The OSS network is established first, which integrates the network management and the
operations (network design/configuration, problem settlement, commissioning, and
maintenance). The network reconstruction is avoided. The work efficiency is improved
because no engineer is required to stay in the BSC equipment room for a long time to
cooperate in the separate deployments.
The requirements for the skills of the commissioning engineers are reduced; therefore, the
human resources allocation is flexible. The insufficiency of the engineers with higher technical
skills is solved to meet the requirements of the delivery. The commissioning progress is
accelerated and the project delivery becomes quicker. The commissioning costs are reduced,
providing the prerequisite for reducing the costs of cooperation quotations.
Case 1:
In the Reliance CDMA project in India, some regions adopt the remote commissioning mode.
Compared with the traditional commissioning mode, the human resources requirement is reduced
by 30%. Engineers are not required to work in different BSC offices; therefore, a large amount of

In the Reliance GSM project in India, the remote commissioning mode is adopted. Compared
with the local commissioning mode, the human resources requirement is reduced by 50%.
The engineers can deploy BTSs in the remote and centralized mode. The Engineers are not
required to work in different BSC equipment rooms for a long time; therefore, a large amount
of time and cost are reduced. Experience:
There are about five types of simplified BTS configuration. The BSC data and BTS data script are
delivered to the remote engineers of each Circle, and then delivered to the onsite engineers after
some modification for the software installation and data loading.
The A/Abis/Ater interfaces adopt the optical transmission, greatly reducing the connection error

Unique difference with earlier projects: The OSS network is established first.

the BSC equipment hardware installation and before the software commissioning, the OM
channel is required, which connects the network management center and the BSC
