BUDGET:
According to Article 112 of the Indian
Constitution, the Union Budget of a year,
also referred to as the annual financial
statement, is a statement of the
estimated receipts and expenditure of
the government for that particular year.
• Union Budget keeps the
account of the government's
finances for the fiscal year
that runs from 1st April to
31st March. Union Budget is
classified into Revenue
Budget and Capital Budget.
Revenue budget includes
two kinds of revenue receipts - tax and
non-tax revenue. Revenue expenditure is
the expenditure incurred on day to day
functioning of the government and on
various services offered to citizens. If
revenue expenditure exceeds revenue
receipts, the government incurs a
revenue deficit.
Capital Budget includes
capital receipts and payments of the
government. Loans from public, foreign
governments and RBI form a major part
of the government's capital receipts.
Capital expenditure is the expenditure on
development of machinery, equipment,
building, health facilities, education etc.
• Fiscal deficit is incurred when the
government's total expenditure
exceeds its total revenue.

To improve quality of teachers and
education, the Gov. is initiating on
integrated B.Ed. programs for teachers.
RIGHT TO EDUCATION ACT to enable
more than 13 lakh untrained teachers to
get trained.
Forcing education to move gradually
from black board to digital board.
Gov. also proposed to launch a major
initiative named “REVITALIZING
INFRASTRUCTURE AND SYSTEM IN
EDUCATION”(RISE) by 2022 with the total
of Rs. 1,00,000 crore in next four year.

FINANCE MINISTER SAID THAT GOVERNMENT
HAS PROVIDED 10% RESERVATION TO
ECONOMICALLY WEAKER SECTION IN
EDUCATIONAL INSTITUTIONS AND
GOVERNMENT JOBS.
HE ALSO ADDED THAT THIS COULD BE DONE
WITHOUT DISTURBING THE RESERVATIONS
SYSTEM FOR OTHER CANDIDATES.
CSS
SCHEMES:
FM HAS ALSO TALKED ABOUT THE
“CENTRALLY SPONSORED
SCHEME”(CSS) THAT HAVE BEEN
PROPOSED BY GOV. AND SAID THAT
THIS YEAR THEY WILL ALLOCATED Rs.
3,27,879 CRORE AS AGAINST RS.
3,04,849 CRORE IN 2018-19
NATIONAL
EDUCATION
MISSION:
FM SAID THAT THE GOV. HAS
DECIDED TO INCREASE THE
ALLOCATION FOR “NATIONAL
EDUCATION MISSION” TO RS. 38,572
CRORE IN BUDGET ESTIMATED 2019-
20 FROM RS. 32,334 CRORE IN
REVISED ESTIMATED 2018-19.
