1. Kick-Off Meeting Purpose & Objectives

1.1 Kick-Off Meeting Purpose


To formally recognize the “official start” of the project & assist project team
members, Company and key personnel to attain a common understanding of the
project scope, roles and estimates timeline and quality requirements of the company
as per SCHEDULE Q & Project Quality Plan.

1.2 Objectives
The Objective is to describe the scope of work & provide the specific guidelines for
executing the works.

1.3 Scope

This Kick-off Meeting does covers only the Instrumentation and Process Control
System(PCS) Fiber Optic Cable Installation, Termination/Splicing and Testing, and
does not covers the FOC for Telecommunications and Electrical.

7.1 General Requirements
1. All related design drawings must be stamped by the RCDD before the package can be issued for
Construction (IFC). (PCS only)

2. Direct burial of fiber optic cables is prohibited. (PCS only)

3. Conduits shall be single bore, plastic (PVC) NEMA TC 8, Type DB or EB. Same type of conduits
should be placed on any specific conduit section.

4. A maximum of equivalent two 90° bends are permitted in each section of the conduit runs. The
minimum bend radius of the conduits shall be 36˝. (PCS only)

5. All underground conduit systems in plant areas shall be concrete encased for mechanical
protection with non-structural concrete. (PCS only)

6. In plant areas, where vehicular traffic loads is expected, conduits should be located at least 760 mm
(30˝) below surface grade. Plant areas, where vehicular traffic load is unlikely, conduits should be
located at least 610 mm (24˝) below surface grade.

7. An “orange color” – detectable warning tape shall be placed above the conduit concrete
encasement to provide early warning. The tape shall be located at a minimum of 300 mm above the
upper surface of the conduit system.

7.2 Fiber Optic Cable Installation
1. When redundant data links are provided, the primary cable shall follow a different route
from the back up cable. (PCS only)

2. All 'Outdoor Fiber Optic Cable' shall be loose-tube buffered.

3. The pulling tension on fiber optic cables shall not exceed 600 pounds unless greater
pulling tensions are specifically approved by the cable manufacturer. When fiber optic
cable is pulled, it shall be pulled in a straight line. The cable shall never be bent or
wrapped around the hand or any other object as it is pulled. Only vendor-approved
equipment or methods shall be used.

4. The minimum bending radius for fiber optic cable is:


1. Ten (10) times the cable diameter when the cable is not under tension
2. Twenty (20) times the cable diameter when the cable is under tension

5. Outdoor fiber optic cables (non-fire rated) shall not be run exposed for more than 15 m
(50.0 ft) within a building. If more than 15.2 m (50.0 ft) of cable is required between the
building entrance point and the cable termination point.

1. Only approved FO Cable Splicer (with valid JCC) shall perform the termination or splicing of
Fiber Optic Cables

2. Only the ST and SC type connectors shall be used to terminate optical fiber cable.
(PCS only)

7.3 Fiber Optic Cable Termination & Testing

Testing Requirements
Acceptance testing requirements for fiber optic cables shall comply the requirements stated
in the table below, and three (3) basic tests

1 On-Reel Acceptance tests shall be performed on the cable to ensure


materials quality prior to installation using OTDR.

2 End-to-End Loss (typically 100% of fibers in both directions, and 100% of fiber splices and con-
conducted after completion of nections; (individual splice loss shall not exceed the following limits;

8. Lessons and Learned

 Outdoor fiber optic cables (non-fire rated) had been run exposed for
more than 15 m (50.0 ft) within a building. This is violation against
SAES-Z-020, para. 6.10.2
