The Teachers’ Professionalization Act

Institutionalization of the Continuing Professional Education (CPE)
Programs of the Various Professional Regulatory Boards (PRBs) Under
the Supervision of the Professional Regulatory Commission (PRC).
• Signed and issued by the office of the former President Fidel V. Ramos on
July 25, 1995.
This Executive Order was premised on the following:
 The various professions play a crucial role in nation building
 It is imperative to impose upon registered professionals the completion of
Continuing Professional Education (CPE) programs adopted by the concerned
Board as a pre-requisite for the renewal of their licenses
 Upgrade or improve their technical knowledge and skills
 To keep them abreast with modern trends and technology in their respective
professions
 Assuring the rendition of highly qualitative professional service/s
 Be globally competitive under the General Agreement on Trades in Services
(GATS)
 Securing the safety and protection of the public
 The confidence and patronage of the public in a professional depends upon his
competence and the quality of service rendered resulting from his acquisition of
updated technical knowledge and skills

Continuing the Professional Development Act of 2016

With the enactment of this law, CPD for all the forty-three (43)
professions regulated by the PRC including the teacher profession has
become mandatory.

Article 1, Declaration of Policy

• The State shall institute measures that will continuously improve the
competence of the professionals
• Ensure their contribution in uplifting the general welfare, economic
growth and development of the nation.

Academic Track
• Completion of Master’s Degree
• Completion of candidacy to the doctorate program
• Completion of the doctorate program
• Completion of a post-doctoral diploma
• A recipient of a professorial chair grant, and/or fellowship grant
Self-directed Track
• Trainings offered by non-accredited CPD providers
• Serving as accreditor (e.g. ISO, ISA, PACUCOA, PAASCU, AACCUP,
etc.)
• Study tours and socio-civic activities using the profession
Productive Scholarship
• Has developed program/training module, curriculum guide or any
resource material
• Has written an article in a professional magazine or a technical/research
paper
• Writes a book or monograph or comes up with an invention or creative
work.
• Professional and/or lifetime achievement awards
