    In the reference 1 cited, the A.P. Extension Officers [PR & RD]
    Assoclation have requested the Govt. to consider them for promotion to the
    post of Divisional Panchayat Officers where the Extension Officers [PR&RD]
    Grade-I 'are .not available The Commissioner, Panchayat Ra and Rural
    Employment was requested to offer his specific remarks/ recommendations on
    the representation of the Association vide ref. 2r".cited.

    2. In the meanwhile, Sri 3. Praveen Kumar, Extension Officer [PR&RD],


    Warangal District and others have filed O.A. No. 5098/2011 in the Hoible
    APAT., for consideration of the Extetsion Officers [PR & RD] for promotion to
    the post of Divislonal Panchayat Officers. The Honble APAT., in its interim
    orders dated 22.06.2011 has directed the Govt., to pass appropriate orders on
    the reprasentation of the President and General Secretary of APEO., [PR&RD]
    within a period of two weeks from the date of recelpt ofa copy of the order as
    per rules before undertaking the promotion to the post of Divisional Panchayat
    Officer vide ref. 3d cited.
    3. In the reference 4th & 5th cited, the Commissioner, Panchayat Raj and
    Rural Employment has stated that as per G.O. Ms. No. 347, PR & RD
    [E.VI]
    Deptt., Dated 21.11.2001, the feeder category for promotion to the post of DI.
    P.O is (a) Extension Officer [PR&RD] Grade.I; (b) Administrative Officer, O/o
    DPO., and the Extension Officer [PR & RD] is not a feeder category to the post
    of DI.P.O., for promotion. He has also stated that the pay scale of Executive
    Officers [GP] Grade-I stream is equal to the scale of Extension Officer
    [PR&RD). The Executive Officer [GP] Gr.I is 3° Level promotion post in GP
    stream. Hence, Executive Officer [GP] Gr.I may be reckoned equallent to that
    of Extension Officer [PR&RD] and the
    post of Divisional Panchayat Officers may
    be filled up with Executive Officers
    [GP] Gr.I by promotion instead of Extension
    Officers [PR&RD].
    4. In the reference 6h
    cited, Government have issued orders in G.O. Ms
    No. 253, PR & RD [E.VI!)
    Dept, dated 29.8.2012 amending the A.P. Panchayat
    Raj and Rural Development Service Rules issued in G.0. Ms. No.
    21.11.2001 as follows: 347, PR dated

    "In the saidrules, for the words "Extension Officer


    wherever they ocur, the words (PR&RD) Grade.r'
    "Extension Officer (PR&RD) shall be
    substituted.
    'Note 5 (a): This amendment shall
    not effect the
    the persons who are promotional channel of
    already working as Extension Officers
    Grade.I. However, this will become dead (PR&RD)
    cadre after retirement of the
    existing Extension Oficers (PR&RD) Grade.I.

    5. Since the post of Extension Officer [PR&RD] in two streams i.e. 2
    Wing and G.P. wing is integrated now, the separate Service Rules for Extensic
    Ofliccrs PR&RD] issued earlier in G.O. Ms. No. 394, PR & RD [MdI.II] Deptt
    Dated 30.12.2004 have been repcaled in the above amendment. Aftt
    amending the A.P. Panchayat Raj and Rural Development Service Rules, 200
    there is no dmbiguity in promotional channel for the post of Extension Office
    PR&RD).
    6. After careful examination of the entire issue and in light of interir
    orders dated 22.06.2011 of Honble APAT, Government hereby clarify tha
    wherever the Extension Officers [PR&RD] Grade-I is exhausted and nc
    available in particular zone, the existing Extension Officers [PR&RD] shall b
    considered for promotion to the post of Divisional Panchayat Officers as pe
    their zonal seniority and as per A.P. Panchayat Raj and Rural Developmer
    Service Rules, 2001 as amended from time to time. Accordingly, th
    representation of A.P. Extension Officers [PR&RD] Association is disposed of.

    7. The Commissioner, Panchayat Raj and Rural Employment, Hyderabad i


    requested to take immediate necessary action accordingly.
