Definition
 City Development Plan is both a planning process
and a product, which promotes partnership among
various stakeholders in a city-the city government,
the private business sector, civil society, academic,
and national government agencies.

 Livability Conditions – healthy and dignified
standards

 Bankability- financially viable
 Governance- Accountability, integrity and
transparency
Scope
 Assess the current situation
 Identify the gap in service delivery
 Outline the issues faced by the city’s poor
 Focus on the reforms to be carried out at the state
and local levels
Objectives

 Goals of CDP include collective city vision and


action plan aimed at sustainable development
 Guide and promote economic development of city
 Develop a consensus building process to establish
the city’s development
 Assist local authorities outline their financing and
investment strategies.
CDP Process
 Every CDP should address the necessary following
questions
1. Where are we now?
2. Where do we want to go?
3. What do we need to address on priority basis?
4. What interventions do we make in order to attain
the vision?

Factors to be considered
 CDP need not be a statutory document, but it must
be ensured that they are not inconsistent with
master plan.
 CDP’s submitted to Mission Directorate shall be
taken up for appraisal and revision may be carried
out in necessary. However, attempt should be
made to submit good quality CDP to expedite the
process of sanction

 CDP’s comprehensively should indicate the
direction in which the city like to move on.
 When compared, MP is a spatial document, but
CDP is for more comprehensive vision document
and would subsume the MP
Uses of CDP
 No DPR’s will be entertained without CDP of city by
Mission Directorate for any financial proposal and
schemes
 Establishment of city-wide framework for planning and
governance
 Modern and transparent budgeting, accounting, and
financial management system at municipal levels
 Financial sustainability for municipalities and other
service delivery institutions
 Transparency and accountability in urban service delivery
and management
