Frostburg State University is committed to academic excellence and provides opportunities for students with demonstrated abilities. Many of the listed scholarships are the result of private contributions as sponsored by the Frostburg State University Foundation.
The selection of recipients is subject to the policies and procedures for scholarship awards as determined by Frostburg State University. Unless stated otherwise, applicants must be registered or accepted for full-time enrollment. Major and concentrations refer to the accepted academic policies of FSU and are subject to review by the Office of the Provost. To receive or continue to receive an award, the recipient must maintain demonstrated academic progress as determined by Frostburg State University. Some awards have specific minimum grade point averages that must be maintained and the minimum for any award is a 2.5 overall grade point average. Recipients are reviewed at the end of each semester.

All incoming students are automatically screened for University-Wide Scholarships through the Application for Admission, with the exception of Leadership Awards and Talent in the Arts Scholarships which require additional materials from the applicant. Application for Institutional Scholarships is accomplished by completing the Scholarship Application form in the back of this booklet or by requesting a form from the Office of Financial Aid. The completed form should be returned to the Office of Financial Aid before March 1. A scholarship awards committee then screens and selects Institutional Scholarship recipients. To apply for Additional Foundation Scholarships, you must contact the office or individual listed for each award. To apply for a Departmental Scholarship, you must complete an application form from the listed academic department. Departmental scholarships are screened by a departmental awards committee and awarded by the Office of the Provost.
Award amounts vary and the amounts listed depend on the availability of funds as determined by the FSU Foundation or the funding source. The final decision on award amounts is determined by the FSU Foundation or the stated funding source. Recipients may receive multiple awards. Some scholarships are awarded to multiple recipients. Awards are paid to the students account through the FSU University & Student Billing Office and prorated on a per semester basis. Award amounts are for full-year attendance unless otherwise noted.

Academic Scholarships
These scholarships are awarded to entering freshman and transfer students. Admission applications are automatically screened by the Admissions Office to select recipients for these awards. Leadership Awards and Talent in the Arts Scholarships require additional materials from the applicant. Meeting minimum requirements does not guarantee selection.

Contact: Criteria: FSU Admissions Office / 301.687.4201 Minimum high school GPA of 3.2 or higher AND minimum combined SAT of (CR+M+WR) 1600. Enrolled full-time. Award varies from $1,500 to $5,000 per academic year to be applied toward total cost of education for up to eight semesters provided the student maintains a minimum cumulative GPA of 3.0 and completes at least 24 credits per academic year. The degree of students academic excellence will determine the initial amount of the award. Students with financial need may be eligible for additional funds; therefore, all applicants are encouraged to file the FAFSA form. Deadline: Priority given to students completing application for admission by February 1. Recipients of the award must accept offer of admission by May 1. Award varies from $1,000 to $3,000 per academic year to be applied toward total cost of education for up to eight semesters for freshmen and up to six semesters for transfers provided the student maintains a minimum cumulative GPA of 3.0, completes at least 24 credits per academic year, and remains a declared major in the sponsoring department. Deadline: Priority given to students completing application for admission by February 1. Recipients of the award must accept offer of admission by May 1.

Emma and Paul Dailey Scholarship


Department/Contact: FSU Admissions Office / 301.687.4201 Criteria: The recipient must be an entering freshman, enrolled full time, with a combined (CR + M) SAT score of 1,200 or above and a high school academic grade point average of 3.5 or above. Renewal recipients must have a minimum overall grade point average of 3.25. Preference will be given to residents of Allegany County. This award is renewable. Deadline: March 1

Donahue Scholarship
Department/Contact: FSU Admissions Office / 301.687.4201 Criteria: The recipient must be an entering freshman, enrolled full-time, with a combined SAT score of 1,100 (CR + M) and a high school grade point average of 3.5 or above, and be a resident of the immediate tri-state area with a preference given to residents of West Virginia or Pennsylvania. Deadline: March 1

Academic Excellence Scholarship for Transfer Students


FSU Admissions Office / 301.687.4201 Minimum of 30 transferable credits at time of application AND 3.7 cumulative GPA. Enrolled full time. Award varies from $1,000 to $2,000 per academic year to be applied toward total cost of education for up to six semesters provided the student maintains a minimum cumulative GPA of 3.0 and completes at least 24 credits per academic year. The degree of students academic excellence will determine the initial amount of the award. Lewis J. Ort Access to Education Scholarship


Department/Contact: FSU Admissions Office / 301.687.4201 Criteria: The recipient must be a first-time (freshman, transfer) FSU student enrolled or accepted for enrollment with demonstrated financial need and demonstrated academic ability; must be a resident of a contiguous county (Bedford, Fulton, Franklin and Somerset in Pennsylvania; Berkeley, Grant, Hampshire, Jefferson, Mineral and Morgan in West Virginia; and Loudoun in Virginia). Deadline: March 1

Academic Excellence Leadership Award


Contact: Criteria: FSU Admissions Office / 301.687.4201 Demonstrated leadership qualities. Student must provide Patricia Gregory in the Office of Admissions with a summary of leadership activities and a minimum of three letters of recommendation documenting the applicants leadership roles or activities. Award varies from $1,000 to $3,000 per academic year to be applied toward total cost of education for up to eight semesters for freshmen and up to six semesters for transfers provided the student maintains a minimum cumulative GPA of 3.0 and completes at least 24 credits per academic year. Deadline: Priority given to students completing application for admission by February 1. Recipients of the award must accept offer of admission by May 1.

Lewis J. Ort Endowed Regional Science Scholarship Award


Department/Contact: FSU Admissions Office / 301.687.4201 Criteria: The recipient must have a demonstrated ability in science and be a resident of Allegany, Garrett or Washington counties in Maryland or bordering counties in Pennsylvania or West Virginia. Deadline: March 1

F. Perry Smith, Jr. Scholarship


Department/Contact: FSU Admissions Office / 301.687.4201 Criteria: The recipient must have completed a high school education or equivalency in either Allegany or Garrett counties of Maryland and be enrolled at FSU with an overall grade point average of 3.0 or better, or be accepted with a transferable overall grade point average of 3.0 or better. The recipient must demonstrate financial need. The scholarship may be received for up to four consecutive years if an overall grade point average of 3.0 or better is maintained. Deadline: March 1

Academic Excellence Talent in the Arts Scholarship


Contact: Criteria: FSU Admissions Office / 301.687.4201 Demonstrated ability in theatre, music or visual arts. Student must provide appropriate materials - audition, portfolio and/or interview - to the sponsoring department theatre, music or visual arts.

Institutional Scholarships
Students must apply for the following scholarships by completing the Scholarship Application form at the back of this booklet. An essay must also be attached to the Scholarship Application. See instructions with the Scholarship Application for essay details. In addition, some scholarships may require supplemental documentation to be submitted with the Scholarship Application and essay.
Frostburg State University Alumni Association Scholarship
Department/Contact: Financial Aid / 301.687.4301 Criteria: The recipient must be a dependent and/or direct descendent of alumni from Frostburg State University as recorded by the Office of University Advancement. Students who qualify for tuition waiver (based on their parent being employed by FSU) will not be considered. Applicants must be a full-time student; for incoming freshmen, they must have demonstrated academic success; sophomores, juniors, and seniors must have a minimum grade point average of 3.0 or above. A demonstrated interest and/or involvement in extra-curricular activities must be shown (example: community service, membership in organizations or project involvement). In the event of equally qualified applicants, a preference will be given to those with demonstrated financial need. Deadline: March 1

Allegany County Association for Family and Community Education Scholarship


Department/Contact: Financial Aid / 301.687.4301 Criteria: The recipient must be a graduate of a high school in Allegany County, Maryland, with a minimum grade point average of 3.0. Preference will be given to 4-H Club members and members or direct descendants of members of the Allegany County Association for Family and Community Education (formerly the Homemakers Club). Applicants, including transfer students, will be eligible upon completing 59 or more hours of college level credit (junior class standing) and being enrolled or accepted at FSU with an overall FSU grade point average of 3.0 or better. Deadline: March 1

American Association of University Women - Frostburg/ Cumberland Scholarship


Department/Contact: Financial Aid / 301.687.4301 Criteria: The recipient must be at a sophomore level or higher with at least 30 credits (transfer students can apply) and a grade point average of 3.25 or above. Preference will be given to students from the Frostburg area with demonstrated ability and participation in leadership activities and financial need. Deadline: March 1

N. Rose Atwood Scholarship


Department/Contact: Financial Aid / 301.687.4301 Criteria: The recipient must be either an entering freshman who is a Maryland resident and a full-time student with a minimum 3.0 high school grade point average or an FSU sophomore, junior, or senior with a grade point average of 3.0. Demonstrated service to the University and/or community must be shown. The recipient must be financing part of his/her educational costs. This award is renewable. Deadline: March 1

American Federation of State, County, and Municipal Employees (AFSCME) Scholarship


Department/Contact: Financial Aid / 301.687.4301 Criteria: Applicants must be enrolled full time at FSU. The recipient must be a dues paying member or dependent of a dues paying member of the American Federation of State, County and Municipal Employees (AFSCME) union, FSU Local 239, as shown by current paid membership. The award should be granted to the member or dependent demonstrating greatest financial need as determined by the Financial Aid Office. An FSU overall grade point average of 3.0 or better is required. Preferences are: (1) renewal applicants - awards may be received for 2 consecutive years if an overall grade point average of 3.0 or better is maintained and (2) in the event of equally qualified applicants, a preference will be given to applicants with demonstrated academic ability. Deadline: March 1

Paul E. and Betty J. Barry Scholarship


Department/Contact: Financial Aid / 301.687.4301 Criteria: The recipient must have an FSU grade point average of 3.0 or better with demonstrated academic ability. Preference will be given to Frostburg residents who have graduated from a high school in Allegany County, MD, and to applicants who have demonstrated participation in extra-curricular activities or voluntary service in the community, clubs and organizations. This scholarship may be renewed up to three years if 3.0 grade point average is maintained. Deadline: March 1

Barry J. Barton Vietnam Veterans/Agent Orange Scholarship


Department/Contact: Financial Aid / 301.687.4301 Criteria: The recipient must be a Vietnam veteran or a descendent of a Vietnam veteran, carrying a minimum 2.5 grade point average and demonstrating financial need. Applicants must submit a copy of DD214 as proof of eligibility. The scholarship may be renewed. Deadline: March 1

American Legion Patriotic Scholarship Award


Department/Contact: Financial Aid / 301.687.4301 Criteria: The recipient must be a dependent or descendant of a member in good standing of Farrady Post 24 American Legion with a minimum 2.7 grade point average and a declared major in any of the following: accounting, biology, business administration, chemistry, computer science, economics, education, environmental analysis and planning, foreign languages, general science, geography, history, international studies, law and society (justice studies), mathematics, physics, political science or wildlife/fisheries. Applicants must be a resident of Allegany or Garrett county for at least 5 years, and have graduated from a high school in either of these counties. Deadline: March 1

Evelyn Bowman Scholarship


Department/Contact: Financial Aid / 301.687.4301 Criteria: The recipient must be a full-time FSU student carrying a minimum 3.0 grade point average and demonstrating financial need. Deadline: March 1

Donald A. Chaney Memorial Scholarship


Department/Contact: Financial Aid / 301.687.4301 Criteria: The recipient must be a student from Clear Spring High School, MD Deadline: March 1

Chessie Federal Credit Union Business Leadership Award
Department/Contact: Financial Aid / 301.687.4301 Criteria: The recipient must be a member in good standing of Chessie Federal Credit Union and have a cumulative grade point average of 3.0 or above with a declared major in Business. The recipient may be a full-time sophomore, junior, or senior. Deadline: March 1

Cumberland Business and Professional Women Scholarship


Department/Contact: Financial Aid / 301.687.4301 Criteria: The recipient must be a full-time FSU student with demonstrated academic potential. Preference will be given to non-traditional student applicants. Recipients must be from the tri-state area, trade radius of 75 miles of Cumberland - West Virginia, Pennsylvania and Maryland. The recipients must be willing to attend a scheduled BPW Cumberland meeting and may be asked to prepare a short speech on their career goals and objectives. Deadline: March 1

Nikki Clark Scholarship


Department/Contact: Financial Aid / 301.687.4301 Criteria: The recipient must be a resident of Allegany County, Maryland, and enrolled as a full-time undergraduate at Frostburg State University with a declared major in criminal justice, education, psychology, sociology or social work. First preference is given to residents of the Georges Creek District defined in 2002 by Allegany County as voting districts 8, 9, 10 and 18 (and district successors to this area) which includes residents in the general areas of Luke, Westernport, Barton, Lonaconing, Midland, Shaft and Frostburg. The recipient(s) must have an FSU overall grade point average of 3.0 or better. Freshmen must have an overall high school grade point average of 3.0 or better. Awards may be received for four consecutive years if an overall grade point average of 3.0 or better is maintained. In the event of equally qualified applicants, a preference will be given to those with demonstrated financial need. Deadline: March 1

Cumberland Lions Club Scholarship


Department/Contact: Financial Aid / 301.687.4301 Criteria: The recipient must be a resident of Cumberland, MD and be an incoming freshman who graduated from an Allegany County high school or a veteran. Documented financial need and a 3.0 or higher high school grade point average is required of incoming freshmen. Veterans must have a 3.25 or higher grade point average. To retain the scholarship for a second semester, the student must maintain at least a 2.75 FSU grade point average. Deadline: March 1

Daly Computers Scholarship


Department/Contact: Financial Aid / 301.687.4301 Criteria: Applicants must be enrolled (full-time or part-time) with an overall grade point average of at least 3.0. Deadline: March 1

Cobey/Lane/Footen Leadership Award


Department/Contact: Financial Aid / 301.687.4301 Criteria: The recipient must be a full-time sophomore, junior or senior at FSU with demonstrated leadership skills as evidenced by one year or more of service as a volunteer officer or student leader in programs or activities impacting the FSU campus. An overall grade point average of 3.0 or higher is also required. Deadline: March 1

Ivan Diehl Alumni Achievement Scholarship


Department/Contact: Financial Aid / 301.687.4301 Criteria: The recipient must be a freshman who is a dependent or a descendant of an FSU alumnus as recorded by the Alumni Office. Demonstrated participation in extra-curricular activities is also required. Deadline: March 1

Quincy and Eugenia Crawford Scholarship


Department/Contact: Financial Aid / 301.687.4301 Criteria: The scholarship provides the cost of annual tuition for one student and is renewable as long as recipient remains eligible under the award criteria. Preferences are: (1) student with an SAT score in the upper 25th percentile; (2) demonstrated financial need; (3) student who has served in a leadership capacity and who has expressed interest in pursuing a minor in leadership studies; (4) no applicant shall be discriminated against or given preferential consideration in regard to race, ethnicity, gender, or religion; and (5) an applicant can be afforded favorable consideration if he or she possesses a special talent that would, in the judgment of the scholarship committee, uniquely enhance the quality of campus life. Such favorable consideration could be granted to an applicant who, through past leadership activities, could bring a new perspective to campus life. Deadline: March 1

Farano Freshman/Sophomore Achievement Scholarship


Department/Contact: Financial Aid / 301.687.4301 Criteria: The recipient must be a freshman or sophomore. Freshman applicants must be accepted for admission to FSU. Sophomores must maintain satisfactory academic progress. In the event of equally qualified applicants, preference will be given to applicants with demonstrated financial need. Awards may be received for two consecutive years (four semesters) if satisfactory academic progress is maintained. Deadline: March 1

Fidelity Bank Achievement Award


Department/Contact: Financial Aid / 301.687.4301 Criteria: The recipient must be a graduate of a high school in Allegany or Garrett County, with preference given to transfers of junior or senior status from Allegany College of Maryland or Garrett College with a minimum 3.5 grade point average. Deadline: March 1

CSX Diversity Scholarship


Department/Contact: Financial Aid / 301.687.4301 Criteria: Applicants must have an overall grade point average of 2.5 or above, and be sophomores, juniors, or seniors majoring in Engineering or Business, with evidence of aptitude and interest in the railroad industry. Recipients must demonstrate relevant work experiences, student organization participation, and leadership in addition to submitting a cover letter, resume, and two letters of recommendation. Applicants must demonstrate a desire to work outdoors, enjoy hands-on work, and show an ability and aptitude to work with union employees. Recipients will also be eligible for internships and co-op student employment at CSX. Deadline: March 1

Forever Frostburg Scholarship


Department/Contact: Financial Aid / 301.687.4301 Criteria: Applicants will be students who encounter special circumstances at any time of year which hinder the ability for the student or students family to pay for college expenses. Examples include, but are not limited to: death of parent or spouse; loss of income by parent, student, spouse; divorce of parent or student; loss of federal benefits; unusually high medical expenses. Applicants must be enrolled full-time at FSU with an overall grade point average of at least 3.0. Deadline: September 9

Fort Cumberland Lodge #211 and Ohr Lodge #131 Scholarship
Department/Contact: Financial Aid / 301.687.4301 Criteria: Applicants must be residents of Allegany County, Maryland, and attended Allegany College with an overall grade point average of 3.0 or higher, having attained or completed sophomore class status and be declared as a full-time student at FSU. Preference given to undergraduate renewal applicants, the award may be received for two consecutive years. For renewal, a minimum FSU grade point average of 3.0 is required. Deadline: March 1 financial need. Preference will be given to: 1) renewal applicants, limited to four consecutive years, must maintain 3.0 grade point average (previous recipients must re-apply each year); 2) demonstrate self-support/employment to support college expenses; 3) participation in extra-curricular, volunteer activities, and/or campus clubs and organizations; and 4) have financial need. Deadline: March 1

Hammond Pursuit of Excellence Scholarship: In memory of Eleanor Anna Hammond


Department/Contact: Financial Aid / 301.687.4301 Criteria: Applicants must be enrolled full-time at FSU or incoming freshmen with a combined (CR + M) SAT score of 950. The recipient(s) must have an overall grade point average of 3.0 or better and demonstrated financial need. Preference will be given to: 1) renewal applicants, limited to four consecutive years, must maintain 3.0 grade point average (previous recipients must re-apply each year); 2) demonstrate self-support/employment to support college expenses; 3) participation in extra-curricular, volunteer activities, and/or campus clubs and organizations; and 4) have financial need. Deadline: March 1

Jeanette and C. William Gilchrist Scholarship


Department/Contact: Financial Aid / 301.687.4301 Criteria: The recipient must be a graduate of Allegany College of Maryland, entering FSU with junior or senior class status. Allegany College grade point average must be at least 3.0. Need may be a determining factor. The scholarship may be renewed if a 3.0 FSU grade point average is maintained. Deadline: March 1

Jane H. Grindel Scholarship


Department/Contact: Financial Aid / 301.687.4301 Criteria: The recipient must be a resident of Allegany County, Maryland, have demonstrated academic ability and be a full-time student enrolled at FSU with a grade point average of 3.0 or better, or accepted to FSU with a 3.0 grade point average. Documented financial need may be a determining factor. The scholarship may be renewed. Deadline: March 1

Hammond Pursuit of Excellence Scholarship: In memory of Clarence E. Lowery


Department/Contact: Financial Aid / 301.687.4301 Criteria: Applicants must be enrolled full-time at FSU or incoming freshmen with a combined (CR + M) SAT score of 950. The recipient(s) must have an overall grade point average of 3.0 or better and demonstrated financial need. Preference will be given to: 1) renewal applicants, limited to four consecutive years, must maintain 3.0 grade point average (previous recipients must re-apply each year); 2) demonstrate self-support/employment to support college expenses; 3) participation in extra-curricular, volunteer activities, and/or campus clubs and organizations; and 4) have financial need. Thelma B. Hadley Memorial and Bernetta M. Smouse Scholarship


Department/Contact: Financial Aid / 301.687.4301 Criteria: The recipient must be a graduate from Mt. Ridge High School with a preference given to residents of Lonaconing or Midland. One award is to be given to an incoming freshman. The award may be received for a total of 4 years if an FSU grade point average of 2.8 or better is maintained. The recipients high school grade point average must be 3.0 or above. Recommendation letter from high school guidance counselor or career services officer required. Demonstrated financial need may be a determining factor. Deadline: March 1

Kathleen Dailey Hill Scholarship


Department/Contact: Financial Aid / 301.687.4301 Criteria: The recipient must be a graduate of Fort Hill High School, Cumberland, MD, in need of financial assistance. Deadline: March 1

Elisabeth Hitchins Memorial Scholarship


Department/Contact: Financial Aid / 301.687.4301 Criteria: The recipient must be a full-time junior or a senior with a minimum grade point average of 3.25 who participates in extra-curricular activities and also demonstrates financial need and self-support. An interview may be required. Awards may be renewed up to two consecutive years depending upon availability of funds. Preference is given to renewal applicants and then to those from Maryland, West Virginia and Pennsylvania. Deadline: March 1

Hagerstown Center Endowed Scholarship


Department/Contact: Financial Aid / 301.687.4301 Criteria: Recipients must be currently enrolled as a Frostburg State University student at the USM Hagerstown Center, have a cumulative grade point average of 3.0 or higher, and demonstrated financial need. Deadline: March 1

Department/Contact: Financial Aid / 301.687.4301 Criteria: The recipient must be a graduate of Allegany College of Maryland with a grade point average at Allegany College of 3.0 or above and be accepted as full-time FSU student. Institutional Scholarship Application


General Procedures
In order to be considered for any of the institutional scholarships described in this booklet, you must complete the Scholarship Application form, write an essay as described at right and submit these to the Financial Aid Office no later than March 1. Please submit only one application and essay, unless otherwise noted. Note: some scholarships require supplementary documentation. Be sure to read through each scholarship description to ensure that you submit any supplemental documentation required. Several of the questions on the application are quite specific. These questions are included because they are directly related to a particular scholarship listed in the brochure.

Be certain to indicate what your academic standing will be at the beginning of the Fall semester 2011. For example, if you have 65 credits at the start of the Fall 2011 semester, then you should mark the block labeled Junior (60-89 credits). If you are an incoming freshman, you would mark Freshman (0-29 credits).

Academic Scholarships

The Scholarship Application form is not required if you are only interested in scholarship assistance from the Academic Scholarships (see section in this brochure that describes these scholarships).

To apply for Additional Foundation Scholarships, you must contact the office or individual listed for each award (see page 7).

Departmental Scholarships

Applications for scholarships that relate to specific academic departments are available in the sponsoring departments (see section in this brochure that describes these scholarships).

Write a well-developed essay that tells the scholarship committee why you would be an asset to Frostburg State University and why you are a good candidate to receive a scholarship. Include the following information: your personal background your educational goals and accomplishments the specific requirements of the scholarship(s) for which you are applying why you feel the University should invest in you through a scholarship

By completing this application, you will be considered for all institutional scholarships offered through the Frostburg State University Foundation. Several of the questions on this application are included because they pertain to criteria established by donors for their individual scholarships. In order to be eligible for scholarships, you must be admitted to a degree program and must enroll full-time.
