1 PURPOSE
The purpose of this Method Statement is to define the procedure for the street lighting
works (Poles, Foundations, Pull Box and Luminaries) and cross-sections shown on
the drawings or established by the Consultant.
2 SCOPE
• This is covering all the street lighting works (Poles, Foundations, Pull Box and
Luminaries) for IMPROVEMENT OF SHEIKH ZAYED ROAD,AL HELIO
DISTRICT, AJMAN
• This method statement covers all requirements for all the street lighting works
(Poles, Foundations, Pull Box and Luminaries).

6 RESPONSIBILITIES
PROJECT MANAGER
The Project Manager has the responsibility for the following:
a) Ensuring that the Project Quality Plans interface satisfactorily with the
requirements of the Contract.
b) Coordination with the Employer/Engineer as Contractor’s delegated representative.
c) Implementation of the Project Quality Plan of the project.
d) Delegation of authority to other members of the project management team as
appropriate to their functions.
e) Participating in the formal review of the Project quality System on a regular basis.
f) Responsible for all site activities, and mobilization plan. Participates in the
development of site construction schedules.
g) Responsible for review of subcontract agreements.
h) Responsible for the budget and cost control of all construction related activities.
He is also responsible or the site administration, including personnel, logistics,
warehousing, communications, accounting etc.,
i) Responsible for coordination with site and head office for all site and construction
needs.
j) Responsible for overall HSE related matter of the project.
k) Responsible for reviewing design drawings, shop drawings and engineering
instructions to ensure all Engineering Documents are approved and cleared, in order
to release for Construction.
l) Responsible for all the construction activities at site. He is to ensure that
construction is completed in accordance with the Drawings, Specification, and
Project Quality Plan and meets contractual requirements.
m) Coordinates with Client/Engineer and their representatives in order to solve day-to-
day problems at construction site.
HSE OFFICER
The HSE officer is responsible for
a) The overall Safety of all the activities in the project
b) Responsible to review existing policies and measures, organize OHS training, inspect
premises and work activities, investigate incidents ad prepare reports on any
occurrences.
c) Safety Officer is responsible to identifying Hazards, ensuring compliance with
legislation and promoting a culture of Health and Safety in the work place.
d) Audit and register the Permit system for all the activities (excavation, confined space,
lifting, hot works).
e) Regular TBT to the working personnel.
f) Inspect work place including the Plat and Equipments on a frequent basis.
g) Report unsafe work practices, conditions to the report manager without any delay.
h) Report incidents/accidents, near misses, injuries and illness to the reporting manager.
i) Prepare and maintain monthly HSE statics.
j) Participate in all the HSE meetings.
k) Safety Officer report to the Project Manager.
SURVEYOR
Following are the responsibilities of the Surveyor
a) All works related to the Survey
b) Responsible to do the survey for all the activities, record it and get it approved by the
Client/Engineer representative
c) Surveyor reports to the Site Engineer/Project Engineer.
7 SAFETY ARRANGEMENTS
Some particular preventive measures should be taken before any formation work starts:
➢ All excavations for cutting shall be supervised by trained and responsible
personnel.
➢ Barricade, Warning tape, cones, safety mesh and adequate warning signs to be
used around the excavations as required by the location of works.
➢ Obtain approval for all related documentation including the Permit to Work,
the relevant Method Statement, shop drawing, and the Pre-Qualification for
the Subcontractor, if applicable.
➢ Based on the height of the pole, the foundation shall be of two types a) Precast
b) Cast-in site
➢ Work area should be protected at night time with warning lights.
8 WORK METHODOLOGY
I. Prior to Start
➢ Before starting the street lighting works, a site survey shall be done and setting
as per the municipality corridor..
➢ Obtain all necessary NOC’s from the concerned authorities
➢ Obtain approval for all related documentation including the Permit to Work,
the relevant
➢ Method Statement, shop drawing, and the Pre-Qualification for the
Subcontractor, (if applicable)
➢ Prior to start the street lighting works, every effort shall be made to determine
whether underground services, i.e., telephone lines, water, gas and power
lines, irrigation Army optical fibre, water lines, storm water drainage lines or
any others will be encountered.
For this purpose, studying the Authorities as built drawings and using a
cable detector shall be done. Trial pits reports of the area of works shall be
available.(If required)
➢ A site survey shall be done in order to record the ground levels. Report of
survey shall be available on demand.
II. Casting & Installation works for Precast foundation (Applicable for 10 to 14m
light poles and Pull Box)
▪ General Sequence
➢ Make sure all the mouth of the long radius bend and the threaded portion
of the Anchor bolt is properly sealed to prevent the egress and
contamination of concrete.
➢ Fix the shuttering as per the required dimension and shall be supported
properly so that there is no lateral displacement during concreting. Level
and alignment of the shutter shall be checked prior to concreting. Side
shutter shall be provided with cut outs, to which PVC conduits shall be
fixed.
➢ For lifting purpose, a PVC conduit along the diameter or lifting hooks
shall be provided at the top. Based on the site condition any of the above
mentioned two options shall be adopted.
➢ Casting of the mass concrete shall be carried out using C40/ 20 SRC
concrete.
➢ Slump tests and determination of fresh concrete temperature shall be
carried out at the rate of one test per load concrete delivered to or
transported on site. The maximum permissible slump, measured at the
point of placing of the concrete, shall not vary by +25 mm from designated
consistency. Any variation from these slumps necessitated by the use of
super plasticizers and the like shall be approved by the Engineer.
➢ 1set of sample (6 Cubes) for every 100m* for each class of concrete.
➢ The temperature of the concrete at the time of placing shall not exceed 32
°C. It shall be ensured that accurate concrete thermometers and air
temperature thermometers area available at all time during concreting.
➢ No Concreting shall commence without the approval of the engineer.
➢ Depending upon site condition any of the following techniques shall be
used for concreting. i) Chute concreting. ii) Bucket concreting
➢ Max 400 mm of concrete will be placed in such a manner to avoid inclined
construction joints.
➢ Concrete will not be dropped into place from a height exceeding 2m.
III. Cast-In-Situ CIDH (Cast in drilled hole) Pole foundation (Applicable for 25m
light pole)(If required)
➢ For 25m light pole bored pile / CIDH foundation, complying to the details
mentioned in approved drawings
➢ For piling works a separate detailed method statement shall be raised.
➢ Pile details (Pile dia, Pile length & reinforcement details) shall comply
with the specifications and foundation details mentioned in the approved
shop drawing.
➢ Casting for the piling works shall be done in two stages. In the first stage
the concrete shall be poured 30cm below the bottom of long radius bend.
➢ After attaining sufficient concrete strength. Pile location shall be excavated
with shoring, if required. Any kind of existing nearby services shall be
protected, if required
➢ Pile head shall be chipped and properly prepared, steel properly cleaned
(PVC sleeves shall be provided on the reinforcement prior to stage-1
casting, in order to prevent concrete spillage), 2 no’s PVC electrical
conduits, Anchor bolt with top base plate/ template made using plywood
fixed as per the approved shop drawing.
➢ Base plate & bolt details will be according to the approved shop drawing
➢ Proper protection shall be given with masking tape for the top base plate/
template along with anchor bolts, nuts & washer from concrete spillage.
➢ Formworks shall be provided with proper support and concreting work
shall be carried out using C40/20 concrete.
➢ A separate RFA shall be raised for each lift of concrete operation
➢ After removal of shutter any loose concrete or lattice present in the surface
shall be removed by using wire brush and blower and surface of
foundation shall be prepared by using approved repair material.
➢ Apply 2coats of bituminous primer over the prepared concrete surface
(external walls) with the help of brush or roller.
▪ Prior Activities
➢ All necessary NOCs approvals required for the installation of poles either
from private sector or Government sector to be obtained prior to start the
works.
➢ Visit the site and make sure that the location is ready for safe working and
sufficient area is available for placing the crane, trailer and man lift. Also a
temporary storage area should be available for offloading of components.
➢ Ensure that the lane closures (if required) are in place as per approved
drawings.
➢ Check the availability of driving licenses for all machinery operators.
➢ Keep the area clear of any personnel not directly related to the works.
➢ Make sure that the mobile crane is resting on solid surface and proper
packing is provided below the outriggers.
➢ The pole including accessories shall be inspected and approved by the
engineer prior to delivery
➢ All the materials shall be placed on proper packing and tied to the vehicle
to make them firm to avoid the anticipated fall at the turnings or bends on
road
➢ Ensure that the concrete foundations are completed and their dimensions
are suitable to each light fitting type
▪ Detailed Procedure
➢ Complete assembly are to be made(ie fixing of brackets and Luminaries to
the Poles, Bulbs and Flexible Cable from Luminaries to Cut Out Location
)
➢ Ensure to follow approved lifting procedure
➢ Erect the street lighting poles by crane and put it on its concrete base and
make the rods in the concrete base entering the holes in the pole's base.
➢ After erection of street lighting poles, verticality shall be check and
approved by Ajman Municipality and Consultant and prior to grouting of
the gap of base plate and foundations.
➢ Ensure that poles are fixed squarely and properly aligned. Make sure that
manufacturer's recommendation for street lighting poles installation shall
be adhered.( i.e Install the Cut Out Box in to the Street Lighting Pole with
Fuses
➢ Terminate power cables to the Cut Out inside the pole hole. Ensure that
they are terminated properly. Street lighting pole shall be earthed
➢ Temporary power connection shall be made to check the proper operation
of light fittings.
