1.0 INTRODUCTION

This specification covers the design and supply of electrical power and control equipment,
devices and materials required for the operation and maintenance of oil dehydrators

2.0 STANDARDS

The engineering and design of the electrical system shall be in accordance with the criteria
outlined in ANSI, IEEE, NFPA and API standards.

3.0 SYSTEM PARAMETERS

Equipment and devices shall be suitable for a 60 Hz power system and the following
voltage classes:

3.1 Power system 480 V, 3 ph


3.2 Equipment voltage/phase 460 V / 1 ph
3.3 Control voltage 120 V / 1 ph
3.4 Lighting system 120 V / 1 ph

4.0 AREA CLASSIFICATION

Enclosures for electrical devices shall be rated for a Class I, Division 2 per API standards.

5.0 TRANSFORMER

Transformer capacity rating shall be suitable for the process conditions as stated
elsewhere. Transformer to be oversized by 20% over the base OA rating @ 30°C. This
extra capacity is to account for the derating factor to be applied to account for the 50°C
high ambient temperature.

Each transformer shall be complete with the following features and accessories:

5.1 Design: In accordance with applicable standards of the


ANSI / IEEE #C57 series
5.2 Primary Volts / phase: As listed in “System Parameters”.
5.3 Tank Construction: Sealed tank
5.4 Cooling Class: OA
5.5 Coolant: Oil
5.6 Temperature rise: 65°C
5.7 Winding Material: Copper
5.8 Tap changers: Off load
5.9 Junction box: Side wall mounted air chamber.
5.10 Oil temperature: Dial type gauge.
5.11 Oil level: Dial type gauge.
5.12 Handling: Lifting lugs to be supplied.

5.13 Grounding: Transformer enclosure to be complete with
suitably sized termination lugs.
5.14 Valves / plugs: Oil filling, draining and sampling to be provided.
5.15 Protection: Reactors are to be installed in the transformer
windings to limit current flow for the case of “short
circuited” grids.

6.0 CONTROLLER

To provide on/off control of transformer. This “combination starter” is to contain the


following features:

6.1 Incoming circuit breaker. Terminals to be suitable for purchaser’s power cable.

6.2 Contactor to be rated for full load transformer current and coil “make/break”
currents. Coil rating to be 120 V. Contactor to be complete with auxiliary contacts for
the “seal in” (across start button), indicating lights and 2 extra DPDT contacts for
remote annunciation.

6.3 Control power transformer rated 480 V – 120 V. One leg of the low voltage side to
be grounded.

6.4 Start and Stop pushbutton stations.

6.5 Indicating lights are to be provided for “red-run/on” and “green-off/standby”.

6.6 Voltmeter and ammeter

6.7 Potential and current transformers (PT’s & CT’s) as required for metering devices.

7.0 CONTROL & OTHER INDICATING ACCESSORIES

7.1 Visual means shall be provided to convey the “on/off” status of the contactor to
operating personnel who may be at some distance from the equipment. This shall
consist of 2 luminaries which are mounted on a support frame (post) in the vicinity of
and at a higher elevation than the controller (starter). The height should be sufficient
to provide unobstructed clear visibility. These fixtures are to be complete with “red &
green” color lenses to respectively reflect the “on/off” status. Lamps should be rated
between 20 to 30 W.

7.2 Control power transformer capacity in the controller shall be increased to carry this
extra burden. The “on/off” lamp condition is to be achieved via auxiliary contacts
mounted on the contactor.

7.3 Level switch is to be provided for the control of the contractor. The function of this
internal switch is to ensure transformer can only be energized providing there is
sufficient crude in the tank to cover grids.

7.4 Level switch contacts are to be wired in series with the contactor coil. Switch
contacts are to be rated for coil control voltage and “make & break” duty.

7.5 An auxiliary volt free contact (normally closed in healthy condition) shall also be
provided for remote indication purposes and will be connected to SCADA by others.
8.0 REMOTE INDICATION TO SCADA

Remote indication of healthy and fault status shall be provided. Indication shall provide
detailed enough information to enable preliminary diagnosis of problems from the remote
control room through the SCADA.

9.0 LIGHTING

Luminaires are to be installed for access ladders, platforms, walkways, controller and
indicating instruments. Ladders are to be equipped with a fixture illuminating the bottom as
well as the top end. The lighting system shall be engineered and designed in accordance
with the criteria outlined in the IES standards.

Lighting system is to be rated for 120 V. Supports and all required fastening hardware is to
be supplied for fixtures. Luminaires are to be manufactured by Appleton or Crouse Hinds.
Fixtures shall be pre-wired to a skid mounted circuit breaker panel.

Panel to be complete with incoming circuit breaker and branch circuit breakers (max 15 A
rating) as required for the lighting system. One spare 15 A breaker is to be included for
future use by purchaser. Panel to be manufactured by either Appleton or Crouse Hinds.
Incoming circuit breaker to be c/w lugs suitable for purchasers feeder cable.

10.0 ASSEMBLY

Electrical equipment and devices are to be factory assembled and interconnected via a
conduit raceway system. Conduit sizing and wiring shall be in accordance with the criteria
outlined in the NEC code or the CSA regulations. The completed wiring system shall be
complete with seals, unions and similar as stipulated in the codes.

11.0 FACTORY TESTING – ELECTRICAL SYSTEM

Components shall be factory tested and the completed assembly shall be subjected to
functionality tests. Test certificates are to be submitted summarizing the tests conducted
and the results achieved. All testing shall be in accordance with the criteria outlined in the
applicable ANSI or IEEE standards as well as the manufacturers standards.

12.0 INSULATORS AND BUSHINGS

Insulators and transformer bushings shall be manufactured from “Teflon” or equal type
material. The minimum diameter of insulators shall not be less than 2½”.

Ceramic type material for insulators and bushings is hereby specifically excluded.

As part of the quotation bidders shall supply sufficient technical and manufacturing details
of these components to enable purchaser to determine suitability of these material items. In
addition, bidders are to state expected service life of this material category and whether
these items have a proven track record.

13.0 COMMISSIONING SPARES

Vendor is to include in his quotation a list of recommended spares required to commission


this equipment. All of the quoted items are to be priced. The listing is to include one
complete set of suspension insulators and transformer bushings complete with all mounting
and installation hardware items.
