1. INTRODUCTION

This Commissioning Specification describes the requirements for Commissioning


Switching Schedules, the purpose of which are to describe the step-by-step sequence
of events associated with the energisation inspections and on-load testing of new or
modified protection, control, automation and signalling systems on the Central Networks
distribution network.

2. DEFINITIONS

Definitions of some of the terms used within this document can be found in
Commissioning General CG-02: Commissioning Terminology.

3. ASSOCIATED DOCUMENTATION

An index of associated commissioning documentation can be found in


Commissioning General CG-01: Index of Commissioning Documentation.

4. GENERAL REQUIREMENTS

4.1 GENERAL

The purpose of the commissioning switching schedule is twofold:


− As an aide-memoire to ensure that energisation inspections and on-load testing
are carried out in a defined sequence, making certain that no particular activity is
inadvertently overlooked as a consequence of the demands and pressures of the
day.
− As a briefing note to those personnel affected by the energisation inspection and
on-load testing process but who have limited knowledge of the scope and extent
of project in question, for example Control Engineers and other personnel
assigned to operational switching duties to facilitate the process.

4.2 TITLE PAGE

The title page of the commissioning switching schedule shall include the following
information:
− Title (Commissioning Switching Schedule)
− The name of the construction project
− The substation where the new or modified equipment is located
− The circuit on which the new or modified equipment resides
− The date on which energisation and on-load testing is to take place
− The version number of the schedule
− The person responsible for preparing the schedule (Protection Commissioning
Engineer) and the date of preparation
− The person responsible for endorsing the schedule (Protection Commissioning
Supervisor) and the date of endorsement
− The persons responsible for accepting the schedule (Central Networks Contract
Manager / Project Manager & Control Engineer) and the date of acceptance

4.3 NUMBER OF SECTIONS

The commissioning switching schedule shall be separated out into eleven sections as
follows:
− Introduction
− Unproven equipment
− Key stages
− Circulation list
− Personnel executing switching schedule
− Communications
− Pre-energisation checks
− Agreement to proceed
− Initial starting conditions
− Switching, energisation inspections and on-load testing
− Final switching

4.4 ‘INTRODUCTION’ SECTION

The introduction section shall include:


− A brief outline of the project
− An overview of the equipment being commissioned
− Any other information necessary to make the purpose of the schedule clear

4.5 ‘UNPROVEN EQUIPMENT’ SECTION

The unproven equipment section shall identify:


− All unproven primary equipment
− All unproven protection, control, automation and signalling equipment

4.6 ‘KEY STAGES’ SECTION

The key stages section shall summarise the significant activities to be undertaken. It
shall typically include:
− Identification of the proven primary and protection equipment to be used to
energise the unproven equipment & whether temporary relay settings are
required
− Energisation inspections of unproven equipment
− Naming of the location where phasing out of the primary circuits is to take
place
− The arrangements for the application of load current
− On-load testing of unproven equipment

4.7 ‘CIRCULATION LIST’ SECTION

The circulation list section shall identify all individuals involved with, or affected by the
energisation inspection and on-load testing process, including:
− Control Engineer
− Protection Commissioning Engineer
− Protection Commissioning Supervisor
− Central Networks Contract Manager / Project Manager

− External Service Provider / Principal Contractor


− Other Relevant Sub-Contractors
− Other personnel assigned to operational switching duties

Where the schedule requires actions to be undertaken on a Transmission or Customers


Network then the circulation list shall also include representatives from those
organisations.

All personnel on the circulation list shall receive draft copies of, and be encouraged to
make comments on, the commissioning switching schedule.

All personnel on the circulation list shall receive a copy of the final version prior to the
implementation of the commissioning switching schedule.

4.8 ‘PERSONNEL EXECUTING THE SWITCHING SCHEDULE’ SECTION

The personnel executing the switching schedule section shall identify all individuals to be
involved with the execution of the commissioning switching schedule. It shall typically
include:
− Control Engineer
− Protection Commissioning Engineer
− Protection Commissioning Supervisor
− Central Networks Contract Manager / Project Manager
− Other personnel assigned to operational switching duties

4.9 ‘COMMUNICATIONS’ SECTION

The communications section shall list the contact telephone numbers for those
personnel responsible for implementing the commissioning switching schedule
(identified in section 4.8).

It shall include:
− Control room telephone numbers (plus the planned work approval number for
the telephone operated menu system)
− Relevant substation telephone numbers
− Appropriate mobile phone numbers

4.10 ‘PRE-ENERGISATION CHECKS’ SECTION

The pre-energisation checks section shall identify the pre-energisation checks that
must be completed before the commissioning switching schedule can commence.

Typically it will include confirmation of the following (where appropriate):


− Commissioning Certificate – Part 1 has been issued
− Safety Rule Inclusion Certificate(s) have been issued
− Relay settings have been applied as per setting sheets
− All pre-energisation inspections are complete
− All pre-energisation testing is complete
− All additional earths have been removed
− All safety documentation has been cleared and cancelled
− All circuit main earths have been removed
− All earth switches have been opened
− All switching required to achieve the initial starting conditions has been
completed
− All personnel are in position and ready to proceed

4.11 ‘AGREEMENT TO PROCEED’ SECTION

The ‘agreement to proceed’ section shall identify those parties who have responsibility
for the safety of personnel, the integrity of the distribution / transmission / customer
network and ownership of the equipment to be energised. All parties are required to
signal their agreement to proceed with the execution of the Commissioning Switching
Schedule.

Guidance Note

Where new equipment is not free-issue by


Central Networks, ownership is likely to rest
with the External Service Provider / Contractor
who supplied it. Central Networks usually
‘takes-over’ the equipment upon satisfactory
completion of energisation and on-load testing.

Typically it will include (where appropriate):

− Control Engineer
− Central Networks Contract Manager / Project Manager
− External Service Provider / Principal Contractor’s Project Manager

4.12 ‘INITIAL STARTING CONDITIONS’ SECTION

The initial starting conditions section shall identify the status of plant and equipment that
must be achieved before the commissioning switching schedule can commence.

The plant and equipment whose status is to be identified shall include all those which
are affected by the commissioning switching schedule and not just those elements
which form part of the construction works.

Typically it will include confirmation of the following (where appropriate):


− Points of isolation
− Status of switchgear (open / closed)
− Status of voltage transformers (in / out of service)
− Status of auxiliary supplies (in / out of service)
− Status of fuses and links (in / out of service)
− Status of transformer tap-changer (tap-changer selected to parallel automatic /
manual / independent auto / not in service etc)
− Status of auto-reclose, auto-changeover and other auto-switching systems (in
/ out of service)
− Status of inter-tripping & signalling systems (in / out of service)
− Status of relay settings (temporary settings applied)
− Status of sequence switching systems (in / out of service)

4.13 ‘SWITCHING, ENERGISATION INSPECTIONS & ON-LOAD TESTING’ SECTION

The switching, energisation inspections & on-load testing section shall list the activities
to be carried out, on a step-by-step basis in order to:

a) energise unproven equipment


b) carry out energisation inspections
c) connect unproven equipment to supply load current
d) carry out on-load testing

Activities to be included shall include the following (where appropriate):


− Issue / cancellation of ‘Risk of Trip’
− Application / removal of temporary protection settings
− Rendering switchgear operative / inoperative (points of isolation)
− Isolation / restoration of voltage and auxiliary transformer secondary supplies
(points of isolation)
− Isolation / restoration of equipment to / from service position
− Switching in / out of service auto-reclose / auto-changeover and other auto-
switching systems
− Switching in / out of service sequence switching systems
− Selection of automatic / manual tap-change control
− Selection of tap-changer positions (manual control)
− Opening / closing of switchgear
− Energisation inspections
− Phasing out (primary circuits)
− On-load testing

4.14 ‘FINAL SWITCHING’ SECTION

The final switching section shall list the activities to be carried out, on a step-by-step
basis in order to place the distribution network in its normal running arrangement.

4.15 FORMAT

Copies of all switching schedules shall be provided in duplicate in the following formats:
− One electronic copy
− One paper copy

4.15.1 Electronic Format

The electronic copy shall be supplied in Microsoft Word (*.doc) format using the
Central Networks template where possible.

The electronic copy shall be included within the electronic version of the
Commissioning File.

4.15.2 Paper Format

The paper copy shall be supplied in A4 size format on white paper of a quality not
less than 80g/m2.

The paper copy shall be included within the paper copy version of the Commissioning
File.

4.16 COMMISSIONING GUIDANCE NOTES

Central Networks plc has prepared a suite of Commissioning Guidance Notes which
provide practical guidance with respect to Commissioning Specifications.
