Inspection & Testing

1. INTRODUCTION

This Commissioning Specification details the requirements for the inspection and
testing of new or modified protection, control, automation and signalling systems on
the Central Networks plc distribution network.

2. DEFINITIONS

Definitions of some of the terms used within this document can be found in
Commissioning General CG-02: Commissioning Terminology.

3. ASSOCIATED DOCUMENTATION

An index of associated commissioning documentation can be found in


Commissioning General CG-01: Index of Commissioning Documentation.

4. GENERAL REQUIREMENTS

4.1 OFF-LOAD INSPECTIONS

Off-load inspections shall be carried out on all new protection, control, automation and
signalling systems.

Off-load inspections shall be carried out on any existing protection, control, automation
and signalling system which has undergone modification.

Off-load inspections shall comprise of the following:

a) Installation visual inspection to check for conformity with the requirements of


Central Networks Design Specifications (Including small wiring, identification of
wiring, terminations, terminal blocks, control & selector switches, push buttons,
diodes, test blocks, resistors for high impedance differential protection, non-linear
resistors {metrosils}, auxiliary cables etc)

b) Check all lamps and / or LED’s for correct colour and rating.

c) Check all fuses for continuity and correct rating.

d) Check all links correctly fitted.

e) Check external resistors have the correct rating (including dropper resistors
associated with digital inputs).

f) Check all items correctly labelled (including cubicle, rack, kiosk, box, fuse, link,
earth link, shorting link, relay, switch etc.).

g) Wiring checks to the latest revision of Wiring Diagrams.

h) Visual / general mechanical inspection of protection, control, automation and


signalling equipment to check for absence of damage and quality of installation.

i) Confirmation that wiring looms and trunking is properly secured, dust covers
and vermin proofing are in position, shrouds are fitted, ventilation openings are
free of obstruction etc.

j) Confirmation that equipment ratings are appropriate (including analogue


current and voltage inputs match current and voltage transformer secondary
ratings; power supply inputs are compatible with the connected supply; digital
inputs and outputs are compatible with the connected supply, serial ports
communicate with the correct protocols etc.)

k) Confirmation that instrumentation has the correct scaling.

l) Confirmation that all equipment is correctly earthed (including cubicles, racks,


kiosks & boxes, current transformer test and secondary windings, voltage
transformer secondary windings and capacitor voltage transformer high
frequency terminals, equipment metallic housings etc)

m) Confirmation that padlocks have been fitted to cubicles, racks, kiosks, boxes,
switches etc and where unique locks are used the keys are retained in key
safes.

4.2 OFF-LOAD TESTING

Off-load testing shall be carried out on all new protection, control, automation and
signalling systems.

Off-load testing shall be carried out on any existing protection, control, automation and
signalling system which has undergone modification.

Off-load testing shall comprise of the following:

a) Insulation resistance tests on ac and dc wiring taking appropriate precautions to


protect equipment that may be damaged by test voltage.

b) Polarity tests on ac and dc supplies. Phase rotation tests on three-phase ac


supplies.

c) Secondary injection tests to determine minimum operating and reset levels (both
voltage and current) of dc relays, ac relays and trip and closing coils to the
requirements of BS5311.

d) Capacitance discharge tests as per EATS 48-4 to all dc relays associated with a
tripping function not indelibly marked by the manufacturer with ESI or EB
classification.

e) Secondary injection tests of time delay relays. Where the characteristics of a


relay is determined by DIL switches, thumb wheel or other ‘mechanical’ device
correct relay operation shall be confirmed for each switch position.

f) Functional testing of auto-reclose, auto-changeover and other auto-switching


schemes.

g) Functional testing of interlocking schemes.

h) Functional testing / calibration of ‘mechanically’ actuated devices (including


pressure relief devices, buchholz devices, winding temperature & oil
temperature instruments, cable and switchgear gas and oil pressure devices
etc.)

i) Secondary injection testing of ac and dc relays. Where a relay is equipped with


multiple operating curves, site tests shall be conducted to verify correct operation

at three points on each curve. Where the characteristics of a relay determined by


DIL switches, correct relay operation shall be confirmed for each switch position.

j) Final secondary injection of ac and dc relays after application of final setting. For
ac relays the final test shall be completed against operational settings by
injecting current equivalent to twice plug setting.

k) Secondary injection tests of instruments, transducers and transducer driven


instruments to confirm accuracy.

l) For new and existing current transformers carry out:


− Polarity (‘flick’) tests,
− Measurement of secondary winding resistances,
− magnetisation curve tests to the knee point on all ratios,
− checks on magnetisation curve against manufacturer’s to identify
current transformers,
− checks on protection relay, instrument and transducer rating and
current transformer ratio are correct,
− checks on overlap of current transformers.

m) Carry out lead resistance measurements on current transformer secondary


wiring

n) Primary injection of current transformers to prove:


− correct ratio and polarity (including any interposing current transformers),
− relays are connected to the correct class and ratio current transformers,
− phase sets of current transformers are correctly interconnected,
− phase sets of current transformers are correctly interconnected with
other 3 phase sets of current transformers,
− phase sets of current transformers are correctly interconnected with
neutral current transformers,
− correct fault setting of protection relays (including stabilising resistances).

o) Primary injection of voltage transformers to prove:


− correct ratio, polarity and phase rotation (including any interposing
voltage transformers),
− integrity of voltage transformer connections,
− voltage transformer secondary windings are correctly interconnected to
form an open delta windings

p) Functional tests on all dc circuits to prove:


− the correct operation (positive checks) of the scheme logic to the latest
revision of the schematic diagram by checking that each expected
output occurs only when the minimum relevant input signal (fuses,
links, auxiliary switches, selector switches, relay contacts etc.)
combinations are satisfied.
− that no sneak circuits are present within the scheme logic (negative
checks) by checking for each expected output that no output occurs
when all bar one of the relevant input signal (fuses, links, auxiliary
switches, selector switches, relay contacts etc.) combinations are
satisfied.

q) Trip tests from the protection devices / relays to the appropriate trip relay(s).

r) Trip tests from trip relays to the primary plant.

s) Trip testing to remote substations using inter-tripping.

t) Confirmation of the operation of the Tele-Control / SCADA controls from Central


Networks plc’s Control Centre to the control relay.

u) Confirmation of the operation of all analogues, indications and alarms from


source to Central Networks plc’s Control Centre.

v) Measurement of the insertion loss of each splice in an optical fibre link using
an optical time domain reflectometer. Insertion loss measurements shall be
performed on each optical fibre and in each direction.

w) Measurement of the overall attenuation of an optical fibre link using an optical


power source and an optical power meter. Overall attenuation measurements
shall be performed on each optical fibre and in each direction.

x) Check on communication channel for indication of healthy condition and


failure condition, line level checks etc.

y) Tightness checks on all connections.

4.3 ENERGISATION INSPECTIONS

All primary equipment forming part of a protection, control, automation and signalling
system shall be inspected immediately after being made live from the distribution
network for the first time.

Energisation inspections shall comprise of the following:

a) Visual inspection to verify the absence of breakdown or discharge.

b) Aural inspection to verify the absence of breakdown, discharge or open circuit


current transformer secondary windings.

4.4 ON-LOAD TESTING

On-load testing of protection, control, automation and signalling systems shall be carried
out on all newly installed systems, including any existing equipment which forms part of
the completed scheme.

On load testing shall be carried out after the associated primary equipment has been
placed in service to ensure that all connections and test links have been replaced and
test leads removed and to confirm the integrity of the current transformer circuits.

On-load testing shall be carried out under the auspices of a Commissioning Method
Statement in accordance with the requirements of CS 2-04.

On-load testing shall comprise of the following: -

a) A test for operation shall be carried out on ‘unit’ type protection schemes by
reversing the polarity of current transformer secondary windings.

b) A test for stability shall be carried out on ‘unit’ type protection schemes. The
test for stability shall be carried out after completing the test for operation.

c) A test for operation shall be carried out to prove protective systems with
directional characteristics by reversing the polarity of current transformer
secondary windings.

d) A test for restraint shall be carried out to prove protective systems with
directional characteristics. The test for restraint shall be carried out after
completing the test for operation.

e) Phase sequence checks shall be carried out on new voltage transformer


secondary wiring.

f) Phase sequence checks shall be carried out on three phase motor supplies
including transformer cooler and tap-changer motors.

g) Phasing out checks shall be carried out between new voltage transformer
secondary wiring and existing voltage transformer secondary wiring.

h) On-load testing of auto-reclose, auto-changeover and other auto-switching


schemes associated with the 132kV distribution network

i) On-load testing of sequence switching schemes

Special attention shall be paid to broken delta voltages and residual current circuits
where zero voltage or current respectively may not be proof of the completeness of
the circuit.

4.5 INSPECTION AND TESTING RESULTS

All inspection and testing results shall be recorded in neat legible handwriting on a
paper copy of the relevant Central Networks pro-forma Commissioning Inspection &
Testing Sheets.

Where there is a requirement for a test which is not covered by an existing pro-forma
commissioning inspection & testing sheet, an original equipment manufacturer or other
specially prepared schedule may be used. The proposed schedule shall be submitted
to the Protection Commissioning Supervisor for endorsement. The schedule shall be
submitted for endorsement no later than four weeks prior to the start of off-load
commissioning testing in order to give sufficient time for the proposals to be
considered and, if necessary, for amendments to be agreed and changes effected.

The completed Commissioning Inspection & Testing Sheet shall be signed by the:
− Protection Commissioning Engineer carrying out the inspection and testing.

− Protection Commissioning Supervisor to signal his/her endorsement of the


inspection and testing results.
− Central Networks Contract Manager / Project Manager to signal Central
Networks acceptance of the inspection and testing results.

Copies of all commissioning inspection and testing sheets shall be provided in duplicate
in the following formats:
− One paper copy
− One electronic copy

4.5.1 Paper Format

The paper copy shall be supplied in A4 size format on white paper of a quality not
less than 80g/m2.

The paper copy shall be included within the paper copy version of the Commissioning
File.

4.5.2 Electronic Format

The electronic copy shall be a scanned image of the handwritten paper copy.

The electronic copy shall be supplied in one of the following electronic formats:
− PDF (*.pdf) {preferred format}
− TIFF (*.tif, *.tiff)
− JPEG (*.jpg, *.jpeg)

The electronic copy shall be included within the electronic version of the
Commissioning File.

4.6 COMMISSIONING GUIDANCE NOTES

Central Networks plc has prepared a suite of Commissioning Guidance Notes which
provide practical guidance with respect to Commissioning Specifications.

Where a commissioning inspection or test is covered by a commissioning guidance


notes, failure to comply with the provisions of the commissioning guidance note will be
taken as contravention of this Commissioning Specification.
