourages their
involvement in public and civic affairs;
WHEREAS, towards this end, the State shall establish adequate, effective, responsive
and enabling mechanisms and support systems that will ensure the meaningful participation of
the youth in local governance and in nation-building;
WHEREAS, the SK Reform Act of 2015 requires the formulation of a 3-year

Local Youth Development Plan (LYDP) which embodies development programs, projects and

activities for the benefit of the youth organizations and youth-serving organizations embodied
under the Sangguniang Kabataan;
WHEREAS, Republic Act No. 10742, otherwise known as the "Sangguniang Kabataan
Reform Act of 2015", provides that the provincial youth development plan initially drafted by
the SK Pederasyon, finalized by the Local Youth Development Council (LYDC) and approved
by the local sanggunian shall be anchored on the Philippine Youth Development Plan (PYDP)
and the local development plans of the local government unit;
WHEREAS, pursuant to Section 24(m) (2) of the Implementing Rules and Regulations
of RA 10742, local youth development plan shall give priority to the programs, projects and
activities that will promote and ensure the meaningful youth participation in nation-building,
sustainable youth development and empowerment, equitable access to quality education,
environmental protection, climate change adaptation, disaster risk reduction and resiliency, youth
empowerment and livelihood, health and anti-drug abuse, gender sensitivity, social protection
capability building and sports development;
WHEREAS, the Provincial Youth Development Council had finalized the programs,
projects and activities embodied in the comprehensive Local Youth Development Plan, making
sure that it is anchored on the Philippine Youth Development Plan (PYDP) of the Philippines;
WHEREAS, the Local Youth Development Council had convened and decided to adopt
the Local Youth Development Plan for year 2022-2024, all for the benefit of the youth of the
Province of Palawan;
NOW, THEREFORE, on the motion of Hon. Jimart Naingue, Provincial 4H Club, duly
seconded by Ivy Marie-Bayog, Boys Scout of the Philippines- Palawan Council, be it;
BE RESOLVED, A RESOLUTION ADOPTING AND APPROVING THE THREE-

YEAR LOCAL YOUTH DEVELOPMENT PLAN (LYDP) FOR CY 2022 TO 2024 AND
ENDORSING THE SAME TO SANGGUNIANG PANLALAWIGAN FOR THEIR
APPROVAL AND ADOPTION,
RESOLVED FURTHER, copies of this resolution be furnished to the Office of the Governor,
Sangguniang Panlalawigan and appropriate agencies for their information and action.
