Please refer to the FIR in the above noted case. This case involves
brutally murder of one Dibya Bharati Adha (21 yrs). On 06.11.2024 at 04.20 PM,
Complainant Smt. Sanjukta Adha (50) W/o-Dhanurjay Adha of vill Purna, PS-
Hemgir, Dist- Sundargarh, mother of the deceased reported at P.S that her daughter
Dibya Bharati Adha (21 yrs) was working as an Anganwadi worker at her vill- Purna
since more than two years. Like every day on 06.11.2024 morning her daughter had
gone to the Anganwadi centre. Later being informed by one Dresini Padhan she went
to the Anganwadi Centre and found Dibya Bharati Adha was laying dead condition
with cut injury mark on her neck with profuse bleeding on the footpath way of
Anganwadi centre. Further she mentioned that one Sarat Kaudi of her village
committed murdered of her daughter who prior to the incident had come to her house,
told her for marriage and bothered her. He had also snatched her mobile phone and
also had threatened her to kill in life. Hence, this case considering the gravity of the
case, it is treated as “ORANGE FLAG” case in accordance with PCO No. 379/2019.

You are instructed to comply the following points:-

1. This case shall be treated as an SR case under “ORANGE FLAG” category.


2. I.O shall try to find out chance witnesses to the occurrence and to record their
statement.
3. Neighbouring witnesses shall be examined and their statement shall be
recorded.
4. The CCTV footage of nearby spot if available shall be checked immediately.
5. Scientific Officer along with his team members including the Dog Squared
staff, photographers shall be examined and their statement shall be recorded.
6. CDRs of the deceased’s and accused person’s mobile phones if available to be
analysed with assistance of cyber Cell of the district as it will help to detect the
case.
7. I.O shall find out the witnesses who have knowledge about the love of accused
towards the victim and record their statement.
8. Send copies of P.M. Reports of the deceased persons for study at this end.
9. Query regarding injuries to be made to M.O. by giving the details of spot and
circumstances in which the dead body was found.
10.Query shall be made to the Doctors producing the seized weapon of offence to
opine whether the injuries of the deceased person could be possible by the
seized weapon of offence.
11.Chain of evidence be established without any missing link.
12.Biological samples, wearing apparels of deceased and accused on his arrest be
sent for DNA analysis and chemical examination to SFSL, Rasulgarh and
opinion.
13.The case be supervised promptly and expedite Report No. II.

murder of one Panu Prusty and Smt Sanjulata Palei of Vill-Naduan PS -Ghasipura
under Keonjhar district in mysterious circumstances. On 10.11.2024 at 06.05 PM
Complt Sri Kulamani Palei (50) S/O Lt Bairagi Palei of Vill- Naduan PS Ghasipura
Dist-Keonjhar reported at P.S that accused Bhanja Kishore Prusty of his Village
killed his uncle Panu Prusty and his wife Sanjulata Palei by running one Dumper
vehicle bearing registration No OR14 R 1287 on them. Hence, this case considering
the gravity of the case, it is treated as “ORANGE FLAG” case in accordance with
PCO No. 379/2019.

You are instructed to comply the following points:-

1. This case shall be treated as an SR case under “ORANGE FLAG” category.


2. I.O shall try to find out chance witnesses to the occurrence and to record their
statement.

brutally murders of
five persons namely 1) Charan Kumar,2) Subash Pawar,3) Chhama Bhosle, 4) Kaila
Kumari, and 5) Pundi Pawar of Vill. Karamdihi, Gaitapada Panchayat office Pada,
P.S-Sadar, dist-Sundargarh and grievous assault to 1) Majnu Pawar, 2) Anisha
Kumari and 3) Piyush Kumar. On dt 30.10.2024 at 7.40 AM, Complt. Avinash Bima
Pawar (30 yrs) of Word no. 03, Wallabhanagar, PS. Deoli GunjKheda, DistWardha,
Maharashtra Send a written report by one Rahul Bhosle alleging there in that, he
along with family members, his wife, three children, sister, brother and another
members were staying together at Sundargarh, Karamdihi, Gaitapada Panchayat at
office pada since last 04 days. On 29.10.2024 night at about 10.30 P.M. 4/5 unknown
male persons came to their staying place and suddenly assaulted his uncle Charan
Kumar, brother Subash Pawar, Sister Chhama Bhosle, Aunt Kaila Kumari, his
grandmother Pundi Pawar as a result they succumbed to injury. The accused persons
also assaulted them by sharp cutting weapons on his left hand and other parts of his
body as a result he sustained bleeding injury on his person. They further assaulted his
son Majnu Pawar, his niece Anisa Kumari, Nephew Piyush Kumar as a result they
also sustained bleeding injury on their persons. He suspected that his Brother-in- law
(Sadhu Bhai) Sakaya Pawar and his associates namely Santosh Bhosle, Yogesh
Bhosle, Lale Bhosle assaulted him and his family members and killed five members
of his family. Hence, this case. Considering the gravity of the case, it is is treated as
“ORANGE FLAG” case in accordance with PCO No. 379/2019.

You are instructed to comply the following points:-

treating Medical officers.

and the treating Doctors shall be examined and their statement shall be
recorded.
26.Query shall be made to the Doctors producing the seized weapon of offence to
opine whether the injuries of the deceased persons/ injured could be possible
by the seized weapon of offence.
27.I.O shall ascertain the cause of previous enmity between the deceased and the
accused persons.
28.CDRs of the deceased’s and accused person’s mobile phones if available to be
analysed with assistance of cyber Cell of the district as it will help to detect the
case.
29.Chain of evidence be established without any missing link.
30.Biological samples, wearing apparels of deceased persons/victims and accused

On 04.10.2024 at 7:55 PM, Manasi Behera, (19), D/o- Rabindra Behera filed a
complaint at Town P.S. stating that she along with her elder sister Manorama Behera
and parents resides in the house of one Jayanti Thatei in Ward No. 13, PS- Town,
Keonjhar on rent since five-six year. She is a +3 student at Girls College, and her
elder sister Manorama Behera(20) has discontinued her studies after +2. On
04.10.2024 her parents went to Labanya Chowk for business, while Manorama left
for grocery shopping at 8:45 AM. Manasi Behera locked the house, leaving the key
with one Minakhi for Manorama. Upon returning to college at 3:30 PM, Manasi
discovered the front door locked. Observing from the window, she saw Manorama
lying on the ground with severe neck injuries and bloodstains. She immediately
alerted her mother, and with Suresh uncle's assistance, they forcibly entered the house
to find Manorama's lifeless body in the kitchen-cum-veranda area, apparently
murdered with a sharp object by unknown perpetrators." Hence, this case.
Considering gravity of the case, it is is treated as “ORANGE FLAG” case in

murder of one Sk Rahemat. On perusal of FIR it came to light that on dt 16.10.2024
at 12.45 AM Complt. Sk Salim of Vill- Pandua, PS-Ramachandrapur, dist-Keonjhar
presented a written report at P.S alleging there in that, on 15.10.2024 at about 5.45
P.M his son Sk Rahemat, the deceased was standing near Gola Chowk of their village
. Due to previous enmity one Purna Chandra Jena ,Sujit Jena @ Muna , Omkar Jena
and Jharana Jena holding wooden lathi assaulted his son causing severe bleeding
injuries on his person. After getting bleeding injury his son fell down on the ground
and accused Sujit Jena assaulted him mercilessly and repeatedly to his head out of
which Sk Rahemat died at the spot .Considering gravity of the case, it is treated as
“ORANGE FLAG” case in accordance with PCO No. 379/2019.

murder of one Md Shakir On dt 17.10.2024 at 4.16 PM complt. Jyotshna Ekka
(40) W/o LateSushil Ekka of Vill-Baiganbud,(Tola-Kisanpada), PS-Sadar,Dist-
Sundargarh appeared at PS and reported in writing alleging there inthat on
dt.09.10.2024 she was quarrelled with her husband. Shewent to her mothers
house located at Sundargarh Town,Mundapada. On dt-13.10.2024 her husband
came to her mothers house. On dt.15.10.2024 they admitted her daughter at
ArogyaHospital, Sundargarh for treatment. Then her husband went
toBaiganbud for bring Biju Heath card with one Sunil and they returnback
immediately. By speculating danger her husband instructedher do not go to
Baiganbud, in his house due to someone quarrelwith him and he has feeling pain
in his body. On dt.16.10.2024 atabout 1.00 PM her husband went to Govt
Hospital (DHH)Sundargarh and she went to collect medicine for her husband.
Thenshe called her husband but he did not receive the call. Then shewent to
search him and she found that as her husband fell down atDHH Sundargarh the
security guard spray some water on his faceand be sit him. Then on being asked
to the Security guard he toldher that, her husband was fall down at DHH
Sundargarh.Then sheimmediately admitted him at DHH Sundargarh and as per
thedirection of MO CT Scan was done. The doctor also told her thatthey will
referred him Burla as he was injury on his vain. When shecalled her relative to
take him to Burla medical at that time oneLady doctor checked him and
declared him died. She is suspectingthat some unknown person might have
beaten her husband at thequarrel place at village Baiganbud as a result of which

01.09.2024 at about 5 P.M her dead body was found lying near Lakdamala forest side

of one Swagatika Naik (19) in mysterious circumstances. On perusal of FIR it came
to light that, on 12.09.2024 at 11.00 PM Complt. Swarna Naik (60) S/o Laskariya
Naik of Arba Jharabahar, PS- Brahmani Tarang, Rourkela, Dist-sundargarh. A/P- Qtr
No. A/3, Plantsite PS Colony, PS- Plantsite, Rourkela, Dist-sundargarh appeared at
PS and present a written report that i.e., on 12/09/2024 at about 09.00 AM his
daughter namely Swagatika Naik (19) went to Uditnagar for tuition. At about 01.00
PM he got information that her daughter got hospitalised by burning. Then he
reached at R.G.H and saw his daughter was fully burnt.Being asked his daughter told
that one Ajay Kumar Sa forcibly took her to Maharaja hotel and brunt her by pouring
kerosene on her. Considering gravity of the case, it is treated as “ORANGE

Please refer to the FIR in the above noted case. This case involves
murder of one Swagatika Naik in mysterious circumstances. On perusal of the FIR it
came to light that on 12.09.2024 at 11.00 PM Complt. Swarna Naik of Qtr No. A/3,
Plantsite PS Colony, PS- Plantsite, Rourkela, Dist-sundargarh appeared at PS and
reported that on that day at about 09.00 AM his daughter namely Swagatika Naik
(19) went to Uditnagar for tuition. At about 01.00 PM he got information that her
daughter was hospitalised by burning. Then he reached at R.G.H and saw his
daughter was fully burnt. When he asked his daughter about the incident, she told one
Ajay Kumar Sa forcibly took her to Maharaja hotel. Where Ajay poured kerosene on
her and set her on fire, as a result her daughter got burnt. Then the hotel staff took her
to the R.G.H for treatment. Then he shifted his daughter to I.G.H for better treatment.
His daughter died while undergoing treatment in the I.G.H. He reported the mater at
PS for necessary legal action
considering gravity of the case, this case is treated as “ORANGE FLAG” case in
accordance with PCO No. 379/2019. You are instructed to comply the following
points :-

2. Thorough investigation will be streamlined and all out efforts be made to

nature as it involves dacoity and gang rape on victim.As per PCO No.379/2019 the
case is treated as “ORANGE FLAG” case. S.P. is requested to closely monitor the
progress of investigation and ensure arrest of accused persons.
It is instructed to carry out following instructions during investigation:-

case. On perusal of FIR, it is found that the dead body of one Adhes Pandey
was found floating on the well water and tied with plastic rope all around the
body and in naked condition. Considering gravity of the case this case may be

On perusal of FIR following defects were noticed.

PCO No. 379/2019. You are instructed to comply the following points:-

1. IO to establish the identity of the deceased by circulating the DRs among all
the PSs and bordering PSs of the district.
2. IO to explore the last seen theory from the locality to get clue in respect of the
deceased.
3. IO to send the exhibits to SFSL, BBSR for the CE report and opinion.
4. IO to obtain the DNA profiling report in respect of the Femur bone of the
deceased.
5. IO may be directed to discuss with the S.O in every fortnight about the
progress of the investigation of the case.
6. S.O to guide the IO for early detection of the case.
7. S.O. may be directed to release S.Note early.
8. Expedite Report No. II early.

Please refer to FIR in the above noted case. This case involves murder of
Ranjit Magdha and another one namely Radhe by Rajesh Kishan, Ashwini Kishan,
Khele Kishan, Chatty Kishan, Ranjit Kishan and other 20 others associates by
assaulted brutally on them by means wooden flank and hammer. Considering gravity
of the case, this case is treated as “ORANGE FLAG” case in accordance with PCO
No. 379/2019.

You are instructed to comply the following points :-

1. This case shall be treated as an SR case under “ORANGE FLAG” category.


2. Make sincere effort to apprehend all accused persons involved in this case
immediately.
3. Query regarding injuries to be made to M.O. by giving the details of spot and
circumstances in which the dead body was found.
4. Steps to be taken to recover the deceased’s mobile sets.
5. Send copy of P.M. Report for study at this end.
6. Expedite Report No.II early.
7. Exhibit be send to SFSL, Bhubaneswar for CE without delay.
