Criteria of a Hero
There is no law or
proclamation which directly
made Rizal a hero.
Rizal’s hero status was made
by the acclamation of the
Filipino People.
The Americans (through the
American Governor William Howard
Taft) recommended to the Philippine
Commission, which was sponsored
by the US, to declare Jose Rizal as a
national hero for the Filipinos.

National Heroes Commission definition of a hero: Approved by a
committee headed by Carlos Quirino of the National Library

A hero is defined as an “Admirable leader


towering over his peers, who is serving a
noble cause, possessing exceptional talent,
distinguished valor and/or hold enterprise,
exercising a determinative influence over the
spiritual life of his people in a particular
remarkable event.
Criteria of a Hero
The committee adopted the following criteria as basis for historical
researchers in determining who among the great Filipinos will be officially
proclaimed as national heroes:

1. Heroes are those who have a concept of nation and


thereafter aspire and struggle for the nation’s freedom.

2. Heroes are those who define and contribute to a


system or life of freedom and order for nation.

3. Heroes are those who contribute to the quality of life


and destiny of a nation.
Criteria of a Hero

Additional Criteria:
1. Heroes are part of the people’s expression.

2. Heroes think of the future, especially of the


future generations.

3. The Choice of heroes involves the entire


process that made a particular person a hero.

Galang (2012) in an article concerning the selection process of
national heroes in the Philippines shared a new set of criteria:

1. The extent of a person’s sacrifices for the welfare of the country.

2. The motive and methods employed in the attainment of the ideal


(was his ideal purely for the welfare of the country and without
any taint of self-interested motives, most of all the method of
attainment should be morally valid)

3. The moral character of the person concerned (the person should


not have any immorality issue that affected his ideal)

national heroes in the Philippines shared a new set of criteria:

4. The heroes are those who have a concept of nation and thereafter aspire
and struggle for the nation’s freedom (they must have desired the country’s
freedom in any situation especially when there’s a threat of invasion in any
form).

5. The heroes are those who define and contribute to a system of life of
freedom and order for a nation (one who helps in the orderliness and
betterment of the country).

6. Heroes are those who contribute to the quality of life and destiny of a
nation.

Galang (2012) in an article concerning the selection process of
national heroes in the Philippines shared a new set of criteria:

7. Hero is part of the people’s expression (the citizen must have


recognized and acknowledged the person as a hero).

8. Hero thinks of the future , especially the future generations, his


concern for the future generations must be seen in his decisions and
ideals).

9. The choice of a hero involves not only the recounting of an


episode or events in history, but of the entire process that made this

Recommended as National Hero
In the later years, the Commission studied various recommendations and
evaluated based on the criteria that the technical committee set. After
further deliberation, the following personalities were recommended to be
our National Heroes.

1. Dr. Jose Rizal


2. Andres Bonifacio
3. Emilio Aguinaldo
4. Apolinario Mabini
5. Marcelo H. Del Pilar
6. Sultan Dipatuan Kudarat
7. Juan Luna
8. Melchora “ Tandang Sora” Aquino
9. Gabriela Silang

Jose Rizal’s name is widely known


in everything. This only signifies that
Jose Rizal’s popularity had influenced
the lives of people because of what he
did in promoting our culture and heritage
to the rest of the world.

Jose Rizal’s ideas brought an


important sense of identity for the
country. Even until his death, he
sacrificed himself and defended his
beliefs. He was truly an acclaimed
martyr.

In his life , Jose Rizal has been


the symbol of the sacrifices of the
Filipinos for freedom and liberation,
and with that, qualifies him as our
national symbol and by extension,
our national hero.

authored by Senator Jose Laurel on

Republic Act No. 1425
An act to include the curricula of all public
and private schools, colleges, and
universities courses on the life, works, and
writing of Jose Rizal, particularly his novels
Noli Me tangere and El Filibusterismo,
authorizing the printing and distribution
thereof, and other purposes.

Section 1
Courses on the life , works, and writings of Jose Rizal
, particularly his novels Noli me Tangere, shall be
included in the curricula of all schools, colleges, and
universities, public or private: Provided, that in the
collegiate courses, the original or unexpurgated
editions of the Noli Me Tangere and El
Filibusterismo or their English translation shall be
used as basic text.

Section 2
It shall be obligatory on all schools, colleges, and
universities to keep in their libraries an adequate number of
copies of the original and unexpurgated editions of the Noli
Mi tangere and El Filibusterismo, as well as Rizal’s other
works and biography. The said unexpurgated editions of
the Noli Mi Tangere or their translations in English as well
as other writing of Rizal shall be included in the list of
approved books for required reading in all public or private
schools, colleges and universities.

The board of National Education shall cause the
translation of Noli Me tangere and El Filibusterismo,
as well as other writing of Jose Rizal into English,
Tagalog, and the principal Philippine dialects; cause
them to be printed in cheap, popular editions; and
cause them to be distributed, free charge, to persons
desiring to read them, through the Purok
organizations and the Barrio Councils throughout
the country.

Nothing in this Act shall be construed as
amendment or repealing section nine
hundred twenty-seven of the
administrative Code, prohibiting the
discussion of the religious doctrines by
public school teachers and other person
engaged in any public school.

appropriated out of any fund not
otherwise appropriated in the National
Treasury to carry out the purpose of this
